Residency Allowance

In current contract negotiations (which are stalled until a new Superintendent is named), there have been noises made about a "residency allowance" being asked for as it has become overly expensive to live within the corporate limits of the City of Chicago if you want to have anything like a peaceful existence. The City is prepared to laugh it off.

In the Sun Times recently, (Monday specifically, but on and off), the Transportation Security Administration is advertising for part time security officers at O'Hare. The part time work starts at $13.90 an hour, but in the small print it advertises "21.97% Locality Pay."

Could it be that the Feds recognize living in Chicago costs more? Or anywhere convenient to O'Hare Airport is getting pricey? 21.97% for part time work?

Perhaps the FOP ought to jack up their request a bit more than what they initially asked for.

This residency allowance issue pisses me off. The job is what the job is, you dont like living in the City, go live and work someplace else. Try your luck in the private sector. I'm sure there's plenty of jobs where they pay you to sit on your ass at the neighborhood White Hen or Dunkin Donuts to drink coffee and complain how bad a hand life has dealt you. For Christ sakes you sound like a bunch of fucking fireman.

We are never going to get this...just ask for more of a raise and allow the flexible spending account to be used for day care. You may not have kids yet but chances are you will and this is a huge savings.

The feds typically adjust their pay scales for local levels. This is done at every GS level. You will make more in Chicago than you will in Des Moines,Iowabecause of the higher cost of loving between the two. It means absolutely nothing to us.

The Transportation Security Administration is hard up for qualified bodies. Who do you think they hired at $15.00 plus per hour plus benefits to do flight screening at the airports? Answer, the same mopes who were doing it for $6.00 when it was handled by private companies. You can leave that 4 oz bottle of liquid in the trash bin before going through the magnetometers thank you. How much do you suppose you could make at Brookfield Zoo cleaning cages...same job, nicer environment.

Why wait for a new superintendent? What does he/she have to do with the contract? The negotiations are with the city not the brass,more excuses.Thats just fine with me, I'm running up as much overtime as I possibly can and they will have to pay the retro.Take all the time you like.

I know this is a far fetched question but I am genuinely curious about it. What if the City dropped the residency requirement? Would that improve things for officers in terms of housing affordability? What suburbs do you see as viable candidates and what will be the commute impact for the migrating officers?

They are asking for a little more than $3000 a year extra. What a joke. Have you gotten your tax bill lately? Mine went up $3000 per year, and paying for private schools. So, where is this money going? Flower planters?

I will take that. Almost 22% bump in pay on top of the contractual raping we get.

Lets look long term at Health Care for when we retire, and for our current retirees.

It is enevitalble that most of us who make it to retirement age will need health care.

I have a feeling that if we get a democratic president who institutes some form of national healthcare that our health care provider will be a medicaid approved DR. Therefore no more deduction for healthcare, but 3 month wait for a Dr appointment. Cananda has it now

FOP brothers and sister, and all those who look at this blog. This is going to be the wave of the future. The public and private sector employers will jump on this as it will decrease their expenses.

What was the purpose of us recieving that feel-good paper from the city? Its going to be us taxed on our benefits or something that I havent figured out yet.

Watch who gets elected. Lord help us if its a Democrat... cause buckle up, Grab your ankle bend over cause its gonna hurt. The redistrubion of wealth is coming. How will this be paid for?? of Course an icrease in your income tax, or an end of the mortgage interest deduction and GOOD-BYE to income tax refunds.

Forget about it. You will not see a residency allowance unless FOP gives away the store to compensate for it. FOP has already given away everything we had, so there is not much more to give.

FOP will just get us what they always do; what the Mayor wants to give.

The Feds always gave locality pay depending on where you were sent to work. Cities like Boston, LA, NY, and Chicago were always higher than other cities due to the cost of living. Though it is strange that its only a part-time job that being offered its still the way the Feds do things. The Feds, for as much as we hate them, do things the right way when it comes to compensating there own. The only thing that CPD has over the Feds is our pension plan is better than theirs.

actually, while I was looking into jobs with the G, I discovered that most if not all fed jobs pay based on where you are working.

