Gee, for some reason our visits really took off for Thursday. Something big must have happened.

- We've heard of a few resignations so far, Starks and Williams rumored to be the big two. Expect significant additional numbers within 90 days as people are eased out, told they are not needed or positions are eliminated.
- As he's an outsider, expect the First to run day-to-day operations again - just like in the past. We're hearing that Grau is going to be the compromise candidate since too many pale faces might irk the reverends and Beavers.
We're willing to give this a shot. We aren't big proponents of outsiders coming in and trying to "reform" the CPD. The institutional inflexibility is going to be a very large obstacle to surmount. We'll have to see what the first changes made are before we start to render judgments.

Given the fact that the political masters have been putting in 30% unqualified individuals in supervisory positions for well over two decades and then giving them exempt spots based on their previous ill-gotten promotions has doomed the CPD to mediocrity for years to come.
A hired gun coming in for $300K? We're having doubts already. In the meantime, suggestions for the new guy can be left in the comments section as many have already been doing in other spots. We're sure someone will forward them.

I am not sure if you realize this but the mayor would have hired anyone with the "former FBI" title so the feds would not take over the police dept. like they did in LA. Although you do not realize this, but you are already a pawn in the mayor's game. It is good you have the name JODY because you are the mayor's new bitch!
You will be expected to be a good boy for four years, then get a better job in the private sector. You also don't realize this, but the four short years you are here will age you 10-15 when you realize you have sold your soul to the machine. I wish you the best of luck as the new PUPPET. You may even want to buy the old bosses uniform because you will be able to make four full new uniforms, including ties, from his reefer. This message is no way an insult to you, but to show you how fed up the rank and file are with the machine.

I agree with an earlier poster that all white shirts from the top down must take the 12-minute Wonderlic 50-item multiple choice IQ test. Eventually, administer this short test to all sworn personnel.
Weis will find that many of the highest ranking officers are dumber than a box of rocks.
On the other hand, he'll find that results for some patrol officers and detectives would qualify them for Mensa membership.
Having an outsider can't hurt. The department's leadership has been self involved and could care less about most of their members.

One merit promotion per career if any at all..........and quit having exempts "oversee" promotion test questions. I gurantee that the suggested questions are landing in preferred exempts laps and given to people who have no business being on the job let alone getting promoted. The promotion system is broke and its because of "merit" and a lack-there-of!!!!!
As I said in an earlier post, this guy is now the highest paid head of a police department in the history of our country if not in the history of the world! He makes more than the president and King Richie remains free from federal prison. Coincidence??? I think not! Selling the Sky Way for $1.8 billion really did pay off!!!

For the last year we have been getting our asses kicked in the media and the FOP (Mr. Donahue and the boys)have sat on their asses and let the beatings go on. Now we have a new Sup. and all of a sudden we have a statement from the FOP. *****Mark Donahue, president of the Fraternal Order of Police, said the rank and file would have preferred someone from inside the department. I haven't worked for him in years but he's always been a standup guy and knowing his personality, he wants what’s best... just like the rest of us. He may be at the top, but his heart is with us... Let’s give #1 and #2 a chance. Change is inevitable and we don't have to like it, but we have to accept it. #1 is to regain public confidence and set the ship on course, #2 will call the shots. #1 won't know who to promote, rely on etc... He’ll count on #2 for that. Guys and girls remember your ethics and we'll be ok. Nothing shmo does is worth your job and your families’ future. Be the police and be proud. If he does away with three of the incompetent exempts, and does away with 2 of the exempts slots fat phil created for his friends he has already returned the salary investment.
I think this is the step before Federal Oversight. Daley is trying to look proactive to the G, but I don't know if this new guy will play by Daley's rules. Time will tell.....................

Revise the Merit Qualifications to include a minimum of a Bachelors Degree from an accredited College.
Those Officers with Post Graduate Degrees [i.e. for those that don't know, it is a Masters degree, Law degrees, etc.] should get considerable review and approval!
I have met quite a few bosses that only have an Associates degree or just credit hours, YAWN!
These people got their spots NOT on their abilities but on how well they puckered their lips especially in HQ.!
I am a Police Officer that has a Masters Degree and I work the Westside not in some damn office, and I find it insulting to take orders from a guy who didn't even try to get a college education even after they were promoted to the rank of Sergeant or Detective or higher [G.E.D. Starks comes to mind]!
How are we to be a credible organization for the world, when we have people without proper education or clearences for that matter [again G.E.D. Starks who can't get F.B.I. clearence for terrorism, comes to mind]?
This is one of the most glaring reasons why the Police dept. looks stupid, people!
A Detective with an Associates Degree is no match in court against a lawyer with a law degree!
A Sergeant with an Associates degree is not capable of diffusing a situation against those that have a higher education!
I have seen situations like this and it was laughable and embarrassing to the Police dept.

