We can't remember morale being this low, manpower being this short and recruiting being this desperate. We received word from Chief Bill Kushner that the interest in his Department has never been higher. We've met and heard from dozens of cops who are looking into jobs with the UN Police Force worldwide just to get away from the CPD for a while, maybe permanently and the hiring picture is bleak.
We can hardly wait to see what the PERF people come up with. It certainly can't get any less interesting.

The majority of the CPD scandals have one in common:"Clout".The arrogance and hubris of these clout-connected jagoffs finally caught up to them.The SOS scandal will continue to unfold and we have not seen the worse aspects of this scandal come to light..That is just a guess upon my part.

Even if an outsider is appointed as Supt. OR for that matter the Feds come in.. The exempt changes will still be made by Daley. Daley will have the same power with an outsider as he did with all past Superintdents.
If the Feds come in he will not have half as much power with the police however he can still say who he wants in command spots. (As long as they are not criminals)
This dept should be run like a business in the private sector. Right about now, the parent company, in this case the Govt, takes over and the entire dept is overhauled. EVERY officer from a ppo to the super has to interview to keep his job. Ever see the movie Office Space? Where the Bobs come in and trim the fat? That's what we need in a major way. Take us over, for the love of god.
At the very LEAST we need to restructure....simple things, like getting a new helmet involves several people....one to answer the phone, one to open the door, a supervisor to sign it out....the medical section...a nurse po meets with you, then you walk next door and a po calls the dr to schedule your appointment. Wow. A model of efficiency. Lets re-allocate our resources...In my view, we offer a buyout to the old timers, replace as many as possible with civilians, who are quite capable of filling out the boxes in most of the reports at a much lesser pay scale. Eliminate sos, tru, hell, EVERYTHING out of homan....put ALL officers back in the districts. Let the captains manage their people...STOP MICROMANAGING THE CAPTAINS....if they feel they need a reverse buy, or a prostitution sting, they should have PLENTY of officers...here's why-
Lets assume we have 9000 po's (9161 title)....lets put 200 of them in bs positions...headquarters, erps, range, academy etc. that leaves 8700 officers split 25 ways =348 officers per district, 116 per watch. 116!! even if you take away the watch sec, caps and lockup , you still have 110 per watch, almost 37 POLICE OFFICERS PER ROLL CALL!!!! ....We don't have a manpower problem folks, we have a MANAGEMENT problem.
Can you imagine walking into a late rapid roll call and seeing 37 coppers? Talk about presence on the street!
You think it's bad now, wait a few years. The Department simply cannot find qualified candidates to take this job. As a result, new hiring cannot keep up with the rate of attrition.
The Training Academy requested and was approved to start a class of 60 recruits in October. Unfortunately, Personnel can only give them 45 qualified people at this time. Apparently what is happening is that the Personnel Division is taking too long to complete the hiring & screening process. Because of the time lag between testing and actual hiring, a large majority of candidates (those who have not been weeded out in the hiring process) have become established in the private sector and refuse to leave their current employment for both a huge pay cut and forced, overpriced city living.
As a side note, the Tacoma, Washington Police Department was in the 003rd District tonight recruiting CPD officers for lateral transfers. The pay and benefits are out of this world. I would advise anyone thinking about leaving to check out what they have to offer!
I know what you mean by the city being desperate for hiring people. I remember back when I got on this department how I used to look down on the females on this job. With the crap we've been getting the last couple of years with some of these over educated, metro-sexual coppers, some of these gals ain't so bad. The girls would probably be able to take these weirdos in a fight. I'm especially sick of these losers that are getting on the job right under the "you're too old" cutoff. It's always the same stories with these geeks. "Yeah, before I got on this job, I was in the computer business, making a 100 grand a year but that didn't work out." All book smarts but no common sense. Just the type of guys you want to go on a domestic with at a crackhouse. But that's what the city wants. Instead of tough minded men that don't mind getting there hands dirty, they want touchy feely counselors. I hate to say it, but one of these guys is going to get themselves or someone else killed. Please Feds, investigate how the Chicago police department grants the so called "Merit" promotions.You can spell it C-L-O-U-T.There really isn't any merit in the entire process, if there were 99% of thoes promoted under merit would never be there.They have a saying that they are very fond of "It doesn't matter how you get there, as long as you get there".Perhaps it should be tatooed on their foreheads so we all know who they are. I say keep the regular watch times and add some 10 and 12 hour cars to cover the gaps in service 1400 to 1600 and 0000 to 0200. All rapids should start at 1600. Every other police dept does it so let get with the program.

