Ass Covering Begins

  • City officials on Friday defended their decision not to sound emergency sirens as the storms approached the city.
  • "As the storms approached the city, the storms were diminishing," said Office of Emergency Management and Communications Director Tony Ruiz. "Then and there, we decided not to activate the system, based on the National Weather Service. Now, as the storm approached the city, it did burst, (but) it was too late to activate the system."Ruiz said he watched from a room on the third floor of the city's emergency center, with the computer screen to activate the sirens only steps away. Ruiz said, however, that he decided against making the call."At no time was the city of Chicago in any imminent danger," Ruiz said.
No "imminent danger." Except for that little micro-burst that tore trees out at the roots, snapped power lines citywide and flooded just about everything. It took some of our friends over two hours to get home.

Now imagine this was a real tornado. Or worse, a terror attack. Feel any sort of confidence in the OEMC people yet?

I was off that day. I live on the far south side of the city. Close to Oak Lawn and Alsip.

I heard all the suburban sirens being blasted from my residence. I also have a police/fire scanner at home. I have all the CPD channels as well as the suburban police and fire bands on it. While listening to the scanner while on the scan mode, I heard every suburban police and fire dept. give periodic updates on the approaching severe weather and also the reported funnel clouds in the area.

NONE of the CPD zones even mentioned the bad weather or the dangerous weather reports. They were so busy giving out weather related burglar alarms and so much in a "RAP" that they seemed clueless as to the severe weather the officers were experiencing.

NOW FOR WHY THE SIRENS WERE NOT SOUNDED:

If you remember last year when a funnel cloud was reported in the near north area of the city and the city sounded the general warning alarms. And police personnel asking over the zone why the alarms were going off? And OECM or the zone dispatchers were clueless why the general alarms were going off. It was only due to officers who were listening to a radio station or TV station that INFORMED the dispatchers that it was due to a tornado threat to the north side and the loop that they found out why the alarms were going off.

Well a certain person who had issued the ok to sound the warning alarms that day took a major ass ripping for not alerting the Mayor, the police and fire dept why the alarm was being sounded.

That certain person was told not to EVER sound that alarm again unless told to by the MAYOR!

So the truth of the matter is that the Mayor was unavailable when the alarm should of been sounded.

So I hope we never get a terrorist attack or tornado in the future when the Mayor is taking his 20 minute dump and can't be bothered.

Like this is a surprise. The guy was a freakin lineman. Never sat on a zone or a fire channel. Never supervised those who do. Has no experience whatsoever in emergency management, and has never, not once, handled anything resembling a public safety emergency.

And now he's the guy with his finger on the button. This following north side PO Huberman, Trotter-with-(maybe)-a-GED, and God-knows-how-he-was-qualified Velazquez. Each might have been in a foot chase once.

They follow Admiral Funk of the Navy's nuclear response center, and Greg Bishop, who started off as a communicator in Fire communications.

Before them, Corbett, aka Maggie's cousin.

2 (Funk and Bishop) of 6 ain't bad, huh?

Like you said SCC, God help the city in the event of a terrorist attack or actual disaster.

Maybe someday Daley will have to defend his decisions if something happens, but its amazing that the idiots in Chicago don't call him to task before that day. These guys in these positions are indefensible, and everybody, every last one of you and I, knows it.

under the best of circumstances a call to 911 gets a 3-5 min response and that is a long time when you're getting your ass kicked. now throw in unusual, manpower draining, events and imagine yourself an urban pioneer who has been dissrupting gang activity with frequent calls to police. good luck with that !
this city won't/can't warn or protect the citizens of chicago in a timely manner.
i would love to see the official evacuation plan.

OEMC is a joke, the weak like in a chain. News radio 780 in the future folks when you want to know whats up with the weather. Or any other station on TV if the power is still on. When was the last time a "call taker" asked a victim, "So ummm whats the dude what robbed you look like?" They dont so as you drive towards a job that you just got that is already 10 minutes old, that just came out as in progress dont bother looking around for the offender. Just the City taking more jobs from the police department. I dont know how many people work at OEMC now but I would be willing to bet that there are more there then were ever assigned to COS. Daley hates the police, always has, when he was a young man the only thing the police did for him was open the car door for him as he scampered into the car. They were gofers. Nothing good ever came from the police department for him, only bad news. Thats why he hates the police.

Shoot,all our screens are red and orange, damn, oh holy mother of weather screens,someone tell me what to do. Do I hit the button and piss off the MAN,and lose my job,car,cottage,health club membership,and premium cable channel that's running reruns of my favorite show,"Gladiators of Rome" shooooooot,damn,well...it looks like it's clearing and hey it's not like this building couldn't withstand a tornado so, a heck,I'll just cross my fingers.

