Merit packages delayed

The Meritorious Sergeant letters have been delayed at least seven days. By our calculations, the 06 September due date (supporting paperwork by 07 Sept) becomes 13 September, supporting paperwork immediately thereafter. Figure 2 to 3 weeks for the Merit Board to meet means a mid-October start date. Sorry to be the bearer of bad news, but this IS the city that works.

If there are 80 Sgt.'s that's 24 management Sgt's. If there are 120 the number goes up to 36. For those 4 or 5 who will be genuinely meritorious, please be patient, you'll get your just due. The rest of those management clout fucks can lick my salty balls.

Whenever referring to the City of Chicago and using the word MERIT or MERITORIOUS in the same breath, kindly use quotation marks. As all of you know, the CPD use of the word "merit" or "meritorious" has nothing to do with ACTUAL merit and is a grievous oxymoron.

Mgt. Sgt.s are very dangerous. Most have a chip on their shoulder because they know they are not qualified for the position. As a Sgt. you must know the rules and regulations in order to help the officers on the the street. You find that most merit guys manage you like you're a teenager working at Mc Donalds (like an adeversary not an ally). Not doing well on the test mean you aren't/weren't a good cop, but the two jobs have very little in common. The best Sgt.s are always working P.O.s who happened to do good on the test. Most merit guys are horse shit political suck asses who didn't do well on the test and know nothing about being the police. A few are O.K. though.

I was in the last Sgt.'s class in May, and although I was off the list, I was surprised to see a couple of guys in my class on Merit that genuinely deserved to be there..one guy was a fantastic policeman out of 005 and anyone there will tell you the same, he just didn't score well..not to say that there werent a fair share of dog-asses that shouldnt even be P.O.'s.. merit propmotions due SOMETIMES go to the right people..

I work in an Area and can tell you although there are alot of good sergeants out there you can pretty much tell the merit guys. They are afraid to make any decision and just want a name to cover their asses.

I know there are bad detectives and yes you can tell the merit dets from the ones on the score. It is frightening however to see some sergeants out there instructing young P/O's.

I dont care how great a copper the guy is no one deserves their stripes illegally. Thats your pension money that sob is taking out of your pocket, why should that merit get a better senoirity date then the poor mope of the list in the next class. Thats a better retirement check for some merit versus a p/o on the list who will not get mede.. Some poor copper who tried on the legit.

I see every watch how the merits sgts. impede this organization. This is a police department not kindergarten, the merit is the first sgt. to give up the p/os to the street deputy and watch commander. Every time my cell phone rings its a merit sgt. asking what should be done, follow the orders and support,look out and mentor your troops SCAB.

Next thing I see the merit shaking hands with the deputy and other bosses whispering about the p/os.

How about that female sgt in 001 who who slept here way to her stripes by running parties and sleeping with the deputies at the police memorial in Washington DC.

O yes she deserves to be sgt. How about the felon caught stealing overtime when he was a merit dick. Now a merit sgt. with another money beef. How about HDO merit sergeant in 005, his brother the burglar working at the gas pumps. Thank you hispanic democratic organization. Why wouldnt any of the sgts. men go to Washington DC with him for the presidential swearing in?.
Every Hispanic gang banger drops his name.

The scabs/merits have ruined this department, I wish the P/os had a real union at least John Dineen took action (cta/CHA) special employment demanding time and half. Dineen fought for us.

I get aggravated with the Sgts. Assoc. what a joke. Roll over and die, there fighting the contract over the d2 pay.

My watch commander attempted to get two sergeants from the last class who were real cops of the list. The DC stated that he couldnt honor the request because the area deputy was placing one guy on the second and the ward office had the other spot.

I didnt bother taking the Lts. test. I go to work and look out for the good guys on my watch but now I have a new Lt. probably merit and already people are being denied time due.

Cant wait to retire.

If the "so called" merit promotions are given to deserving persons, why don't they just say who the merits are when the lists are posted? Of course, then it would be obvious that they are not deserved. Also, why isn't there a definition of what MERIT actually is.

Northside - your comment about the use of quotation marks around "merit" is right on.

Anonymous at 4:32pm makes an insightful observation about "merit" sergeants getting an unearned share of the pension fund. This is yet another valid argument against "merit" promotions. Although, upon being promoted, "merit" sergeants do in fact pay more into the pension fund.

The fact that 30% of all promotions to the rank of sergeant are "meritorious" is a travesty. With that said, I truly believe there is a place, however limited, in the Dept. for merit (no quotations) promotions. Every officer can probably identify at least one coworker who deserves promotion regardless of their test score.

The frequently expressed tautology that "not everone is a good test taker," seemingly, is a valid justification for merit (no quotations) promotions. Unfortunately, this logic has been exploited by the well-connected to "meritoriously" promote political hacks undeserving of the rank.

Like any government action conducted behind closed doors, the "merit" promotion process comes under great suspicion due, in large part, to the secrecy surrounding the identity of the "meritorious" promotees.

