Rumblings of Change

Even MORE changes afoot!

Rumor has it (yes, we deal in rumors here - it's like hard currency) that Friday will be the day for a massive series of changes not seen since O.W. Wilson had everyone called down to the old Amphitheater to listen to the new gospel of "Policing in Chicago."

We imagine that should this come to pass, everyone will talk about "the day that everything changed." We are hearing of almost 20 command changes that include promotions, demotions, double jumps and forced resignations.

It certainly would make our rumor of earlier this year of 70 lieutenants and above leaving look damn near prophetic.

How crazy is it that CPD Inspectors have been scrambling to hammer POs for any infraction they could drum up.

Could it be true that they're worried about their jobs?

How many Inpsectors have put in their papers?

Curious minds want to know.

Get rid of that bullshit Inspector unit. There's enough Micro Managing in the Patrol Division enough as it is.

How about this... we adopt ISP policies, require every member to get in fucking shape (physical test every year) and then we will get retirement health insurance. Thats right. My father is a recently retired ISP M/Sgt. For the last 5 years or so he took the POWER test every year. He retired at age 50, has 80% and full health care as if he was still working. A big reason the insurance and the state agreed to this move is because, unlike the CPD, its members took an active, voluntary role in their health. They agreed to a physical fitness test once a year (and it's so fucking remedial either mile and a half timed run, or untimed 3 mile walk). Why cant the FOP get into this? Retirees BITCH about health care and insurance so much, DO YOUR PART! Maybe if we agree to doing our part, they will agree to do their part. See, by simply being able to run a mile and a half or walk 3 miles we show we are doing something... ahhhh I think Im wasting my breath... keep smoking, keep drinking, keep eating like shit and my pension will be just fine! just a thought

Chicago police chief suspends 'hot spot' meetings
More than 100 officials gathered weekly to analyze crime trends

New Chicago Police Supt. Jody Weis has "postponed indefinitely" weekly meetings of more than 100 police officials to discuss trouble spots around the city while he evaluates if there is a more efficient way to implement crime-fighting strategies, officials said Wednesday.

The meetings were a visible centerpiece in former Supt. Philip Cline's crime strategy, started in 2003 with the creation of the Deployment Operations Center, a crime-analysis unit partly credited with reducing murders and crime in the city in recent years.

The center, modeled after the CompStat system in New York, helped top brass quickly evaluate where and why crime was happening in the city and where specialized units should be deployed to quell "hot spots."


About 100 to 200 top department officials, as well as visiting departments and outreach groups such as CeaseFire, attended the meetings at police headquarters. Weekly crime trends were displayed on large video screens, and commanders and deputy chiefs were often put on the spot to answer why crime was up in a particular area and what they were doing about it.

But the meetings were often lengthy, and sources said some in the department criticized what was sometimes seen as heavily bureaucratic meetings.

Though Weis has decided to suspend the weekly meetings pending a restructuring, the Deployment Operations Center will still operate, and its mission will continue, said department spokeswoman Monique Bond. Some top commanders and key officers in the department will continue to meet weekly to review crime trends and determine where specialized manpower units, such as the Targeted Response Unit, need to be deployed, Bond said.

Most of the information that was shared at the larger meetings is already being shared through the department's intranet, she said. Some options that Weis may be considering are to hold weekly meetings with only top brass or monthly meetings with all of the command staff.

"The goal is to make it more efficient," Bond said. "Is it smarter to have so many of the brass at the meeting at once, or would it be smarter just to get that information and funnel it down? That's what they're evaluating."

Weis has not laid out a plan yet for new strategies but did create a new bureau for officer accountability and has been promoting or pushing for the retirement of a number of top officials. Four top officials announced their retirement in the last two weeks, with longtime gang intelligence expert Mike Cronin added to the list this week.

Farewell to one of city's best cops

This is a word of farewell to a cop. Specifically, we're talking about Mike Cronin. A good Chicago cop. One of the best ever.

But take this, if you will, as a farewell and a thank you to all the good police officers, the ones who never make the news because they never do anything wrong -- just a lot right -- and never get shot, thank God, in the line of duty.

They are the cops who go to work each day and do the job of trying to make this town a little bit safer. They go places the rest of us would not dare, take risks we cannot imagine. And then one day, without fanfare, they put away the badge, share a couple of beers with their buddies from the station house, and go home for good, where they lock up their gun and wonder what comes next.

Detective Mike Cronin, after 35 years on the force, was asked to leave the Chicago Police Department Tuesday by the department's new superintendent, Jody Weis, who's trying to shake things up. Weis has every right to do that -- every obligation -- and we're not about to second-guess him. Maybe it's for the best. Even the best cops, like Cronin, can't go on forever.