As a fellow city worker but not a cop, I realized a long time ago that Daley will never give up the residency requirement. Imagine what would happen to the property values in Garfield Ridge, Mt Greenwood and Jefferson Park if all the City workers looked for better schools and more house for the money. The property values would plummet which would mean less tax revenue for Daley. In the end, Daley has general contempt for all City workers so don't expect residency allowance either.

When I took this job, my property tax did'nt double in a year. So, allowance should be added to the contract and it should cover the city stickers.

tinley park, palos park, palos heights, lagrange, oak lawn on the south, and anywhere west and north that is within a hour's drive of whatever district we work in. I could make it to 16 from schaumburg on time every day if I wanted to....and metra goes all the way n/w to elgin. Here's the thing....people in the private sector commute from at least an hour away every day. why can't we have the same choice?

We chased someone the other day who busted on us right when we stopped the car, didn't even go down on the stop. We eventually caught him within a block. The dispatcher and our sgt kept asking why we chased him. because he ran! no one runs from the police. fuck that.

Lifting residency would open a pandora's box. White flight would be dramatic on the Southside. Property values would plummet. The issue is not whether to lift residency, or not. The issue is why can't FOP/the Firefighters arbitrate residency. Arbitration of residency is a right of every other public safety employee outside Chicago in the state of Illinois. Arbitraton of residency would at the minimum speed up negotiations. I know legislation has been sponsored by FOP. NOW FOP GET THE LEGISLATION PASSED!

New CPD guys are stuck here because of the failures of our senior officers. They bought houses pre-bubble and took 100% cash out refi's to buy fancy cars and vacations and condos. Now the worm is turning ang they are learning that no Chicago ranch is worth $400+ a square foot and they are pissed becasue they got taken. They are their own worst enemy. If they were not so greedy, this would not be an issue.

ANOTHER SOLUTION TO "RESIDENCY"
Since it is a law that requires police (and other city workers) to live in the city, why not instead of trying to get the law lifted, amend the law to require a 15 or 20 year minimum of city limited residency. In order to be employed in the city you have to live in the city limits for the minimum time. After the 15 or 20 year time, sell your house/condo move to the suburbs or surrounding counties and plan for your retirement. Maybe after the 20yrs the old timers will be more encouraged to retire earlier and make room for new hires.
Picture it. You're close to 20 years and know there is a light at the end of the tunnel. You can live anywhere outside of the city and still work for the city. Eventually you'll get tired of the commute and retire.
This might attract more potential police officers and maybe help cap the taxes. After 20 years of residency, F*&^ the city taxes.

