City Hijinks

Is it just us or is the Chicago City Council just about the most useless legislative body in existence? Observe the following:
  • Not only did they waste god knows how many hours and dollars banning foie gras, now there is a movement afoot to repeal the ban:
    • Aldermen opposed to Chicago's controversial restaurant ban on foie gras said they will try to force a vote Wednesday to repeal the measure, which gained the City Council widespread notoriety since its approval two years ago.
  • Not content to drive jobs out of the City with anti-big-box ordinances, the City Council was about to drive hundreds of small venue music shows out of town, voiding out millions in entertainment taxes, liquor sales and assorted jobs:
    • The ordinance was drafted in response to an independent panel's recommendations after the E2 tragedy of 2003, where 21 people died after a stampede in an overcrowded nightclub. The proposal would require event promoters to apply every two years for a license that could cost up to $2,000. Promoters also would be required to obtain at least $300,000 in liability insurance.
  • And to top it all off, whose fault is it that substandard road material was used to construct thousands of miles of road in the city that can't stand up to a regular winter? The State's fault even though the State supplied the City with the block grants to spend as they saw fit...spend crookedly evidently:
    • Chicago is fighting a losing battle against potholes because arterial street re-surfacing has been put on hold for the last two years, aldermen were told Monday.

      First Deputy Transportation Commissioner Tom Powers blamed a shortage of state funding, apparently tied to the Illinois General Assembly's failure to approve a capital plan.

We've seen this proposal a few times before and perhaps it's time for some enterprising reporters and politicos to try it out - cut the number of aldercreatures by half. The savings in property taxes alone would be enough to balance out a few of those outstanding pension obligations at the very least.

Has anyone ever been to a city council meeting to watch the show? Took my son to one...The council meeting is nothing but a dog and pony show rubber stamping everything that the mayor wants.

I cant even fathom the amount of waste and corruption that occurs under our noses.

Just wait till young "Slugger Daley" gets out of the Army and is handed the office of Mayor of the City of Chicago. Kinda like Lipinski did for his kid. The Daley Dynasty will go down in History as the most(you fill in the blank)

I would like to propose a referendum on reducing the pay of aldercreatures to that of cops or teachers. Think of the savings to the taxpayers if these public "servants" worked for the wages they expect us to. And how much do they get per year to decorate their offices? That has to go.

If they work for the public, why can't the public demand this? Six figure salaries for banning goose liver? God help us. Or them.

The problem with reducing the number of aldermen is that it's throwing out the baby with the bath water.

These are supposed to be our city's version of elected legislative representatives.

The county board is a good example of what happens when the legislative branch of any government body is too small, relative to the population size whose best interests it is supposed to represent.


Perhaps a little food for thought:

The City Council can be compared to the Senate; 50 representatives elected from 50 wards.

What if there were, in addition to the city council, to be a city legislative body created similar to the House of Representatives?

Perhaps based on 100 population based city 'districts', elected every 2 years, with the alderman positions being elected every 4 years?

That way, every 6 years we'd be electing not only both our aldermen and 'district representatives', but also our state Senators and State Representatives.

If the citizens truly are dissatisfied with the behaviors of those constantly being reelected, and if the citizens really want their desires to be respected and their interests taken seriously, the citizens have to step up and be willing to make the efforts necessary to be active and enthusiastic participants in their own governance.

What better way than to have those seeking to be elected, or reelected, to face the will of the voters/citizens as often as possible?

And for the citizens to have the practical and effectives means to fire those who fail to satisfy?

After all, who really is stupid enough to think that for Democracy to actually be 'Government For the People, By the People and Of the People', the 'people' don't need to do anything, not even vote?

(that last one is a rhetorical question)

I've looked through some of the general orders but can't find anything about this situation.

They had J-Fed on along with black rev.s, spanish rev.s and white rev.s the usual bullshit artist like jesse jackson and flaky phaeger. ARTICLE 25A
PHYSICAL FITNESS

Effective January 1, 2009, all newly hired or re-hired officers and any current officers who are promoted shall participate in the physical fitness program set forth in Appendix T of this Agreement. All other officers may elect to participate in the physical fitness program; any officers who exercise this option shall be subject to the same terms and conditions of participation in the program as all other participating officers.

APPENDIX T

CHICAGO POLICE DEPARTMENT PHYSICAL FITNESS PROGRAM


A. The purpose of the Chicago Police Department Physical Fitness Program is to establish a physical fitness standard for all Department members to ensure that their physical endurance, strength and conditioning are commensurate with the responsibilities and expectations of sworn members of the Department and to increase such members overall health and quality of life.

B. All participating officers shall undergo an annual physical fitness assessment that evaluates aerobic capacity and cardiovascular endurance, strength, flexibility, body mass index, resting blood pressure, resting heart rate and other appropriate indicators of physical fitness. Each officer's physical fitness shall be measured on an individualized basis consistent with the standards established by the Illinois Law Enforcement Training and Standards Board's Peace Officer Wellness Evaluation Report (”POWER”) Test and principles commonly employed by the medical establishment to evaluate an individual's overall health. All such standards shall be adjusted to account for an officer's age, sex or other relevant and appropriate factors.


