"Mini-Riot" Follow Up

Someone asked that we throw up an open post to further discuss the "mini-riot" in 011. We've also noticed a boatload of hits coming our way from the Fire Department's unofficial website because it was related to some of our correspondents that a "Big Wheel" in CFD related that CFD would be refusing calls for service in the area of the rioting due to safety issues. We can't say we blame them.

Have at it. Keep it clean. Regular rules apply.

TRU PO's are specifically told NOT to go on their own to other hot spots. Regardless of incident nature. TRU PO's *CANNOT* re-deploy themselves. They work the DOC areas that they are told to. Re-depolyment orders come from above Commander levels.

I can tell you how to notify citywide field units quickly under many circumstances. Have an event simulcasted as a 10-1, and ask the dispatcher to make it clear that its a call for a plan.

Circumstances:
Comfort Zone 1995 on zone 4, first watch. Shooting in the club, very large crowd disturbance outside at closing. 1899 comes on the air and CALMLY asks "squad, please simulcast this as a 10-1, request available units citywide and from all districts as appropriate". Plan 5 plus. Everybody and their brother did respond. At 2:00 to 3:30 in the morning.

Second:
3rd district on zone 7 in 1996 or 1997, maybe 2200 or 2300 hours?? 3rd district gang car reports his partner shot (turns out unfounded) on the south side of 003 towards 75th street. Simulcast a 10-1 and broadcast "units in OR AROUND 003, or anywhere on the south side, 33X(A-E??) calling a 10-1 in the xxx block of east 73rd, reporting his partner shot on the street". 2 minutes later a 3rd district car comes up and says there are lights and sirens as far as the eyes can see, and from everywhere on the south side.

Finally, zone 6, circa 1998, 3rd watch. A 7th district foot chase tying up the zone and an 8th district person shot ticket sitting in front of the dispatchers. What to do, what to do? Have the secondary simulcast OFF OF THE ZONE (i.e., not on zone 6, but on all of the citywides) and inform that the zone is tied up but it will be broadcast and assigned as soon as possible... if any citywide cars are available to respond please do so.

As soon as the foot chase was secured and the person shot was broadcast on zone 6, detective and SOS cars put out a flash because they appreciated the circumstances and responded, in some cases from a fair distance away.

All I'm saying is, if you need citywide cars and manpower, than ask for it. I bash the non-district-patrol units as much as anyone, but if you need them, you can find a dozen or a hundred or a thousand officers, as appropriate.

I've been CW1 for the last 1 and a half years now. CW1 sucks. WE NEVER HEAR THE IMPORTANT STUFF. It's always TMAs and their bull sh!t drama or Mass Tranist and their bull sh!t name checks at 10x volume with a train flying past them.

CW1 SERIOUSLY blows. With a 2 man car, one guy has to keep his old ass hardly working double dot radio on the zone. Good luck with that god aweful double dot switch. 2x dot 1 = CW1, but 1x dot 1 = Zone 1 (016/017). At night, if your vest knocks the switch over to 016/017 forget it you'll be wonsering why the radio is so quiet.

Don't even get me started with the PDTs!!!!

Some old memories of the positive aspects of the RIOTS in old Fillmo' including the MLK riot. We were working a day power car in 011 when it started at mid-day at Pulaski and Madison the day after MLK was murdered.

"Students" from Marshall, Austin and Farragut High Schools converged there. First the bottles and rocks started flying, always from the back of the mob. Then the breaking glass windows and looting everywhere. Within hours, stores on Madison St. were ablaze and the worst mobs of "adults" started shit on Pulaski Rd. between Madison and the Ike, just like the previous CFD firehouse riot at Wilcox & Pulaski. Sporadic gunfire, sniping, constant 10-1s, gas stations and bars shut down per Cmdr. Sims. We coded out burglaries and other felonies that ordinarily required paper with 19-Pauls. Just bailing our brothers out of the ubiquitous 10-1 emergencies with the rioters.

We got the job done but frankly, I feared we'd never get out of there alive. As our veteran mentors taught us, the time your heart doesn't skip a few beats on a gun run, you're primed for dead meat. Fear keeps you safe.

National Guard and outside units were detailed in by daylight.

On a positive note, I can't imagine any unit in CPD history ever experiencing the bond of camaraderie and the esprit de corps that the Fillmore guys shared. We were BLUE to the core, covering each others asses at every turn.

I will not deny it. I am very proud of the fact that I worked the bloody streets of 011 during those tumultuous times. You might liken Fillmore pride to being a member of the 82nd or 101st Airborne or our soldiers in Fallujah and Anwar Province. Non-stop action and damnit, you learned more about caution and "real" policing in that hellhole in six months than many officers experience in their entire careers. While most of us never shot anyone, we'd have our weapons drawn several times each tour including most street stops.

Afterwards, usually over a few beers, the Fillmore guys reflected on lots of laughs, many of which will never be posted here.

