Meeting Updates

Anyone who is there, knows someone there or gets home after being there and can get to a computer, type it up and fire it over here. We'll update as possible.

THIS THREAD IS FOR THE MEETING ONLY.

ALL OTHER SUBMISSIONS WILL BE DELETED.

UPDATE: At 12:05 AM or so, this post will be moved up from its current location (1900 hours Wednesday) to stay at the top of the page for Thursday.

So far, the biggest news is J-Fed saying 75 Sergeants and all "merit" picks will be identified? That's a big change - it'd be bigger if they'd release how these people achieved "merit" status. Perhaps a family tree for some of the less obvious picks?

It was a good turnout, standing room only.....A fair amount of good questions posed to the sup, mostly about merit promotions, rule 14 and 15.....tasers were brought up....Also, the whole in car camera and the accountability issue was brought up from, I think the traffic guy who got jammed up. Sup didn't have a good answer to that one. Assault rifles weren't brought up, nor was technology upgrades and new cars. Schedules were discussed but not at length. Not a bad start to these if they keep them up.

I'm not sure how the first poster counts, but it was standing room only by the end, so way more than 100 people there. I thought that JFed handled questions well, but he still shows signs of being a fed and not quite understanding how local, city policing works.

You did get a mention though, SCC! He claims he does not read the blog but people around him do and tell him stuff that's on it.

Frank Bella came at the Sup strong, he made J-Fed look like a complete a-hole-----I have to commend the sup though, no other would have done that, but nothing was solved and I actually left more pissed off then when I walked in.

Also, from his mouth to our ears.....22 merit pics which equates to a class of 75, list to come out Friday perhaps. He didn't say if it would start on monday or the following week but 30% of 75 is 22.5 and surprisingly enough they rounded down. Also, the list will show who is merit and who is not. I say, a good move on his part. its about time, I know a few people that have been nominated and they deserve it, hopefully they did so that this new system is not flawed.

I don't even know why anyone would have gone to the meeting anyway. He can't change anything, except where people are assigned or recommended to be fired. The City, Department and FOP have contractual agreements that have to be followed. Any suggestions for changes have to go through the union. This is all smoke and mirrors. This guy is only here because the Fed's say he has to be here. He collects 3 big ones a year and moves on. He'll never last those 3 years unless he tells the stuttering prick he's under arrest. Then he'll have the full support of the Dept.

I WAS ABLE TO BE IN THE 2ND ROW AND WHEN BEA C WAS TALKING HE DID NOT MAKE EYE CONTACT WITH THE CROWD HE LOOKED AWAY AND SAT UNCOMFORTABLE THEN IT WAS HIS TURN TO SPEAK I WANT TO THANK GREG BELLA FOR STARTING OUT THE QUESTION ANSWER SESSION AND PUT JFED ON THE SPOT REGARDING THE COZZI INCIDENT JFED WAS AGITATED AND VERY DEFENSIVE IN HIS ANSWERING. SOME GREAT QUESTIONS CAME OUT IN THE MEETING AND YOU CAN DEFINATELY SEE THAT JFED IS IN OVER HIS HEAD. HE DIDNT EVEN KNOW WHAT IVC STOOD FOR (ILLINOIS VEHICLE CODE) W.T.F. I would say around 200 showed up, Sup didn't really have any answers besides "i'll have to look into that." but at least hes trying, or trying to appear to be trying, to improve morale. Cuello didn't seem to have a clue.

The sup came over and a regular guy who just isnt savy about the workings of the CPD and the City as a whole.
When he was asked questions about hammering people on Cr numbers, he responded by saying that he reads what comes over his desk and does not rubber stamp the files. He added that he has kicked stuff back for re-investigation as well when he sees that something is not quite there.

God turn out. Good questions. Nothing was solved but alot was brought out into the open.
The new Sgts list will identify merit picks.
What it was good for was to give the sup some unfiltered feedback from the troops.
Donhue, Bella and some other FOP folks were there. Bella came at the sup hard on the Cozzi issue.
Someone brought up the discipline for supervisors. He seemed shocked by what he called a "breakdown" in supervision. He also seemd a little suprised that PPO's who don't cut it are being passed through their cycles by FTO's.
Again, it was good to have some direct communication with the sup. Not a lot of answers but he now sees there is more on his plate than he initally thought.

