More Rumor Quick Hits

All sorts of interesting rumors lately. We cover the "uniform commissary" in depth below this post. We also heard the following in the comments:
  • The massive transfer of Sergeants down south has been delayed or canceled? What the hell is going on? Did someone point out that there are seniority issues involved in the involuntary movement of individuals from their respective districts and watches?
  • Closed Market is dead? Again? We shall reiterate for the slower readers who are monitoring the site from 35th Street - if you can detail people from HQ for 90 days and not affect operations, then HQ is overstaffed by at least that many people. If any place needs to learn to do more with less, it's Headquarters.
  • The people being stripped for years old beefs? There's a common thread to each rumored removal - a Rule 14 violation. This tracks with an initiative rumored to have begun with the recently departed Deputy Superintendent of Patrol who told anyone who'd listen that a Rule 14 violator is "no good" to the Department. They can't work undercover, they can't be on warrants, they can't even testify at a municipal hearing. There are under 100 of them currently on the Department and we'd imagine that each and every one of them is going to be put through the wringer shortly.
The mayhem continues.

it used to be the only way you got fired from this job was pissing hot or robbing banks on your day off. now you get canned for anything. go to your calls, back each other up, and be reactive, NOT proactive. talk to a guy who was stripped, seperated, and let back on after board hearing. no pay, no benefits, lawyer bills, divorce, loss of house, incredible stress, damaged reputation. etc... if you go out and work and you get caught up you have no one to blame but yourself. sorry if i rambled, peace brothers.

About 5 months ago, we got the lecture about Rule 14. They are deadly serious about this one. A 14'er technically cannot even work Call Back bec they cannot atest to the validity of even a freaking case report. Rumor has it that there are some heavy guys that have been 14'ed in the past which were swept under the rug. I had learned that my commander got a list of every 14'er in the dist. This must have gone to all units. Now, as "Rev" Wright would say, the chickens are comming home to roost.

Hey, I know alot of good people at HQ. Somebody has to do the work required by the Stae and Fed's. Are there some cowards, sure, but most of those I know were good cops and bosses who liked the hours.

From what I hear, things aren't being done and droping by the wayside. Out in the districts we may not see it, but eventually we will. Why do you think we don't have automated case reporting. They don't have the people to work on it. Would anyone on this blog turn down straight days and weekends off. Find somebody you know and trust at HQ. Ask him or her how short they are.

The shortage of man power comes from TRU and all the people assigned to the areas, not HQ. TRU does nothing. Aren't on the zone, don't anwer calls, can't remeber the last good arrest. I've seen TRU cars writting parking tickets.

I work in headquarters and I will be the first to say that most of the units are way overstaffed. The supt's office had a handfull of people doing nothing after Cline left nad Starks had his people from the 1st Dep's Office doing the work...for months. closed market is useless and people should be sent back from their details to the districts. This happened last year and i see a bunch of them are already back in the building after their phone calls. stupid shell game

if u took time for rule 14 it really should be over with, by the way scc how is it that u know how many coppers are rule 14 violators, and u seem pretty certain that they will all be removed how can u make such a comment? if the city agreed on a penalty and it was already served how then can this be reopened? any real lawyers have a say about this?

You don't understand the blog and you don't understand how to read.

Do you have any idea how much information, rumor, bullshit and stuff we process here every day? And every so often, someone comes up with gold. Our info comes from POs, Sgts, Lt, and at least a few Capts. These are people who see the paperwork before it goes out. Sometimes they write it. We mask as much of it as we can. So we have a pretty accurate picture of certain things.

We never said that every one of these people would be removed. We said they'd all be put through the wringer. Unless they can find a spot to put these people for the 7 year duration of the Rule 14 violation, they are going to have problems.

The Sgt.'s contract does permit the city to detail sergeants out of their assigned district but there are certain provisions that must be followed. First of all, the details we are speaking of here are to a district and generally are considered "getting dumped." The city can detail a sgt. to another district in the same area but must do so by reverse seniority among management sergeants first (regardless of seniority or watch). Bid sergeants are generally safe. If the detail is outside of the sgt.'s area, the sgt. is entitled to time and a half for every day worked. There are two types of details, the 90 day detail (long term) and an emergency 28 day detail (short term). So if I was one of the two sergeants that got moved from 023 to 006, I would put up with the long ride for as long as possible and then file a grievance and laugh all the way to the bank! I can guarantee the city will rescind this order.

Quit crying, they are in my district this week and have been in on some decent enough pinches, as good if not better than our tac team, one of told me they don't want quanity from them anymore, so they don't have to pimp people and can look for good shit, they had a few hot cars and one stop got them 2 pounds of weed, decent enought to me. What i'm tired of is the dogs we have laying down on jobs for over an hour, resulting in others having to pick up the slack, that's one reason why we are so busy most of the time, our tac teams can never seem to take a job when asked either, alot of bs is you ask me...

One of the only things that could get you fired from a department that I previously worked for was lying or committing perjury.(Article 14?). Is it that much to ask that an Officer tell the truth. Since when is arresting someone that won't be prosecuted, or taking a day or two suspension worth your career or reputation. Maybe we wouldn't be getting sued as much and losing so many jury decisions if things weren't done accurately. Where I worked previously, even criminals and defense attorneys rarely accused Officers of lying during a trial, because they knew a jury wouldn't buy that claim. Not so in Chicago. Wake up....camera's are now everywhere.

