But we've gotten it from a person who believed in it enough to sign his name and we've never heard a bad word about him in any case. He's also contacted us via e-mail to give us the scoop. The following is information from a retired Sergeant (the former Second Deputy).

- The Feds have dropped charges relating to the alleged "murder for hire" plot that Jerome Finnigan is currently jailed for stating that it was pretty much a straight up entrapment case. Information is coming to light that Herrera may have come up with the idea and sold it to the Feds in an effort to leverage some sort of bargain. Finnigan still will face a raft of state charges regarding the SOS scandal, but the Feds are backing out of this portion.

You have obviously NEVER visited, let alone done time, in a 'club fed' institution.
There MAY be such conditions for the George Ryan's and such, but, believe me, the BOP mediums are as much hell as any state prison, and, the Lows are horribly over-crowded, as much as 200%+ of rated capacity, 3-5 man rooms, the size of an average home's smaller bedroom.
And, yes, I speak from experience.
If you think there's corruption, fraud, theft and incompetence in city and county governments, you ain't seen nothing, compared to the giant pot 'o gold that is the BOP.
Try seeing if you can get the BOP to allow you to visit one of their institutions, say, around lunch time, and sample the 'food' served at a typical meal. (Don't take a tour of the kitchen area, you don't want to know what you're eating)

SCC didn't use my name on here even though I told him it was ok with me. I don't believe this information is wrong in any way. Jerry Finnigan has been a friend of mine since he was a recruit. I am friends with his family and I don't hide anything. We as a police family shouldn't be so fast to turn on one of our own. when a copper turns on his partner to make things better for himself it makes me want to puke. and that person is NOT jerry Finnigan. If everything is true about Jerry and his partners from s.o.s. then thats fine. Then they should all go down for what they are found guilty of. But for some or a few to try to weasel their way out by pointing their finger at the main person in the headlines, thats not right. It was NOT jerry's Idea to take out,paint, rub out or do away with another copper, It was the asshole wearing the wire. Jerry Finnigan may be forever off this job, and he may do jail time or not. I judge people by whether I would go to war with them and Jerry I would go with. He has done a lot of good things for this city and they should not be forgotten. What a great copper!!! I believe because of his and his "ELITE" band"s actions, that those jurors the other day found in favor of that JO dope dealer. Now we are pretty much fucked in the public eye as to whether we are believed. As this screwdriver case proved, we are not going to be. So thanks to Jerry for being such a "great" cop and setting us back a million years.

I'm not surprised if this new information is true.
Whether he was set-up, entraped, etc., the recorded conversation is proof enough that he was considering the hit. Whether or not that was just talk or he was actually going to go through with it, to me is pretty convincing that he is a POS!
I know J.F. and he was always very smug and arrogant, so much it would fill up a room where no one else could fit.
Apart from the documented good work he did, it's a shame that is will now be overshadowed by the evil he did. I feel no sympathy for him. If he is found guilty, than he should pay for his crimes.
I do feel for the hard-working decent officers out there and the stigma this will put on them.
Hopefully the decent public won't be misguided by all this negative press and see it as just a few bad apples in the bunch.
However, I have little faith in people.

it would help finnegan if he was a minority, drug dealing POS then the jury would buy it, but he's a cop. guilty.

The feds wouldn't have charged him in the first place if thay didn't have a solid case.....they are more p*ssy than the ASAs. You'd think they didn't consider the entrapment argument before they arrested him? I doubt this is true.
Whether the feds actually drop the "Conspiracy to commit murder for hire" charge or not, reading the entire affidavit, it shows that Pal Jerry is capable of practically ANYTHING. He may be friends of some people here on this blog, but I'd keep my eyes wide open being around this man.
It's bad enough to ride around ripping off illegals, and illegals who are selling drugs. But talking about murdering other cops?
The man shouldn't ever be loose on the streets of Chicago ever. If anyone ever read the affidavit, not only is Jerry a loose cannon, his wife probably knows a whole lot more of his shady dealings than anyone would have previously thought also. Even if he walks away from all of this, I wouldn't want the Finnegan family living in my neighborhood.
I wouldn't be surprise that the FEDS knew it was a bullshit case but used the charge to execute a search warrant on Jerry's residence, like they did do. Would be kind of hard for the FEDS to try to take over the case and now ask the a judge to sign a search warrant for something he was already charged locally for.