Congrats to the outsider! To long the CPD has suffered from inbreeding. New modern leadership may be what this department needs to bring it into the 21st century, hopefully clout free. Under the past top cops direction the department was run like an episode from the Jerry Springer show.
I, for one, am glad that an outsider was chosen. It just proves what SCC and most of us have been saying all along: The people in charge of this department are incompetent political hacks who have no business working as a greeter at Walmart, let alone making command decision within the Chicago Police Department. Being an ex-military man myself I hope the new boss brings some professionalism and integrity back to our department, along with accountability.
However, he is in for a rude awakening. I would love to be a fly on the wall when he gets his first call from one of our illiterate gangbanger alderman telling him who to promote.
Then again is this Daley's way of getting the FBI to ease off investigating the CPD by bringing in one of their own to run the department?

My are we full of ourselves! I'm sorry you went and spent so much time getting your degree and the best job you could get is working a beat car. You do not need a degree to be the POLICE but a want to do the job. I know many Officers who have college degrees and some are good, some are dogs. A degree means you went to school more not that you have more common sense.

Typical college police bs, let me tell you something kid, some of the biggest no common sense having morons i've ever met on this job are the "degreed," let me clue you in, having a piece of paper doesn't make you smart. I am one of those "yawn bosses" you talk about with only credit hours, but guess what? I studied my balls off and got promoted to Sgt, the real degree you need on this job you learn on the street, school is good but common sense and street smarts is what's needed on this job. You can't learn that reading a book. If you don't like taking orders from people without degrees pass a test, it's amazing all the people I know on this job with JD's and Masters degrees that did horrible on the last Sgts. test, they then immediately assume that it must be rigged because they didn't make it. I have news for you, having a JD or Masters isn't hard and doesn't make you smarter than anyone else, it just takes a huge amount of time that alot of us with families don't have. Please spare me the Lawyers with law degrees are smarter nonsense, some of the stupidest people i've ever seen at 26th street carry bar cards, if you do your job correctly, do concise paper and learn how to testify you will win,if it's worth doing it's worth doing right, if they don't have anything they can't do anything.

May I suggest that you move quickly and send locksmiths and computer analyst to 35th St. immediately for obvious reasons. Retrieve take home cars immediately from every exempt member along with other department electronic device... Blackberry, radio, cell phone... have them report to HQ in the seasonal field uniform with helmet, raincoat & baton... assemble them in rank formation at attention and cite for any uniform deficiency in addition to irregulaties regarding D/L's, FOID cards and city weapon registrations... inform them that they are now detailed to loop traffic for 60 days at their career service rank of lieutenant and that they will assemble in the HQ parking lot at 0600 and given their posts. All recruits will return to the academy for additional training. That is all...
Ok we got a real outsider with no connections HA, He didn't rise as quickly to top spots in the FBI without connections. THe media states he was recommended by a former US Attorney for the Northern District of IL. A guy who never indicted any Democrats for corruption. 6. Stop the medical abuse!
7. Update the equipment, that includes car, guns, computers...
8. Create a culture of "getting back to policing." Stop all the bullshit mission and knee jerk reaction. Let cops go out and police, vehicle/Terry stops, answer calls, patrol...
9. Realign districts. There has been a major demographic shift in the city since they were last aligned.
10. Hire more police.

In case you are wondering....a masters or bachelors degree doesn't mean that you have the ability to lead people. It just means you have the ability to sit in a classroom for 18-20 months, listen to lecture and get by with the bare minimum. In my 20 years otj I have seen plenty of supervisors on this job (Sgts on up..) who have masters degrees and they are complete dim-wits. A degree means that you are committed to completing a task. It should mean something in the promotion process, but not everything.

You're statements here only make you sound arrogant and smug. Having a college degree doesn't automatically make you a great police officer, detective or boss as your statements make it sound. Although I agree with the requirement of having some college (and/or military experience), it would still be best teamed up with common sense, street-smarts and professionalism. Qualities of which lack in some of those even with their college educations. Please, don't demean those people, and their work, who lack a piece of paper. Be careful how you word things and clear on who your directing your statements towards.

I'm no fan of the FBI but they are sworn law enforcement personnel. They take an oath similar to Illinois law enforcement. He is not a civilian, if he is FBI he is law enforcement.
$300 K is not even close to enough money to take control of this department.