Diminishing? All the weather reports stated the storm gained strength as it moved northward.

Maybe that is why some of the worst damage was north of the city.

Buy yourselves an emergency weather radio that turns on automatically when a weather warning is issued. Bring it to work. By the time OEMC puts a warning out we may already be in OZ.

Look dont blame the dispatchers for not putting out info on the storm, we sit in a windowless room, we can only tell you what they tell us. No one from the OEMC administration even showed thier faces until the storm was past. Guess they were busy making sure there families were ok

I live up north. I was watching CLTV before I left for work (which I ended up not doing until the worst of the storm passed). I was waiting for the weatherman to come up to the screen and yell, "RUN! HIDE! IT'S COMING! THE TORNADO IS COMING.......!"

If that isn't good enough for that OEMC goof, then I don't know what is.

BTW, even though it saddens me to see the lakefront decimated like it was, it kind of looks like Godzilla to a qucik stoll throught the area. lol

i saw an oemc excursion driving by at a high rate of speed running red lights with blue lights and a siren going. wtf is up with that ? i thought blue lights were only to be used by law enforcement ???? For that matter when ever a major event happens. If you go onto the department intranet. They have the video section. If the video trucks happen to be working they streamline a shitty/blurry video with no sound or info of what is going on.
At the same time you can go on the internet and go to any of the major news websites and see a live streamline of the entire event with a narration of what they are seeing.
So in other words the city wasted millions for nothing. Just like the pod cameras I tried to watch the other day. To blurry camera can't be controlled by the user. To much of a delay. Yet the numbers guys downtonw still want pod missions from the tact teams and desks... So they just all get the event numbers without doing anything. For the somke and mirrors game. Why is the Unit of accountability not making any moves on all this useless bullshit that the city is spending money on. Because they are a hack unit also. SMOKE AND MIRRORS!!!!!!!!!!!!!!

How was it possible that O'Hare and Midway Airports knew to shutdown?
All of the city hospitals went into a CODE BLACK,meaning SEVERE WEATHER ALERT. The hospitals did not permit anyone to leave and made everyone get away from windows.

It seems that someome screwed up massively and it is very fortunate nobody died as a result.

Yesterday by the lake front Fiesta Del Sol and a triatholan were taking place, not to exclude traffic from the White Sox game. The OEMC or TMA whatever you want to call them had traffic all fucked up, I swear they were the ones causing all of the traffic jams. I swear they looked like they dont have a clue on how to direct traffic.Then to top it off I hear a siren appeoaching my location and expected to sse a police vehicle and lo and behold it was a TMA vehicle with blue and green lights and a siren, driving like they were going to a 10-1. Then the other day I also saw a regular blue streets and San tow truck with yellow mars lights sounding off a siren and blowing through red lights at intersections. Excuse me but arent these two situations in violation of state law? Hey FOP I believe you should have a sit down with the city and remind them that there is only one city agency with peace officer powers in Shitcago and that is the CPD.

I am a dispatcher that did work at COS (rat & roach infested building @ 11th & State). We have less staffing at OEMC. The new facility was opened & operating under-staffed from day one! At last count, we are about 40-50 dispatchers short. There is so much overtime, voluntary & mandatory....we work thru lunch on a daily basis; every day off group has at least 2-8 dispatchers & a few call takers working their days off!

As for not getting descriptions from the callers... I invite you to spend a day with us to listen in on the calls. A typical ghetto domestic caller will not cooperate to give requested info when asked....they will scream "just gets the fucking poleeece here, now, I could be dead by the time you gets here". Most of us DO try to get info....but as you know all too well dealing with these goofs daily, they just don't listen or cooperate.

We get this type of repsonse from people thruout the city, every ethnic background, but the ghetto west & south side have the most. Gee..........I wonder why!!

I was out near O'hare and there was big funnel cloud over the airport. These people are idiots! Last year we had a bad storm and they sounded odd the sirens off on the south side. But, then again I live near the south burbs where it's common practice and COMMON SENSE.

I had just gotten out of court on the northside and headed towards my home and thank god I had wbbm on. As I turned it on they were finishing a weather report that got my attention. They then went right back to the top in case you just tuned in. They were giving 5 minute forecasts of where the storm was to be for the next 30 minutes and at the 30 minute mark was Harwood Heights. As this 30 minutes passed, they had reports from Schaumburg that the entire expressway system was stopped in its track because so much rain and wind were coming down that you couldn't see your hand in front of your face. The reports also came in from a reporter who took shelter at a manual car wash. You could hear the wind and rain and the occasional bang to which the reporter stated it was more debris.

