- Two days before a key City Council vote on the way claims of Chicago Police misconduct are investigated, the Daley administration quietly provided aldermen Tuesday with a controversial list of 662 officers with 10 or more complaints against them over the past five years.
But there was a catch: the names on the list -- which the administration has been fighting in federal court to keep secret -- were blacked out.
Um, yeah. Because there's an appeal in the works. Whatever city lawyer or negotiator came up with the idea of keeping not sustained and unfounded CR numbers active for 7 years in the last contract instead of the usual 5 years - well, let's just say we hope there's a special place in lawyer hell reserved for them.

The truth! The area will be flooded with police for a short time they will arrest all the good kids and ticket your parked car for anything to show "we are here", and will stop your family and use the tag line "I don't give a fuck who your married to"! On a side not my wife was stopped in Evergreen park the other day for speeding the officer was courteous she was going 50 in a 30, she told him her husband was cpd and he gave her a warning ticket instead of a mover A BIG THANK YOU TO EVERGREEN PARK P'D. BY THE WAY WHY DOESN'T CHICAGO ALLOW WARNING TICKETS?
Today is my regular day off. I awoke to watch the Channel 9 morning show. I truly enjoy it as it peppers the news, weather and sports with entertaining segments covering a wide variety of matters.
The 8:30 A.M. block began with Larry and Robin interviewing a UIC professer named Dick Simpson. He was brought in to comment on OPS reform. By the time I finished watching the segment, I was disgusted with Simpson, WGN News and the University of Illinois at Chicago. I may stop watching the show altogether. I would be even more disheartened if I had a family member atttending UIC because apparently, the professors are misinformed and not qualified to be influencing young people.
And why is this? Because Simpson espoused a twisted, ignorant and uniformed view of the police department, OPS and apparently life in general. I can't say for sure that he is a bleeding leftist liberal but I would not bet against it.
Here are some of the lowlights of the segment: Simpson noted that the current contract does not allow the city to release the names of officers [on the 662 list]. "That is a bad thing," stated Simpson. Naturally, he put out the disclaimer that not all of the some 13,000 police are rouge cops (fashionable term). He did imply that the officers on the 662 list are rouge cops. Without employing the phrase, "Where there is smoke there is fire," he implied that 10 complaints in 5 years [from different complainants] means that the officers must be guilty. He also implied that the complaints are all based on allegations of police brutality or something similar. He spoke of cops "with a badge and gun" attacking minority communities.
Dick Simpson's ignorant spiel continued for about three minutes. Of course, Simpson failed to point out these particulars, perhaps because he is ignorant (if its not ignorance then it is because he is malicious):
1. The names of the officers should not be released because they have not been formally charged with a crime;
2. The names should not be released because they are not elected public officials who have chosen to make public the private aspects of their public employment;
3. The officers on the list are not celebrities who benefit from publicity;
4. The officers live in the community and should not be slandered
(libel, actually) by having their name appear on a list of ALLEGED bad cops (Wouldn't it be nice for Officer Smith to be dropping his kid off at school and have another parent say, "Billy, don't play with Tommy. His father is a rogue cop! I saw his name on the list."); and
5. The stigma from having the name being released publicly would cause an officer irreparable injury regardless of any exonerated, unfounded or non-sustained complaint (By the way, how many times have you been told by a supervisor that they would have UNFOUNDED OR EXONERATED the CR number but the commander or deputy chief kicked it back so the supervisor ultimately makes it NON-SUSTAINED?).
Simpson failed to point out that hard working police officers who often work in crime ridden minority communities will naturally get more complaints. The more people you arrest, the more people you piss off! Simpson failed to note that many people do not like to get arrested and will seek some pathetic form of revenge or retribution against the officer by making a false allegation.
Simpson failed to point out that the majority of officers are forced to pay their phone service provider a monthly fee to keep their name out of the phone book. With "zabasearch" and similar sites out there on the world wide web, having the officer's name as as starting point certainly makes it easier for a criminal to harass or even victimize an officer or his/her family. Again, none of this came up with Dick Simpson, the apparent expert, on such matters.
He also failed to note that regardless of the department's policies and general orders, officers have been the subject of CR numbers ranging from writing a parking ticket to raising their voice in a disreptful manner to leaving suspect contraband in the backseat of a squad car! Again, Simpson implied that every complaint was serious in nature and must have involved brutality or other criminal conduct. (I will say that if an officer has been alleged to say, "You dirty Kraut!" coupled with a beatdown on 10 occasions, then yeah, you've got something! But having 10 complaints does not mean this!)
Again, Simpson did not comment on the fact that an officer could receive a wide variety of complaints stemming from nonsense.
Quite frankly, getting two (2) complaints per year is nothing. A good working police officer should probably be getting 5 or more complaints per year especially if he or she is working in the ghetto (which at this point comprises more than 50% of the city from a conservative standpoint).
Simpson also noted that the superintendent would never want to lose the power to overrule a complaint ruling. Yes, Simpon is right on this. Just ask anyone who got screwed by media darling Terry "I'm a cop's cop" Hillard who routinely INCREASED the penalty for officers.
While this so-called professor spoke, Channel 9 showed images of officers who have been charged with the nonsense at the Jefferon Tap and naturally, they showed the bar beatdown tape. Neither Simpson nor Larry and Robin made reference to the fact that the officers who have been charged with felonies in their respective incidents were railroaded by the State's Attorney's Office. Neither case, Abatte or the Jefferon Tap incident, warranted felony charges.
In the Abatte case, the proper charge is battery as there was no great bodily harm to his alleged victim. In the Jefferson Tap case, the term "mutual combatants" would normally be used by an ASA to reject charges. But of course, when the defendant is a police officer, the CCSAO ignores precedent, logic and morality to satisfy the media's bloodlust for police officer prosecutions.
Now the S.O.S. guys seem to be getting their just deserts but if you look closer at some, not all, of the cases against them, even some of those would never be charged if the offender were a civilian becasue the victim was a criminal, failed to timely report a crime or basically had no credibility. Nevertheless, the officers in all of the recent incidents have been charged criminally!
Simpson failed to point out that giving OPS subpoena power (which is arguably unconstitutional) would equate with a thorough and well reasoned investigation into alleged misconduct. He failed to note that OPS does not require a "beyond a reasonable doubt" standard to sustain a complaint. This means that the OPS investigator can have reasonable doubts and still sustain the complaint. The public doesn't know this.
In closing, Simpson said many ignorant things during this segment on the morning news. I think you should let him know the truth about police work. On the UIC website, his email address is: simpson@UIC.edu. I do not advocate anyone writing him to tell him what an asshole he appears to be. He simply needs to be informed of the nature of police work, the nature of the person that gets a CR number on police officers, etc.
I certainly hope that his commentary on the news was out of ignorance not malice. Perhaps when you are a "distinuished professor" on the state payroll, you lose touch with the very realities of the city and the world on which you comment.
I also urge people to let Channel 9 know that such segments are irresponsible and that they should better monitor who or what they air.
I commented earlier that Dick Simpson put out his disclaimer that not all of the 13,000 police officers [are bad]. Herein lies the problem: Disclaimers do little to counter terms such as "rogue cop" (wasn't that a video game or movie?) Viewers don't remember the disclaimer. They remember ROUGE COP. (Also, do we really have 13,000 officers? Ask residents ofthe 8th district if we have 13,000 cops!).
Stay safe everyone. As peace officers in the City of Chicago, you've been ruthlessly attacked in the media and I know it wears you down. (Just imagine how President Bush feels. The media has been attacking him for two terms and rarely gives him credit for anything.) Stay strong. Let your friends and family know the truth. Let them know that the media does not make its money by reporting truths. The media is all about controversy and ratings. "Journalistic integrity" is a misnomer. Go home to your families at night.