Top poster could not have been there. Standing room only. Donohue and Bella there. Bella hit him with the opening shot about P.O. Cozzi and J-Fraud did admit that he further the public available clip of Cozzi to SAC Grant I believe. J-Fraud has no clue about the local interactions. Promised a Sgt. list this Friday. Said he ordered 2600-3000 Tasers. Cuello said she would let us know where there are at. Great questions about morale etc. Next meeting with him we need to find out how he promoted some of these Commanders.

I thought the meeting was very interesting. In all fairness, the guy had hundreds of pissed off and fed up coppers who were relentless with the complaints, comments, and booing. Let us just hope, and I do mean HOPE, that he can pull part of what he promises without the mayor having his way and keeping us where we're at. He even stated that our rules and regs are in some cases over 40 years old and they need to be updated. Overall, it was a good meeting and worth going off duty.

The sup won the battle with Bella regarding the Cosi incident. The message was that you can crack someone if it's spontaneous,(spit on then, you can immediately punch) but a premeditated attacks (walking away, get shackles, apply shackles, and blackjack) are out. The sup called his fed buddies and the fed took it from there.

The sup mentioned that his command staff said P.O.s' would not like the sup ride along with them. P.O.s in the meeting said they would the like the sup to see the streets through their eyes.

New sergeants would be made this week (Thursday/Friday) and those made merititoriously would be noted on the announcement. No notation on those already made. No more sergeants until new merit process is set up. Anyone who took the two parts could fill out the new meritourious forms. If 5000 took both parts the person scoring 5000 could be made merit, if person could show his/her great qualifications as a leader. Poor test takers but great leaders would not suffer. (How about me who scored in the 200?)

An officer told the sup about a ppo watching and not assisting his FTO in a fight. Sup said PPOs should get real life academy training by POs with current street experience. P.O.s should be detailed to and rotated out of the academy, not assigned. PPO evaluations should be legit. If FTO says ppo isnt qualified the ppo should be washed out.

Grade C overall because Sup still thinks like a Fed and has no idea on how we operate.

We know that all you need to do is take the first part of the exam to be merit! I think everyone should know if these new merits know how to do more besides read the questions hahahahaha. The unfortunate truth is that the coppers with the most C.R.s are some of the most skilled. 99% of C.R.s mean the officer was out there doing super police work. It is hard to base merit by awards since those are bias.

I was at the meeting and I have to tell you I left feeling better about J-Fed then any other Supt. I think its great that the Merit List will publish the names. That is huge for us. Finally, we can see who is getting promoted. He didn't know what IVC stood for. So what that means nothing to me. Fuck Cozzi, he deserves everything he's gonna get. Anyone that beats up a dude in a wheel chair never should wear the uniform again. Bella needed to ask more questions regarding our contract and stop backing coppers that step on their dick over stupid shit. Dude was in a wheel chair. You saw the video fuck him. I want to know about our money and when are we gonna get our contracts. Bella your a real asshole for taking up so much time about Bella and not our contact issues. FOP dropping the ball again.

i'm not one that write on blogs, but i attended the sup's mtg tonight and was impressed with its "worth." i initially took the sup to be a jag-off, but after this mtg...he appears to be a reasonable guy. albeit, he strongly disagree with cozzi's situation. the cozzi situation is really a matter of opinion of right verses wrong. the turn out was decent. several issues were raised and the sup had no immediate response. but, i got to give it to him...he received quite a few displeased officer's complaints; he maintained his professionalism. i personally feel we should give the guy a chance. we all realize he was handed a bag of garabage coming in; we jus have to give him his fair shot at bringing about change. the merit promo's in the future appears to be a good step towards changing the good old boy way of promotion.

Bottom line, JFed: You need to realize the difference between the SA office (that's State's Attorney) and the USAO (US Atty Office). We arrest people on probable cause (yes, that's what your Watch Commanders are there for). We don't arrest people only when we are sure that they will be convicted (the feds way. how else do they have an insanely high conviction rate?) Hell, sometimes we even end up arresting people and then releasing them without charges. It happpens. But what doesn't happen - and more importantly, what you do NOT want to happen - is officers deciding that there's a small chance in hell that a victim will not show up to court, therefore he/she does not need to make the arrest (hello? has anyone made a retail shoplifting arrest lately?)