C. If an officer is unable to satisfy the minimum standards for physical fitness established by the Department, the Department shall provide the officer with the guidance and resources that are necessary to assist the officer in improving his or her fitness, which may include, but not be limited to, a consultation with a personal trainer from the Education and Training Division, a customized nutrition plan or exercise regimen and ongoing progress reports. The officer may reschedule the physical fitness assessment at his or her discretion, but must satisfy the minimum standards for physical fitness within ninety (90) days following the initial assessment. An officer who fails to satisfy the minimum standards for physical
fitness within this ninety (90) day period shall be referred to the Medical Services Section for further evaluation regarding the officer's fitness for duty.


D. The components and standards of the physical fitness assessment and the results of such assessment are not subject to the grievance and arbitration procedure set forth in this Agreement.

The layer of asphalt is only half to three-quarters as thick as it should be. As usual, the media buys into the city's excuse. Next, the city will say that there are 13,500 police officers.

The newest City proposal towards the contract is posted on the FOP's web site under the Current Contract page.

I can't see an arbitrator inserting this into the contract and I cannot imagine the FOP ever agreeing to this provision. The last line "D. The components and standards of the physical fitness assessment and the results of such assessment are not subject to the grievance and arbitration procedure set forth in this Agreement." is particularly revolting.

Officers, do not expect a swift or amicable resolution to the contract. I believe this will be the most bitterly contested (and most important) contract we have ever negotiated.

I don't see this contract being settled for a couple of years at this rate. Kiss alternative work schedule goodbye, forget City paid insurance for retirees at age 55, this is headed to arbitration and the sooner the better in my opinion.

Did I mention fuck Jody Weis? Do not work hard for this jagoff. This beady eyed stroke will no doubt go down as the worst superintendent we have ever had and that includes those on Al Capone's payroll.

Remember please that is was that stuttering prick Mayor Daley who gave this abomination Weis to us. Never ever forget that as you introduce yourself to a car load of gangbangers, if you even bother to make stops any more that is.

So let me get this straight. Now the city wants me to be tested annually for fitness, check my blood pressure and resting heart rate. Does HIPA come into play here or am I supposed to give the corrupt city personal information like that so that they can eventually weed me out if my heart starts to give me trouble in my fifties? I know the city is just interested in my well being and not interested in protecting its bottom line at the expense of officers who put the time into this strssful job. FOP better be asking some serious questions here.

Per G.O. 94-08-1: "Any officer who discovers or has reason to observe a parking ticket violator leave the scene of infraction prior to receiving violator's copy will immediately access the HotDesk to find the address to which the vehicle is registered and drop the ticket off at the violator's address on the way home at the conclusion of the officer's tour of duty. This will be done in the officer's personal vehicle and supervisors will not approve overtime in these instances."

It took a while to notice I guess, but when did this police issue blog become a sounding board of discontent about everything City of Chicago? Seems like since it's been noticed now by a few different media sources that the SCC admins have started acting as an unofficial news reporters on all issues NOT related directly to the department. Yah, we get it that the blog's been noticed by a few media outlets, but why not keep your topic choices police related instead of increasing your scope of opinion on all city of chicago topics that don't directly concern the police department the blog is supposed to be about?

And yah, we're all VERY well aware this administration is corrupt and has no intention of changing. But if you want your own column in a newspaper, apply for the position as an editorial columnist.

The farther this blog gets away from police issues, the less I care about the subject matter. Sure, you'll keep a few coppers hanging around just so they can do what they do best, and that's bitch about anything under the sun. But for those of us who came here to see what's happening on CPD rumor central, or to get the latest blunders afoot by the Sup, we really don't care about Daley's newest tricks to fuck the taxpayers outta more cash to line his family/friends pockets. I can get that info from the actual media if necessary. If nothing else, I can dream up the next Daley screwjob and I'm sure it's already been done or is in the works, and it ain't no surprise.

But, if you check E-Track, you'll see we are actually down about 1200 gun recoveries from the same period last year. The department is currently on pace to recover about 6600 guns this year, compared to 11,000 for the past three years.

The department also knows the number of Cook Co. Jail "take-ins," which I hear are down at least 50%, possibly more.

We are talking about THOUSANDS of bad guys that are going to be on the street this summer, instead of inside County fighting their cases.

We are also talking about THOUSANDS of additional guns on the street for summer fun time.

The city is headed for a total disaster this summer.

Watching crime stats go up is all fun and games, but don't forget that we are on the front lines of this chaos. And, while these bad policies mean more danger for the citizens, they mean even more danger for us.

I just got my city sticker renewals today. Middle of the page, left side: "Explanation of fees" THE REVENUE GENERATED IS USED TO MAINTAIN ARTERIAL STREETS

So why again are they waiting for state funds?
Or come July 16th, when all city stickers are paid for, will the streets be resurfaced????

Speaking of pot holes. U gotta love Cicero ave from Midaway airport to just past the I55. You can look at miles of center median tree pots and fancy designer sidewalks (w/ fancy designs) on them for the bums that try to wash your window to walk on and off in between sidewalk. And stone plant boxes fully stocked w/ different expensive flowers every season and then watered with a water truck during rush hour blocking a lane of traffic. while you drive very slowly through 100's of giant car wrecking potholes. That are not being fixed. Where are the indictments?
