Example: today's article in the times says that the director of the Traffic Management Authority is writing legislation to allow traffic aides to write tickets (ANOV's) on pedestrians who cross against the signals.

- So what if the offender refuses to stop? As Illinois Law is written, the traffic aide has no authority to restrain an individual for a MCC violation, aside from citizen arrest powers.
- What if an offender resists? The rules for the City indemnifying traffic aides against liability are (as far as we can tell) non-existent. Wouldn't you like to be THAT lawyer representing the offender in an unlawful arrest civil suit against the traffic aide? Ka-ching!
- What if an offender doesn't have/refuses to produce identification? ANOV's REQUIRE that ID be produced and a name check be run. Traffic aides cannot (legally) run names and lack powers of arrest should an offender refuse to produce ID.
- What if an offender flees? Foot chase in the Loop? Traffic aides have a hard time using a radio as it is - can you imaging CW1 alive with a bunch of foot chases every morning?
This is a BAD idea all around. The local and state hoops that have to be jumped through are damn near insurmountable. This is just smoke being blown up citizen's rear ends in an effort to look like someone is doing something - besides getting indicted at the Department of Aviation. Oops, Fran must have missed that story. Again.

Speaking of clergy, while off duty I rode past the Apostolic Evangelical (or whatever the hell it's called) church on 114th and Vincennes. Parked outside was--and I'm no car expert--what appeared to be a top-of-the-line late model Mercedes Benz.
Although I couldn't run the plates, I am confident in saying the car belongs to the pastor, Reverend William Ellis, the newly convicted money-laundering tax evader. I say this because the vanity plates read "BISHOP E."
The point of all this? Prominently displayed on the rear of this convicted felon's car is a shiny FOP medallion.
I'd love to see whatever jag-off copper gave him the medallion get suspended for 30 days and/or arrested.
all you have to do is get the number off the medallion and the fop should do the rest. Fop rules say any person caught giving away medallions automaticlly gets booted from the fop. I would love to see it.

It will be quite easy for the TMA to enforce ANOVs. The police will be plan B. Whenever there are any discrepancies, CW1 will notify the local zone to send a district car.
and an hour later, after CWI writes up a ticket for "assist citizen", and zone 4 dispatches the "assist citizen", and the beat car coming from McCormick Place gets there, the offender has safely arrived home in the suburbs. Even if they were walking.
No way are they telling to civilian city employees to physically confront people. No Way.
Another prime example of the city trying to make a buck half-assed. I wonder who's bright idea this was, half of these aids have no clue what they are doing. I've seen several sit on the corner while full force traffic is comming/going from US Cellular. At least they know to get out of the way of a squad car when we need to go through.

Sure, but they also know how to tell marked squad cars not to make left turns. LOL. One yelled at me and said NO LEFT TURN Can't you read the sign!