Can someone explain what it's gonna mean to expose the merit selections? Everyone who was at the meeting is saying the dept is gonna expose the merit selections. They will still get promoted even if they're undeserving. Exposing them just gives everyone a chance talk shit about it, but what good is that if they still get promoted.

Wasn't a bad meeting. Some people brought up good points. My personal favorite was the guy who talked about getting jammed up on a camera, though he apparently didn't do anything wrong...shit bag lied, camera showed cop did nothing wrong, cop still gets a day. JFed couldn't comprehend that all the guy wanted was something in place that when these shit bags lie to try and jam us up they should be punished. JFed doesn't understand that we arrest people everyday on ligit charges that we KNOW will NEVER go anywhere in court. When was the last time you got PC in branch 38 on anything less than 4 rocks?????
Overall good beginning. I will attend more if they happen. I hope they do.

Good turn out to the meeting. Bella opened up with both barrels from the start! I think alot of people missed the piont that he was trying to make, from reading the posts. Bella wasn't trying to defend Cozzi, he was asking if the Sup. was setting up a course of action in the future for issues that he feels "justice" wasn't served. Nobody can justify what Cozzi did, but he did serve his suspendtion and court ordered probation. How many bites at the apple should the city get? I think that is what Bella was getting at. And it was a good question.
As for J-Fed, he is a first class shmoozer. The one post said he was rattled, I didn't see it. I thought he was cool as a cucumber up there. He didn't rise to the level he did at the FBI by NOT being a politician. No questions were really answered(not that I expected any REAL answers), and he was actually getting the rank and file to laugh with him. I think that the whole "I'm an ordinary guy, I just wanna get to know ya" thing is completly contrived, and I don't buy it.
All in all, more smoke and mirrors. Just like when he says we have 13,500 P.O.'s, when he knows we only have about 9,300, and more retiring everyday...

J-FED is making changes to the department that previous superintendents failed to do. Although, he has made some controversial moves, he's showing that the department needs change. Also, that their is hope for newer generations officers to get promoted based on hard work as oppose to any political affiliation.

J-fed was hammered about the Cozzi incident.

Yes Cozzi looked like a brutal fool. What you did not see on the video and the Dept. or the press is not telling you. Is that the guy in the wheel chair was just placed in that chair to control him. He is not confinrd the a chair because he can not walk or any other medical reason.

Hospital security called the Police for help, the Police arrived and the poor guy in the wheel chair fought like a dog. It took several hospital security gaurds and several Police officers to control him and get him into that chair.

Yet he continued to kick the Officers and spit at them also not seen on the video!

Some of the questions were more of the same we see here every day. Some of the guys just wanted to vent, but that was expected.

Now lets see if any of the tough questsions he had no answers to will actually be addressed.

I think a more effective way would be for each district or unit to elect a unit rep. (no not the FOP unit rep.) collect legitmate concerns and have a monthly meeting with J-Fed. Have a system in place to track his responses to concerns previously discussed.

I think this would create forward motion instead of a bitch session were he has to defend himself for three hours.

But what do I know, I am just a P.O....

we are in worse shape than first thought, to get excited because they are going to identify the merit picks. who gives a fuck, if you have half a brain you can figure it out, if your so concerned get some balls and ask the person if they are merit or not.
If it turns out they are merit are you going to disobey a direct order? there are a lot more important issues than merit.
1. stripping p/o's for drinking off duty
2. contract negotiations
3. how far are they going to take this rule 14 violation. an off duty officer is assaulted by a bunch of gang bangers, in the g.o.c.r. where it says home address most officers would put the off-duty officers work address, well this is falsifying an official report, will they attempt to go after officers for such petty things?
a laundry list of others....

I will say that after the meeting i went up to him , he shook my hand and answered a few questions for me , he didn't run out after it was over. i think that there ia alot of misinformation and rumor about him in this department. give the guy a chance its only been a hundred days in, and he still has to get all his info from the most corupt merit hack command staff the world has ever seen.

