Facts and Rumors

Just to clear up a thing or two and solicit info on some others:
  • Abbate was NOT a tactical officer in 020. He worked the watch. We have no idea where this info came from, but the media has been running with it and they're wrong. Amazing how that happens sometimes, isn't it?
  • We're still trying to figure out what Capt. MB did wrong in 025. If he was securing his lot against unwanted and illegal intrusion of the media, why is he being punished? If the judge ordered Abbate to leave by a rear door, why is MB being punished? And (as pointed out) if any one of us was caught making the stupid threats concerning a baseball bat against an ordinary citizen, how much time would we be looking at?
  • Is it true that CW came to 025 to "buck up morale" and told everyone the media is our friend? For real? Anyone? Bueller?
  • Someone posted a rumor that the Department was going to discontinue the effort to approve a couple of new guns for use because of the cost involved in training and certifying everyone. We've talked to some people who've tested these new guns and for the most part, this new Springfield-XD is sounding like a good gun. Are they ever going to get around to approving these things or what? We know we have a couple of range guys/gals who read us regularly - how about a scoop?

The capt. did nothing wrong, but again city hall seen if differently and cline was forced to try to demote him! This man should of been promoted as he had raw courage,but the powers that be screwed him over big time! How about the jefferson tap incident were the sissys that started the fight, crying? Which one has a record for bar fights now want cpd to give them money? 4 punk yuppies start a fight and can't finish they well deserved an ass kicking next time remember to arrest these type of jagoffs after they lose!

As far as CW visiting 025 for 'damage control' ......while it MIGHT [emphasis added] be well intended, moreover it could have been 'avoided.' Therein lies the problem.
[i.e. 018 apology for the "Rev." berating the roll call.]
While the Knute Rockne, pep talk, apology, damage control etc. MAY be well intended.......we're talking coppers here, we know smoke when we see it!
A little more 'honesty' admitting a screw-up BEFORE the apology would make it a little more easier to swallow.
We ALL make mistakes. But, IF you're gonna piss-in-my-face, don't insult me further by claiming it's 'rainwater!'

When Police Supt. Phil Cline said he is "sickened and embarrassed" by the brutal beating of Karolina Obrycka, a bartender at a Northwest Side bar, I believe him. But when he says that Chicago police officer Anthony Abbate has "tarnished our image worse than anybody else in the History of the Department," I have a problem with that.

Young black men (and women) have been brutally beaten by out-of-control police officers in the past, and the incidents have been handled as if they were isolated cases.

But the mauling Obrycka took at the hands of an alleged drunken off-duty police officer will change the culture of the police department. Why? Because she's a white woman.

Carol Marin writes today that the citizens of Chicago deserve answers to questions regarding the Police Department from the mayor.

I agree and believe Superintendent Cline should provide answers to these questions also.

#1 Why did you take the 5th Amendment when called to testify at the trial of the Marquette 10 and did you co-operate with the FBI in that investigation to prevent yourself from being indicted?

#2 Was Bill Hanhardt your mentor and friend and what did you do for him?

#3 Did you place the dead raccoon above George Sam's desk in Area 2 after you had disagreements with him? Wasn't "coon fest" thrown in your honor and didn't you attend?

#4 Were you a friend of Jon Burge? Aren't you allowing him to take the heat for one of those cases still on trial that you actually were involved in?

#5 You were Medzianowki's Commander in both Gang Crimes and then Area 5? Your testimony at the Risley trial left many questions. How close are you to the Risley's? Why didn't you move on Medzianowski much earlier? Why did you give him a 99% efficiency grade?

#6 Wasn't Pam Zekman right on when she said you are manipulating the homicide count by under reporting the number of murders by carrying them as death investigations? Is this why the homicide count is currently creeping up and what are the revised counts for previous years?

#7 Why was Bill Kushner uncermoniously transferred to a District after telling John Risley that you were violating State law in the ways narcotic forfiture monies were being spent?

#8 What are the criteria for merit promotions? Do you need an alderperson or another politician to step forward for you?

#9 Haven't street deputies and the head of IAD always been able to strip a police officer immediately and place them in callback? Isn't your new policy a step backwards?

#10 Haven't you lied when you claimed you passed the fitness test?

WC did in fact try to rally the troops on 2nd watch roll call. Mentioned that Capt. B made a HORRIBLE mistake and that we should-- get this-- "embrace" the media-- they in fact are our friends. I have never witnnessed the phenomenon of a man that can actually stand erect without a spine- but now that I have, Im a better person.

CHARLOTTE, North Carolina (AP) -- Two police officers shot while struggling with a suspect outside an apartment complex died early Sunday, authorities said.

