...with Streets and Sanitation? Numerous comments are cluing us into a couple of incidents of unmarked squad cars being towed. This is asinine.
First of all, we're recommending refusing to pay anything to get a squad car out of hock. It's the City's car - they want it, they can pay to get it. If an Inspector wants to write someone up for parking illegally, fine - they need their pimpy movers. But circumventing the established disciplinary process and harming you monetarily WITHOUT DUE PROCESS is beyond the pale. FOP? Any word on this? This sounds like a definite grievance to say the least.
There better be some sort of policy change before Monday morning or we are predicting not only a war with Streets and San, but a severe shortage of unmarked squad cars in the Areas and somehow, no one will have seemed to have checked them out.

The very idea that an "Authorized Emergency Vehicle" should be towed from an "Unauthorized Parking Space" is, quite frankly, oxymoronic. If you look at any logical, reasonable reading of the federal, state and local regulations, it can be determined that while a law enforcement officer is "on the clock," so to speak, the use of that law enforcement officer's vehicle use of a parking space or area takes precedent over any civilian vehicle's use or procurement of a viable parking position.
This is not negotiable. Police officers are not soccer moms out running errands in the 'burbs. There are many times, spaces are needed in a very congested city for either marked or unmarked police vehicles. HERE ENDETH THE DEBATE!
Cline, Starks, Williams etc. have to kiss the mayors ass to keep their jobs. FOP's job is to be outspoken supporters of the police. The FOP should have been out yesterday giving a news conference that the SunTimes article was biased reporting. The FOP should speak out against this new policy-a reaction to the picture of K9 PO who had a legit reason for parking in that (non-public)handicap spot. I expect nothing less from the SunTimes and the brass, but every other big city's police union speaks out...where is the FOP sticking up for us? I want my dues back.

Was on Taylor st. for lunch yesterday and saw an unmarked getting towed. All during my break it seemed the streets and sans trucks were just trolling the street.
It is in the best interest of all officers to make the Mayor regret one of the truly dumbest knee-jerk
decisions he has ever made regarding the Police. Put the heat on the S&S drivers....red lights, stop signs, backing out of alleys, u turns in front of oncoming traffic. And if they give you ANY spec of trouble about it, take them in. Drive those S&S vehicles into the pound, put holds on them "pending investigation." We'll see how Daley reacts to the NEW emergency, no S&S drivers available to drive or tow ANYTHING, because they're all tied up in court! Thanks in advance, Mr. Mayor!
Well the madness has already started, in the 12th dist CO Book we were told the the mayor was on Taylor street onthursday for lunch and observed several unmarked cars parked illeagally on Taylor street. He personally had S & S tow the cars. The war has begun, no breaks!
I don't believe S&S tow trucks are exempt from IVC and traffic ordinances, requiring tow trucks to have a brake light bar for the vehicle being told. Tow trucks must have a yard of sand on board, a broom and shovel, an extra plate for the vehicle being towed. Boys and girls start looking up all the details of laws governing tow trucks and start enforcing them.. On Taylor St. most of the S&S tow guys are outfit guys, look for their guns and in many cases dope. The first time a police vehicle is towed while a po or det is on a legitimate police assignment lock up the tow driver for interferring or obstructing.

Thursday night two F/1 on duty officers from 022 (either 2212 or 2213) on third watch were shopping at Dollar store in Merroinette park on 115th street in full uniform. Meanwhile crime is rampant on the west end. Priceless.

