There's J-Fed!

A number of people report that he was in town the same day Sneed took a swipe at him for not meeting the Command Staff. And some commentators took swipes at Senora Sherlock for being attached to him while he toured HQ Monday (we have eyes everywhere). On to the real post...

Everyone has an opinion. Some have already written the new Supe off because of who he's already listening to or who he might be considering for top spots. Others are asking to give the new guy a chance. We'll be watching closely and so will our readers. And every step will end up being analyzed, criticized and opined on. It's the CPD way. But we'd like to address a comment that popped up recently and since it's our blog, we'll do it.

Someone stated that two things J-Fed wants to change are firepower on the streets and physical fitness standards. We have no way of knowing if these are actually aims of his or just someone wishing aloud. But we'd like to use this comment as a springboard to a larger issue:
  • Weis should change things that he actually has the power to change and leave other stuff alone.
Getting long guns on the street is a symbolic step. J-Fed is supposed to be a tactical guy. The fact that the political administration is frightened of guns and treats cops as children when it comes to carrying a pistol and trusting them with shotguns and rifles is a shortsighted and dangerous to police and citizens. We could write essays and essays on the merits of long guns, the refusal of the city in not authorizing training days to hone skills and introduce policy changes and the sad state or morale and equipment it what has been bragged about as the most "technologically advanced department" in the nation as recently as two years ago. It's a joke. We still use carbon paper for god's sake and arrests that used to be a five page form set are now seven page monstrosities with numerous copies needed and we need 5 extra officers off the street to sort out the increased paper in Huberman's "paperless" Department pipe dream.

These are things that J-Fed can change. He can also reorganize bureaus, eliminate redundant and outdated spots, decentralize Area functions, introduce technologies, etc. In other words, make the Department run a little smoother with less waste.

But contract issues? Feds don't deal with contract issues.

No matter how hard you try, you can't dictate physical fitness. It's a contract issue. Chicago has never had continuing physical fitness standards and probably never will. Is it right or wrong? We're not going to judge. If people want to live longer, more comfortably and save themselves heart problems, fatigue, diabetes, liver damage, they'll do it on their own or in the face of financial incentives. Nothing else is going to work.

Uniform means standard. But the City authorizes so many "alternates" for a reason - requiring something means the City pays for the first issue. You want everyone to carry the same small rubberized flashlight that barely lights up a room instead of the big heavy Mag-lites that were like a miniature sun? The City had to pay for that once and they still haven't stopped bitching. Ever since then, everything has been labeled as "alternate." ASPs, dickies, turtlenecks, sweaters. Even the new winter jackets - the City stopped authorizing the corduras and will phase them out in favor of the Spiweks (don't know if we spelled that right). They won't make you run out and get one, but they'll let you wear the reefer, the leather, the cordura, the sweater, the Spiwek, and if you're old enough, the three-season pops up now and then. Same thing with retention holsters and such. Requiring uniformity means the City pays out money and that isn't going to happen easily.

Pick and choose those battles carefully.

Supt Weis, my wishlist is as follows:

1) Rifles for squadcars. Wait until a North Hollywood shootout happens here and we have nothing to defend ourselves or the citizens. And don't mention SWAT, I cannot wait for an hour if pinned down by gunfire.

2) Modern computers for squadcars. A bunch of us go out nightly without them. Hell, I'd even take an antiquated Microslate!

3) DIGITAL radios like CFD has. These analog ones cannot hold a charge or transmit worth a damn.

4) Tasers for PO's, not Sergeants. I am not going to wait 20 minutes for some boss to get to my scene with his Taser. I'll do what I have to do and live. Less lawsuit payouts by the way.

Regarding the so call conflict between Cicero police and Chicago police due to the Commander's arrest.

Remember this. We can go through our lifetime without ever having to go into or through Cicero Illinois. I doubt Cicero cops cab say the same thing about not going into or through Chicago.

When I was in Gang Crimes West years ago, we stop calling Cicero Police ahead of time when we were going to do a search warrant in their town due to a crime that was committed in Chicago, because every time we did, the place was cleaned out before we got there. We learned to call the Cicero police after we busted down the door, just as a courtesy.

That fucked up, gambling, prostitution, drug and mafia ran town has been crooked from the Al Capone days and nothing has change.

If I need to go to a race track, I'll go to Balmoral instead, better people and less town employed whores.

I hope what you wrote SCC becomes through.. decetralization is good may be if the dicks had to work in the same place all the time something would be accomplished.