The only reason he got the job is simple he grew up in bridgeport, the old man daley was fond of the young lad took him to the fishing hole many times and promised to take care of the lad. Bingo richie does wahtever he wants and promotes the lad all the way! This lad watches the movie "clear and present danger" To much what a goof! But he will be 1st deputy as then daley has a direct line to everything similiar to now but with more up his ass! The guys on daleys detail could not stand him either! Even today they talk about what a goof he is!
Most of you complain of merit, what about the fact that the tests administered by this department are fraught with fraud. Professor Friedman, of Univ. of Chicago, the person who authored tipping point and other such books, noted that he could and would show statistically, how the CPD promotional tests were/had been co-opted (i.e compromised). The city wanted no part of this. So before you talk about merit, and if you believe everyone that took the tests and past them REALLY deserve to be promoted, guess again. As the great Deputy Mauer once stated in front of a select few persons, and I was so honored to be in his presence, “Yeah, I gave the answers to my guys, so what, the feds can’t do anything about it”.
If you don’t believe this find out the people in his “invitation only” study group and see what rank they presently hold.
The old divide and conquer rule of warfare is working once again.

Don't forget most of the newly made Sergeants. Those secret little study sessions that happened before part two of the test where the questions and the answers were given to the clout heavy.
I know of at least four newly made Sergeants that fell into this category. Hell, one of them was proud to admit it.
Here is another example of policing Chicago police style:
A man goes to 35/Mich to turn himself in for homicide.
He presents the Det. card (with contact info) to the desk officers.
The desk officers tell him he has to go to Area 2 to turn himself in, and allows him to walk out of the building.
Desk officers never bother to call the area to find out any info while the man is standing in front of them.
He exits the building and flags down a squad car and turns himself in to them.
These officers had the presence of mind to call the area to learn a homicide offender just jumped into their car.

shockingly, i have to agree with what most have said here, its the clout that is the problem. I mean, bless you if have it, use it to get a good spot, but covering up stuff because of clout is what led to this cluster____. will this dept ever look at qualifications? I am all for merit and if I had clout I would be for that too, but that doesnt mean I should get away with everything because of the clout. You cant blame the bosses entirely. you blame the highest level of that persons clout.

Now what does the Exempt population have to do with Fennigan and other corrupt cops. P.O.'s are supervised by Sergeants, who are supervised by Lieutenants, etc. etc. Their are a long line of people before you even reach the exempt population or even the Superintendent.
Also, just because he has a G.E.D., does not mean he cannot and is not running this department as it should be. If that is a negative crieteria, why don't we talk about Dep. Superintendent Risley, who just has a G.E.D. and has fabricated college, or Deputy Chief Cronin who has a G.E.D. and absolutely no college, who is collecting a $100,000.00 pension and who is back on the pay scale and is collecting $147,000.00 in cash in current salary.
How about your ex superintendnet Cline who is back on the payroll of volunteer contributions for police families who lost their loved ones. How come he isn't volunteering his time instead of collecting thousands of dollars that could have been used to help a family?
You idiots are discussing bullshit on this blog that has nothing to do with the state of our department. Morale is already low, not becuase of leadership per se, but because of how we are all being convicted by the media for a crime we did not committ. Their are criminals in all professions, ours is just more interesting if I must say.
Why don't you guys talk about some positives and identify some of the great stuff our department and our troops do on a daily basis. The entire world and the news media are reading this blog, especially since the Sun Times let the entire world know it existed. This just feeds the negative perception and puts us in a negative light each and every day.

SOS would never have occurred on such a large scale except for the merit appointees. Every one was afraid to touch or question them, the majority of good sergeants jobs in the districts or units are now staffed by merit appointees. ten years ago if you were a worker you made by workin for a supervising worker not beholden to a political sponsor. Please Fitz take over, and do it soon. Why not have the FEDS take over, if you are honest and non clouted you might have a chance. Remeber every ten years the cpd has a major scandal, but also remember ten, twenty, thirty years ago what a great department this was, before Kline, merits and the technology.