Sean Clark, 34, and Jeffrey Shelton, 35, were responding to a disturbance call at the apartment complex in Charlotte late Saturday. They were shot in the parking lot, according to a statement from the Charlotte-Mecklenburg Police Department.

Clark and Shelton were taken to a hospital, where they later died. Clark had been with the police department for a year, and Shelton had worked there since 2001.

Police were looking for at least two people in connection with the shootings, according to WCNC-TV in Charlotte.

why is it the media is never held accountable? If we get caught in one lie on the stand or wherever else our credibility is gone for life... media lies and oh, well... never an apology, never a correction (oh wait once in a while on page 26) but no one ever is held accountable. I emailed carol marine and asked her this and she hasnt written back. I say we flood her with emails demanding someone be held accountable! (cmarin@suntimes.com) There needs to be a channel that frightens the media if they screw up... someone who shoves a mic in their face and calls them out after a fuck up! SOmeone waiting outside their homes and work to make them accountable!!! Anyone interested? I sure as hell am! Let's do something to really shake up the Chicago media! We could call for the arrest of Cline for making threats, ask for explanations for media fuck ups.... shove a mic in big lips face and demand answers! First question is why when we raised $104,000 for the community it aired once... but Abbate's rant is still airing??? LETS GET IT ON!!

Fact, Monique told the News Media to send her theirs tickets and she would fix them. First, if Monique does this she violates orders and the law. Can't fix tickets anymore. Second. if I ever get a parking ticket I am sending it right to Monique to fix with an excuse that the copper or meter maid who wrote it made a mistake. Sure I know she'll just throw it out, but what if every copper who got a ticket did the same thing. Monique would freak if she started getting a passel of tickets to "fix." I know the fine will be upped, but it would be worth it.

Fact, we would alllike to do to Abbate what Cline suggested. We would like to it to that rapist and child molester and wife beater too. BUT WE CAN'T and we can't say what we'd like to do to them. It is a CR and the outcome is a crap shoot. Next time I am accused of asying something, I am just going to say yeah I said it, but it was tounge in cheek, it was taken out of context. The Superintendent did it, why can't I? And that is what is wrong with what Cline said.

1. Cline never took the 5th in the Marquette case (although you repeatedly lie on here that he did)

2.Hanhardt was Cline's friend: Bill Hanhardt was Chief of Dets. Cline worked for him as did all Dets. They were never close friends (Although you repeatedly lie in here that they were)

3.Cline put a raccoon in Cmdr. Sams office: Cline was in Florida when that happened. 1000 miles away. (although you feel the need to keep lying on here about it)

4.Cline was a friend of Jon Burge?
Burge and Cline never were friends.
The Area 2 cases happened prior to Cline's being the Lt. there. (You knew that but feel the need to lie anout it)

Area 5 Detectives conducted the initial investigation of the big robbery 10 years ago. Who was the Commander at the time and there was rumors that the lineup conducted was controlled to protect the prime suspect. It was also rumored that someone from Area 5 talked to someone at the SAO to prevent charges from being filed.

This department will never, ever be legit until it addresses its fundamental problems of illegitamacy.
1. A secret meritless promotion process in which promotions worth tens of thousands of dollars are given out in a process carried out in the Rat hole known as the secret merit selection committee. (If they are proud of their merit selections let the light of day shine onto this process.)
2. A culture that rewards failure. Example, the exempts and Lts. in charge of supervising SOS during the many years criminal activity were in every case promoted.
3. A culture in which Police Officers look the other way while criminal activity thrives in their midst. Example, all 300 Officers in SOS KNEW that JF was involved in criminal activity and they did NOTHING to stop him. Worse yet, they allowed 'rookies' come in and work with him. Shame.

These issues need to be addressed by a leader with integrity. We do not currently have that leader.

I'm not sure if these points about the 25 thing have been mentioned yet: the Captain did not know Abbate was going out the back until he was already out the door. His desk Sgt. told him just as Abbate was driving away. AND the cars were ordered to secure the rear lot AFTER the guy was gone. The media did not even have a reason to go back there. Did they think he was sitting at the picnic table hangin' out? At the start of the day the traffic guy asked the Capt if he wanted the media shagged and the Capt said no, let them stay. He didn't know they were parked illegally tho.

Another tidbit: a disabled court advocate was ticketed also (one of several private cars written). She parked illegally because the FOX NEWS VAN was in the handicapped spot. It's a small lot, illegal parking makes it hazardous, and the traffic guy writes tickets there fairly often. He even gave the media a chance to move first. Are we only supposed to ticket ourselves now?

