You have a politically connected commander, who probably didn't do anything as a lieutenant and certainly isn't versed in actual Law or the application of Law....and you're going to trust them to do this?
- A Chicago alderman has changed his proposal to impose an earlier teen curfew in the downtown area. The new idea from Ald. Brian Hopkins (2nd) would allow police commanders to impose emergency curfews for unaccompanied minors at any hour and at any location in the city. He previously sought an 8 p.m. curfew for the downtown area.
This is just dumb. First up, most commanders are morons. More are morons on ego trips. The rest are as we described in the opening paragraph. You're going to let them "declare" curfew areas in a city that already has an extensive curfew ordinance?
Remember the Gang Loitering Ordinance? Where you had to announce, via loudspeaker on the public way multiple times about dispersing from a designated corner - and ONLY that corner - that arrests would be forthcoming if people (or folks) didn't disperse for a set amount of time, usually for an hour or two. It was written in consultation with city lawyers and the ACLU and was essentially unenforceable since the gang would just move 100 feet away to "restart the clock" because that was now a separate dispersal area.
Meanwhile, all sorts of routine calls would stack up and the District would go into a backlog while the announcing supervisor would be on three other calls and then at a shooting scene somewhere else and....
You get what this is going to be like? Conehead might as well get out the checkbook again and write another rubber check that will bounce higher than the last thirty or forty.

Completely agree this is an extremely stupid plan that will never work. When there are 500 teens wilding the loop at 600pm, the police will quickly decide that tonight is a 700pm curfew and try to enforce this by verbally relaying this to the crowds? GTFO.
And what is the penalty/ procedure when they ignore you then tell you to kiss off? Write them a ticket? Physically place them under arrest and haul them to the station so the Black Caucus can hire Ben Crump the “Black Chump”. To represent the poor deprived underserved “chiruns”

Not so long ago, there were about 40,000 curfews issued each year. Parents of kids with multiple violations were issued citations for court appearances. Then the ACLU intervened with other special interest groups. What we have now is the result.

I say we have a mandatory curfew for all CPD district commanders. They should not be allowed to be at roll calls, in the station or on the street past 3pm. These retards just get in the way of any actual functioning district (which are all barely being held together with duct tape and chicken-wire at this point). The good old DCs of decades past are long long gone and have been replaced with DEI political hacks who can't make a decision to save their life and have no idea how a beat car or tac team operates day-to-day. 5.11 pants are their kryptonite.

Why even discuss this curfew plan. Keep it simple. The second something is damaged or threatened, start grabbing these jerks and charging them with DC and mob action. I'm sure there's plenty of business owners and citizens that will sign around there.
If you are dealing with civilized people, sure this might work, but a savage is a savage. The best thing is knowing that this is the best these people will ever be.

Here’s the bottom line as I see it from an old man that has done this job for over 30 years. You don’t need to reinvent the wheel to be an effective police department . The shit that worked 100 years ago still works today. Captain from 011 already on a power trip since he came to the district last year. Demanding activity and numbers everyday and it’s not enough. Saying produce or else. Officers are stressed and so many have been bidding out and trying to leave because of this guy.

Tell us with all your infinite wisdom how you would deal with them; considering they aren't prohibited from amassing downtown, can't be redirected back on the redline/blue line/green line, a curfew is useless, they run, and we can't engage in a foot pursuit for a curfew violator, or low level misdemeanor crimes, nobody signs complaints in they are caught, our peace can't be breached, so no disorderly, and socialist politicians and mayor, that don't want them bothered.

Isn't that why we keep Tack-Tickle teams around? They actually have to work for their supper or they will lose their spot on the team. They will try this program out using the patrol division, but eventually it will be turned over to the tack-tickle teams. They are much more pliable to the department's whims when it comes to violating people's constitutional rights.
Here's a hint...Have brass declare "civil unrest" at the next teen takeover. Surround them. Bring out the gas teams and let police in riot gear loose on the "urban terrorists". Impound every single car of theirs, and arrest as many as possible. You might even see an improvement in morale. The streets will be ours again in 2 or three of these operations.
