Results Arriving?

Stories from 35th Street have lieutenant exam results are arriving in the mail this week or next. Rumor has it a number of heavy sergeants at HQ are pulling their hair out awaiting their scores.

Are the "merit" nominations coming out Monday?

Will the Sergeants' Association file another lawsuit by Friday?

UPDATE: Next week for sure.

DESTORYED THE MORALE of the entire 015th district including the tactical team by Summer of 2007.

Let's keep it real!

Whenever you use the term "merit" in referring to the City of Chicago's personnel practices, please enclose the word in quotation marks or refer to it as so-called merit.

Otherwise, naive outside visitors to this site could easily and erroneously conclude that this job is on the up and up.

"MERIT" = CLOUT (unfettered management discretion based on political connections, cronyism, nepotism, corruption and thinly-veiled bribery).

wow they will release the results, get the top 100 scoring sgt's excited, then rip the test down and get them demoralized...that is the city's M.O. if you do anything proactive and get jammed, don't come crying here for us to buy your benefit tix. the city does not care. they remember the accidental f'ups but not good work! we are all on our own. Dear SCC,

Please consider the following thoughts. Perhaps your readers would like to expound upon what I consider a major issue with the department. I'm writing about the horrible Direction the Detective Division is going and what needs to change. I have three points.
· Lack of manpower.
· Maria Maher (Cline's eyes and ears and all around yes woman)
· Cline's misconception that supervisors (Sgts and LTs) with NO investigative background can effectively "manage" an Area. THEY CANNOT (See Area 4)
I could probably continue but then it looks like a pile on and I'm not trying to dig the past administration I'm hoping to appeal to 35th Street and perhaps the future Superintendent as to what the rank and file detectives really thing of the D-Unit and where it's going. I understand patrol is dying for more officers and I agree they need it. However, for the purposes of this story I want to focus on the D-unit. So here goes…
The Areas are at record lows for manpower. Every time a new class of Sgt's are made we get 90 days of babysitting shoved down our throats. WE DON’T WANT THESE PEOPLE! They DO NOTHING but take 6 hr. lunches and leave during the 7th hour of their tour. Management does this so when the clout babies need to pad their resumes with "unit experience" they can drop D-Unit experience, but their not receiving any because they're not involved in ANY investigations! At first management tried to sell us the idea that these "Sgts to be" on the 90 day detail would help out by doing all the G-Jobs that come into the Area. Like dumb asses we bought it and then on day 91 all the detectives were give GOCR's that dated back 90 days because these FUCKING Idiots (The ones that will be approving GOCR's) never read or called a single victim. So, these "Sgts to be" got a 90 day vacation from the district and the training detectives got 3 mo's of work handed right back to them. The Sgts in training would serve the City better being detailed to Loop traffic than coming to our Areas.
I don't believe in bitching without at least offering a solution. My solution: First, promote more detectives! Patrol has so many talented people and watching these guys and girls wait for a class just blows! My other short-term solution would be to start the Mission teams up again and let the districts detail working coppers (from the watch or tact) that want to learn and get experience come up to the Area for 90 days. We would LOVE to have TRUE help.
Maria Maher. I don't believe in bashing her-it would be cruel. I'll just say she has no business in her current position as Chief of Detectives. She lets her emotions run her decision making and it has caused major problems in our Division.
Finally, Supervisors with no experience in conducting investigations have derailed so many cases it is embarrassing to talk about. In a nutshell, these people are political hacks that are spineless and only good for saying one thing "Yes boss, I'll tell the dets. To Do That." ARE YOU KIDDING ME, Do you have any idea how little RESPECT we have for these Sgts and LTs? NONE! The problem comes in when they micro-manage a case and then PULL IT in the wrong direction (by using their rank) thus causing the bad guy to get away. Isn't it our job as sworn officers (rank doesn’t matter) to get bad guys off the street? It's like having the District Manager ride with working coppers and having the manager telling them how to catch dude. Nothing good can come from this. Case in Point: The Officer Vasquez Murder. A horrible tragedy that was magnified when HQ, Commander Peterson and Area 4 Supervisors (Sgt. B. Ces-.-io, Sgt. J. Bur-. e, Lt. M. Stap-.-s) all of which (Sgts and Lt) have absolutely NO detective experience and totally screwed the case by "running it" for the detectives.
In conclusion, let me make this point clear, I haven't taken a promotional exam in ten years and plan to retire out of the D unit. I am not saying it's a bad spot im saying we could be so much better if some things were straighten out.

