speaking of promotions, I talked with my neighbor recently (an elderly man, lifelong Chicagoan); he takes an interest in the CPD, and insists that the CPD brass (he doesn't know them as "exempt") are the absolute best that the police have; what he means, I guess, is that the commanders and above are the best that there are, better (more experienced, better educated, more competent, etc., but he doesn't talk in those terms) than each and everyone below them. I wondered, how does he know this? (he's almost deaf, and legally blind (his dog leads him around)...does he get his info from the precinct captain, or...?

i know Leo too. for 20 years i know him. but when i see him now he acts like he does'nt even know who i am. his wife is the one with the clout and he owes everything to her. by the way he still has the outfit he was wearing in that picture. he only wears it now to St. Judes, look for it.

I previously worked for Leo, when he was a Sgt. I could honestly say the he is a great guy (A LITTLE NUTS TOO!) but he won't hurt you. We once got into an arguement over some dog being shot and Leo calls me into the office to talk it over. He agreed to letting my partner and I handle the shooting our way and it was done. Water under the bridge never heard about it again and still treated us like gold, enough said!

Nice picture SCC, but Leo has less hair.

I just gotta say that when Leo S. was a Sgt in A/5 he was VERY knowlegable. I did not speak to him much, but. Yes he possibly seemed full of himself, but I think he will be VERY competent. Just my 2 cents.

Leo, John Graeber and 007 Commander Joe Patterson were all in the same homeroom as PPOs.

Let's see how Leo performs as a D/C, from what I have been reading and hearing, things in 008 couldn't be much worse morale-wise.

A couple was coming home monday morning at about 3am from white castle- pulled in front of their house. A red (possibly monte carlo 90's type 4 door with temps) pulls up in the street and stops. Two m/1's get out and one produces a black revolver placing it next to the males head and demands $$. He gives up his wallet with cash and credit cards. The M/1's jump back in the car and flee. From what I hear.

Couple of things about Leo, I worked for him, and on a couple of copper involved shootings he was a man on a mission to help the cops, door to door, whatever it took. He and Tony Wojick are the two who went thru the back door during the shootout on Avers and killed the guy who killed Officer Donnie Marquez

March 15, 2007
The man charged with raping a woman before she plunged from a seventh-floor window of a public housing building has confessed to another jail inmate, according to court papers.
Marvin Powell, 24, is charged with aggravated criminal sexual assault in the May 2006 attack.

The victim, a 21-year-old sufferer of bipolar disorder from California, had just been released from the police lockup at 51st and Wentworth, authorities said.

Randy Brown, a former Cook County Jail inmate, testified before a grand jury that Powell admitted he raped the woman while armed with a knife, according to a defense motion.

Powell made the alleged statements to Brown last year, a source said.

The motion, filed by Powell's lawyer Sophia Atcherson, describes Brown as "a convicted felon with a history of drug abuse who has been evaluated for mental illness."

NEW YORK -- A gunman with a fake beard and carrying 100 rounds of ammunition fatally shot a pizzeria employee and two unarmed volunteer police officers in Greenwich Village before other officers shot him to death, the mayor said Thursday.

Authorities were investigating why David Gavin, 32, went into a pizzeria around 9 p.m. Wednesday, asked for a menu and then shot an employee 15 times in the back before fleeing, Mayor Michael Bloomberg said.


A neighborhood resident, Tina Lourenco, said she saw the gunman and recognized him as a former employee of the pizzeria.

Nicholas Todd Pekearo and Eugene Marshalik, two of the city's nearly 4,500 auxiliary police officers, responded to the shooting and approached Gavin, who crossed the street and fired at them. Auxiliary officers are civilian volunteers who wear uniforms, are unarmed and help patrol streets.

Bears defensive lineman Tank Johnson is scheduled to return to court today to be sentenced for violating his probation on a 2005 weapons conviction.

Johnson, 25, could receive nearly a year in jail, or Cook County Judge John Moran in Skokie could decide to hand down more probation and a fine.

nobody loves LEO more than LEO. Just talk to him and see for yourself. This guy fits right in with the rest of the Admin. A self-promoter who didn't do anything more than most average working stiff coppers, but has the juice to get promoted meri-patronage several times. A real arm-chair commando. When Leo's wife Ellen was a Detective in an Area. She took a Sergeant's promotional exam and scored very well -- way at the top. You can't take it away from her, she is very booksmart, but street dumb. Anyway, she was quoted in a newspaper article about how well she did and how poorly her husband Leo and her partner did on the test. Her quote was something along the lines of "It's not my fault that they are not that smart."

I am sure you can pull it up on the computer but it was a paramedic and his wife. Robbed by two M/1's at 0330 in the morning. 7300 north (one of the O streets) Dudes were driving a red chevy malibu late 90's with a temp tag. That's all the info I remember.

If Leo is such a good guy and everyone is all about "ethics" in the dept. why hasn't anyone commented about his business partnership with Chuck Sanow at the gym the two own called "S-n-S fitness" on 115th and Kedzie. Sanow was a reputed dope dealer that was associated with Capise the dealer that went to jail after several cpd coppers kids (from Marist HS) killed themselves in the late 80's after being unable to pay debts back to the dealer.

Nice Phil, weren't you in OCD when all that happened?

Just a thought to consider. Any older coppers from the southside or OCD care to comment?