The Capt followed General Orders, the law and common sense. But the Supt wanted to sacrifice someone, and he chose the most stand-up guy I've ever worked for. And they refused to let him explain anything, refused to look at any facts. If they will do this to a Capt, none of us has a chance at due process. I hope the Capt comes out of this ok.

Hey, SCC. I've got a question for you? Where was big, bad DEPUTY CHIEF SAM C. when the whole 25th District court incident happened? Isn't his office IN the 25th District facility? WHY hasn't anyone asked this question before? Probably because big, bad Sam ran for cover so as not to jeopardize his chances for another promotion once the current upper-echelon exempts start running for cover and retiring. WAY TO GO, SAM! Nice of you to know what the hell is going on in a district under your supreme command.

Correct me if I am wrong, but aren't we "the police" paying Mark Donahue's salary? EVERYONE in FOP is being paid to represent "us" by "us". Mark Donahue's comments are like hiring an attorney who shows up in court and says, "my client is guilty". GREAT REPRESENTATION! Whatever happened to due process! Pulling the rug from under this Capt was wrong. The rank and file agree with the Capt's actions, Mr. Donahue, and you are paid to represent us, the rank and file. If you want to reside in CLINE'S pocket, leave your post and take a command spot somewhere on the department before your guy leaves! I for one want to pay someone who represents me and all my fellow officers, first and foremost! You are not hired to judge your members!

As far as Abate, we have a system of justice and he is entitled to it like everyone else. I hope he pays for his crime, but not the crime of the media. The section of the statute that elevated his crime to a felony, has NEVER been used against any citizen in the State of Illinois! Yes, the police do get special treatment. State Attorney's will not approve felony charges against the average citizen unless the victim is almost dead. As a citizen of Chicago, I find it reprehensible that if I'm a victim of a similar crime, the offender will only be charged with a felony if he is a police officer.

If what has been reported here and other places is true- the judge requested that Abatte the batterer be escorted out the back to spare his oh so sensitive felings, then the Sheriff should have handled the whole show. If they requested CPD then the Captain should have called a higher up for guidance. That was his mistake and that is what he did wrong. He just went along with a judge who has no control over that lot. He should have passed the buck upward and he would have still been a Captain in 025.

As to the rest, who cares. Look, thqat fat, drunken, pig caused his own problems and any pooch who tries to help him, shield him, or give him any kind of a break is a real moron. Let him do the perp walk. Let him be treated like any other criminal because that is what he is now- just another criminal- AKA the enemy.

In light of the recent happenings in our department, reading some of the opinions of those on this blog, and in an effort to bring back some needed moral, I’d like to see some of the following occur:

Officers returning to the street after working years inside should at least be given refresher courses on how we do things now. Heck, most officers returning from the war or medical, at least are given classes at the academy to re-acclimate them back into patrol.

We don't need sworn officers taking kids on field trips or giving seniors parties.
Let civilians do this if you insist on the practice.

Instead of beat meetings on a monthly basis, have sector meetings quarterly.

All non-essential office personnel from districts should be on the street at school dismissals period.
I would truly like to see the department make an effort to give every district and unit, new, and working PDT's. The equipment we have now is disgraceful.

Actually look at what specialized units we have in this department and determine if they’re needed or not. There are just too many to list here, but the redundancy is obvious if one examines the list.

Unless a traffic accident involves an injury, hit and run or DUI, have drivers exchange info and send them on their way. Insurance companies make their own decisions on fault anyway, so why are we wasting time on a civil matter?

The issuance of I-Bonds on the street. It’s insane to bring in or meet someone in the district station, taking an officer off the street for and hour or more, on a TVB, only to have another officer write the bond, or the officer himself, write the bond. We write them for incapacitated persons at hospitals, or even have the promise to comply option for out of state motorists. So why are we doing this? Suburban departments have been doing this for years. They even take cash bonds on the street, but I realize were not at that level yet.

Would someone at the academy make sure recruits have working passwords for the PDT’s, Hot Desk, and CLEAR systems before they hit the street? Is this to much to ask?

And finally, the merit process. If it’s something that’s legit, then explain the criteria for the merit process or eliminate it all together. If you insist on having it, make merit a one time deal.
If I could point out one thing in this department that is unraveling the core of moral, confidence and faith in our leaders, it’s the merit process.

We get 016 guys on saturday night in 015.

Question: At what point does that thin blue line stop? WC,DC,ADS?

I know the bosses know a lot of us live in 016, and I know the orders of redistribution come from pretty high up, but when an order comes out to take away our police protection I don't think that is an act of 'us' taking care of 'us' anymore. If we don't take care of each other...