Now, as the 30 minute mark hit, I was unfortunately still in my car. The storm came out of nowhere and blasted me with rain and wind. I turned onto my street and the road had at least two inches of water on it, I was being blown around and the radio announcer was stating that if you are in Chicago to seek shelter immediately and abandon your car as there was strong rotation in the clouds. They were telling people in downtown buildings to seek inner offices and corridors as the window could be blown out.

I'm no professional in the media or weather business, but if the National Weather Services tells the outlets that there is strong rotation and to seek shelter and they put out such detailed information as well as tornado warnings don't you think that someone should take heed the warnings for such a large city(or any city for that matter). I kept listening for the sirens but heard none and I was wondering why. They test those things every first Tuesday of the month like clockwork to make sure they work. I'm amazed that the they were not used even if to justify their existence to get more federal money to waste.

And if no warning came to the officers on the street, by all call or message sent on the PDT, then someone down at FOP should be screaming at the top of their lungs as to why no warning was given. Not just for us but for every citizen.

Something bad will happen in this city until people who are competent are placed in posititions to lead this department, city agencies, and the city.

Be safe and return home in the same manner you left it.

I was working CTA VSEP that day and the CTA security radio had the national weather service warnings transmitted over it. And yes, the weather by SOX park was like the rath of GOD. Saw a total of only like 22 citizens pass out fixed post. Score one for the south siders, if you look out the window and it looks fucked-up, it probably is...

Sure it's always easy to attack who ever is in command. But, Ruiz was not authorized to sound the alarm w/o the Mayor's okay and/or without the national weather service precisely indicating that Chicago was going to get hit. Sirens creat panick which can lead to more disaster. So, Ruiz was right to be SAFE in not sounding the alarm. We all work in this city and have to live in it. Try to work togther instead of cultivating ways to divide. For now, this is the Mayor we have, these are the people in charge, make it work for YOU!

TRUE STORY. Was working at my firehouse one day when the national threat of terrorism shortly after 9/11 went from yellow to orange. My Captain submitterd a Form#2 asking why we as firfighters were not notified and why we had to get this vital information on television and not through the chain of command. What this change of our countries alert for terrorism was and why that information was not given to the first responders who, like the CPD are the first line of defense;(fisrt responders for the civilians who watch this website). The response from our affirmative action promoted District Chief was, and I shit you not " You"all will knows when the shit hits the fan". The Captain to his credit requested at that time that his form be forwarded to the then Commisioner Cortez(nothing but a high school diploma)Trotter. District Chief Lester Noy Not only told him that he would not forward his official fire department form, but also forbid from making any journal(log)entry regarding not only his form; but any part of the conversation they had just had. Sleep well Chicago. Remember. It's not a targedy,emergency,etc. Unless the man on 5(thats city hall 5th floor ,Daley,for the civilains) says it is. Stay safe my brothers and sisters in blue. Edward Fenelon, a meteorologist for the National Weather Service, said late Thursday that when the storm hit Chicago, there was a tornado warning. But the storm became weaker as it approached the city.

Fenelon said the Weather Service does not advise communities on whether to sound sirens. At the same time, he said, "I am very comfortable with the decision they made."


I don't know about the rest of you, but as soon as I can get loose of this place, I'm finding somewhere where Mother Nature is not a Green Beret with 10 different ways to kill you...

On the day in question, I watching my Son's football practice.

The sky was greenish black, very thick churning clouds. The practice was canceled, and the coaches told the kids to go back inside the school immediately.

All though it was raining, The atmospher remained quite, then it started to get cool, the wind picked up, and anyone miles away could see a funnel cloud forming. A few minutes later this cloud was growing into a tornado and you can tell because if was forming tail. Never touched down but the sight of it, the wind, rain and lightening scared the shit out of these young teens. A bunch of parents were taling to each other mentioning the fact that when they were young, there would've been sirens sounding, why not now?

Hey Ruiz, I think McDonald's is hiring. They're always looking for a good "Fry Guy" - or a good clean up guy. Who's cleaning up for you-you ASSHOLE!

Where is the FOP lawsuit to stop the TMA from directing traffic? You used to have policemen directing traffic from the detail unit and from the districts. What happened to the Boston proposal to have off-duty time-and-ahalf police officers directing traffic?

Does anyone pay any attention the BS?

Hold FOP accountable,instead of getting OT on our days off we have civilians playing police with blue lights and directing traffic. They are taking away police officer jobs.