When i was told that it not in a sgts job description to turn a dead body over on a death investigation for signs of a crime or identification i said enough was enough. Went to my commander who told me send the clout babies home after roll call.

What a friggin insult when good guys in patrol are denied time due and these idiots fget paid dick pay to do nothing for ninety days.

I can not believe that the media who reads this blog on a daily basis has not started their own investigations into so-called "merit" promotions.

We all know that "clout" plays a role into these promotions and only a small percentage of folks can actually justify their "merit", but for last 10 years or so the marjority of "so-called Merit" promotions have been used SOLEY to promote MINORITIES with the main focus on promoting African American officers.

Some call this "Affirmative Action", I and most call it REVERSE DISCRIMINATION! The brass at 35th st and the folks at city do not even hide the fact that this is how they have basturdized the meritorious process. It has been said time and time again.. "if your not black, dont even think about it (unless of course you have the "juice" behind you"

The many self respecting african american officers on this department who have earned their positions and rank should be disgusted at this behavior that has plauged this department for so long. It makes it look like they never earned what they got, but were just given it "unjustly" because of the color of their skin.

Our interim Superintendent is the poster child as to how this reverse racist society within the department has brought us to the lowest level in the history of the department. Starks who was meritorious everthing, who only possesses a GED, can not get and FBI secret clearance and who was made powerless as a First Deputy after tring to implement "black power" within the department has now succeeded in less than two months to remove white bosses, promote afrcian american bosses at a rate that would make you dizzy and has manuvered to try to move black officers to comprise the majority of all specialized units.

Starks has even promoted his "girlfriend" to meritorious sergeant, meritorious lieutenant and once he made interim-superintendent to commander and tried to bring her to the Sup's office, but was stopped by the mayor hismself! (yes the mayor knows all that is going on )

The bullshit racial politics that have plagued this city and department has to be stopped, investigated by the media, federal authorities and brought to the public eye. Things have gone beyond reverse discrimination for some years now and its time that promotions and delegations of assignments are made based on actual "merit" and "abilities" instead of whether or not your are a minority or person with clout!

I guess the days of the real police are finally over. When I came on the job you were told to mind your own damn business. If guys were stealing, robbing, geting laid on duty, or whatever, you looked the other way. Why, because someday you could wind up in a jam and you would expect the same from others.

You wannabe cops, who whine and complain about your fellow cops and bosses better start looking over your own shoulders. When you need help or step on yourself, do you really think guys like me are going to be their for you? Hell no. I see nothing, I hear nothing, and if you rat me out I will fuck with you mercilessly- and you will never know here it is coming from.

I will not write up, wite a ticket to, or in any way hurt a PO, unless you hurt me. I will always look the other way. That is the culture. I do not care if you kill someone. I will just walk away.

But you people make me sick. Crying about guys drinking in cop bars, cops speeding home, drunk cops on the road, who is screwing who. None of it is your business.

This job has gone to the dogs- you hair gel, ethical, high moral hypocrites. You guys could not find your ass if you were sitting on your hands, but you sure can find fault with the job.

It is a job. No one forced you on it. If you do not like it quit. Oh, and you guys who keep saying do nothing or you don't do nothing- you are fucking liars. You write your mover and five parkers, get your bus check, and then go to the bar and brag about what macho coppers you are.