But we can't let Cronin walk away without telling you why he made Chicago proud. To begin with, Cronin never should have been a cop. As a Marine in Vietnam, he got his left foot blown off, and who needs a one-footed cop?

But, as it turned out, Mayor Daley did. That would be the first Mayor Daley, Richard J.

Daley didn't see a missing foot, just passion and smarts. He made the kind of phone call his kid couldn't make today, and Cronin was on the police force, where soon he was leaping over fences chasing drug dealers.

For most of his career, he worked gangs and drugs on the West Side. He developed a reputation among his fellow officers for fearlessness and a deep knowledge of the streets. He walked into drug dens alone, his gun holstered.

He developed a similar reputation among the bad guys, who respected his integrity and knew his word was good. Cronin, they knew, aimed for the worst dealers and thugs, not the pathetic corner dopers.

Cronin retired, for the first time, in 2006, but Daley -- the son this time -- hired him back as a civilian consultant to the police department. Cronin was thrilled.

The mayor once called Cronin "the best policeman" in Chicago, a sentiment his father may have shared. But on Wednesday, Daley's press secretary, Jacquelyn Heard, said the mayor would not ask Weis to reconsider. Daley's smart that way. He knows Weis can't really take charge if he gets in the way.

But Cronin will be missed, like every good cop is missed, even if we don't always say so.

I didn't know outside groups sat in on the doc meetings.
Having outsiders attend is the tell tale sign that is was pure dog and pony show.

It's one thing to have meetings with community groups, it's another to allow them the ability to compromise police operations. It also is a officer safety issue.

Good riddence cline.

On hind site j-fed meeting with the revs. Is a good strategic move. The revs. can air their grivences and j-fed gets insight into these clowns. At some point he's going to ask them to intercede with the community When they can't produce results he can put them on the spot for a lack of community involvement. Remember, craps is a tow way street.

022 1st watch made an excellent pinch early Wednesday morning on a garage burglar hitting places in the Beverly area. Last I heard, they hooked him up with 5 cases, and the detectives were digging through the case reports for more. The guy was singing.
Maybe, just maybe, the wannabe's who bitch and moan about how lazy people in 022 are can at least throw them a kudo. There are workers here protecting the homefront, but they never get acknowledged from some of the more overbearing and ignorant people who bitch and moan here

MT was given a vote of confidence by Jody last week at the W/C meetings. Jody told all that he and MT are working together to revamp the FTO program from top to bottom. We need a contract with a raise thats comparible to what the politicians get without losing all out benefits.

We get a raise and half of it is taken away in medical and taxes.

But it doesnt bother me because I have moved on. My check is there on the 16th and 1st and if a copper doesnt call for help I dont go unless its assigned to me.

The reason the mayor and FOP gets away with screwing us is because we let them.

FOP states well then go to a meeting. What will that do? NOTHING!

Hey FOP why not state..."this is how we are going to fight for your contract please come to a meeting to get involved." But no you just blame it on the members. We pay the FOP to fight the fight not blame us for them being in bed with daley.

The FOP has given up many benefits all the while stating...." its good faith blah blah blah."

What does the city do in good faith for us?? You should be a thorn in the mayors ass, but thats impossible becasue the FOP's lips are all over the mayors ass.

I agree Leo S is a great boss. We haven't had a competent one in years. His appearance commands respect,he knows his zhit, good to the guys and he's actually out there with us on the street. But he does allow his CAPS people pull the wool over his eyes and that may come back to bite him.

The original mamagement design installed by OW Wilson gave the Superintendent some direct control over officers.

Weis' new management theory appears to be that direct supervision of patrol officers from the Superintendant's Office will end.

Weis will remove the ADS position and just hold the highest commanding officer on the scene responsible for command decisions.

This is actually a return to the days before OW Wilson.

The problem is that Hillard and Cline made Captains and Commanders who are TOTALLY INCOMPETENT. These positions are patronage jobs. Basically a show up and do nothing job. If anything serious happened, the Superintendant's office took over through the ADS.

Can you imagine some of these W/C's in charge during a police shooting? Most lose their mind if an arrestee tells them he's sick.

Only time will tell how this works out, but W/C's suddenly will have a lot more authority than they or we are used to.

I think this will be a total disaster.

A little background on Merit Promotions for the Superintendent:

Merit promotions have a LONG history of litigation in the 7th Circuit Court of Appeals.

One big case is Allen v. Chicago in 2003.

