Before he left, Dana Starks had all the exempts (and from what we hear and read) Captains and Lieutenants, submit resumes and/or job histories. Although probably impossible, we'd hope the new boss reads every single one of them.

- Cross reference every one with who recommended them for promotion. Expose the network of political connections that have driven the CPD to it's current state.
- Every boss should also submit a family tree, complete on both mother, father aunt and uncle's sides going back 3 generations, along with rank held by each ancestor. It's amazing how much supervisory qualification and political know-how flows in the bloodstreams of many bosses, especially the exempts. Perhaps the new Superintendent could begin a breeding program to distill this "leadership essence."
- Find out who contributes to whom. The comment sections are ablaze with speculation of certain aldercreatures selling promotional spots. We all have stories - let's find out the facts of the matter.
As an ex-feeb, we're sure this guy has access to all sorts of other feeb bean counters. How about a general accounting of all the damage political and "meri-clout-orious" persons have done to this Department?

That's according to a lawsuit filed this week against Brookins -- a candidate for Cook County state's attorney -- and his former law partner, Judge Thaddeus Wilson.

Every year without fail, old CPD clout is replaced with "new" inbred CPD clout, and the ceremonial golden kneepads are thusly passed down through the generations. These anointed ones share 99.44% of their DNA. As a result, the paramount career mission of these Exemptoids and clouted ones has been the preservation of their regime by ensuring the proper succession when the time comes for one of their ilk to retire. Promotional exam answers and merit qualifications for offspring are deemed a birthright among the Exemptoids, and there is always much rejoicing amongst the clouted ones come promotion time.
Will the game change now that we have an "outsider" running the CPD? Probably not too much, because there is lifeblood at stake for Da Mayor and his band of cronies.
However, if the pipe dream of positive organization-wide change is to be realized, the promotional process has to become transparent enough so those who seek advancement actually have a real chance based on objective exam criteria along with their ACTUAL work experience and training (including military and private sector credentials). If and when this happens, MAYBE things can get better for us around here.

Much has been said about the mayor's choice for the next superintendent. Although there are quite a few comments about the preference of an internal promotion, it seems most officers welcome the objectivity of an outsider. I think that the hardworking patrol officers (including myself) are mostly unaffected by these changes in so-called "leadership" anyway. If you come to work with some common sense and the intention to do an honest job, you have nothing to worry about. I hope that things will change for the better in this department. I hope our new superintendent can do something to improve the very low morale that has beaten down many officers. I hope he can make our promotional process a real and fair procedure that recognizes and rewards good hardworking officers that have put years of service into this city. I hope that he deliberates for better professional and deserved salaries for his officers, such as the one he now enjoys as superintendent. I hope he is a strong advocate for the unjustly accused officers whose careers and families are jeopardized by a totally biased and money driven media that publicly convicts officers before all the facts are examined. I hope he is steadfast against bending to the wishes of evil men such as rev. jackson and rev. meeks who disguise themselves as men of the cloth and use race as their defense for every criminal's actions. Policies will come and go, as do the leaders that enact them, but we are and will always remain the backbone of this department. Remember this, THEY NEED YOU MORE THAN YOU NEED THEM !! It takes a sharp mind, courage, diplomacy, endurance, and above all -- a good sense of humor, to do this job. Take pride in yourself and your work and be safe!
At the end of the day, it doesn't matter what the new boss or anyone else does. This job will always be "high school with guns".
There is an eerie silence deafening the halls of HQ today. All of the exempts are locked in a room somewhere jockeying for position what district/unit all of their people are going to since the transfer order is coming out at 1700. At times, you can hear muffled crying and whimpering in the cubicles. Paranoia is at the highest levels here and it is funny to see the thousand yard stare in some of the people's faces.

Be nice to see former detectives as detective supervisors, commanders and chief, former Narcotics and Gangs experts as supervisors, lieutenants, commanders, deputy chief and chief of narcotics, gangs, and organized crime, former youth officers as Special Victim Supervisors and Commanders.
Why do we create civilian Director jobs for patrolmen who rose to Deputy Chief without ever taking a promotional exam? There were dozens of Gang Experts better than him. Get rid of the house mouses who kissed Cline's ass for promotion, and promote those who earned it as bosses within those units... might give someone something to strive for.
Get rid of the blow boys and girls at the top that are choking off the rest of the department. AND REMEMBER, its the little guys and girls (patrol division) upon which this job depends, and they're the ones slighted the most by Cline and the Ass Kissers.
They're the reason we're in the situation we're in right now. Absolute lack of managerial and even more important LEADERSHIP skills. Taking care of a select few friends and relatives at the expense of the entire department. The unqualified promoted into Cline's inner sanctum have, by the use of meritorious promotions and transfers of friends into specialized units and sensitive commands insured leadership and corruption issues for the next generation. At least get the right people into the right positions, and get Clines Crew into either retirement, or prison.
Who you know and who you blow, it's the Chicago Way and The Chicago Police Department Way.