The residency allowance is a good idea. Now as far as home purchasing discounts and the like? Those are good ideas too but "Officer Next Door"?? Nah, I call dogsh!# (bullsh!# has redeeming commercial value as fertilizer) on that one. Why the fuck would I buy a home in a shit hole and be worried about Pooky, Skillet and Ray-Ray breaking into the place because "hey yo, five oh lives here, let's get them guns". The neighbors won't give a shit, hell...they might even give the homies a hand breaking into your joint! "Sorry ossifer, we ain't see nothing". I want to live where EVERYONE has a vested interest in keeping the neighborhood safe and where coppers will respond when the dime gets dropped when the "something don't look right with these guys/gals" calls come in. Why not just make it so that coppers can BUY property in these designated areas and not have to live there? It would go a long way to giving us some means of providing living space for people who deserve it. Officer Joe owns this one and Officer Mike owns that one and so on would be a fair deterrent to nonsense and if handled properly can allow officers to profit handsomely and do well in relation to the "sweat equity" involved. But It won't work because it would interfer with mayoral friends, family and contributors stealing block after block and building and flipping for obscene profit. Nothing galls the short fingered lawn gnome more than the idea of police officers doing well if not getting wealthy. Too many officers work themselves into early graves trying to put kids through school, pay taxes and the mortgage, put something away for the rainy day and have some nice things. And before you have a fecal hemorrhage Mr. Mayor, most of us are a situation gone sour away from losing everything. Don't preach about living within our means. We pay more than our share of property taxes sir, we don't have friends at the assessors office "looking out" for us. Nor do we live in a house that is a "gift" from clouted up developers. We aren't driven around in an armored limo with a large security contingent with HEAVY WEAPONS! You sir are full of shit sir. We know you think this city is so safe so why not just roll with ONE car, no heavy weapons and say a half dozen bodyguards. Who are you afraid of Mayor Toughguy? You've never had a real challenge in your life you wet eyed punk. The rest of us didn't have bodyguards all our lives to "fix it". Nickel and dime pay raises then hike our medical contributions the same amount. Fight us for two and three years to gain concessions and give backs on our contract then cut our retroactive pay checks only after it is assured they're taxed at a higher rate (windfall) when actually we paid taxes on that money already, knowing that it is FAIR to tax at the difference between the old pay rate and the new one. Not getting a 15000.00 dollar check and walking away with 8700.00? Thank you sir! We work long and hard and die relatively young, why can't we be able to work 20 years and retire with a 80% pension regardless of age? Those who want to stay can stay, those who want to leave will be young enough to work another job to supplement their pension. I'm sure the money is there if you would stop enriching your friends and contributors. That sir is unethical and in some cases purely venal and criminal. You complain that police and fire salaries and obligations eat up approximately 70% of a nearly six billion dollar budget? How in the name of Christ is that possible yet you look under the mattress and find money for your pet projects and things you like? But yet you demand we do more with less. I think the good citizens of this city would be alarmed to know that at best there are only 2000 uniformed patrol officers on the streets at any time discounting your vaunted TRU unit, SOS and other good hiding spots for people with clout. Citizens would also be alarmed that there are according to a couple of our good rumor mongers on this blog that Finance only cuts approximately 8900 checks every two weeks for active duty police officers. Where are the other 4600 officers? Hmmm... if SOS is posting in the Daily Bulletin for "young and aggressive" officers. I recall an old timer who came on the job in the 1950's as I was breaking in in the early 1990's "kid, the best spots on this job are the one's they don't advertise." What gives Mr. Mayor? No longer will there be 40000 people taking an entrance exam for this job, isn't the silence deafening? people aren't blind or deaf sir, the one's who are interested are opting not to come for some of the prvious reasons and others. Who wants to come and be disrespected, assaulted and battered with seeming impunity and held in high contempt and disrespect by you and our other elected offialdom when we act according to the law to protect ourselves and defend others who need defending? Yet we are told "you should expect people to do that." I'm sorry but i do not agree. Participation in civilized society has certain rules and responsibilities like mutual respect, respect for the law, respect for the person and property of others. There are whole populations of people in this city who feel otherwise. When I encounter then I respond by telling them "that is the law, if you don't like it get your elected officials to change it". To hell with what the mayor, aldermen and puffed up make believe ministers say about you, "blessed are the peace makers for they shall be called the children of GOD." (Pay these lovers of strife and confusion no mind, for the devil himself can spout scripture as well...Amen. Funny i don't see them howling in outrage on the corners and in the alleys at the young men who have taken and ruined more lives and made more mothers cry than ANY POLICE OFFICER EVER COULD. I call them lovers of comfort and abettors in the devil's handiwork...Amen).