Lets not forget to emphasize that the problems at Durkin Park were not due to any errors by first responders to the scene but the inability of the dispatcher to get a call out to officers in a timely manner.
Every time this story is on tv they show the patch of the chicago police dept, how about showing the patch that is on the 911 dispatchers uniforms. They are the ones that dropped the ball. They fuc!@#$%^ up not the coppers or the firemen on scene.

It's a known fact that Captain C. WHITE/005 initiates approximately 20 to 30 CR numbers a month.
The first thing she does in the morning is come in about an hour early and interviews every prisoner in the lockup. (005/Area 2)

“Why, a yes dey did. Can I have another bologna sam-wich?”
In a years time that’s approximately 360 CRs. Consider that each bullshit complaint had at least 2 officers involved. That’s 720 accused officers!!!
This job has become a joke. Anyone who works in 005 or any other of these shithole places where we are unappreciated.

Apparently, you can't read. Housing values we're falsely inflated across the entire country because of the mortgage debacle of the past decade. Your home in Mt Greenwood has also plummeted 20 percent in value... who are you kidding?
Keep trying to convince yourself how good you have it, while the ghetto continues to pour into your 'hood as your new neighbors. And let's not forget the ghetto punks who savagely beat and rob your children in your parks. Obviously, your "park car" is asleep, too.

How is the city going to explain how some officers with 30+ CR#'s got meritoriously promoted and never disciplined?
Then some officers with minor disciplinary records are fired or receive heavy suspension time for relatively minor rule violations.
You can bet that there are some officers and attorneys closely watching this list. Comparative analysis of discipline whould really be quite interesting.
Some officers might have good civil lawsuits based upon this list.

When I got divorced in 92, my ex's family made 18 complaints against me. None sustained, fortunately they were all drunk when they made them. I'm sure that puts me squarely on that list. Can I make public her Water Dept.Supv. name????
You mean with C/W in 005 there are still coppers in 005 and arrests are actually made? I thought with her in there that nothing would be done. parkers, movers, arrests, etc. and they would have to hire private security.

I dont have any clout but have 42 crs is the past 4 years. I also have 1100 arrests in that same time period. I am still on the street but have had the wind in my sails depleted due to the bullshit as of late!
I used to not understand why folks drive around for 8 hours and dont engage in police work while working ! I know why now..Just not a good time to be the police-period...
I don't give a fiddler's fuck if you don't like Mt.Greenwood. Don't move here. The people are great and it's safe and clean. Our families were run out of Back of the Yards, Englewood, Marquette Park, Wrightwood and the rest. This is where we have our backs to the wall. It's not Beverly. We will police our own.
An aside...years ago a nurse waiting for a bus is attacked and cut by an asshole with a razor knife...couple of days later, offender is grabbed with the knife and a PISTOL and is arrested and IDENTIFIED by the nurse as the offender...8 years go by...appeals releases asshole...nurse NOW says offender is wrong guy...offender sues all 22 police that were on ANY REPORT remotely connected with the incident...and, oh yes, NEW CR'S for all police mentioned in lawsuit...WTF????

They do, it's called get the fuck out of here. Warning tickets serve no purpose, the equivalent of a green card. Are you sure your the police?

STFU with your conspiracy theory b.s., they don't want it released for two reasons; 1) by contract they can't, 2) they don't want more bad p.r. coming out of SOS, which btw will be disbanded or re-named and changed...
Why don't they make public the thousands of complaints on City Hall Officials, Alderman, the Mayor, the Cook County Officials,the Governor, etc? What's good for one is good for all. The public wants and deserves to know. And also, about all the wasted taxpayer dollars disapearing tax dollars, etc; here in Crookago, Crook County, IL.
