Nonsense Speaking

Starks appears in front of the City Council and somehow, a Burge hearing turns into a bash the CPD hearing:
  • An elite Chicago Police unit dogged by complaints and at the center of a cops-as-robbers scandal "needs more supervision," a top police official said Tuesday.

    First Deputy Police Supt. Dana Starks acknowledged the need to rein in members of the Special Operations Section under questioning at a City Council hearing on police torture by former Lt. Jon Burge.

    Ald. Anthony Beale (9th) opened the can of worms when he called the behavior of S.O.S. officers "another form of abuse of power. ... It happened 20 years ago and it's happening today."

Um, wasn't Beale one of the "brave" aldercreatures who exercised their new found "muscle" by voting unanimously for Daley's new OPS system? How about we let this new system take hold and see what it does before beating dead horses for no apparent purpose?

Why do people keep refering to SOS officers as "Elite", they are not.I am not bashing SOS either, I am just pointing out that they are just regular officers and that there is no special training or tactics that they receive or use. Honestly most of the guys are new to the job. This isn't like the Army or Marines, we don't have Special forces in the department. Please,you media types, stop refering to them as Elite. Unless of course your agenda demands it.

I work in SOS and have been there for over 4 years. I understand that some of our officers broke the law and tarnished the image of the unit that I still enjoy working in. I know every single one of the guys that is involved, and I am/will be very disappointed if all of what they are accused of is true. With that being said, I have to say I'm tired of the media and everyone else bashing us, because what they are saying (today) is that it is still running rampant with corruption. I assure you it is not, was there lack of supervision on many levels from the dep chief on down, YES there was. Was getting 1500+ guns a year off the street the determining factor in letting discipline problems or allegations of misconduct go untouched, YES it was. They cared more about the numbers than the potential for disaster, which as we all know DID happen. I am proud of the LEGIT work that I was a part over the last 4 years, and I am still proud to tell people that I work there. I can't say the same for alot of my coworkers. The current commander, as nice of guy that he is, has the personality of a piece of cardboard. Which doesn't exactly work well with the current state of things, we need a strong leader to help is emerge from this desolate state. We need someone/people to stand up for those that know they are not part of problem, as we all know they are not wth us anymore, whether it be jail, other districts or resignations (take a look at the personnel order dated 17 JUL 07).

I'm not looking for sympathy or any kind of condolences, just let us do what we are doing now. GPS is like DNA, it will always come back to those that have done something wrong, if we are not in that position then we, you and the rest of the city have nothing to worry about SOS doing something wrong again.

On another note:
We are 200 PO's strong with a third of that being dedicated to to SWAT as of Yesterday. So those that say we need to split in half we don't have enough manpower to do what is asked of us from downtown.

I think we can cross Thomas Belfiore of New York out as a contender. Someone,somewhere does not want this guy in Chicago.
Thomas Belfiore is learning some lessons in Chicago politics. The Chicago Tribune just went to town on him:

A few months after his appointment, Belfiore became embroiled in a messy dispute with Robert Iovino, a New York police captain who was involved in a fender bender with a county squad car.

Despite a field-sobriety test that indicated a blood-alcohol level of .04 percent, half the legal limit, Belfiore allegedly overruled a sergeant on the scene. From Philadelphia, where he was attending a convention, he ordered that Iovino be arrested.

The local prosecutor subsequently dropped the charges and Iovino filed a "notice of claim," a precursor to a lawsuit, that contended Belfiore himself had been drinking at the time of the incident and had told Iovino's wife—a New York police official who coincidentally also was attending the convention—that "we're going to teach Bobby a lesson."

"During these events, Belfiore continued talking to the claimant's wife until approximately 2:30 a.m. and offered to meet her for drinks at her hotel," according to the notice, a copy of which was obtained by the Tribune.

Asked for comment this week, Belfiore's office issued a statement saying the allegations were false. "We believe that is why a lawsuit was never subsequently filed," it said.

Demetrius Carney, president of the Chicago Police Board, which selected Belfiore as a finalist for the superintendent's job, said the board was aware of the allegations but discounted them because a suit was not filed.

Theodore Oshman, Iovino's lawyer, failed to return repeated calls to explain why the legal action died with the notice.

Here is another slight of his command capabilities by the Chicago Tribune:

Belfiore returned to law enforcement in mid-2003 when he was named head of New York's Westchester County Department of Public Safety. There, he commands 275 officers, a far cry from Chicago's force of 12,500.