Next you will have civilians doing all the parking ticket enforcement, vehicle tows,traffic crash reports,inventories,311 reports,etc.

It is your union's job to ensure that sworn officer's positions are maintained. They are complicit in letting our jobs go civilian,there is not enough manpower and they are saving money by having civilians do our jobs.

The viable solution is to vote out the entire standing FOP and replace them,attend FOP meetings,organize and become involved in the process.

I been at OEMC for over 10 years now, in various capacities, and i can say w 100% certainty that the city is completely screwed if it comes to any major catastrophy. But please dont blame the lower level front line workers--the call takers and dispatchers--MOST of them are just like most of the coppers, trying to make a living w no help, no resources, and people who are non educated,non intelligent, incompetent, political hacks running the show. We all need to stick together and FORCE the unions and city to address these critical issues of patronage and incompetence that literally threaten the lives and property of ourselves and our families here in the city.

And hello???? anyone in the media awake? the national weather service responded and Ruiz/OEMC/Chicago/Daley blew it; where's the reporting on that?

A typical ghetto domestic caller will not cooperate to give requested info when asked....they will scream "just gets the fucking poleeece here, now, I could be dead by the time you gets here". Most of us DO try to get info....but as you know all too well dealing with these goofs daily, they just don't listen or cooperate...

While I agree that there are probably hundreds of calls like that a day, there are more than a few calltakers that do not try at all. I called in about a suspicious guy who was ringing doorbells on the block and looking in the windows. I got out just about that much information when the calltaker said "I'll send the police" and hung up on me. Did not ask for a description, or contact information, or where I would be to talk to the police.

The new person in charge of the Airports, took it upon herself to make that decision, and after waiting and waiting for Dick Head Ruiz to make a decision.

Now, none of the HireUps wont complain about her or blast her because she made a sound decision that makes the city look like they knew what they were doing.

Unfortunately, the decision was made despite the undecisiveness of one Tony Ruiz - Fucking DHO Idiot!

We are in serious danger with this guy in City Government folks. This Tony Ruiz guy should be selling cars - more like Used Cars.

Fuck OEC and Fuck these dog ass dispatchers. Aren't dispatchers supposed to ask me If I want to remain anonymous? Aren't dispatchers supposed to ask me for descriptions and plate #'s, etc? No wonder coppers eventually getting dispatched the call, get little or no crutial information. Their is major incompetance going on down there. To much huh and whats when you call 911. Attitudes to boot.

We do have our share of goofs answering the phones. If that's how your call was answered, then you should haved called back & talked to the supervisor to complain. OEMC's official complaints are called CI (same as your CR)and that call taker was definitely incompetent in handling your call. I have myself called a few times, always gave my name, and would look up the event the next day when I go to work only to see that they clicked the
'anonymous' box! Another time, the call taker did not give her name (as required), so of course I looked up that information too! I have not filed any CI#'s against my co-workers, but I have told my supervisors.....so at the least, the individual will be spoken to and I always ask that it be brought up in roll call training. Call taker training is very basic.. who, what, where, when & why! Some of them just don't get it and just don't care.

I think when I retire, I'll just have to write a book (since the city plans on eliminating any insurance coverage to retirees in 2013)titled The Good, Bad, & Ugly at the OEMC!

That day I called 911 when I heard the sirens, not realizing they were suburban sirens. I was worried because the kids were coming home from school.
Asked the 911 call taker if the Chicago sirens were going off, because they were so faint. Calltaker said " sorry , they don't tell us up here about that. I'll transfer you to the 25th District"
I asked the desk officer the same question about the sirens. Officer Friendly responded " what do you think I am, the weather bureau ?" Thank you, Officer, I hope your family was safe that day.

hey numb nuts, OEMC only has to ask if you want to be anonymous on drug and gang calls... any other time you want to be anonymous, YOU HAVE TO TELL US... also for those bitching and complaining about the OEMC not letting everyone know about the storms, last time I check there was no dopplar radar on any radio zone... nor do we have TV's on the zone so we can tune into CLTV or The Weather Channel... we do the best with what is given to us... I for one look out for the cops I dispatch to... if I have information that will keep you safe I will shout it out to you... despite that fact that no one seems to like or appreciate us at OEMC these days, I still care for each and everyone of you working the streets and admire you for stepping up to deal with the shit that roams Chicago streets.

To all the dispatchers,

We appreciate you guys/gals and what you do. You need to realize that there are some terrible problems down there too and they do need attention. I will say that overall majority of you do a great and probably Thankless job.