Walked into a station to use the washroom today and two p/os asked me why the dicks were blowing them off. They talked to mister lard ass desk patronage cop who refused to send dicks. I called and related the facts to not embarass the unit and was told some one would be sent out.NOTNOT: Blew the police off again after the coppers let the victim leave when told originally no dicks responding. Even though victim was in phone contact the do nothings in the d unit find another way to blow off a job.
I couldnt help as I was running a witness to the grand jury after another weekend of fun in Chicago

J-Fed if you read this you are taking over a dead organization.

The CPD is a rotten smelly carp only fifteen percent of this department works. Every one should be rotated every two years, i see these j/os with inside jobs crucifying the blue shirt who do all the work on the department.

The inside jobs can all be traced to the CPD family tree, the same tree that has choked the heart and soul of the working men and women of this department.

The CPD is the nuclear holecaust
after the blast. My advice to you J-Fed is to rent, get a year to year lease, you will be better of.

I am not a cop, but i am trying to get onto chicago. Have been waiting to take the physical since last november. And i would like to know if anyone has any idea when they will give that test, also how many people will they hire? Thanks everyone. And if the new superintendent is reading this there are certainly people out there waiting for the test who would be proud to be a chicago cop.

SCC: as much as I enjoy your blog, I have to disagree with you on the physical fitness matter. I think the new boss does have control over this, and I believe strongly that something should be done about it. Everyone had to pass a physical fitness test to get out of the academy, why not make it a condition of employment that you have to pass the test every year. Obviously the fat fucks would have to be grandfathered but make it policy from this point on, and also a condition for promotion from now on. The college and time in grade were added as conditions for promotion, why not this? Other departments do it as well as the military. Why continue to encourage the lazy culture that we have now? Why not have a department that we can be proud of?

Will J-FED adopt the academy standard of BMI? They can mandate every officer to weigh in a pool to determine BMI. The goal is a BMI of 29. We have classes for recruits at the Art Institute in Chicago, Reverends training recruits on friendship classes, why not make it city wide? What will be the standards for middle management and exempts? Female officers following uniform standards? White shirts with actual white shirts! Have hope.

I agree with what you say SCC. One priority is to get more firepower on the street. Through the grace of God we have been very fortunate so far here. How long our luck will hold is anybody's guess, but eventually we are going to have a situation where heavy weapons are needed and they won't be there or arrive too late. Granted, in our politically correct police department we have people who are barely competent enough to carry their duty weapon much less heavy weapons but that is the topic of a different post. Let the training to carry heavy weapons be voluntary, difficult and legit. (No calls from the likes of Starks and others to get their people through the training. I am not just picking on Starks, white and hispanic bosses do it also.)
Physical fitness should be a lifelong pursuit. It pays to stay in shape, you should do it on your own. If the department gives you more incentives, which they should, all the better. And oh yes I have three kids, am active in their lives and work side jobs. You can do it if you want to.
As for uniforms, pick one or two configurations and stick with them. Right now we have too many different uniforms we can wear. Do away with hats. Make them optional except for ceremonial occuasions.
Hopefully the new superintendent can get us equipment that works, new cars, radios that work more than 6 hours and computers that actually do what they are supposed to do.
I am one of the people who choose to wait and give the new guy a chance. The ride will be interesting. Good luck Mr Weis.

NEW ORLEANS — A vagrant wanted for questioning in a rape overpowered a police officer who was trying to handcuff him, then shot her to death with her own weapon Monday, police said.

The officer's death was a blow to this city, where hopes were high that a new year could hold back a wave of crime that has been a dark backdrop to the rebuilding effort since Hurricane Katrina.

"When it hits home like this, it hits you tremendously," said Police Superintendent Warren Riley, who was charged with energizing a demoralized police force in the 2005 storm's wake.

Officer Nicola Cotton, 24, approached the suspect in her police cruiser and began questioning him. When she tried to handcuff him he attacked her, and a seven-minute fight ensued, Riley said.

The officer managed to use her radio during the struggle to call for backup, but the man grabbed her weapon and shot her repeatedly, Riley said.

"I can tell you this officer fought with a man twice her size, and she fought very courageously," Riley said. "She followed procedure as far as we're concerned."

Riley said police have several witnesses to the shooting in a parking lot near a busy intersection in the crime-plagued Central City neighborhood and a few streets away from the district police station.

He was a good working copper and some Inspector wanted to flex his muscles instead of looking at the facts. Watch out and be safe. Know what you are talking about before you comment.

Our radios, XTS 5000, are digital.