Cmdr Green is "considering" the idea of a six month reunion for the dumped 153 guys. The unit is trying to find a way to return to enforcement under the guise of Homeland Security. According to DT, the main problem is that a majority of officers in SFG are somewhat unskilled as in the past. When SOS dumped its officers, it lost some real go getters in the mix. Trust me, the info is from DT, who is extremely tight with LT G. I know, I know...when I heard this I thought it was complete bullshit, but knowing DT, this shit IS going on at SFG. WTF? Are they smoking crack? Who actually would want a reunion after being dumped?

What the hell is going on in 021 2nd watch?
It's enough that many supervisors are quick to write an officer up for just about any infraction of an infraction, and the so called absentee Capt. encourages it. Even tells his supervisors that they are in no way to be friendly or personable with the troops. So you can imagine what morale is like.
Earlier today a female FTO with the initials (B.C.) and who is considered and idiot by most of the officers who work with her, had another officer written up for supposedly "degrading her in front of her PPO", and in public.
The scenero? Well, she calls for an assist car but never explains what she has. Takes the dispatcher 3 times until finally an officer who just came off another job comes up on the air to assist her since all the other officer dred getting involved when she's on a case.
He arrives on the scene and there is the female FTO (B.C.) and her PPO standing with their subject who's HANDCUFFED. The Female FTO then tells the PPO to put the handcuffed woman in the assisting PO's vehicle.
Here's where it gets juicy.
The assisting officer inquires as to the charges and asks the FTO why put the Subject in his car when they have a cage car which does not contain another prisoner, and FTO and PPO are leaning on their car with subject in hand.
The assisting officer tells the PPO not to place female in his car without explaining if subject is under arrest or not, and what is the nature of the call? The subject was cooperative and was at no time combative.
Well, the FTO decides to argue with the assisting officer, and that's when this officer, THE ONLY OFFICER who came to her aid lets her have it and tells her in so many words that everytime she gets on the air she sounds like she has an emergency, every job she gets or situation she's involved in is amplified without justification or reasoning, and continues to endanger every one that comes to help her.
In the meantime, the PPO says outloud "I think we have a domestic here". Assisting officer asks well where's the other half?
FTO states in the parked car a few yards away. WHAT?
THANKS FOR THE HEADS UP. Never mentioned what they had, let alone the male 1/2 of the domestic sitting in an all tinted out vehicle. Proof she continues to be dangerous.
Shortly after assisting officer came clear from what he thought was a legitimate stop, learned that the FTO had met up with the a SGT and beefed that she was degraded in public.
This Good Sgt, trying to make good with Capt, does the right thing and takes the female FTO's bullshit complaint without ever interviewing the officer (the only officer) who came to her assistance.
But the good Sgt does the wrong thing by not looking into if any citizens rights were violated. You see, they never brought that so called prisoner to the station, she was never released without charges. I think after all of that bullcrap, a little contact card was handed in.
What did her recruit learn today? How to violate a citizens rights. Nice going B.C. you should've stayed in 4th Dist, but were too busy ruining marriages there.

Seems that Finnegan has threatened bodily harm to coppers before.
Finnegan threatened a 10th District Lock-up Keeper a couple of years ago who questioned a prisoner if he was sick or injured. JF said he would find out where the copper lived and shoving match followed.
The kicker on this, there were cross CR numbers. The lock-up keeper caught three days for threatening Finnegan. With all this who should believe Finnegan and who in the chain of command would sign off on such a stupid finding and penalty.