It's not just the D unit, it's the entire job. Last time I took the test, I was dying to make D. Now, however, I've given up on testing. Forget it. I don't have a hope in heck. Study, do the best I can, fill in the bubbles, then 6 MONTHS later it is finally graded... if I got my results BEFORE I walked out the door and I didn't make it, then thats the way it is, I'll just have to try harder, it's all on ME. But there is NO confidence in our testing, rather grading, system. Something is wrong when I could hand in a major final paper in college, in a class of 300 people, and it would be graded within a week. Scantron (bubble tests like the det test) tests would be graded THAT DAY. It's a machine that takes about 5 seconds to scan. Get a copy on the way out the door to ensure your score matches the final dept. score. Maybe I didn't make it because I'm really not qualified. I could live with that if I knew for sure that is the case. Ok, time to go have some fun...

If it's a death investigation and a detective or ET is on scene/requested - yeah, why would a sgt fuck up the potential crime scene by turning over a body for identification/evidence of a crime? Let the detective and ET handle the scene, then you can roll the body all you want. I don't even understand your point.

The last legit test for Det. on the CPD was given in 1964. You were given your test score immediately after you left the classroom. The test was given on a Sat. morning and the list produced Tuesday morning.

Unfortunately, the results infuriated the powers that be in tht the results did not reflect the results that they wanted.

As long as the democrat administration of this city is in power you will NEVER see another legitimate promotional test.

PS: That test produced the best Detective Division in the history of the CPD.

As a new sergeant, several years ago, I was told not to put in for the Detective Division because I had never been a detective. They "would eat me up and spit me out." I listened and understood. I do envy the new sergeants the opportunity to see what actually goes on behind the scenes and understand why and how things are done. This would at least end bickering between districts and the detective divisions about jobs thatare "f---- up." Both the districts and specialized units bring something to the table. We should be working together and not against each other. I may be a sergeant but I know I do not know everyting and neither does anyone else. I actually enjoy learning something new. We are the ones wrecking the recruits. We were wide eyed with wonder at one time also. I actually take pleasure when you do something new or cool. Then again people still take pleasure in making fun of me because "I still think its real."

Are you kdding me? this wasn't started under Cline, people have been going to the D unit for years that were never a Det. they don't have to be, they are supervising, not running the investigations. The problem comes in because detectives think they don't need supervision of any kind, they get so much freedom that they think they need not answer to anyone.
Most of the detectives I know complain more about supervisors that were detectives, they try to tell them how to handle their investigations etc. the non detective supervisors don't. Quit whining and do your jobs.

Well, you are complaining about supervisors having no experience in the D unit being unable to "manage it" well, I don't want to say you are totally wrong, however, a good supervisor, with some leadership ability, could do it without any D unit experience, the problem is with the quality of "supervision".. There is a way to find out what the "right" thing to do actually is, and then ensure it is done, but someone who has no leadership skills won't be able to do that, -- it might be "beneath" him/her to find out if you get my drift here. Sometimes it is good to put some new blood into a unit/division - but it is never a good idea to inflict those with no supervisory/leadership/management skills onto the front line, whether patrol or D units, it creates chaos and problems all over.

If Al Wysinger is an example of the Merit process, then he has restored what little faith I had in the Merit process. I've worked in 015 for five years, and I can say that Cmdr. Wysinger is about the best there is. A true gentleman, he speaks to every officer he encounters in the halls, or around the station.
He is a man that commands the respect of just about everyone here, white, black or hispanic.
Say what you want to, he's been a great boss here in 015. We know we could do a whole lot worse.

Where did he come from? What does he have in common with a lot of others??? Besides MERIT???

They worked in 011 Tactical for Cline. Start looking at who was there. I can think of a 2 det's, 2 commanders, a captian, several sgt's. all who worked for Cline back in the day. That whole team is currently wearing white shirts.

Actually most were pretty good coppers.

Nobody was stripped. They tried to send him to ERP's until they realized that he was a 1st watch bid officer and ERP's doesn't have a midnite opening so he has to work the desk or the lockup.
Awhile back he had a ASA ridealong. He was assigned to a crash in which a DUI driver struck a parked car or rear ended a stopped car, I forget which. The ASA ridealong falsely claimed that he didn't wait the 20 minutes (observation time) before he made him blow. She beefed and got a number on the guy. It was sustained. How, I don't know because it was he said, she said. Anyway, the S/A's office notified the city that ANY case he is involved with will not be prosecuted and any cases he has pending will be dropped because he has no credibility in court. The thing is, this guy is a great guy and probably the top DUI writer in the City and has never had a problem like this but this is how the CPD treats it's officers. It's a real shame.