It truly looks like Charlie Williams is getting the nod. By brining in an outsider as the head of OPS the Mayor receives a pass on passing over Thomas Belfiore.

Daley has a reputation for preferring homegrown candidates for top city jobs. When Cline was selected, the mayor passed over a senior New York City police commander from among the finalists. But Daley demonstrated last week he doesn't automatically write off outsiders when he named Ilana Rosenzweig to head the police Office of Professional Standards. Rosenzweig, a lawyer who helped handle police misconduct complaints in Los Angeles, got the nod over two undisclosed Chicago finalists.

There are several major faults with the Chicago Tribune article:

1. Charlie spent almost 15 years in Internal Affairs not 13 years.

2. Charlie lacks a basic bachelor's degree; "According to a personal biography released by the Police Department, he is pursuing a degree in criminal justice at Chicago State University." In this day and age, a degree is a prerequisite for any manager,let alone the Superintendent of the 2nd largest police department in the United States. It shows a lack of initiative on Charlie's behalf, for failing to put the effort into achieving one. What kind of role model and message does this send to the lower ranks? Does this display the Chicago Police Department in a progressive,educated manner?

3. The Chicago Tribune failed to illustrate Charlie's disciplinary history and past problems with domestic disputes. They did however illustrate Thomas Belfiore's disciplinary/internal inquiries.

Charlie has proven his ability to be a hatchet man and tow the company man, this invariably gains him favor from City Hall.

Charlie Williams wins points for being a combat veteran of the Viet Nam War as is Hiram Grau. Thomas Belfiore does not appear to be a veteran.

The City can pass legislation but the Lodge still has the upper hand.

Because of "past practices", which arbitrators have ruled control the disciplinary procedure, The City cannot arbitrarily change anything. The only way anything can change is if the Lodge bargins it away.

All we have to do is watch Donahue closely.

Starks is so far out of the loop. He has no fuckin' clue whatsoever. SOS has been turned into the poster child for micromanagement. He obviously doesn't know that almost half the Sgts are new, as well as a good portion of P.O.'s. Nobody must have told him about the GPS in all of the cars, either. Hard to be unsupervised when you're stuck working "in the box" of the DOC area. Has he been spending too much time with the reverends and not paying attention to the department. Eunuch. Way to stand up for one of your units. Enjoy retirement assclown. It's coming soon.

The Sun-Times story ran July 19, and a search warrant for her apartment, looking for drugs, was issued three days later. About 11 police officers showed up at her door at 29th and State streets Monday.


Files misconduct complaint

Wallace said about six of the officers dumped clothes from a dresser and closet on her bed and floor and rifled through her medications. Police also told a friend at the apartment that visitors weren't allowed, she said.
Wallace filed a complaint of alleged misconduct with the Police Department's Office of Professional Standards on Wednesday.

"They will interview her, others in her building, there will be an official investigation," said police spokeswoman Monique Bond.

Sounds like you are a bit jealous
trade in that Hyundai, gremlin that you been driving, get off of that AM radio station you been listening too, try living a little, you can always go to Auto Zone and buy you some tint for your window, that way your car will not stand out in the parking lot, take a trip to a auto shop and have a bose speaker system installed, with your next special employment check or over time check push that gremlin into the dealership and buy yourself a real car. You are probably embarassing all of your co workers with that junker that you are driving.

Wrong. His job is to survive, and so is yours. You guys don't get it yet? It's every man for yourself out there. Every boss was a blue shirt one day and everyone one of them don't want to go back to that b.s. again.

The air gets thinner the higher you go. You have to keep your wits about you to continue going up. There is no going back down. If you fvck up way up there you will get squished.

I think that poor guys wakes up everyday and is just dumbfounded that he doesn't walk into an empty building. It's not fun getting handed a pile of sh!t....

I worked in SOS for many years and can easily aver that the Elite title was removed when the Unit left Area 4 to take up residence in Homan square. With a new Sup. stepping in expect change. If you can bounce around with the pinball of change without too much whining, you'll do fine.

Expect SOS to disappear right after the new Sup. buttons his new stars on. Count on it.

Many of the peripheral unit will be disbanded as well. Gun teams, Saturation teams, intelligence teams, even the young and mighty TRU will turn in their keys and kill the lights on the way out. Refilling the districts with uniform clad bodies will soothe the eyes of citizens and blanket restless masses such as those at Durkin Park.