As a newer officer, my partner instructed me to drive away the looters and wineheads from the front door of Rothschilds liquor store at "Whip-it" (Whipple) and Madison, SE corner, while he "secured" the rear. Partner Joe lived only a couple blocks away on Warren Blvd.

About an hour later, I went to the rear to check out for Joe. There he was with his pick-up truck at the back door, the bed packed with cases of whiskey. Joe even had the balls to offer me one fifth of Crown Royal. I declined and returned to "guard" the front door.

Then again, maybe it was just a nightmare because in Fillmo', I never saw, heard or spoke any evil. A few inspectors even searched the trunks of all of our squad cars after 12 hour plus tours and found nothing.

As a survivor, I don't expect most of you to understand this. A riot can be fun--AFTERWARDS!

You got 40 or 400 people on the street, call 15 wagons and 300 POs and bring EVERYBODY in. Commandeer CTA busses and call for the plastic bracelets. But it is NEVER worth it to back down.

Sorry to say this, but it sounds like your bosses then were as worthless as most today who back down in the same manner.

And coding burglar alarms during a riot? Dude, that is wrong on so many levels that I don't even know where to start. Except. With. The. Bosses. 19-P everything that doesn't involve aggravated injury or an immediate threat of one, per 11x0, though most everything should be read quicly on the air.

OK, I'll say something nice about Cline here. He. Made. Cuello. Exempt. One of the only sergeants who ever had the balls to do exactly this in exigent circumstances. And I'll be damned if one of the first qualifications I'd look for in a sergeant wouldn't be the exercise of discretion in allocating resources under abnormal circumstances.

Can someone tell me why the Bosses in the 12th Dist. allow their officers to ticket fellow officers cars that are parked around the police academy with emblems on the bumper and hat bands on the mirror? I know 3 officers from different districts who were doing in service training there and they all went to the 12th Dist. and the desk sgt. told them there was nothing they could do except pay it!! Fuck that!!!

Like 10:47, I too was on the scene at the riots in Fillmore. We never "backed down", asshole. Squadrol upon squadrol of prisoners were housed.

We didn't take any shit from anyone. Simply stated, we were exponentially outmanned by thousands of rioting motherfuckers as we sped between non-stop TEN-ONES!

The bosses in Fillmore, including the late George Sims were the very best and were right in the middle of all the shit.

Burglar ALARMS were ignored. Apparently bonafide burglaries without offenders on scene were coded out.

Crowds don't automatically jump from 2 to 2000. And the thing about "coding" was that not one of you should have had to. A boss with balls would have made it clear within 10 seconds of determining what was happening. As I said, these bosses largely still don't exist, and if nobody stepped up to make sure that the raise/read/acknowledge practice was suspended, than your bosses were idiots, though they may have had balls. An idiot might not have realized that this stuff is within his discretion. Though a smart boss would, and a smart boss with balls would and does do this.

I don't care if it took 15 minutes to get out of control from when the kids started gathering. The point I was making, overall, was that it is NEVER acceptable to accept this situation from the moment it develops.

You got a few hundred or a few thousand at 2 AM in Garfield Park (like last weekend)? Deal with it, or it happens every weekend, or it turns into what eventually happened to you guys in the MLK riots.

Seriously, take a few deep breaths. Its not that hard, and it was NOT an attack on you or him. Its not even really an attack on Sims and whether he has balls. Quite a few bosses have no idea what it means to make a decision like this. Strangely, an occasional peon does, and makes it waaaay out of their own authority. As does an occasional lowly supervisor, such as Cuello as sergeant.

Dozens of supervisors on the air, and only one lowly one is willing to think and say "19-P [most categories of jobs, wholesale] per me".

But hey, maybe I'm just from a generation of peons that learned these lessons from the failures of the 60s.

The only time TRU can be redeployed is by the Commander or above, just because a Sgt. or W/C requests TRU or SOS doesn't mean they are getting them. Now, if TRU or SOS is even remotely close, they respond anyway, but when they are at the other end of the city, unless it comes from the Commander or ADS it isn't happening. Sorry, not our choice...

All you guys that think it's funny to bash or ridicule Northside should sit themselves down and take stock of themselves. Northside was on the job when it meant something to say that you were a Chicago Police Officer. It was a time when the CPD and people of Northerns caliber were the REAL POLICE. They were not doing seatbelt missons, writing contact cards, DOC missions,SOP missions, POD missions or any other of the stupid things that a beat Officer is required to do today, they were out doing Police work in an enviorment that could be compared to a typical day in places like Baghdad. It was a time when EVERBODY and I do mean everbody absolutely hated the Police. The only friend you had was one of your partners or another Officer. I dare say that there has not been an event here since those days that can compare in intensity or longevity. So instead of making fun of people like Northside, you should be asking him if he would meet you for coffee so that you could pick his brain and perhaps learn something. That is if you were smart.
BTW, I was not on the job back then but I remember those days well. Nor where my comments meant to attack or diminish the work we do today. But some of you should show a little respect to this man and thank him and his kind for what they did when times were alot tougher than they are now.