New guys, pay attention here. This is for you. Work as hard as you want to but remember, the city will shit on you in a heartbeat. They will not look at you and say, "well he made a mistake but he's a hard worker" or "this is a B/S beef, the ASA is mistaken or has an agenda, carry on officer". They will instead say, "we got to get rid of this guy, he COULD be an embarrassment to us and no, we don't care how much work he's done or how hard he works. Get rid of him".
Food for thought. I hope.

One more thing. Yes, the guy blew and he was WAY over the limit.

The City would like you to believe that their version of "merit promotions" is necessary SOLELY to promote minority candidates with disproportionately mediocre scores. To the contrary, a significant number of minority officers would fare quite well in a legitimate process without "affirmative action",

The fact is that based on the City's rigged, heavily-weighted subjective component ("oral boards", etc.), many of the minority officers scoring high in the legitimate and objective component(s) of the process were flunked.

Predictably, using "affirmative action" as a pretext, the City made lemons into lemonade. They used so-called "merit" (clout) to promote their favorites, regardless of race or gender, as long as the aggregate numbers were consistent with the ethnic distribution of the entire group.

The city will use treachery to promote their favorites by hook or crook. Conversely, they use the same corrupt tactics to DENY advancement to some of our most talented and outstanding white, black, Hispanic and Asian police officers.

The system is rotten to the core.

The last legit test for Det. on the CPD was given in 1964. You were given your test score immediately after you left the classroom. The test was given on a Sat. morning and the list produced Tuesday morning.

Unfortunately, the results infuriated the powers that be in tht the results did not reflect the results that they wanted.

As long as the democrat administration of this city is in power you will NEVER see another legitimate promotional test.

PS: That test produced the best Detective Division in the history of the CPD.

I spoke with an old timer who made detective in 1974 or 1975, with less than 3 years on. He told me the department went down the list and he made it "reverse senority" because back than nobody wanted to be detective. He said most turned it down because working a beat car doing traffic stops was more lucrative. Everyone was taking money on traffic stops back than, it was like a side job for most guys. He said to make detective was thought of as taking a pay cut!

I think it is probably part truth & part fiction!

In training it would be a good opportunity to see the big picture to relate it to the the backbone of the dept the boys in blue. Some one showed me and i merely pass it along to another but yet I still learn something, the merit dog wouldnt lift a finger and didnt care about learning for the day he is called to a crime scene..

Was Molloy's girl but not promoted out of molloy's office, now in homicide (CALL FROM MOLLOY). if merit was only for minorities there would be more minority DET's, SGT's, and LT's. so get your shit straight. the city get 30 percent of supervisors, 20 percent for Dicks, and other promotions you can't be that stupid to think only minorities get promoted by merit. Also D/S Risley has a GED, and CRONIN never was promoted until he was promoted commander, he also has a GED, Risley is a good guy so leave Starks alone. IRISH people have always taken care of IRISH people, so whats wrong with Starks putting people he trust in places where he needs them. Too many people "looked the other way" on Abbate, and definitely too many HIGHER UPS looked the other way on Finnegan and Co. If we as an organization refuse to look our bad apples in the eye and say "no more," than we all have to shoulder some of the blame for the crap that continually is uncovered for the media. Miedzianowski is yet another example. Rumors about his lack of scruples were spoken about for many years before his eventual arrest, by members of our Dept. and ATF agents who had worked with him on various investigations. No one would either look into it seriously, or act upon it if they were aware of it firsthand. His arrest led to the disbanding of the old Gang Section. Did we as a Dept. learn from this? Looking at the current fiasco in SOS, the answer is obvious. It will be many years before members of this Dept. will hold any credibility in the various courtrooms we appear in as witnesses for the prosecution.