019 PO had gun snatched by bad guy through the window of bad guys car who then drove away, partner had his mace taken and then it was used on him. short chase ensued, both arrested and charged. Last night the battery on my radio failed at 1930, 4 hours into working the street. This wouldn't be so bad, but my partner's battery only made it to 1915. We tried to send a message to the zone saying we had bad radios but the computer's touch screen and green keyboard "send" buttons stopped working also for a couple of minutes. That same computer is out of range approximately 1/3 of the tour. We don't have spare computers in the station, so I guess we'll stick with the lesser of two evils and keep the one that works when it wants to.
How about spending some of the Blackberry money and buying batteries to replace the ones that are worn out from 5-10 years of hard use? The street officers depend on equipment, not Blackberries.
How about getting the new IBM computers into the districts where 60-80% of the old POS PDTs are either inoperable or have been in the shop for a minimum of 60 days?
Does OEMC even fix the old PDTs?
Why should we do for you when you don't seem to do for us?
You want 10,000 sworn to do the work of 13,500 sworn but you won't meet us halfway.
You nitpick us with Inspectors who pick on officers for having grungy shoes AT THE END of shift. I worked with one Inspector when he was a PO and he was the biggest dogass in the district, now he feels he alone can save the Patrol Division through shined shoes.
You have a fit if an officer wants to go home at 5 after the hour after taking 15-30 jobs in 8 hours. I have seen the exodus of unmarked Fords leaving the back lot at 5, it looks like a TV commercial.
I have personally seen many exempt members drinking away their 3 hour lunches at various places, but we get banged with jobs 1 minute after our lunch period ends and we haven't paid the check yet.
You and 90% of the other gold stars seem to have forgotten what it is to wear a blue shirt. The only boss worth a shit is Dugan, and he has his moments also.
i hear some of you talking about how we can't get a tow truck for at least an hour when 2 cars that were involved in an accident and blocking the intersection...but, every "no parking" zone is not a tow sone. but, if it were, why would s&s target only police vehicles when there are hundreds of civilian vehicles parked the same way and they don't get towed. i have seen countless chicago dept. of revenue vans parked illegally in bus stops, fire hydrants etc. they are as far as you can get from an emergency vehicle. let the boot man walk a block with his boot in hand to do his job. sounds stupid, but this is what the city wants. maybe a few parkers on other city vehicles will quell this absurdity. how bout a ticket on a cta bus when it is stopped in the no parking zone near a dunkin donuts shop while he runs in to get a cup of coffee ? the look on his face would be priceless. gas company or com ed ? again, i have never written a ticket under these circumstances, but, now might be a good time to start. how bout a cable installer or furniture delivery truck ? can't park trucks with "b" truck plates on the sidestreets. need i go on ? is a mail delivery vehicle an emergency vehicle ? how bout when the mail carrier leaves the car running when they make a "quick" delivery...mover for leaveing a running vehicle unattended. i would never advocate an all out war between city agencies, but, a month or so of an all out barrage on these types of vehicles, it may just go away. when the brass has to field calls from u.p.s., and other companies about the $1000's of dollars in tickets, they may let up. here's another idea, let any civilian park anywhere and anytime. only ticket illegally parked city(not police) and delivery vehicles for a while and see what happens. use your discretion wisely and it will pay off.

Something about this might be a good thing. I always have about $4000 cash with me when Im working. I collect cars and re-sell for part time cash. It would be a shame if my car was towed and my $4000 is missing from my bag. My how many Streets and San vans and tow trucks drive aroud constantly with the amber lights going for no reason. I also wonder if city tow trucks have all their mandated equipment. Taking a police car out of service to showboat to the Sun Times that the city will respond to their article is only hurting the public. That is one less car that will be available to respond to emergencies or calls for help from our good citizens. A stupid call. Do it another way.
okay, i just read Starks letter about parking. it said that you must justify parking illegally even in an emergency situation. okay so next time you have a domestic in progress, drive around the block a couple times looking for parking. inform squad the following:
Beat car: Squad we are on scene looking for legal parking. We should get to the crime in progess in about 10 minutes as I just found a legal spot to park 3 blocks away.
Oooohh, maybe we can put segways in the trunk so we can park legally far away and then hop on our segways to get to the scene. Vroom Vroom.
A fun idea:
Dont sign the car out, take the keys, drive it into an expensive downtown lot, and leave it there. Have your partner pick you up and have a nice lunch.

I'm a White Officer who lives on the west end of 022. That being said I don't care if 2 Officers decided to stop in a store that is on the border of the district. (For those of you on the north side the store in question is on the South Side of 115th St, 022 is on the North side. Pleeeease, give me a break. Like you never shopped on duty, took a longer lunch or personal or even, heaven forbid, Left your beat or even district to do something on duty. I do not know who those 2 Officers were nor do I care. The problem is not with them but a beat and Policing system that sticks it to the taxpayers and rewards the Non-taxpayers. At least the were on the west end to respond to a job If one of the residents called. Get a Life whoever you are.
Do you all realize that for one month if we all did nothing, the public outcry would not re-elect Dick !

In the 1st place, no one had their gun (not guns) TAKEN away. It was unfortunate what happened but no one was hurt. Try to do some police work for once and you too will find out it's not always a picture-perfect situation. YOU are the goof.

This department has been and will continue to be managed by anyone willing to toe the Daley line. Daley has dictated that this department becomes a mosaic of voters in Chicago, regardless of the degradation of morale within CPD.
The majority of merit promotions are made to fill a piece of the mosaic without regard to any real qualifications. A young person joining this police department will be hard pressed to find any satisfaction because of the truly inadequate command of this department.
An old timer told me long ago that this department makes policy based on today’s headlines. That was and is still true. Today’s command staff actually believes that they are making the department better, but not out of good intent, but out of politically driven appeasement to those that they are beholden to.