This is an educated guess on my part. The PD has too few receive cites for the city. The radios are probably on the lower end of their transmit power rating, which is 1-5 watts for UHF. There is a lot of RF in the city so there is bound to be some inter- modulation.

Finally, most of the police don't use proper radio operating techniques.

a) There is a several millisecond delay when we transmit, so key the radio, count 2, then speak. That way you don't cut off the begining of your transmission.

b) When running a name, giving a flash or other long transmissions, break (release the key) for a second during your message, and listen to see if someone is trying to talk to the dispatcher with an emergency, then continue.

c) More importantly, if you have two radios in a car, or are near other radios on the same frequency, turn the volume of the non-transmitting radio down to avoid feed-back.

I agree. That is what I want to see change. The DOC? Please. All they do is call the district, ask what is happening, and then have you come meet them so they can tell you what is happening in your district.
Central Control Group? We have 5 area bosses for the "5 areas". Why is there a need for a 6th?
Let the district commanders decide what is going to work in their districts. What works in 007 wont work in 019 and vice versa. Why not let the DC set his cars hours? Stop the micromanagement. The highest boss a patrol officer should ever deal with is area commander.

DON'T TAKE THIS TEST! THE PAY IS NOT WHAT IT SEEMS, AND THIS PLACE IS CROOKED!!!!! Go to the suburbs, where you dollar is still worth a dollar, people are not indicted left and right, the judges are not (as) crooked, and you can get yourself a nice house with good public schools with your salary. If you want the 'city cop experience' you have to try aurora, elgin, rockford etc. Think about it...we cannot carry shotguns here any more, and it's getting worse! LOOK BEFORE YOU LEAP.

Lets say you are a 50 something year old copper with a heart condition or a problem with a gland, or you have developed ashtma over the years, AFTER employment...are you fired? no, we are union, and it would be argued that the po's are sick...so the city would have to .....here it comes....PAY DISABILITY. There it is my friend. Look at all the fat dogs abusing the medical. Now, can you imagine how many LEGITIMATE disabilties we would have--lots of older coppers who can ride around cutting paper no problem, but that cannot jog around the block... Plus, there are few of us that last 10 years without some sort of body-altering incident ON THE JOB...I challenge you to find a 20 year vet who does not suffer from some affliction from this job....I have just over 10, and have already had surgery from a work related crash....Next time you fight joe on the street and are filling out an iod, think about how "fit"you are going to me in 20 years.

I sounded the same way from my test at UIC all the way to the acadamy. Then you see how many retards slide into this department. Then you go to a district and ride with dogs for a year straight while your a P.P.O. who wants to stop anything that moves. So all you really learn is how to dog/dodge a job and make lunch an hour. Lastly in this year of nothing as a P.P.O. in the district you figure out how many dogs there are and how fucked up this dept is. Hopefully you come from a police family and they will have a phone call for you. Then you can get with someone who will actually teach you something hopefully in a good district. Then maybe you wont get burned early by this job. You are a civilain as of now and civilians have no clue as to how fucked up this department is. Go fed go burb go state dont come here there is no future. We are no longer the "real police".

Officer Nicola Cotton was shot and killed while attempting to arrest a rape suspect in a parking lot off of Earhart Boulevard.

As she attempted to put a handcuff on the man, who was twice her size, he pulled away and began to struggle. During the struggle she lost control of her radio, but was able to recover it and called for assistance. As the struggle continued the suspect was then able to gain control of her duty weapon and shot her several times.

Responding units arrived at the scene approximately two minutes after she was shot and located the suspect still holding her service weapon. He was taken into custody by the responding officers.

Officer Cotton had served with the agency for 2 years

How can he promote change when the problem (cancer) is in the upper echelon of the exempt ranks... the same ones he is relying on to "show him the ropes".

I overheard a captain talking the other day to our commander, and he said that the problem was the lack of leadership at the top. How true! We, the little guys in blue shirts, are the backbone of this Department, we are the ones that deal with all aspects of the public in day to day events, and we are the ones targeted for zero tolerance when it comes to any form of discipline.

Prior to the new Boss's arrival, we already have the existing "Cancer" in anticipation of his arrival, mandating stand up roll calls on the hour, zero tolerance on inspection and minor discrepancies.

How many in the Detective Division, or organized Crime and special functions have to do this? Yet, where has all of the trouble emanated from? When was the last time a "beat cop" got indicted for home invasions, stealing, etc. Why doesn't the "Cancer" address this in their attempts to suck up to the new boss?

Its easier to beat down the little guy who has no juice. At some point very soon, the little guy is going to "quit". And when we do, watch and see what happens to your crime rate watch the homicides spike.