Remember several years ago when Daley started his big campagin against guns....I remember another copper telling me that one day he will issue us guns and restrict our carrying them as well....keep them locked up in police locker etc....Well.....me thinks this may come to life if the city issues guns to the rank and file....their guns...their terms....They will draft an order stating when / where you can carry them...just watch...it's comming!! Let's see, Ill list personal HQ observance from the last year or two... the medical section - one nurse to see you, one to make appointments, one to handle paperwork... its like a batallion of uniformed lazy nurses....never call back, too lazy to process paperwork (hey, the collection agency thanks you for my business) The guard posts...I can understand one in the lot and a couple at the desk, but I counted 8 blue shirts and 3 white shirts last time I was down there. Correct me if I'm wrong, but dont.....policemen... work at hq? Why are they guarded? Ever seen the pod camera room? What a JOKE.... ten coppers with one eye on tv and one on the pod. but, hey, someone has to call in that illegal parker or the drinker! Please tell me that this is a joke. I find it hard to believe that someone with supposedly at least a limited college education has no idea how to find out what Rule 14 is.

That is why misinformation runs rampant on the CPD, and has forever. Too many are too lazy, or just too ignorant to look anyting up. There is a wealth of infomation in ILCS, City Code, Rules and Regulations, orders and other places. Of course you have to take the to find it and interpret it. I suspect most heroes would rather learn from someone else, usually the guy with the biggest mouth, who normally knows the least.

I was wondering how CPD members did regarding any Shakman Claim awards. I recieved a letter 1528 file claims 125 were found ineligible. The average award id in the area of $8,000.

I spoke to a couple of coppers who received notice of awards ranging from 6-14 K.

Shell game very popular. Move them out of 35th street to hide in other units. Then slip back in. Several 35th street PO's went to academy and hide. Two year wonders, girlfriends of bosses. Check out personnel division. PO with car but does no investigation. Ist deputy office hiding girlfriends. Watch the shells, where they stop everyone knows!

The Department has been doing this forever. The Unions need to have it written into their contracts. Sergeants bid for their watch and not their district. Those who bid for a district are protected for 1 year. The rest can be moved. The arbitrator held this up.

WOW, Here we go again, the department is up to its old tricks,' I was detailed to the new
STREET INPACT INITIATIVE DETAIL located at area 4 in the basement where the old school patrol unit was located. At roll call this morning was Greg Bella & Tim Fallon from FOP. They stated that the department would not tell them a thing about the new program which is a 90 day detail, Shields and that IDIOT Commander Franklin were present along with this very nice but clueless female LT. who I'm sure will bear the brunt of this disaster. They say it is not a school patrol unit but the main focus is on high crime around schools, yeah right, and the people detailed here are all 35th Street inside workers who thru no real fault of their own, are not up on making arrests, so how do you motivate these folks, this is another smoke and mirror blowjob and if they really wanted to help out around schools they should have asked for volunteers, young guys and gals who would love to have some weekends off and straight days and would produce good arrests, Shame on Jimmy Jackson for allowing this to happen, Young innocent kids will suffer in the long run. Boy I really have had it , ASnd I thought Jody would make a difference.

RULE 14: False official police report. Includes to/froms, essentially anything you put your name to.
So for example you write a to/from stating something and it comes back that you lied, then hence a potential rule 14 violation!

Unit 196 has the highest percentage of former "administrative aides" than any unit in the Department.

Quit crying, they are in my district this week and have been in on some decent enough pinches, as good if not better than our tac team, one of told me they don't want quanity from them anymore, so they don't have to pimp people and can look for good shit, they had a few hot cars and one stop got them 2 pounds of weed, decent enought to me. What i'm tired of is the dogs we have laying down on jobs for over an hour, resulting in others having to pick up the slack, that's one reason why we are so busy most of the time, our tac teams can never seem to take a job when asked either, alot of bs is you ask me...

Like the poor Sgt. in 017 who was defending his home, then we find out he kidnapped an innocent kid , put a gun to his head and forced him into his car to look for the asshole that threw a brick at his window. All these stories about coppers getting stripped have one thing in common...stupidity on the officer. Three more DUI's last weekend. Not up on current events huh?

Hey, come on now, be nice to the guy who wants to know what a Rule 14 violation is. It comes right after a Rule 13 violation and right before a Rule 15 violation. jeez, that wasn't hard now was it?

Just walk over to your department computer in your unit, log on and look it up. It's right there between Rule 13 and 15. I think it has to do with walking around with one's dick hanging out and in one's hand.

Give them to people who need to go slow and haul equipment, K-9, E.T.'s, Crime Lab, Horses, Neighborhood relations, Better yet give them to the big bosses so we can all see them coming.... not a substitution for squad cars...

Rule #14 violations....there are approximately 200 Officers with a sustained Rule #14 violation against them. The problem is that when you receive a sustained CR# against you, the Department likes to tac on a Rule #14 Violation also. Their argument is that the to-from you provided in answering the CR# is false because the CR# was sustained. This is unfair to an officer that has a sustained CR# that was bullshit. Heard from a source that J-Fed wants to terminate P.O.s with Rule #14 violators but can't. He wants to change the rule for future violators of Rule #14. IAD will be reopening many old CR#s against P.O.s. to look to make sure it can't be done now against any perceived "problem" officers. Guys, please watch you back on this one. CRs are serious business now.