Hey all you working Beat Coppers, keep in mind that Tow Trucks used to tow vehicles in the City are not all City of Chicago Tow Trucks.
Most of them are those Two-Bit Contracted Tow Trucks who would've towed your car in a New York Second prior to being contracted by the City, so nothing's changed for them. The diffence now is, they get to stalk us and our vehicles when we exit them, So, look out!
Flip side, it's going to be easier on our concious when we issue them citations and run name checks.
By the way, I came up with an Idea...
If everyday, we generate numerous Tow Reports on vehicles parked in Tow Zones after Ticketing them, this would keep the Tow Monkees off our backs a bit. They'd be a little too busy to hound us as much. And the greatest part of all? We'd be doing our job - Legit!
Cause we all know, that everyday those cars we ticket in Tow Zones are left alone, and at our discretion - most of us feel that the ticket is enough.
Think about it.
This would spare most of the Patronage S & S guys/gals, but not the Patronaged Tow Trucking Companies used.

WHERE IS THE FOP? And did the 1st Dept write that ridiculous order? The order states that all police vehicles must park legally at all times. It makes no exceptions for emergencies, traffic control, or official police business. All it states is that if you are parked illegally you must justify it, and may be responsible regardless of an ADS' determination. It doesn't say what a justification would be, so essentially it offers none. He expects us to guess what is justified? I guess I should park legally for every job. I'll be sure to let the zone know that I'm in the area of that in-progress call-but looking for parking. I expect this from 35th, but where the hell is the FOP?

I happen to know of this "blondie" female Po in 023 and know that she is beyond bad news...she is looking for a big payday with a lawsuit against some innocent copper. maybe the Mayor could extend his "let's obey all of the laws" edict to all of city government, including his Department heads and city employees (at least to the ones who haven't yet been indicted), and maybe even declare that churchgoers who double and triple illegally park wil have their cars ticketed and towed...
About the incident in 019 district. from what I know and from what I have heard. 2 tac guys were conducting a pursuit. The car had two offenders and did not want to stop but finally stopped due to the simple fact that it had been trapped at the intersection of Fullerton & Western by a turning truck. At that time the officers approached the vehicle one on the drivers side the other on the pass. side. The tac guy on the driver side approached the open window with his gun drawn. The driver then decided to make a u turn and slammed on the gas while grabbing the officers gun and sending him flying to the ground the officer sustained a broken hand where he was later put in a cast. The other tac guy was in the process of opening the door when this occured and when he saw that the offender grabbed the other officers gun he then managed to jump in the moving vehicle as they tried to escape. Im not sure in detail what happened after that i know the officer in the vehicle began to fight the two offenders while the car was moving and they traveled about 3 blocks before the car actually stopped and in the process one bad guy and one tac guy managed to get oc sprayed.

I happen to work in 012 and talked to a couple of Tact officers who were working that day and they did in fact say that an unmarked was hooked but it wasn't one of ours meaning the 012th districts. Anybody with a little time on the job I'm sure at one point or another has made an arrest because some boss forgot how to use his handcuffs that day and told you to do so.......and when that happened what did you say, no.......I doubt it. I was working the zone yesterday and a supervisor saw a garbage trucks parking obstructing traffic with the blinkers on. We immediately called streets and sanitation to inquire as to why they politely transferred the zone to a field foreman who said he would send a supervisor to see why. In the meantime the supervisor came up and said the mystery is solved i just saw the driver come out of a nearby restaurant with food in had...!!! Now where was the emeergency there?

Dana Starks is unappreciated and wrongfully blamed for too many things going wrong on this Department. he was a helluva street cop and a great boss, and anyone who says differnet really doesn't know the man. I don't understand the surprise about streets and sanitation towing our cars. The main guy over there is that asshole Mike Picardi who if you recall was the guy that took over our motor maintenance and fucked it all up after insisting that all sworn police personel be removed from the now fleet management controled garages. Together with his yes man, lacky, Glenn Tatara, they went about destroying the police garage operation. The police fleet went from having a hundred pool cars available everyday to having none. Full chassised side and front air bag equipped Fords were replaced with unsafe uni-bodied, no side air bag Chevys. The other deals that were made at the expense of our safety would take volumes to describe. But in it all Glenn Tatara had full police emergency equipment installed in his black Chevy, obtained a police identification card for himself and Mike Picardi and supplied Mike Picardi with one of our black exempt Ford police interceptors to use and play the big shot with. Of course Tatara and Picardi both had Spectra radios in their cars that had the capability of receiving and transmitting of all zones and city wides. When these two jerk offs left fleet management for streets and sanitation they took their police ID cards with them along with their cars that had full police equipment. Is it any wonder that Picardi is having our police cars towed, he and Tatara never had any regard for our efforts out there in the street. Remember Mike, pay back is a motherfucker!

Before we start a war with the drivers of street and san lets first determine who is initiating the tows. I mean come on guys if our supervisot tells us to write tickets on a street we do it right, so the drivers may have orders to tow. All im saying is lets find out who is the party responsible first and then take action.