Sorry this rant went on for so long, my apologies to the fine men and women of the CPD, it is a pleasure to serve in such fine company. To the good citizens who understand what is going on and actually "get" some of what we complain about in this blog, thank you for your clarity of vision and understanding, we are at your service. For the citizens who don't, can't or won't try to understand, we cannot force you to but we are still at your service. To our field supervisors and exempt members, it isn't the one who screams, berates and address subordinates in a profane and threatening manner that gains respect. It isn't the one who says "I don't give a sh!# if your kids are sick again," when you call in for at least some t/d when you're at the hospital with them that is worthy of respect other than his rank. It isn't the one who has succumbed to political machinations and aspirations at the expense of a well run safe and orderly workplace who is worthy of respect. Nor is it the one who justifies their actions by statements such as "I was screwed over by my boss when I was a P.O. now I get to screw you." The ones truly worthy are those who ran up 16 floors to a bad 10-1 in the projects, not to give orders or hunt for petty infractions but the need to be there for their officers. To jump in and trade blows with truly bad people and succeed in bringing the situation under control. A real boss will punish if he absolutely must but is not shy in his praise and will reward good police work, not have a 5 year backlog of Honorables because "you were doing your job Office, I can't reward you for that." I say to you, stand up! You are to lead from the front, not manage from the rear. Have no regard to politics or at least actively try to minimize interference in the Dept. by non members. Your integrity and standfastness in the face of ridicule and opposition should be on a level far above and beyond what is expected of the rank and file. Sound and level headed judgement you should possess along with unimpeachable moral and ethical conduct. Take a stand and fall in with us as we try to push and pull this department into being something that would not mock and shame the Honored Stars on display in the lobby.

At least the ghetto warrior can proclaim himself to be the police. Can you Mr. Northside? Your probably one of those guys in Dugans talking to some chick telling her war stories that you heard someone else do but put yourself in it. This brings up an arguement that PO's in "working" districts should be paid more than those in slow districts. That would never happen but it doesn't hurt to wish.

What is funny is that you think you are the only ones who ever worked in the ghetto, and it's something new or a big deal. Alot of us who work in the Northside districts worked in the ghetto, probably before you even joined the department, we put in our time, got tired of policing for people and bosses who didn't appreciate it, we got smart and bid out to a nicer district or went to a unit maybe. You need to wake up and get over it, the ghetto is no big deal, nice experience, you learn and take the knowledge with you . When you grow up and realize all this shit isn't for real you will be better off.

Off topic but what was going on at 35th st. couple days ago? Lot of brass walking around...then I laughed to myself as I wondered what if something happened out front? Would I be the first to take police action being iod and all or would one of our hard charging exempts be first out the door to foil the eeeeeevil plot? Lol! I looked at the F/2, M/2 & M/1 exempt by the door, smiled, shook my head and said "hell no" and took my crippled ass in to see the nurse. They would run me over trying to get to their chauffered rides in the back lot... Too many bosses forgot the smell of gunpowder in the air... I wonder if there are still any who can describe the sound of a ricochet?

Who is going to cover the cost of all these raises? Taxes are way to high now as it is. How about the city puttin a cap on its taxes, raises and pork spending. Alderman should work for free, it is part time work and they make plenty on their kick backs anyway. Da' Mayor is a control freak that should be jailed. Let people live where they want, but don't make me pay to have them live within the city limits.

Stupid idea. It does not respond to the AFFORDABILITY ISSUE. New hires cannot afford to live in the city they are forces to live in. Do you guys with time WANT to sell your house ever? Do you guys want higher senority? A better furlough? A pension???? Just how do you think it will happen if anyone that wants this job passes because of the residency rule? How low were the application numbers this last time? Was the reason for the low applications because YOU are asking TOO MUCH for your ranch??????

Residency allowance seekers, ever check out what it costs the city to pay the lawsuits filed for your serving and protecting, ever look at the complete city budget? Want to know where almost 60% of it goes? You can probably get it on line, if not check out your regional library or let me save you the trip. It goes to Chicago Police and Chicago Fire. So quit your bitching and go back to work.
Or shell out a buck and a half on Sunday and check out the Trib help wanted section to see what your experience and skills go for in the private sector