In my experience on the Dept., the vast majority of (but certainly not all) officers are fair-minded and good judges of character. Thus, if a meritorious promotee truly deserves the promotion, i.e., they are hard workers, have good judgment, and have "put in their time," why should his or her identity as a merit promotee remain undisclosed? If the merit promotee is truly deserving, he or she should be held-up to the rest of the Department as a model employee, a person to be admired and emulated.

Sadly, this is not the case.
The politicos who advocate and ensure the perpetuation of the "merit" promotion process, insist upon this veil of secrecy in an attempt to hide what everyone suspects: the "merit" process is fundamentally unfair and possibly unlawful - violative of the Shakman decree.

Accordingly, I propose the following 3 reforms to the current process:

1) Reduce the percentage of meritorious promotions to 10%. Why aren't the unions raising hell on this issue?

2) Disclose the identity of the merit promotees. As mentioned above, if they are deserving, most officers will not be discouraged by their promotion or lose faith in the process. I'm not saying that there won't be bickering about the choices, but at least we'll likely be debating the candidacy of two qualified officers rather than that of political insiders and those who think they are entitled by birthright.

3) Disclose the identity of the exempt member who nominated the meritorious promotee. This will lend a degree of accountability to the process. Not only will exempts be subject to scrutiny for poor choices, but feds will know where to start the investigation of suspected Shakman violations.

Rigth on. Well said. The public, those that read this should know that merit picks are not merit picks. They are political appointees. Many, many deserving candidates are by-passed to the detriment of the department and the city. A true merit selection process would be refreshing.

Worked 506, not a bad guy no way did he deserve the stripes. 19th ward person claimed ignorance when promoted. took a good spot from a real sergeant in 21 versus going to a shit hole. 6 years on the job what a slap in the face to those of us on the list nearing the end of are careers. How about his partner with 11 years on the job.

Then there was Mr. Becina from 003 and Ms. Melcher from 022/narcotics
merit appointees assigned to 004.

They seem lilly white to me and all active socially with in the department cliques.

Right on post 4;32pm you left out several important facts about the femeale p/o, merit sgt.

i met her at the taste of chicago her fat ass was always sitting in the air conditioned command post when the tac guys were stationed on the street. i went to use the phone to call our station and was reprimanded by this do nothing bitch. Every year she was in the command post after returning from maternity leave. Rumor had it her two children were fathered at the taste by two different command people. She pulled the train in washington dc for two former deputies who I should identify one as an aa and a mw. Lots of sleeping around, but it got her fat ass promoted.

Why does the FOP allow this. I look at this bitch and she does not represent the men and women of this civil service department with morals and dignity. I was caught pissing by an inspector in an alley in a industrial area, the inspector said I was being immoral,
I told the inspector go talk to our female sgt. and the other unwed mothers on the desk about morality. Only whores get ahead on this job.

Bechina was merit on recommendation from a BLACK boss..and to say he is in a social cliq with bosses..you are completely uninformed..some of you need to get your facts straight before you open your mouth on here..some of you complain about merit and have very good points in you're arguments..but Im sure every last one of you would jump to the position if you knew a boss that put you in for it..as for the P.O. who made merit sgt. from 005..he knows NOBODY..he was putin and got it on his work record..I know him well and I'll swear on my children that he HAD NO CLOUT WHATSOEVER when he made it..that's the truth regardless of what some of you may think

He and like all other merits applied for the position, the majority of the men of this department would not lower their standards and beg to be made a merit sgt. Next time positions are open every member should apply.
I have personal knowledge of one of the first merits sgts. since retired who hand carried his resume to a elected official who then gave it to the 1st Deputy townsend. This individual now works for Cook County as an investigator. He admitted to buying tables and eating tickets, working a precinct for the stripes. Screw any one who believes they made it on the legit with out help. NOOOO WAY, please do not be naive.

Now for the other guy, his wifes family has clout, I do not no the man but he is still stealing a promotion from a union member on the list who outscored him. Who is Mr. B to obtain a nine thousand dollar raise over a member who out scored him on the list and has no sponsorship. If you believe these people are deserving then lets just do away with the promotion process. When does it stop, some of these people have had three merit promotions now. Is that fair my friend to the rank and file, the honest non political people.

Just look at the screw ups in the detective division/youth division.
Every major embarassment is caused by a merit appointee. Talk to people with twenty or twenty five years on the job. Old man daley had the temp sergeants and the federal courts stopped them. Talk to some retirees. I do not agree naming individuals, but the only way to protect the membership is to have the union make the list of merits available to the rank and file.

The merit is stealing money from my pocket, my future and my retirement goals. Dont defend a merit, their placing a knife in your back and turning it, while reaping the benefits. You mention your children that merit raise is the average cost of a semester at college for one of your children one day.