Plea bargains account for close to 96%+ of Federal convictions.

That's because the Feds, upon conviction at trial, are amazingly successful at persuading Federal Judges to hammer the hell out of any who dare to insist on a trial.

(Federal Judges are appointed, not elected, which has a lot to do with their undeniable prosecutorial bias.)

If even half of those charged were to go to trial, there'd be a Federal backlog for years and a lower conviction rate, as, of those who go to trial, (who, in effect, make the Feds prove their case), approximately half result in acquittal.

So, with the threat of getting hammered if convicted, most charged with federal offenses cut a deal, plead guilty and take whatever sentence they've been offered, always substantially less severe than what they've been threated with getting if convicted at trial.

That "insanely high conviction rate" is as much the result of the perceived impossibility of winning at trial as it is of the feds actually having an unbeatable case against the accused.

That, and the interesting way in which the jurors are selected and what instructions they are given by the lifetime appointed judges.

A lot of defense attorneys licensed to practice law in the federal courts have a federal judgeship appointment in their future plans, so you figure out how fervently they work to persuade their clients to 'take a plea'.

It's a whole different ball game.

The Cozzi issue is a very important union issue. I am not defending Cozzi at all but I would like the union to fight for what is at the core of the issue, being punished twice for the same infraction.
In the courts the people we lock up have the double jepordy rule but on this department we can be tried and punished twice for the same incident. I think we will be seeing quite a few more examples, especially those with rule 14 violations, in the near future. This reopening of investigations needs to be delt with by our union.
As for your "getting our money and our contract" statement, I never knew J-Fed now has the power of the mayer and city councel! Why on earth do you think our union should be discussing this with J-Fed at a meeting like this? How much input do you really think he will have in regards to our contract? Start looking at the big picture asswipe; our rights, not only as police but as citizens of this country.

My favorite part of the meeting was the question asked by the
F/2/50's in the front row. She asked, "Why was da seargents exam held at Steinmets high school?, it took me 45 minutes to get der' from my house on the southeast side. Can't der' be a place closer to take da test for us southsiders."
Then this goof actually produced MapQuest directions from her house to Steinmetz showing that it takes 45-47 minutes to get there. Then she complained about the $3.00 toll for the Skyway.
This was the second or third question of the forum. The entire room stared at this woman as if she had 3 heads. What a friggin joke!
Hey Lady, maybe that long drive effected your test taking skills because obviosly you didnt make seargent!

For those of you who took your precious time to attend, question & share what happened - I thank you. From all I've been hearing & now reading I didn't miss much.

Didn't it occur to this twit he 'might' want to have some clue as to what it is the police do day in & day out? He should return his costume/uniform back to the costume rental place, take the money he's made thus far & RUN!

How can you be the 'Top Cop' (cough, cough...) in Chicago and NOT know what IVC is?

He came across as a regular guy? Well... isn't that nice? I'm glad some of you meeting Howdy Doody in person left you awestruck enough to 'hey, give the guy a chance'. Thankfully - it appears THAT opinion is limited.

When learning of J-Feds' arrival I really tried to keep an open mind. Hoping that possibly some fresh blood who owed no one anything could bring this department into the 21st Century. Not only does this clown come across as a uninformed moron, but (despite the huggy session some of you seemed to have gotten) he seems to be confused as to what his role is. Apparently he thinks its to fuck over the police at any given moment. We ALL know that's the FOP's job. (WTG Mark - totally unimpressive, as always)

Tasers, guns, computers, vehicles? Really? Where is the money gonna come from? His & Da Midgets personal salaries? The Citys' complete and total mismanagement of funds has Chicago in financial dire. Hiring more police officers? Again - with what funds? And based on what we've been getting PPO-wise in our district only 1 in 5 (maybe) isn't a moron. No life skills, no people skills. (before I get ripped for this... NO ONE expects any PPO to be a Super Cop, but I think it's reasonable for them to have some skills to actually DO the job - most I've seen are incapable of tying their own shoes - or even drive in some instances...)

The promotions? Considering the mass exit of retirees (all ranks) the department is going to have to do something.