To file these suits, officers must first show that the promotion had a disparaging impact on a minority racial group.

If they can, then the City must show that despite the impact, the promotional system is "job related."

The officers can still win if they can show there is an less discriminating alternative the City refused to adopt.

In the Allen case, minority officers' suit after the 1998 Sgt. Test was thrown out.

This long quote is from the case:

"In January of 1998, 3201 officers took the written qualifying
test: 1672 were white; 1074 were African-American; 414
were Hispanic; and 41 were of other races. Of the officers taking the written qualifying test, 2682 passed: 1518 of
whom were white; 787 of whom were African-American;
340 of whom were Hispanic; and 37 of whom were of other
races. The success rate was 90.8% for whites, 73.3% for
African-Americans, 82.1% for Hispanics and 90.2% for those
of other races. Under a test for statistical significance, the
written qualifying test had a disparate impact on African-
Americans.4

A total of 251 officers were subsequently promoted to
sergeant. 178 were promoted on the basis of performance on
the rank-order assessment exercise. Of this number, 140
were white; 26 were African-American; 10 were Hispanic;
and 2 were of other races. The success rate was 9.8% for
whites, 3.4% for African-Americans, 3.1% for Hispanics and
5.7% for those of other races. Under the Equal Employment
Opportunity Commission (“EEOC”) Uniform Guidelines,
the assessment exercise had a disparate impact on African-
American and Hispanic officers.5

Seventy-three officers were promoted on the basis of merit
selection. Of this number, 40 were white; 23 were African-
American; 9 were Hispanic; and 1 was of another race. The
success rate was 2.9% for whites, 3.0% for African-Americans,
2.7% for Hispanics and 2.9% for those of other races.
Merit promotions had no disparate impact on any racial
subset under the EEOC Uniform Guidelines."

The success rate for MERIT PROMOTIONS is based on the number of people from that race that passed the first part.

The first part (written qualifying) and second part (assessment) had a disparaging impact on blacks, but the court held the test was "job related" with no other alternative available.

I could agree with you if he made it priority to have a police presence on the tax-paying west end of 008. 811 & 812 get pulled east all the time due to 4 or 5 down cars, especially on every 1st watch. I know some would say it is not the commanders fault, but I put blame on him. He makes over 120K a year, so step up to the plate and get some more P.O.'s on the watch and man the beats. 009 and 007 never have near as many down cars and they are just as busy of a district. Rick Flair probably doesn't care about the west end of 008, because white people don't make as much of a stink about things.

Anyone else think the purple and black bunting hanging above the door of the now retired D.C. at Area 3 is uncalled for? 022 1st watch made an excellent pinch early Wednesday morning on a garage burglar hitting places in the Beverly area. Last I heard, they hooked him up with 5 cases, and the detectives were digging through the case reports for more. The guy was singing.
Maybe, just maybe, the wannabe's who bitch and moan about how lazy people in 022 are can at least throw them a kudo. There are workers here protecting the homefront, but they never get acknowledged from some of the more overbearing and ignorant people who bitch and moan here

How can a commander of SOS who was a micromanager not be aware of JF and other crimes? Who signed off on killed CR#s and court deviations? I was in SOS during his time and MT was aware but looked the other way for high numbers. JF's team was always high in arrests and CR#s. Cline, Kirby and MT knew but looked the other way. Now it is too late. If MT stays then clout has returned. Everyone in SOS was aware. Hiding head in the sand will not work. Cline was dumped, Kirby gone, your turn MT. Nothing wrong with LS of 008. He was a great Sgt. in A/5, and did a good job as a Lt., even with the A/4 gun team. Don't blame him because one of his Sgts. couldn't keep it together while out with his team. Poor decisions were made in the bar; they have no one to blame but themselves.

With regard to 008 lacking enough presence on the "police" end of 008...cops always find enough time to eat, eat again, relax, drag out arrests well past a reasonable amount of the time required to put some goof into the lockup...If 008's west end isn't being adequately policed, it's the fault of the people in the blue and white cars.
I work in a district that is full of CPD residents; I live there myself. I always find the time during my tour to patrol past my neighborhood at least 3 or four times during my tour, and it's not my beat. Anyone who works and lives in 008 who isn't taking care of the homefront should follow the lead of those who have turned in their stuff in the past week or so, and move on.

What's the difference in what Jodi is doing and what Cline did? He brought all his close friends and gave them jobs, he promoted Steve Peterson because he knew him and they were FBI Academy brothers, he promoted a few others who he did not know and just got a good feel for them. How does that make him smart by promoting Commanders to the upper ranks? I'm not an Exempt and will be retiring in a matter of months, but that is like promoting a Cadet to a Lieutenant. What about all the knowledge and experience you get going through all the positions in between? That aspect of intelligence, experience and strength is lost and will never be recovered.