One of the first issues that should be looked at right away is the Merit process and how it is full of asshats and butt wipers!
I'd say to help deter the high amount of "nitwit bosses" that make it on merit!
Revise the Merit Qualifications to include a minimum of a Bachelors Degree from an accredited College.
Those Officers with Post Graduate Degrees [i.e. for those that don't know, it is a Masters degree, Law degrees, etc.] should get considerable review and approval!
I have met quite a few bosses that only have an Associates degree or just a bunch of credit hours, YAWN!
These people got their spots NOT on their abilities but on how well they puckered their lips especially in HQ. and Commanders staff!
I am a Police Officer that has a Masters Degree and I work the Westside streets not in some damn office spot, and I find it insulting to take orders from a guy or gal who didn't even try to get a college education even after they were promoted to the rank of Sergeant or Detective or higher [G.E.D. Starks comes to mind]!
If you want a promotion, get an education, so that we the Police don't look stupid in the public eye!
How are we to be a credible organization for the world, when we have people without proper education or clearences for that matter [again G.E.D. Starks who can't get F.B.I. clearence for counter-terrorism, comes to mind]?
This is one of the most glaring reasons why the Police dept. looks stupid, and silly people!

A Sergeant with an Associates degree is not capable of diffusing a situation against those that have a higher education!

I know lots of good coppers, who don't really have "book smarts"; but would make great bosses. I also know of more than a few useless bosses (gene dumbowski= moron)we have now that made it off the test, by working midnights in 18 and studing for 2 years. They've never been the police, and then come into 11 and try to tell the workers, what time it is. coppers in working districts know they cant compete with that, were busy locking up fools and getting the heads for the pretty newscasts. besides, even if you got rid of merit, they would find another way (ie dana starks' invite only study classes), give me a break. Let's fix the merit system and make it for what's it supposed to be about; making street smart coppers bosses.

I'm a little late to this thread however, I must assert to you Jody, cut the unneeded layers of command staff.
The job of ADS, useless. A "street deputy" is only needed over night. 22:00 - 06:00 hrs. This can be covered by rotating the D/C's. Any other time of day a district commander can be utilized. The job of deputy chief is another. At the very least two can handle the 25 patrol districts.
The position of street Inspector is another. You are already paying sergeants and lieutenants. These supervisors can and should ensure attendance, uniform, vehicle licensing, and the other type rules are followed.
I bored, so that's all for now.

Starks. Mayor Richard Daley also indulged himself with a glass to soothe his hoarse, sore throat which was clearly evident at the press conference.
When asked what it tastes like, Weis replied, “It tastes a little like fruit punch and I could get used to it.” Weis also added, “With a salary higher than Mayor Daley’s, I’d drink this stuff if it tasted like gasoline,” which earned laughs from the Mayor and the attendees in the room.
His first job should be to make sure our Mayor doesn't ever again look like Nick Nolte in a line-up at the next press conference .... how embarassing for our City. He also could have passed as Jack Nicholson from "the One Who Flew Over the Cookoos NesT"

I love how people who went to college think they are smarter than people who didn't. I've been doing this over 17 years and I never went to college. Since I lock a ton of shitbags up, I'm in court 4+ times a week. I have have a life and family outside this job.I have better things to do on my limited free time then go to some bullshit 'fake' calumet college where EVERYONE PASSES. You know the more I read this blurb of yours I realize how idiotic and INDIVIDUALIZED this department has become.
Most OVER EDUCATED yuppies or whatever you are either are bartenders in Lincon Park or file clerks in Law Firms or runners at the Merc. Exchange all wishing and wanting and waiting for the Head hunter to call.....So, What the hell are you doing on the westside in a patrol car? Waiting for the HEAD HUNTER TO CALL?
Over educated and afraid to do proactive police work will not get you anywhere. No complimentary history from being "smart" by avoiding going the extra mile but working on the westside will get you nowhere.
A resume with no accolades for police work but being in a patrol car on the westside with advanced schooling is quite embarrassing to say the least.
Everybody knocks the "who you know" people out here but dude do you know anyone? You sound pitiful!
Most people that have done anything on this job or have been anywhere do not embarrass themselves like you are doing! Try another approach to success!

Unless they change state law, he will not be vested at all until 10 years and not get a full pension until 20 years of service. Of course who knows what kind of golden package Richy promised him.
As it is he would get his pension contributions back upon retirement (best guess, less than 10 years from now) with 1% simple interest.