The Cozzi incident. It's easy to arm chair but considering NONE of us were there I think it's unfair to hang him out to dry. He did what he did for whatever the reasons. He was punished, pretty severely too IMHO. He did the 'crime' & he did the 'time' including an apology in open court to a guy who wasn't the 1 who even beefed. For J-Fed to submit the file to his cronies for 'review' is shameful. The Feds can call it what they like - it still smacks of double jeapordy to alot of people.

Deployment. Maybe I don't currently reside in a high crime area. But - if J-Fed & his crew don't stop pulling manpower from their ASSIGNED districts it won't be long before it is. Those in lower-crime area are just as deserving of police service as high crime. Put the tact/gang teams BACK in their districts. This department has all kinds of silly units that can be re-deployed to address problem areas for saturation or whatever you want to call it. Use them.

He has no input as to what the ASA's will/won't prosecute? Really? The ASA's office won't talk to him & help come to a greater understanding of what WE (police & the courts)can do to provide some sort of preservation of safety & order to the citizens (that includes us, as we're forced to live here) of the City?

For those of you in need of more huggys or want the chance to bring LEGIT questions to J-Fed apparently you'll have a lot more chances. Fax came thru right before the meeting started announcing several more dates/locations to meet with J-Fed.

He knows morale is in the crapper - worst I've seen in 15 yrs on this job. He and more importantly Da Midget KNOW we are laying down. Do our job to the letter, write the reports & wave to the jagoffs on the corner. It wouldn't surprise me in the least to find that the Midget told J-Fed to DO something. The media can't be kept out of this for much longer. Lil Richie has got alot of other problems lurking & looming on the horizon, not to mention his grand plan to host the Olympics (LOL, love that one) - he can't take a roasting by the media & his precious reverends.

Appears to me, yes - even this early that all is status quo. A lot of non-answers, because boys & girls - methinks J-Fed didn't study before this 1st test/trial by fire. He hasn't a clue, nor has he shown any desire to learn at all what it is the police do (well, other than him defiling our uniform). 3. Your choices on your command staff are a complete and utter joke. No need to go into particulars - WE all know what dolts they are (even if you don't). But - for the sake of civility here, they haven't any idea what the streets are anymore (some none at all). A ride along in some hopping districts I think would be a tremendous eye-opener for you. Let you see 1st hand what we deal with every night & let YOU articulate the probable cause to make stops or clear the groups on the streets. I can think of MANY officers (who are completely unimpressed with you, myself included) that would welcome you to ride 3 or 4 nights (especially on the weekends - heh heh prayin' for rain Jody?) to get a true hands on experience. Leave your silly uniform at home. Jeans and a sweatshirt will be just fine.

4. A few Meet n Greets is NOT going to improve anything Jody. You are being paid a helluva lot of money for a job you aren't qualified for. In order for you to get respect you have to give it. Learning about what CPD is/does would show at least some interest to the rank & file that you're here to actually be a part of CPD - not dismantle it piece by piece.

One thing I'd like to see posted is a list of questions already asked at yesterdays meeting. When the Supt and Cuello go to their next "CAPS" meetings, new questions are asked of them each time. My observations are that some burning questions regarding the department weren't asked. If they want to hold these dog and pony shows, they better expect to have their feet held to the fire.

Finally, we can see who is getting promoted. He didn't know what IVC stood for. So what that means nothing to me. Fuck Cozzi, he deserves everything he's gonna get. Only a true BUFFOON thinks like this in this day and age. There is more to being a good cop than being a dope and a thug who can't follow Dept. Rules and Regs; and can't do police work without getting constant beefs. Sure, criminals lie on us all the time, but I'm talking about frequent beefs from Supervisors, decent citizens, and other Cops, who are often the first ones to recognize an asshole copper who has zero respect fo anyone and thinks he's above the laws, rules, regs, and common courtesy when due to someone. The truth is, some of the coppers on the job need to grow up and use some tact, disgression, and integrity. The heat these nut-job cops bring on us all is incredible, and does damage to us via: more discipline, pay raise negotiations, and Dept. image. The comments were probably written by some black glove wearing goof with no life outside this place.