I like what you had to say. Sometimes, if we do pay some attention to what is going on in the beginning, we can actually save some of these guys from "going bad". Maybe they pay a little in terms of having to go through rehab, or even doing a few days if it comes to that, but in the long run, those few days and that medical time in rehab will be a very small item when one is looking in the rear view mirror, and does NOT have to ruin a career. The big difference is their workload and the amount of people that are watching the outcome of their work. Those policemen do a lot of work that we (me included) don't see or didn't see. They put up with a little more shit and they make a little more money for it. If you like being buried in paper and being under a magnifying glass once in a while then its a great job. There's clout on this job, we all know that, but more in the detective division, I don't think so. Too much work to be done there and too exposed to the public, could ruin their futures!

I am closing in on twenty years and I cant wait to leave...this job is so full of bullshit I dont know whether to shit or go blind.
To those of you complaining about black officers being promoted, you are no better than the race-baiting reverends you revile. Your spreading of ill will and hatred speaks well of you and the obvious double standard you live by. For years when the status quo was to "meritoriously promote" the, shall we say preferred flavor of officer to whatever position, then there was no hue and cry of foul play. Now that the pendulum has swung in the opposite direction, we read "How can the city allow this to happen?"...Guess what, its been happening for years only instead of Mickey O'Rouke's boy, a fine lad by the way and totally fictituous name, its now (__________) who is now being promoted...you type in the black, hispanic or other officer's name...and this really pisses you off. I am not black and have tested numerous times, for both the detective division and sergeant position; sometimes I studied well and sometimes not. I have not been promoted and I can honestly live with that. I dont pull out the race card either way because I know where I come from and who I am. Racism comes in many colors; white, black, brown and so on. Who is being excluded from the process is dependent on who is ultimately responsible for making the final decisions and policies governing the entire process. The system of promoting within this department is a disgrace and will continue to bring disgrace to this department as long as there continues to be a class of people within this job that feels that they are above the law and legal process and that they and only they truly "deserve" to be where they are and capacity they are in. I dont give a shit if you are white, black, mexican or other. If you are a merit hack, so be it..but learn to do your job and do it well and dont shit on the people who are YOUR responsibility. Remember, being a good cop, detective, sergeant or otherwise is NOT genetically inherent as some of you may have been raised to believe. Yes the results of that disastrous lts exam have been received. I can't wait to see the first list off of this test, and all of the clout names. So glad I can leave in 5 years, even though I scored high on this test, I am so disgusted with this job that I don't know if I will last long after I FINALLY get the bars I worked hard for by studying, doing my job and not kissing ASS. I am glad to know I don't and won't ever be indebted to anyone on the CPD!

I don't know any of these people listed but I can bet the farm that they are connected to someone important and that is how they got to where they are. I'd love to see their arrest history and their complaint file. Here is a clue. We are miserable here in the ranks. There are people in authority and in units that don't deserve to be or should've never been allowed but because of who they know or blow, whammo, they're there. Dana, you want morale to improve? Review these people in these units or who they promote. Check arrest history and activity, complimentary history, then set up interviews with sgts and lt's NOT from that unit so that the process is fair and no calls can be made. The only calls are for officers who were shot or injured in the line of duty and thats it, but then again, we don't even do that anymore. So until you bosses realize that your bullshit political games and favors to each other fuck us up, we will continue to be miserable.

Google attorney Kenneth Flaxman and look at some of the promotional lawsuits he filed in the past. One gives the breakdown of the racial makeup of the merit sgts from August 1998. Sorry to disappoint you but as usual the majority of the merits were WHITE, as always. Hate to disappoint you but the majority of the blacks who get promoted, do so on their test score, not merit. I've worked for John Franklin in 003 and can honestly say that he is both a great guy and the real police. He is out there riding on calls and takes care of his troops.

I'll say this though. . . he has no use for dogs. So if you come to work and do what you're supposed to do, he's there for you 110%. However, if you show up to simply collect a paycheck on the 1st and 16th he's gonna be up your ass sideways.