The public encounters these so called specialized units on a rare basis, but they deal with us everyday. Who can cause the most harm by laying down? The detective division already has with their 36% clear up rate.

If the new guy wants to have any success at all, address the leadership at the uppermost levels first. You put the right people in there (actual leaders rather than totalitarians and dictators), and we'll respond. The leaders are still here, but hidden by the current regime who are intimidated by them.

I must disagree with one of the above posts...I think the hats should be mandatory to be worn every time you get out of your car...the State Police have that code and if they are caught "out of their cars without their hat" it is a day off...plain and simple...that is what distinguishes them ...their uniform...they look neat and mean business...I think the baseball hats are goofy and command ZERO respect...we need to go back to what this department means....I say make a strict uniform policy which will in turn make people respect us more and we would respect ourselves more! Not sure when they will give another test they have a ton of people waiting to go through the process now.

And they had a power test at Homan today that started at 1600. Not sure if this was the first or the second didn't get a chance to stop and talk to any of the people there.

I heard from some of the people in dick's school the academy was pretty empty while they were there. I wouldn't expect too many classes very soon, maybe one here or there we all know they have to reallocate that money else where until middle/end of the year.

Any dope would know this will happen. How about getting some healthy food in the filthy vendeterias, not the Potato Chip factories we have now.. How about some real good Health Club discounts for CPD, not just a buck or 2 off membership. How about our decades long shiftwork, rotating days off, court , etc,and how about only working 5 days in a row like the rest of the normal working world does, and maybe we could have time to do something physically healthy for ourselves. The FOP has been useless at this, just giving the BS line that a somewhat recent poll of CPD officers was a virtual tie as to who wanted to continue the 6 Day workweek and who wanted to go to 4 10 hr. days. Suuuuuure. What A bunch of phony Dumb-Fucks.

I'm gonna agree with this. I don't think holding all sworn personnel to a MINIMUM standard of physical fitness is out of line for the supt/city to require. I'm talking, MINIMUM standards here, people. Like, be able to run a mile without needing cardiac resucitation! Sgt Brian S in 024 is a perfect example. GREAT guy, good boss, but an embarassment to the uniform. No exaggeration, the guy is sweating and out of breath from walking across the parking lot. There is no way this guy was in this kind of shape when he came on. The policies or LACK THEREOF of the department has ALLOWED him to get like this. It's a shame. Like I said, I'm not talking stringent requirements here.

Everyone had to pass a physical fitness test to get out of the academy, why not make it a condition of employment that you have to pass the test every year. The college and time in grade were added as conditions for promotion, why not this? Other departments do it as well as the military. Why continue to encourage the lazy culture that we have now? Ahhhhh....yes.

*Not enough co-workers to help out on the street so once in awhile I can do that cool police work I got on the job to do, but instead I have to do worthless missions, answer every retard job, and just try to see if I can take a lunch? Ahhhhh...yes.


When the asskissing bosses (all of the bosses, basically) realize that they exist to help US do a better job, not that we exist to help them GET a better job, then maybe things will turn around. Until then, fuck 'em.

Think about this... how did the department impose that you needed college. New hires must have college. OK that covers the new guys. So how did they impose the college standard with incumbent officers. Make it a condition of promotion. The City can impose any rule they want in regards to promotion. So, want to get promoted...get in shape. There you have it, a fitness standard without violating the contract. They have an angle for everything.

A recent study (all over the news the last couple of days) concluded that people who exercise have the DNA of sedentary people ten years younger. What many people fail to understand is that the benefits of exercise can be achieved without spending half one's life in the gym to bulk up. By the way, one of my old partners is a fat guy, and I learned more from him than anyone I ever worked with. Which is why it will break my heart when his heart gives out because he won't take care of himself. Peace.

Wow, this guy knows history! This person is absolutely correct. Ho Chi Minh was an ally of the US during WWII. We made promises which we broke as soon as hostilities ceased.

Ho Chi Minh stopped fighting the Japanese and turned his sights, again, on the French. And who backed the French? Good old Uncle Sam.

The US has an almost unbroken string of backing the wrong side in so many countries I wonder if we are really the "good guys" The entire Vietnam War could have been avoided if we kept our promise and allowed national elections in French Indo-China, as Vietnam was called them.

We didn't, we allowed the French to march back in and the Vietnam War started.

Read Bernard B. Fall for the best accounts of the early days of the war in Indo-China and the reasons the French and US efforts were doomed to failure. Fall is required reading in the US War College thought not, it seems, for politicians.