Did Jodi or the Mayor ever look at the promotees track record? One has at least 2 sustained cr#s and one includes sexual harrassment, one is just plain or weird, one could not carry a conversation with a platter, and the main one is just plain old stupid. Look at some of the decisions they have already made and it has not even been a month!

Ventillation in the processing areas would be nice and how about huge containers of sanitizers everywhere. A drinking fountain for police in the area where they work. 2nd time I'm sick since Dec. Does anybody realize how many disease and germs we are exposed to ?????? Might actually save on medical time. Just enter any station and look how many sick/zombie P.Os are doing there job. The two officers in 22 who cleared up 5 different case reports-4 for burglary 1 for CDDP may have cleared even more---there was a detective memo out about a crime pattern in 22 in the beverly area -- 11 cases--the detectives are looking into clearing some of those cases also from a simple routine patrol stop at 0630 in the morning----great job officers--you girls should be proud!We are!! Be advised that many of these specialized units were created to specialize in certain tasks and did start out that way and were successful.

Thanks to the past 4 years under PC, the dept supts and chiefs redesigned the missions of these units and nobody in the unit had a say so. PC wanted quantity not quality.

Lets hope that JW gives the order to these knuckleheads to let us be the specialists we were trained to be and arrest the killers and not the probation violators.

What started as a hostage situation aboard a bus transporting inmates to the federal courthouse Downtown on Thursday morning ended with a suspect hospitalized after being Tasered by a U.S. Marshal.

The incident started about 8:30 a.m. Thursday when a busload of inmates from Kankakee County arrived at the Jackson Street entrance to the Dirksen Federal Building for their court hearings, according to Deputy Chief John O’Malley Jr. of the U.S. Marshals Service. When the bus stopped, one of the inmates on board was holding the other inmates and a deputy marshal at bay with a homemade shank, he said.

The deputy marshal on the bus finally convinced the inmate to let everyone else go, but when he refused to surrender the weapon, which O’Malley said was made of plastic and “probably appeared more dangerous than it was,” the marshal used his stun gun.

The deputy struck the inmate with a Taser round and he dropped the shank, O’Malley said. The inmate was transported to Northwestern Memorial Hospital as a precaution. None of the other 15 male inmates on the bus, nor the deputy marshal were injured.

Two managers cleared of criminal wrongdoing in the 2003 stampede at the E2 nightclub that killed 21 filed a lawsuit Thursday accusing top Chicago officials of conspiring to scapegoat them for the tragedy.

Calvin Hollins Jr., 57, a manager with a ownership interest in the club, and his son, Calvin Hollins III, 33, an assistant manager, claimed that prosecutors, police and Mayor Richard Daley engaged in a smear campaign to hold the club's managers and owners responsible for what they say was an accident.

"This occurred weeks before the mayoral elections," said Gregory Kunis, an attorney for the plaintiffs. "We believe that [the Hollinses] were made fall guys to divert attention from the city's inadequate rescue. . . . It's not good politics to have 21 people die right before an election."

The 21 victims died trying to escape the nightclub in February 2003 after security guards used pepper spray to quell fights.

The Hollinses were faced 63 counts of manslaughter but were acquitted on all counts in March.

In their Cook County lawsuit, the Hollinses faulted the city, saying police waited at least half an hour to rescue victims and prosecutors failed to charge a guard who used the pepper spray.

They are seeking more than $2 million in damages.

"The tragedy speaks for itself," said the younger Hollins, who said he had tried to save clubgoers that night. "But we had no way of really defending ourselves at the time because we were going through the criminal prosecution."

But experts said the two would appear to face an uphill battle to prove that they were wrongly prosecuted.

"Suits of this type are filed with some frequency and are successful almost never," said Mark Rotert, a former federal and state prosecutor now in private practice. "Generally the law does not want to second-guess the decision to charge if there is any arguable basis for the charge."

Craig Futterman, a clinical professor of law at the University of Chicago, agreed.

"These are incredibly difficult cases to win because you're literally taking on City Hall and all its resources," Futterman said. "They have to show not only are they innocent but [also] that there wasn't any probable cause to show they committed a crime."

Jennifer Hoyle, a spokeswoman for the city's Law Department, said the mayor's office is still reviewing the suit but "finds it completely without merit, both factually and legally, and fully intends to vigorously defend the city."