I hope that everone will realize that there probably wont be another meeting with J-Fraud.
If another meeting is scheduled then i think it is very important that we have some sort of orginization in place. One person delegated to ask very specific questions and keep track so we dont repeat ourselves. Maybe this should be the FOP's responsibilty. If we show J-Fraud we are unified and organized then it will put more pressure on him for accountability or atleast those he placed in the Command positions. FOP should post all questions and answers in the newsletter or on their website along with upcoming dates of the next scheduled meetings with J-Fraud.

Here are the notes I took.
J-fed admitted calling the Feds on Cozzi, but said he just wanted the civil rights section to look at the video and had no clue that they had indicted Cozzi. I call bullshit on that one.
He said a class of sgt.'s being announced Fri. and the sgt.'s that were made meritorious will be revealed.
He did not know what IVC stood for and it was funny when a Det. introduced himself to ask a question. J-fed looked nervous and turned to Aunt B and asked her if the meeting was only suppose to be for p.o.'s. The room erupted in laughter and told the idiot that det.'s were p.o.'s.
He admitted that p.o.'s were being stripped too quickly and wanted to change that.(rule 14)
He stated that wanted to change how rule 15 can be enforced.
J-fed or Aunt B didn't have a answer for a officer who asked what are the consequences when a supervisor makes false accusations against a p.o. He told the p.o. to go to the inspector generals office.
He said he never ordered dui check points to catch drunk coppers.
Any p.o. who passes both parts of the promotion exam can put themselves in for meritorious promotion.
J-fed said he thought he saw a document somewhere were the department purchased 3,000 tasers but wasn't sure if we had them. He said he believes all p.o.'s should carry them and he rather have a officer taser a subject than beat or shoot them. He said he would check into it and get back to us on tasers.
He said the dept. is authorized to hire 450 recruits this year.
With the blessing from Marky Boy in the audience, J-fed was able to tell us he was looking at two different work shifts. One group of p.o.'s would work 4 10hr. day with rotating days off and the second group would work 3 12 hrs days with tue-fri off. He said that group would be good for p.o.'s going to school. He definitely feels the 6 workday is antiquated and wants to get rid of it.
A p.o. asked him to do ride along with p.o.'s in busy districts. He said that he was told by his exempt staff that p.o.'s wouldn't like for bosses to ride with them for eight hours. Again the room broke out in laughter. He them asked for a show of hands of officers who wouldn't mind having a boss ride with them for 4 hours of the tour. All 200 plus p.o.'s raised their hands and he stated he would see what he could do.
Then a officer asked why the city, department,and SAO wasn't taking action against people would were proven to make false allegations against p.o.'s especially when proven false with the in car camera. He stated that it the SAO that doesn't want to prosecute these cases.He further stated that he doesn't like to present a case to the SAO unless he is sure he can win the case in court. He was quickly reminded that this wasn't the FBI and and we lock people up and don't worry if the case is winnable in court.He basically said that the video is useless with the SAO. But then another p.o. asked him why did we have to be monitored like little children with the in car cameras. This guy then contradicts himself and says that the cameras are good to exonerate p.o's against false allegations.
The question was brought up about pulling gang/tact teams from other districts to work hot spots.
These are a few points of the meeting but there are several point I am sure I forgot.Sure a lot of the meetings time e=was used by stupid questions but those officers took time to go to the meeting to ask their respective questions.

I too was there last night and I saw quite a few former SOS guys in attendance. It was good to see them too. It shows that despite the disbandment, they are still concerned about the way the CPD has turned for the worse.

We all know that essentially the CPD's version of the word includes political patronage, nepotism, bribery, clout and corruption.

I would like to propose a NEUTRAL suggestion that should be acceptable to both the troops and the City.

Forthwith, all should refer to this policy as "management discretion" or option, prerogative, etc.

To do otherwise is an insult to our intelligence and allows the media and academics to assume that the CPD's definition of "merit" is consistent with Merriam-Webster's dictionary. Far from it.

Finally, Daley, Weis and the City must publish a categorically and unequivocally worded definition of "MERIT", Chicago-style.

Fellow officers, if you insist on using this word, please use quotation marks ("merit", "meritoriously") or refer to it as "so-called merit".

Until this is resolved, I suggest that it be termed "management discretion", simply abbreviated as "mgmt".