If this is true it is a total waster of time. the range guys are finding a surprising number of snub nose revolvers that will not fire at all and a huge amount that are filthy dirty and in a bad state of repair.
Good idea if you ask me but no one asks me. I would make one weapon standard throughout the entire department and everyone would get one from the City and they would have to qualify on it or look for another job and they give the weapon back upon retirement. And they would have to shoot it once a month and allow a range officer to have a look see at it.
Except for those who keep their skill level up there and maintain their equipment properly this department is loaded with sloppy out of shape police officers with poor training and even poorer equipment.
One thing I would definitely look into if I were this new supe, a one time buy out for officers over 55. Revamp the department and do a phase in gradually leading to 20 years of service and retirement instead of mandatory 50 years of age minimum.
I am over 55, keep myself fit and always have top notch gear and weapons but I am the exception and I still say that. This is a job for younger men. Time to reverse the incentives and make it attractive for we old guys to go rather make it harder for us to leave until age 60.

Take a walk around HQ and notice how many do-nothings are hiding there. After a week or so you will realize that instead of having 8 coppers doing 1 hour of work, you could have 1 copper doing 8 hours of work. This will free up hundreds of coppers to come back to the district.
The extreme do-nothings will be easy to spot. They are the ones carrying a single piece of paper as they walk through the building. If you look closely, you will notice that the paper is slightly discolored. This is because it has been carried around for years.

How dare you imply that education alone makes for an outstanding police officer or a boss. Many of the sharpest coppers I've known went no further than high school graduation. Don't think for a moment that some of them wouldn't put many college grads to shame on a standardized I.Q. test.
Traditional CPD promotional "processes" may actually have a converse correlation with actual performance. Without transparency and security, they are pathetically inconclusive. It is not coincidental that under analysis, they merely reflect clout.
Aside from the clout monster and "political correctness", it's self-absorbed assholes like you that have fucked up the job. At the other end of the spectrum, we have the "too much college, not enough high school" whiners.
Formal education is only one small factor in making an outstanding copper. Native intelligence, common sense, pride, tenacity, integrity, teamwork and a passion for helping the weak and catching the bad guys will trump a mere sheepskin every time, hotshot.

My two cents about college…It is the ability to begin and finish something. Not something like a beer or watching a football game. Rather something like using your brain, gaining a degree is just that, it is about gaining something, working on a problem (subject) that you might of otherwise never have studied and stretching your mental abilities. Down the road the disciplines learned/achieved through higher learning allow a person the ability to approach problems from various perspectives. This is a great thing. It would be a tragedy to approach all of life’s problems in the same manner as you might approach two shitheads fighting over a 40 & half a rock. That being said, an education does not and cannot replace a person’s life experiences (street smarts), instead it should supplement it. Street smarts + education (not talking about Lewis) can give a person real personal power. A person with either one and not the other is only effective in limited situations and then of limited power.
GET RID OF THE STUPID HELICOPTER!!!It works in L.A. but not here. Shit can everyone in the unit, especially Harry the Hat and with the money saved, put boots on the ground.

To the poster who complained that out of staters (some states only) get to sign "promise to comply" and drive away while Illinois residents are not allowed this priviledge, it's not that simple.
MANY YEARS AGO, ALL ILLINOIS RESIDENTS WERE ALLOWED TO "PROMISE TO COMPLY." Some of the vets here may remember it. The result? Many did not "remember" to come to court, resulting in a huge amount of BFWs issued against the local driving public. One of the first issues that should be looked at right away is the Merit process and how it is full of asshats and butt wipers!
I'd say to help deter the high amount of "nitwit bosses" that make it on merit!
Revise the Merit Qualifications to include a minimum of a Bachelors Degree from an accredited College.
Those Officers with Post Graduate Degrees [i.e. for those that don't know, it is a Masters degree, Law degrees, etc.] should get considerable review and approval!
I have met quite a few bosses that only have an Associates degree or just a bunch of credit hours, YAWN!
These people got their spots NOT on their abilities but on how well they puckered their lips especially in HQ. and Commanders staff!
I am a Police Officer that has a Masters Degree and I work the Westside streets not in some damn office spot, and I find it insulting to take orders from a guy or gal who didn't even try to get a college education even after they were promoted to the rank of Sergeant or Detective or higher [G.E.D. Starks comes to mind]!
If you want a promotion, get an education, so that we the Police don't look stupid in the public eye!
How are we to be a credible organization for the world, when we have people without proper education or clearences for that matter [again G.E.D. Starks who can't get F.B.I. clearence for counter-terrorism, comes to mind]?
This is one of the most glaring reasons why the Police dept. looks stupid, and silly people!
A Detective with an Associates Degree is no match in court against a lawyer with a law degree!
A Sergeant with an Associates degree is not capable of diffusing a situation against those that have a higher education!
In fact, we are looked down upon, the way some of these nitwit Sergeants talk and act!
Some bosses have no people skills what so ever and some sound like drunken hillbillies!
I have seen situations like this and it was laughable and embarrassing to the Police dept.
It's just the facts of today's world people!