At that time, 80s thru the early-mid 90s that I knew them. Those guys in Gangs West, South, North. were, bar none, the best. All of them. Cronin WAS a great cop. Those people would teach you anything and everything. How to write a warrant. Check an address, a phone number, etc. mid 80s thru mid 90's there were some pretty wild gang shootings citywide. In the jets, one bldgs shooting at another on the south end and same thing on the north end. Districts counted on the Gang units for help. They really knew all the players and if they didn't, they weren't too arrogant to ask for info. Cronin was greater cause he did it all on one fake foot. It was harder for him.

MT was given a vote of confidence by Jody last week at the W/C meetings. Jody told all that he and MT are working together to revamp the FTO program from top to bottom. If MT was on his way out, why would Jody mention him by name and set himself up for possible embarassment. Jody knows (FBI sources) that MT is not going to be part of the SOS scandal.

MT will stay at academy. He did a great job in the last two years. Excellent training, morale is high and he developed ethical standards with recruits. I do not know why the attention on MT? SOS was not his fault and his record is very good. Move on already! FBI not concerned, why should we? Worry more about out of control inspectors writing every violation. What is up with inspector unit?

wow, a post about the skullet, have heard this name in a while.

I work in a district that is full of CPD residents; I live there myself. I always find the time during my tour to patrol past my neighborhood at least 3 or four times during my tour, and it's not my beat. Anyone who works and lives in 008 who isn't taking care of the homefront should follow the lead of those who have turned in their stuff in the past week or so, and move on.

SoS was MT fault he was there with them as a Sgt. as A Lt. and as the commander. MT handled the CRs and had knowledge then when it gets to the media MT is moved and promoted it is a joke and goes to show responsibility means shit if your one of the chosen ones. MT was a supervisor in sos during most of the scandal and the Commander for the last 18 months or so of the corruption but he gets a free pass because of his cnnections.

The two officers in 22 who cleared up 5 different case reports-4 for burglary 1 for CDDP may have cleared even more---there was a detective memo out about a crime pattern in 22 in the beverly area -- 11 cases--the detectives are looking into clearing some of those cases also from a simple routine patrol stop at 0630 in the morning----great job officers--you girls should be proud!We are!! It was more like 230 in the am. Those two Officers 1-po, 1-ppo did a great job stopping and holding that guy. There's been about 20 garage burgs in the north beverly area, and watch them stop now. Dude did 6 yrs for the same thing-same area. just good street level police work. Hold your heads up Officers, the people in the neighborhood thank you. GREAT JOB.

Hey everyone, we have to stick together. The next few months, make that years, are going to be "TOUGH". King Jody is going to make a name for himself by "disciplining" rather make that incarcerating police officers. Back eachother up, be sure of yourelf and who you are working with. Don't trust your Sgts. This is the greatest department in the country. Just like O.W.Wilson int he 1960's. Jody will ride off and never to be seen in our city. But our kids will still live here, and some will become Chicao Police Officers. We will retire here and complain about the taxes that we are paying. But it is OUR Department, OUR City, not Jody's. Keep the good work up, stay positive, and don't do anything stupid in the near future, and this to will pass.

I work in 017. Love it there. There is crime, gangs, etc., but we also have quiet, peaceful neighborhoods where coppers live too. I'm one of them. And I make sure between my calls, personals, transports, assists, etc. that I police my own neighborhood. A number of us here do that every day during our tours. And you know what? We don't have cars full of shitheads sitting on our blocks, getting high all night. No burglaries on my block in the past 4 years. I'd like to think I've contributed to that, even though my beat is on the other side of 017. If you guys aren't looking out for your own in "your part" of 008, shame on you. And whether or not Leo is heavy, he's a good boss. A huge improvement over that incompetent lardass you lost to O'Hare, so deal with it. That's the trouble with this job; a lot of you wouldn't know a good boss if you fell over him, too many of us in "bitch&whine" mode.

In no way shape or form is the 17th district like the 008th district. I'm glad to hear that you are keeping your homefront safe. Not too many people get the chance to work in the district where they live and with the bonus of being on or near the beat they live. With that being said........you had made comments about blaming us Blue and whites for not keeping our side safe which I told you was wrong of you to do because once again....you cannot compare 17 with 008 other than the fact that police live there. True, you can't really compare 017 to 008. Those of us who live and work out this way will never allow our neighborhoods to fall like our SW side brothers in blue. And no, I won't worry about 008 at all. I just don't like to read here how the cops who work and live there blame their commander for problems in their neighborhood that they could resolve in large part by themselves, if they had the gumption to do so. Stay safe out there in 008 too. And do whatever you can to protect your own homefront.