Change is Afoot ! JMHO

I too am from SOS and have been there for 6 years.Never in my life have I stated to ANYONE that we are "elite". Some of us are hard workers who got noticed by a boss who picked up the phone and made a call to get us here. I've also seen those clout kids come into the unit who didn't even know how to do a narcotics inventory.SOS is like working on a tact team except we were in uniform 5 out of 6 days.Those of us that worked, went out into districts we didn't know and stopped every gangbager/drug dealer we saw.Most of the time our Sgt. rode with us leading the way and picking out cars/people to stop.Sure there were days when we layed low and only gave the city a 50-75% effort, but there weren't that many days that we did it.My team was there to work because it was what ALL of us like to do. I'm sure others had different motives(as we are finding out) but I can only speak for myself and my team.Those "glory" days are long gone and morale is at a all time low but consider what unit was involed in the most recent police shootings? SOS. We still enjoying being the police no matter what the Supt does to us. Some of you may think we're crazy or stupid but we didn't take this job to do nothing. If ever I get dumped I can assur you that I will continue to be what you call the working police no matter where I'm at, whether it's in a unit,district or in-house somewhere.This job is like a roller coaster,just hang on and enjoy the ride because as my Sgt once told me,"Nothing lasts forever"

What happened to hair cut standards? I was in 002 the other day and the desk guy (white) has the sides of his head shaved and a ponytail. There were two black coppers , in uniform, that had colored braids down to their asses. I got yelled at in the academy for having curls in my hair because it was "too long." Unfortunately, many coppers don't have the time to read the paper on a daily basis or choose not to. I find SCC an invaluable resource to the CPD. We also know that this is the second source the exempts check daily, after the 24 hour daily report.

I will go one step further, I got my laptop will full internet access, bagged lunch, and loads of free time to watch TV through the laptop. Guess what thats all in a days tour. Things you need to avoid are: hand waivers, on views, SBM, various community concern event numbers, zone 1 missions, dispersals, fake TRP missions, writing movers/parkers.... those are just a few ideas I have come up with to have a great day. I got the blinders on and I aint doing a dam thing for 95% of the citizens of this rat hole city. Now give me my 1st/16th, uniform, duty avail, TARA, CHA and airport checks! I love it, I got paid for doing nothing and yet you morons still go out there and work. You can take your self pride and tough talk and shove them up your ass. A true blue DOG!!!! Woof Woof Woof

Why do you think, can you say cooperating??? I know BR is down there and him and his wife are leaving town once the trial is over and his part in completed. Isn't this is the second scandal that he has survived? Anyone remember when he was in 015 some years back and the game/cartoon character scandal broke out? I'm not sure who else is down there but I do know that alot of guys were on the last personnel order of recent resignations and the such.

There is one guy at Equip and Supply and a bunch still down at callback aka POWS.

It will be interesting to see who turns states evidence in this one.

Charles Williams did some work on the Gloria Steele investigation. That investigation was conducted by DEA and Mary Hodge. IAD just piggypacked at the end of the Larry Hoover investigation.

Charles Williams did not work on the "Pacman" investigation. That investigation was done by Gene Shephard and Joe Airhardt under the supervision of John Guarnieri.

The Joseph Medizianowski investigation was conducted by Sgt. Doody of IAD not Charles Williams.

Charles Williams had to be promoted meritoriously and was nominated I believe by his former ADS, Michael Hoke. Hoke also nominated Cynthia White.

Eugene Karczewski was quoted in the Sun Times yesterday regarding Charles Williams. He was the individual who provided information to the media that led to Superintendent Rodriguez retiring.

SOS officers of today are nothing like the caliber of officers in the past. These guys do nothing to bring crime down and are so concerned with their looks and hair gel that it is embarassing.
Today's SWAT could never hold a candle up to HBT. Makes me so mad, because I can't get a chance to show the SWAT guys what a real shooter can do. I was a Marine. I was "elite" and I know how to fight. Today's SOS officer lacks drive, intelligence and knowledge. Why do you think there are so many many people trying to attack verbally and physically these SOS officers? They are terrible and need to be disbanded right away!
Maybe the new crew of SOS officers are just as guilty as JF and crew? Afterall, they are learning his ways right? Time to shut the SOS unit down once and for all.

Don't knock the Deuce....it's the same in all Districts. No one wants to touch the issue of improper hairstyles. I understand that the Dept. has been sued over this issue in the past, and lost.
No one wants to take a stand on this and wind up on the stand in litigation. As long as the officers are competent, that's all that matters, for now.