Very interesting. i believe your refering to John Kapas...? i think thats the correct spelling.

i went to high school in the sw burbs and remember this incident very well. in fact some guys i know almost got hooked up with Kapas right before he got pinched.

Thats good info to know. being that i almost joined that gym just the other day. good thing i didnt. March 15, 2007 - Mayor Daley announced Thursday that an additional 280 police squad cars will be equipped with video cameras to record the actions of police and suspects during traffic stops.

The $2.2 million program will raise the number of camera-equipped cars to 280, according to a release from the mayor's office. The initial 30 were in a pilot program to determine whether cameras were effective.
"Police officials have analyzed the video from the pilot program, discussed the program with officers and concluded that in-car cameras can protect both police officers and the public," Daley said in the release. "Police officers will know, when they're making a stop, that their actions are being recorded, and they'll be protected against unwarranted citizen complaints. And if any individual feels he has been mistreated by the police, it's no longer simply his word against the officer's. There will now be a photographic record."

Each car will have two cameras, one on those in the back seat, the other mounted near the windshield and facing forward. The cameras have the ability to tilt and pan, and are automatically activated when the car's emergency lights are turned on, according to the release. The cameras are equipped with microphones capable of recording sounds within 1,000 feet of the vehicle. The audio and video are recorded on a computer hard drive within the squad car, and the images can be transmitted to the district station in real time.

Daley said the department hopes to purchase more cameras as money becomes available as part of the Police Department's ongoing efforts to prevent misconduct by officers. "Police officers are expected to treat everyone they encounter with courtesy and respect," he said. "There is no room in Chicago for discrimination on the basis of race, ethnicity or sexual orientation -- by police, or by anyone else in this city."

With all the talk about Leo making Cmdr of 08 perhaps it is time to bring back who are the best bosses. I know you did this before but times change and so do bosses. The reason I suggest this is that I do not know Leo, some posts say he is good, some bad. All I know is over the years some of the better bosses I have worked for have been the "Bad" bosses. The reason is the bad ones you know up front who they are and for the most part treat everyone the same. I even learned to like some of them because once your worked for them they were OK to you. I don't want a boss to coddle me, just let me do my job. On the other hand I have worked for the supposed "Prince" bosses before. Most of the time I found them to be condescending pricks unless you were in their circle of friends or suck ups. Anyways just my observations over the years. Keep up the good work SCC.

Whoa, regarding the Cline, Leo, Cappas, Marist connections, y'all are missing the real obvious biggest connection to all of it.

Jeremiah Joyce's son. That's right boys.

Never knew that Cline was in any related to any of it. Am gonna be very pissed if its true that Leo is hooked up with anyone involved. Leo lives in the parish where BOTH of the kids who killed themselves lived. If that story has a bit of truth to it, it might be a good idea for him to think about moving somewhere else.

One of the kids (Mike) was pretty much a junkie by the time he killed himself. The other (Chris) was a nice kid, and quite a few people on the CPD (including quite a few of Leo's neighbors) remember the deceased kids from grade school and that part of high school which they survived.

The spoof on Rick Flair and LS is funny, one must be able to laugh at themselves. It seems that the main topic of this blog is LS. Cpts Contino and Graeber. I happen to know all three. LS is a great PO, and supports those engaged in police work, he'll be a great commander for all,except the dogs, of which there are numerous in 008. Those that complain about him are probably useless dogs. Graeber is another salt of the earth, good copper, good boss and is deserving of an exempt spot, which will come. Contino is the patron saint of those commenting on this blog topic. Those that are singing his praises are more than likely useless do nothings. He demands nothing of those assigned under his command, goes the other direction or is lost on heater cases. Not the case for LS and Graeber.

A couple was coming home monday morning at about 3am from white castle- pulled in front of their house. A red (possibly monte carlo 90's type 4 door with temps) pulls up in the street and stops. Two m/1's get out and one produces a black revolver placing it next to the males head and demands $$. He gives up his wallet with cash and credit cards. The M/1's jump back in the car and flee. From what I hear.

Lets set this straight, they never I repeat never stopped at White Castle for food, the idiot beat copper who took the paper put that in there because a Niles copper on scene stated that they had a call regarding an M/1 earlier at the castle. They did not even drive by Whitey's on their way home from the boat.

Here is what I can tell you if you see a shithead in a red or maroon 4 dr. car with a temp starting with the numbers 16 or 916 stop his ass. Thats all that the dicks have.

And to the asshole that says they were drunk who knows and who cares they still got stuck up. Then again i'm sure you have never even had a beer.

All I can say about Schmitz is, he is a terrific cop. He's had his Area 4 teams doing nothing except follow up any leads pertaining to the Vazquez homicide. Say what you want about the guy, he is dedicated and a hard worker.
In my opinion, the only people who have anything to worry about in the Chicago Lawn district are the lazies. Clearly, Carroll was unable to motivate the masses over there, so it was time for a change.
Get over it, it's happened. Get with the new program, or start filling out par forms. Some will leave, and I'm quite sure others will transfer in to help the man in whatever way they can.

If Leo is such a good guy and everyone is all about "ethics" in the dept. why hasn't anyone commented about his business partnership with Chuck Sanow at the gym the two own called "S-n-S fitness" on 115th and Kedzie. Sanow was a reputed dope dealer that was associated with Capise the dealer that went to jail after several cpd coppers kids (from Marist HS) killed themselves in the late 80's after being unable to pay debts back to the dealer.