When a government takes resources (police protection) from the people and intends to spread those resources evenly to all the people, it is called Communism. Wouldn't taking those resources from one group and give them to another be considered worse.

Capt. MB did nothing wrong. CW came to 025 and stated, "a bad decision was made, the media are our friends and should have been given complete access." Donohue admitted that before his press release he did not speak to anyone at 025. So he takes what the media releases as the ultimate truth?? Doesn't he have enough sense to check the facts before speaking on our behalf???? The media was upset that they were not handed everything they wanted. Sounds to me like they were and are acting like a 5yr old throwing a tantrum, and it worked!!!!!!

Since when does the Dept train anyone when they purchase a new gun???

If the Gun gets approved you will simply be required to register it and then qualify with it.

If it is not a 9mm or .38 Cal you will be required to purchase your own amunition.

Now tell me how any of the above costs the Dept one red cent???

Go ahead tell me that the ranges and the range officers will will be floooded with people wanting to qualify. O.K. you may be right.

But the ranges are open five days a week and are fully staffed. Unless it is the last month of Primary or auxilary weapons qualification, the ranges are for the most part empty.

This is long over due. I will be nice to see the ranges getting used by officers who have been out gunned in this city for years.

In my opinion forget about the .40 Cal. and get the .45 Cal. If you must have the .40 Cal. save your money as it offers no advantage over the 9mm.

The Police Dept. parking lots are clearly marked with signs. "POLICE AND AUTHORIZED PERSONNEL ONLY" Last time I checked the press was not on the list as AUTHORIZED Personnel.

As I have posted on this blog before, the Media and the lawyers dictate policy in this dept. not the SUP.

For those of you who still like to go out and drink in bars and lounges, here is some information:

Our Supt. Phil Cline sent a letter to all alcohol licensed establishments in and AROUND Chicago. The letter was from his office and signed by the Supt. himself.

The letter requested that all license premise owners treat Chicago police officers as "Regular Citizens" and that no special treatment is afforded a person due to his police powers. This letter included but was not limited to the following:

Officers are NOT to have cover charges or admission charges waived due to their office.

Officers are not to be given complimentary drinks due to their office.

Any criminal, disorderly or intoxicated actions by an officer be reported to the proper police agency via 911.

Preserve ALL video or digital images captured by camera of the aforementioned types of actions.


As an old timer here, I have a suggestion. Don't pop the button at any lounge or bar to gain admission for free. Don't let them know your the police. Pay the few bucks now to get in the door and save thousands later. And DON'T drink anywhere where cameras can misinterpret your actions. Remember a lot of these video cameras have no audio recordings. So it only shows your actions.

Have fun, have drinks, have sex.... But please be careful, there is a bounty on coppers now. Partly due to Abbate and also our Supt.

The word morale is spelled with an E at the end. There is a big difference between moral and morale.

I thought you college kids were taught the basics of English composition while you went to school. The spelling, grammar and sentence compostion on this blog's postings can be horrible.

I also see it all the time on case reports, does anybody proofread their reports? Wait until you get cross examined and the defense attorney's only tactic is making fun of creative spelling, bad grammar and even worse handwriting.

Just some friendly advice from an old fart who never made it to college.

You are a piece of shit. The media has no right to be in that back lot.....period. It is for authorized personnel only. Not to mention the fact that they parked in a handicapped spot, and there was a prisoner bus on the side of the building. MB has always acted in a professional manner and this time was no different.

For the person that said MB is an IAD piece of shit......try doing your job correctly and you wouldn't have to worry about it. MB is one of the best bosses on this job. He actually cares about his people. He called me at home when I was on IOD to make sure I was okay.....and he wasn't my W/C. If you make an honest mistake and need help, he will be the first to step up and help you. I know, I have experienced it personally. But, if you are an asshole and are intentionally doing stupid shit, he will nail you for it........which is the way it should be.

Ok Here's how it works. On the county side of an area court, CPD has no immediate juristiction. CC sheriffs run it with the judge making any ultimate decisions. If Abbate was allowed to exit by anything other than the front door, it was let happen by CCSP.

You have to ask urself....every half intelligent newsperson knows this as well as any other obbserver yet they omitt it. WHY?
They park illegally in a parking space that the sun-times plastered all over the front of their paper a few weeks ago, yet with controversial tickets written....not one other media outlet (that I see) has admitted that their vehicles were illegal. Nice form of honest reporting!
Our media can not be trusted to give the whole truth.....never trust them.
Believe when I say that having written that, I am saddened for the state of our democracy.