I did not finish college but there was too much political crap going on in the 60's but there is nothing wrong with an education as long as you don't learn to be an asshole like "overeducated".

Why do you think U of C is a reputable school? I have looked at the work of some U of C students, and I don't know how they passed 8th grade. When I asked if the work was deemed acceptable by the professors at U of C, I was told the person was getting A's. I kinda lost my respect for that organization.
I hate to see you painting all graduates from any given school with the same brush. I would submit to you that not all of them did their entire undergrad at those schools, that not all of them skated through without doing the work or putting the time and studying and research into the courses they took. If some people skated through, shame on them, but why should everyone have to suffer for the folly of some?

Mt. Carmel is the remedial high school for the Catholics. These other high schools have standards and will expel a star football player (esp. St. Rita) for screwing up while Mt. Carmel will grab the kid and make no attempt to correct his behavior as long as he stars in football. What a shame that Lenti will draft top talent on the south side knowing they will never play a down on his varsity football team, but he succeeded in keeping these kids from going to another Catholic High School where they would actually play football and then Mt. Carmel would have to face this top talent.

Please do not compare Jerry Lewis University with any other school. Look who teaches at Lewis. All white shirts who graduated from Lewis. Roberts runs another clout machine. He would do anything to get students to sign up at lewis. The brothers who run Lewis cannot stand police and the program at academy is a money machine for Lewis. Always look at instructors before registering for classes.
Education, partial or none, the idea that if you work hard, are honest, have a good morals and use common sense will get you promoted has long been lost in this job. There are many great coppers out there with no formal education and many with. The problem is not so much their educational backgound and know how, it is the ability for the people who promote to recognize these officers. How does one make him or herself noticed? Award Ceremonies, a nice letter from citizens and co workers? Other than ass kissing, how can one get noticed by the people that promote? So Scc... Let's do some good.....let's let co workers nominate and recognize good cops and their supervisors. Let the nominations begin.

You are right, getting that degree does NOTHING for you on this job. With the exception of the need for a bachelors degree to become a Captain (and LT? I am not sure on that one, but there is a college requirement).. if you can't get promoted, your degree won't get you anything or anywhere on this job.

AND go look at any school, who teaches there and what they teach, don't single Lewis out on this, the academic community is more rife with "clout" backstabbing and good old boys than the police department, believe it. And that is ALL schools. They are all looking for the $$ that is what higher education is all about. Why the hate against MC? Maybe you better check out your facts before you start blasting. MC has a fantastic honors and AP program with students taking classes at University of Chicago, doesn't sound remedial to me. I know everyone is entitled to their opinion but just because a school has something for everyone, sports,a good AP program,Mc Dermott-Doyle program, theatre program just to name a few don't preach about something you obviously have not experienced. Your comments sound more personal to me than just job related, no one is forced to go to MC, they just want to be part of a fantastic tradition. There is also no need to preach about them being the worst kids running around in 022, when I worked there the kids from all the schools you mentioned pretty much attended the same parties and hung out in the same parks.
I am a member of this Police Department with a Doctorate. I can tell you this from my experience and education. I am better prepared than a perosn who has not had the education I have at performing research. If any one can come up with an argument to this I would really like to hear it. However, I can say that my Education both in criminal justice and other subjects does not have any bearing as to my work on the Police Department. I do not believe the education has any effect on my abilities on the street. This is something that cannot be taught in a classroom. I am no more nor no less qualified to perform my job than is someone with a high school diploma. The one area which seems to be ignored is military experience. I do not have any but I do believe someone with military experience would probably have advantages and be able to perfom many task better than myself. Yes I have been promoted, I got lucky on a test one saturday, this does not make me a better leader, it just puts me in a leadership position. I think having an educated department is a great idea. To have officers who have certain computer skills, and language skills is great. But I am smart enough to know that education is not the key to being a good police officer. It is drive and desire. I can see that many officers have lost this drive and desire, hopefully, this trend will end. Hopefully we will have a stonger better department soon. I actually have a proposal that may help.
My proposal has to do with promotion. Most officers are questioning why they should do quality police work. Such work often leads to CR's and headaches. Also, much of this hard work is not rewarded with promotion. If we had a fair merit promotion system, I do believe quality police work woudl increase. I believe I have found a way to promote with fairness based on merit.

If promotion was based soley on merit, why would you have to have the applicants name, instead of his or her accomplishments? Well, I can't speak for the man, but hopefully, with the new Sup., such a system would be tired. I believe such a system would improve morale, increase good police work, and improve police service.