Here's the scenario in the next Lts. exam. It's titled, "Your nightmare day of being the watch commander"
"A police officer walks into your office with the court notification book with Sgt. "G"'s signature and date on a court notification. The police officer informs you that he was not notified by Sgt. "G" of the notification and complains that the Sgt. signed and backdated the notification. You, as the watch commander ask the police officer,"How can you prove the sergeant backdated the notification?" The police officer hands you the same notification and it's blank w/o the sgt.'s signature and says, "I found this notification and photocopied it. My FOP rep was with me at the time."
Question to you aspiring lieutenants
1. Can you name the department rules and regulation violations?
If so, score some points with ADS Kirby and submit a "To-From" report explaining in detail how this situation should be remedied.

The ONLY hope for this Department is to bring in an outsider. The current batch of exempts are to beholden to the system and whoever put them in place. But whoever the new Superintendent may be, that person absolutely needs a guarantee from the Mayor that he can run the Department with zero interference from City Hall or any Aldercreature. He needs a contract or something written into law that the ONLY way he can be fired is if he exhibits gross malfeasance, ala Darryl Gates in L.A. SOS had/has some of the best of the best in their "elite unit". I can say that because I worked along side many of them in my 4+ years there. These few guys should not discredit all the hard work the others still in the unit do on a daily basis. I have a question. But first let me say that I agree that something needs to be done to clean up the mess. Our equipment is sub-standard and there are definately problems with supervision which lead to things like the SOS scandal, whatit's name tap video, ect ect. But lets say that a person that everyone agrees upon is named supe. I mean everybody agrees, FOP, PO's, supervisors-everybody, he's Gods gift and he will fix things. We will have to assume that he won't be able to do it alone, right? So he will have to name some deputies, chiefs, district commanders. Even if positions are eliminated or consolidated, there will still be a need for appointments. My question is this-will those appointees be written off as clout picks? Will they get beat to death by everyone who doesn't get chosen? I guess I just can't figure out how anyone will be able to make everyone happy. Remember, I agree that change is needed, I just can't figure out how someone can do it. If it's an outsider, how will he know who to choose? If it's someone like Kushner, (who I agree would be a good pick) won't he tap people that he worked with and trusts? Or lets say Farrell, who was in the detective division, another great guy and dynamic leader. Won't he pick from his circle of friends and former co-workers? Then either of them gets beat up by the OTHER people who are on the outside. Seems like an impossible task. But maybe thats why no one wants the job. That and having to put up with the mayor.

Example- If 001 had a total of 600 people in 1997 and now in 2007 they have 325.
Something like that. Does anyone anywhere have an idea? The stories I here at gas pumps, Central Detention etc seem to match what Im seeing.
Increase moral? how? allow POs to switch tours of duty? If we work a double shift CPD and side job- why not allow us to put in another tour on OT?
I truely like being a copper, I do this cause I like this. I have never experienced the level on micromanagement like what we have all endured the last few years.
All rapids should start at 1600. Every other police dept does it so let get with the program.

Unless you have clout then there is no shit. How many CR#'s were killed in SOS by the prior commander? How many court deviations were covered up for SOS elite? Clout will always kill CR numbers. Not clout then take the time.

Bill Kushner is bitter. Bill always thought he would be an exempt, and unfortunately left the job as a field Lt. in an obscure South Side District at the rank of Lieutenant. But Bill didn't like to play ball very well with the other higher ups when he was a Lt. He tried to stay where he wasn't wanted when he worked in 003. Took a little while, but he was forced to pack up and move along. Same thing happened in OCD. The biggest problem with Bill, is EGOBill. Bill's ego was the biggest detriment to his career in the CPD. I agree we need field supervisiors but the commander makes final recommendations on all CR#s. Sgt's did what they were told by LT and commander in SOS. Exempts had to cooperate to cover up JF and his crew. Sgt was told what to do and he was stripped. Imagine what he could say when feds approach him? IAD and Cline was aware of problems in SOS. Rumors were rampant years ago and states attorney had to take action. Now feds in charge. I hope they dig deep up the chain of command.

Unreal...better cop than half this dept. Let half this dept.