In the past cpd supervisor's and even training staff treated cr#s like awards being a little dirty was encouraged to get the job done.The public like uppies in gentrified areas welcomed (aggressive) policing to increase their property values and protect them from the natives.Alot of you drank the koolaid. Now 2008 everything you were told or at least encouraged to do is bad. This paper , more like a book will be out after sos trial and I will try to forward to media. An officer told the sup about a ppo watching and not assisting his FTO in a fight. Sup said PPOs should get real life academy training by POs with current street experience. P.O.s should be detailed to and rotated out of the academy, not assigned. PPO evaluations should be legit. If FTO says ppo isnt qualified the ppo should be washed out.

JFED believes we have a legit FTO program. At the meeting, he seemed ignorant that recruits are not guaranteed a FTO during the training cycle. What can we expect if PPO's are bounced around during the three training cycles? FTO program is in shambles. He also mentioned his displeasure with academy. He has yet to visit staff at academy. Brust also has ignored the academy. Great idea to rotate staff every three years. Who will train new staff and pay for specialized training for gym and range? FBI academy uses retired agents with specialized skills that are NOT rotated every three years. Let specialists from FBI academy evaluate CPD academy staff. I am looking forward to the next meeting.

This is the best suggestion. List the concerns, document his replies, and then you can follow up on what got done and what was swept under the rug.

However, as much as a lot of PO's are hoping that the meetings are a step in the right direction, unfortunately it is obvious that this guy is a shrewd operator who will do nothing to address PO's concerns - his agenda is to dismantle the CPD. These meetings are desperation tactics sparked by the reduced activity.

If the last class of Sgts was made of 35 P.O.'s off the list and 15 by merit we (the people not being promoted by merit) are getting screwed. If they take 38 off the list, 30 percent of 38 is 11.4 which they would then round up to 12 and get thier class of 50. If you just base that they get 30% of a class of 50 they are promoting more by merit then they should be.

At the meeting, a PO from academy talked to JFED. It seems JFED is confused with CPD arrest procedures. He cannot understand CPD arrest is based on probable cause. Believes we should only arrest if the case is winnable in court. If we do not make arrest when we have probable cause, we get CR# and stripped. He is truly clueless. JFED compared federal conviction rate to CPD. Two totally different systems. Shame he does not have a few street wise exempts to assist him. Cuello was very quiet. She tried to verify status of 3000 tasers in academy but did not provide an answer. He was also confused about in car cameras and officer liability. Someone should brief him before the next meeting. At least have some clue about life for a PO on the street. And we need longer than 90 minutes.

Here is another way to look at the merit promotions. For example if you take a class of 50 we get 35 and they get 15, times those numbers by 30 ( figuring the city has made at least that many classes over the years)
35x30=1050 legit
15x30=450 Merit
The large the number gets the closer the merit number gets to the legit number.
But if you take
38x30=1140
12x30=360
it will always stay close to 30% (but stiil slightly in favor of the city since 30% is actually 11.5)

as a patrolman and chicago police officer I was at the meeting and am completly embarrassed. I thought many of the people in there were completly unprofessional, loud, and went about it the wrong way. I loved it when all the F 1 police officers stood up in the middle of a response from the SUPT OF POLICE and felt the need to shout like a bunch of animals "yeah come on out the da south side ride with us" screaming and yelling like we were in the middle of 64th and laflin. im a southside officer and was completly embarrassed. I also think that too many people were not there for the department but for themselves. they had there own agenda and no matter what explination or answer the super gave they were not satisfied or happy. I understand that many of the guys there had issues that they got f'd over and had to take days... but for these people to stand up and litteraly tell the man "we dont trust you" or yelling back at him like we were in a bar when he is trying to give you answers is not only disrespectful but unprofessional. for god sakes people, you dont have to respect the man but respect the rank. it looked like a bunch of animals in a drunken bar. some officers approached it very good and had a grievence, but asked it with respect and class...which is the way it should be, not like a bunch of little crybabies...very embarrassing. I didnt like J-Fed before but I got another look at him and I think he Might be ok... but after that joke of a conference im sure he thinks that we are all idiots now... why in gods name would he want to help us if we are going to disrespect him that much??

Who cares who the exempts are. Actually we all know who they are almost immediately.