Geeze..I know many retirees that worked during those times as Northside describes.

I think it's much harder today, due to the fact that we are under a microscope being watched by every aldercreature/reverend/community activist.

This done now because Police officers of the past would split some mopes head open from ear-to-ear for spitting, etc.

Another thing, there were dogs on the job then that would do absolutely nothing but spend their day driving all over the city for "free" stuff. (example, wrigley's gum, dial soap, etc.) just show up at the factory side door and they'd fill the trunk.

Lastly, I know many of those same retirees who's wives stayed home to raise kids..4-5 kids, all went to private schools, and colleges, some even law school, and the retiree still could afford second homes in Wisconsin, Michigan, or Florida. ALL ON A PO's TAKEHOME SALARY! Is it because they clipped coupons? HELL NO!

It's because they were as bad as some criminals. (SHAKING DOWN THE PUBLIC..Ex.TRAFFIC STOPS, THE BAR CAR..EVERY DISTRICT HAD ONE, SHAKING DOWN TAVERN OWNERS,and pulling the car up to Rothschild's liquors during civil unrest and filling the trunk with booze. ("hey, it's insured..19-p")

I heard stories like this all the time growing up, the P.O. getting the new cadillac every year..just by working traffic!

So save your high-and-mighty shit for some-one else.

Today most P.O.s are just getting by, their wives work too, and we don't own summer homes. Plus we are constantly being accused of being heavy handed or of police brutality because of the legacy you guy's handed us!(ex. I've never split Joe's head open ear-to-ear, but they all allege that because they know they will be believed by a city and a department that doesn't BACK-UP it's officers!

It's funny all the old timers now who were recruits back then are getting ready to retire with anywhere from 4000-9000 hours time due on the books.

I'll be lucky to have 2000. These same ass-hole bosses with their 10,000 hours on-the-books(all stolen) are the same jag-offs who look at us side-ways if we get a couple hours here or there!(They act like we're taking it from their pocket)

Funny 'bout that. One was racing from 10-1 to 10-1, 'cept when responding to and coding burglaries that otherwise would have required paper. The other was chasing off looters and then guarding the front door of liquor stores while his partner looted through the rear door.

Yup, the '60s turned out great on their watch. Half a million or more taxpayers fled the city, half the taxpaying neighborhoods got emptied out. In the wake of the Summerdale scandal it was POUNDED in the heads of most to just keep responding to 9-1-1 call after 9-1-1 call, and none of their revered bosses could even imagine coming up on the air and saying "we ain't doing that today".

The kids today have it worse in a lot of ways, but if there's one thing thats consistent its the lack of any quality leadership.

Strangely, I agree with Northern's lenghty diatribes about the fixed system. Its perplexing though that he still would defend any boss who was promoted to such a position under the fixed system.

Ya can't have it both ways.

PO or criminal? Fixed bosses or legit? You decide and use their own admissions on this thread as a basis.

I strongly agree and disagree with some of your statements. We'll save the specifics for another time.

Rest assured that I am well aware that there are guys, perhaps yourself, that are still out there doing a outstanding job against overwhelming odds including the fact that you have little or no support from the upper echelon of the CPD. You must agree that while all exempts, then and now, are political sycophants, the current crop, with some exceptions, is an utter disgrace in terms of leadership.

You are right on. The parking enforcement at the academy is a result of complaints by the yuppie neighbors in the area. They have video tape and still photos of illegally parked police officer cars. There ain't NO WAY IN HELL a P.O. making $70 K can afford a 300/400K house!!!! Who are you kidding!???? I clear at least 80/85 with special employment and some and I do mean some/little overtime! My wife makes about 25/27K too and we barely cut it, barely. All I have are the basics, a house, a car each cause we gotta work (nothing special either). No boat, no summer home, no lexus, caddy, BMW, vette, no Harley. Some credit debt, nothing major, and I paid $200k for my house with the 25% needed for down payment not a mansion either! So there is no way in hell! And the stuff being said earlier above hours on the books, TRUE AS HELL! These f'n Capt's and Lt's always giving shit to a P.O. for any O.T., little as it may be! Acting like it coming out of their own pockets. Sickening! As they as talk shit and collect oh about 90k to 110K without O.T. Think all the bosses forgot what it was like to be a P.O. once, you know. Give us a break here and there. No fucking wonder why morale is at an all-time low!

Morale will keep going down because they don't know how to lead. They never heard the phrase, "keep the troops happy, treat them well and they will fight harder." At the end of a meeting the other day a high ranking boss had the P.O.'s leave the room and then he asked the Sgt's "to please try to keep the morale up with the P.O.'s!" This was right after nothing but bad news was given to everyone. Morale doesn't start with the Sgt's, it comes from the top. Besides, if the Sgt's are unhappy also, how are they supposed to "keep the morale?"

Truhlar got tied up with Stan's wife. A PO in 11 and I guess love blossomed I don't know if there still together but he was back in the 90's before he made SGT. and lost his BALLS.