The S.F.G. sgt.'s that had a qualifying tryout Friday for SWAT failed miserably; some in fact quiting the physical by not completing the 1.5 mile run, and not shooting the minimum 80% at pistol qualification. One Sgt. apparently shot in the single digits percentage score! NOT SWAT MATERIAL!

Hey assisting officer, you may have or may have not known it, but you did the right thing in not allowing that FTO to place a handcuffed female in your car. Especially since she gave no reason for doing so, or the circumstances for that matter.
But here's tha skinny:
She can handcuff someone for safety reasons, probable cause etc. However, the officer that transports that person is the officer who has "custody and control" of the aresstee.
The police can stop and briefly detain a person for investigative purposes if the officer has a reasonable suspicion supported by articulable facts that criminal activity 'may be afoot,' even if the officer lacks probable cause." Such involuntary transport to a police station for questioning is "sufficiently like arres[t] to invoke the traditional rule that arrests may constitutionally be made only on probable cause." The argument that the female P.O. did not have probable cause nor did she have a "safety" issue is profound as she neglected to alert her fellow p.o's that the other person involved in the domestic was sitting in a personal vehicle nearby observing the situation. Unless that other individual was a victim and was being treated, then that person may pose a risk due to the inherently volatile nature of domestics. The female P.O. must not ask any questions (even one's name) of anyone while handcuffed w/o reading Miranda rights b/c that handcuffed [person is irrefutably in a custodial detention.
Guess they let anyone become an FTO. What a shame.

To the guys attemting to slander DT and SM, former teammates of mine, I offer my condolences. Why?
Quite simply, you are pathetic. To detract from either of these officers' characters is just wrong.
DT served on airbase Bagram in the Eastern mountains of Afghanistan. He proudly served, so that you could be afforded the right to say what you want on here. Next time you see him, you should say thanks. SM was extremely helpful and knowledgable in SOS due to his background working in 007 for many years. He is a family oriented and goal oriented man. He also should be thanked for his work ethic and sound advice.
You may be bitter about getting dumped, but the enemy is not your fellow SOS co-workers.
Whatever happened to the aspect of the police family? Were we not all there united a few months ago when one of our K-9 officers passed? Did we not show our gratitude and support to his beloved family? Where in the hell did the unity go?
You must not have served a day in a combat zone to be so flippant and devious towards a fellow SOS officer? As combat soldiers, we accepted the inherent task of placing our lives at risk for people we'd never meet. We relied on our fellow soldiers to survive the attrocities of war. We knew honor and trust. These were the ideals which we and millions before us believed in. You know nothing of being a team player. I don't care if you have over five years in SOS or a mere five months in SOS like myself, if you maliciously attack a brother in arms you are lower than the plankton at the depths of the sea!
Enough with the diviciveness. It's time to promote unit cohesion. Be proud of your dept, unit, district, team and partner(s). Show some intestinal fortitude and stand up for what is right.

To you SOS guys crying foul and refusing to work to teach the CPD a lesson-take note, you still are employed. You still can enjoy the fruits of your servitude. Your quality of life has not drastically changed.
I too was dumped when the unit disbanded. After arriving in, working with the fine officers and learning the layout of the district, I decided to stay in 006. It doesn't matter to me where they send me, because no matter what it cannot and will not EVER compare to a year long combat tour of duty in the mountains of Afghanistan. Some of you will never know the sacrifice your fellow brothers and sisters in CPD have made. That in and of itself, is a trajedy.
I will always be proud to have been SOS. I left my district for SOS to further my career. I also had the desire to one day become SWAT. I was honored to work with my fellow SOS teammates under Sgts LW and FH. I learned many things to enhance my policing techniques and I made some lasting friendships along the way. Bottom line is I know I made the correct decison to become SOS. I will always remember my co-workers as the professional and hard working po's that they are. I will always be there for my brothers in blue in CPD.