What I would love to see is a published explanation of just why each was promoted as exempt. Give us the reasons! If they really are so outstanding I would think that the dept. would want to showcase their accomplishments

This will NEVER happen and we all know why.

If they published the actual accomplishments of the COMMAND staff of the CPD it would only take one page.

He is in way over his head. The command changes were made with no real knowledge of who or what was going on.
The real reason for the meetings. Someone clued him in on the morale problems and aggressive policing. He is trying to have it both ways.
Believe it, the Alderman Carothers knows what is happening , he mentioned it in a comment. Everyone is worried about the summer months, worried about their jobs.
Actually, kind of amusing to see them squirm.

Here is another way to look at the merit promotions. For example if you take a class of 50 we get 35 and they get 15, times those numbers by 30 ( figuring the city has made at least that many classes over the years)
35x30=1050 legit
15x30=450 Merit
The large the number gets the closer the merit number gets to the legit number.
But if you take
38x30=1140
12x30=360
it will always stay close to 30% (but stiil slightly in favor of the city since 30% is actually 11.5)

JFED believes academy staff should be rotated every three years. Who will replace them? Who actually wants to work at academy? TARA is a hidden job with hidden PO's. In academy, a PO would need training to teach recruits the curriculum designed by training board. Maybe he is correct. He can have a nationwide search for instructors. Maybe more ex-FBI agents to teach at academy. I suggest JFED visit academy and talk to satff or Brust could visit unless he is too busy.

Finally, we can see who is getting promoted. He didn't know what IVC stood for. So what that means nothing to me. Fuck Cozzi, he deserves everything he's gonna get. I got in a rear end hit and run accident recently on the Eisenhower, the State Police did the report in almost nothing flat! All on the computer then he printed my copy in the car, he ran the plate and inserted the striking vehicle's info from the computer, all done in less than 10 minutes!

The IL State Police do NO reports with pen and ink like us. The CPD is so antiquated it isn't funny, we are stuck in the dark ages. Remember when we were told we would get automated case reporting on computers? What bullshit. Other agencies have had that for YEARS. meanwhile I work on a good for shit PDT with no batteries and Windows 98!

And I do my reports with a pen in longhand!

We are a least ten years behind other large police agencies. M4's? Shit, we aren't even in the 90's! Oh, and the State Police computer system has a response time to run a plate that is in seconds, that temp plate came back almost instantly. Not us, the CPD has shit equipment and shit training.

No sense is asking the Supt anything, it would take such a massive infusion of $$$ to bring us up to date, stuttering prick Daley will never let loose of the funds to do that.

I don't recall any academy guy talking about that - But I do recall Joe S. [ex traffic guy/saved by detail to 1300 west Jackson] bitching about one of his many verbal abuse beefs. This to the point of being far more disrespectful than the groups that earlier posters were mentioning, that reacted spontaneously to a subject near/dear to them.

You can say that again. There are countless bosses who refuse to make decisions which they are responsible for making. Worse yet is those who will make decisions, but consistently make poor decisions that place people unnecessarily in danger.

Nothing demoralized me more than seeing either type get promoted, let alone to exempt ranks. Yet, there they are by the dozens.

Say what you will about Cuello, but as a sergeant she was not afraid to make decisions, and she was right far more than average.

In the working districts it takes "HOURS" to get to an available computer to process your prisoners. We need lots more working and available computers in all the stations. Way to much aggravating down time just standing around not able to process prisoners.

The copy machine is down all the time. If you need copies, which you always do, we're always told we have to travel to another station or library to get copies. WTF!

The fax machine is always broken. WTF.

The desk is always out of reports, out of dope bags, out of prisoner bags, out of blue evidence bags. This department is something.

Hit or miss getting a working radio, pdt or safe squad to take out.

None of this was brought up at the meeting with J-Fed.

This department and its equipment is a major embarrassment

I agree. Focus on items that directly affect ooficers on the street. JFED does not control the contract. But he does control assignments, equipment, discipline, promotions. Bella has a point but the Cozzi case takes away the real issue. JFED circumvented the established disciplinary system. At least we know where he stands on discipline. Strip first and if you are not fired, then call the feds for civil rights. Focus on the crucial issues. Please leave the maps home and to hell with foot posts in 16.