There was a merit detective, who could not even do an arrest report as a p.o., when he went to Area 1, his Sgt. would have him do kindergarten type busy work. Staple 2 pages together, and the next day pull the staples out. He did have beautiful handwriting though, but the spelling was all wrong, and he was one hell of a sharp dressed man.

Hope that you all realize that the last lawsuit filed against the promotion testing process wanted all promotions made on the basis of "merit". The rumblings downtown are that this will come to pass. Just Fuckin' scary. I say that the promotion test be modeled in part after New York's where you actually have to read management books and retain and apply the concepts within. Another portion would be taken from the military in that you would receive bonus points for time in service. This would give the more experienced officers a leg up on the "3 year wonders" who are used to taking tests after just geting out of college. In addition, I propose that any boss who gets hired as an "expert" by the testing companies be forbidden from running a study group unless that study group is open to all members. Sooper sekret study groups abolished.

Do I believe in "merit" promotions?? ABSOLUTELY NOT! I made Sgt. off the 1993 test where there were NO MERIT PROMOTIONS! It's kind of nice to get your test results and know exactly where you stand. On the other hand, don't have a beef with the Sgt.'s who made it by merit, cuz if any one of you had the juice, you'd do the same. Or if your boss called you in & asked if wanted to be put in, you would say yes! It sucks, but like it or not, "merit" promotions are not going away. Nice of the F.O.P. to sell the Officers out!

I've read this thread(and most others)and refrained from commenting on anything to date. Right or wrong in it's concept or application, WE are stuck with the merit promotions. Why? We can play the NewOrleans style finger pointing all day long, and WE still won't be able to properly or accurately affix blame or responsibilty for the merit system. Undeniably, virtually EVERY promotional exam in the past 30 years (except the 1980 dick's test) has been the subject of civil litigation. Compare that to Los Angeles, where there have only been 2 civil suits filed on promotional tests, both of which were dismissed as being without merit. Have WE succumbed to the belief that WE are entitled to something simpl;y because we want it, without having to work or study for it? When I spoke with a Sgt from LAPD and asked about the lack of litigation, his response was " I guess our guys/girls figure that if they didn't get promoted based on their test scores, they didn't study hard enough". Will my comments change anything? Probably not. WE are looked at as though WE are crazy for, among other things, our promotional practices.

We're the only ones who project an honorable meaning on the word "Merit" when speaking (or writing) about "Merit promotions", and we're the only ones it really pisses off! You ever notice that there are key-words that are used whenever they want us to swallow some more shit, like; "Integrity", "Honor", "Duty","Voluntary", Meritorious" (etc.). These are just words to them, yet they mean something to us, and they know it. We kid ourselves into thinking that the DICKHEADS that dreamt this "merit" stuff up actually had, or should of had some real honor and integrity, and it always pisses us off because they don't. It's amazing that with our grasp of human nature, and as salty as most coppers are -(and justifiably so)- that we remain such optomists when dealing with our own political fucks. WE SHOULD KNOW BETTER! I just wish the "playing field" was "even", and they wouldn't get upset when we called them out for the dirty rotten screw C*nts that they are...
Now, I aint saying not to get pissed off, I'm just ranting. We should let them know EVERY time this crap comes up that we think it's bullshit. We shouldn't let our unions off the hook either. 30%...

Hey, I won't name names, but when I took my Det's exam, a female PO sat next to me, and didn't return for the second half of the test. I saw her 1 year later in court where she told me she was a detective. Screw me...

In regards to misusing words like "Merit", how about "Reverse discrimination" This is a perverse misuse of a word that already exists to express actions of one against another based on color of skin, etc. it's called "Discrimination" Not reverse discrimination. That word does not only apply to alleged minorities. To think that when discrimination happened to this "White" family, the press labled it "Reverse discrimination" as if discrimination only applies to minorities. Police are victims daily of discrimination (especially under the guise of affirmitave action.) If you were hired with a test score in the upper 90's and the individual next to you was hired at 70's-80's, haven't we in fact at that point been allegedly equalized. Why later in somes careers, does the department feel compelled to once again force some form of equality. When I have 10-15 years on the job and so does another officer, we both have the same job experiences and same opportunity to study for the same exam, why then does the department still say that if I scored better, it must be a racial thing and once again, the great gift of affirmative action tales place, scores are manipulated and the upper populace of the test must have had some unfair advantage. What!! We all get the same general orders, how bout studying instead of waiting for a gift of the 30% rule. How demoralizing to see that the person who scored a 70 and was hired the same day with you in the top of the class is now a supervisor after getting a lower score on the same promotion test. When does the equalization take place? I say that after hiring, however they manipulate the numbers, we ALL should have an equal chance at advancement. That will never be, how unfortunate for those who study and actualy try to suceed based on job knowledge. Who can answer this question, You need a heart transplant and two Doctors are available. Do you want the most skilled and knowledgeable (whatever their race or creed) or do you want someone who got the job because he was friends with another surgeon and whined about how unfair the MD test was and was placated with a gift of a top job.
