- While on a street stop the other night I got into a political discussion with a high ranking member of the GD's while I ran his name. it goes like this:
Dirtbag: hey office you boys ain't running like you used to huh?
Me: What the hell does that mean?
Dirtbag: ever since your new boss came to town, police dont come at us hard no more.
Me: yeah
Dirtbag: I think it's funny, it's like the bossman is on our side.

Dirtbag: i sees on the news all the time about him taking your badges cause of any made up story. thats funny too, cause you know when we gets caught dirty- we call our lawyer then OPS or IAD to make up some bullshit story to help us outta the jam, and them dumb motherfuckers believe anything you tell em.

God I hate when coppers stop some shitheads or even a group of them and start conversating like they are shooting the shit at a bar. My conversation would have gone like this:

I believe it is likely true that the actual conversation took place, but regardless of whether or not the actual conversation has taken place, the elements of the alleged conversation are exactly what the street crud already know and are thinking. And if the actual conversation has not taken place, it will, and soon. Just a matter of time.

TOO ORGANIZED AND CIVILIZED A DISCUSSION TO BE TRUE, JUST MY TAKE ON DIRTBAG INTERACTIONS
I can't verify this story but can add my own. From what I have seen for myself & heard from other officers it's becoming more & more common.
Few weeks back when it was actually warm (so much for Spring) - the local rabble rousers decided to raise holy hell up & down Division. Multiple calls of the mobs actions wielding bats, golf clubs, hammers etc genrally harrassing anyone out that day.
What did the police do? We arrived on scene in a timely fashion, activated our blue lights to disperse the ever-growing mob. The scallawags would drop their chosen tool and flee - to be recovered & added to the growing collection in our trunks.
At one point 2 old school brothers (who knew & understood how to deal with the police) watching the Tom Foolery yelled out 'Hey, Office!!' I replied 'Yea?' Old School #1 says 'this is a buncha bullshit, when this shit useta happen ya'll would be out here whoopin' ass!' 'Yup' I cordially replied. 'Ain't ya'll gonna do nuttin about this shit?' 'Nope - ya'll got what you wanted. Gonna be a bloody summer. Have a nice day'. With that we drive off to collect a broom stick and 2 bats off the parkway. As we do we hear the 2 MF'n us to Holy Heaven and back.
Thank you J-Fed, King Daley & the West Side reverends. CAPS? Gimme a break! In just a short span of time they have effectively ensured that any decent people living in these areas CAN'T count on the police.
Not that I don't want to do my job. I have and proudly for 14 years. I DO want to retire & collect my pension & not worry that all the years I devoted to policework are not taken from me due to me administering a much needed/deserved pop in the back of the head to a little POS and get me an indictment & 30 pending.
Slowly but surely even the 2 year wonders are figuring out what is going on. The writing is on the wall.

The days of doing your job the right way & if a beef comes it'll be handled appropriately, because the days of 'the beefs will come if you are the WORKING police are gone'. J-Fed SAYS he doesn't want report takers & wants the police to be pro-active. He has already shown in a very brief period of time this in fact is not true.
Just out of curiousity I compared the arrest stats on my beat only for April/May 2007 & April/May 2008 - the numbers are WAY down. What I found more interesting was the type of arrests. Warrants, traffic or signed complaints were 90% of the arrests made for 2008. Versus 2007 in which alot of actual pro-active policework was involved - dope, guns, etc.
I encourage others to do the same. Look at the numbers (CB #'s that is) - they don't lie.
I pulled up onto 1 of the regular dope spots on my beat the other night & saw an unmarked parked on the street. An odd sight these days. Pulling up to lend a hand we find 3 gang officers sitting in the car. When I asked what was up they responded 'pissing them off and fuckin up business'. THAT is what we have all been reduced to.
Congratulations Daley & J-Fed!!! Well done. In 5 months you have effectively neutered your entire police force.

I can tell you right now its not BS. The bangers know they have control of the streets right now. They joke with us because they see this as a game, at least with the police. The game is stacked in their favor. The bangers know if a shooting happens in their area to lay low for few days (They are afraid of the indictment police "narcotics" because of cameras).
I'm overjoyed I left the gang team this year. I relax and answer my jobs in a timely manner. I give paper when necessary and keep the blinders on. I joke with the shitheads I used to chase and lock up. I tell them to their faces I don't give a shit what they do and its their hood now. wrong, the down hill slide began when supt Hillard took away our mag lights and replaced them with the poly stinger. I felt like I was a child when this stupid idea took place. This was done after the mearday incident (theil and comeado)sp?(it's funny how things come full circle, wasn't mearday just in the news.) 2nd. you are not allowed to chase a vehicle. 3rd. your are not allowed to shoot at a vehicle if it is coming at you, just step out of its way. This is when we were slowly transformed into who we are today, report takers. We were treated like children during this mans reign and nobody took notice. A officer made a mistake, we will punish them all and take the officers advantage or tools away because they don't know better or can't be trusted, this how you treat a child! Just my theory... not to sure if this was the first incident or not, I am came on during the last 2years of M Rods tenure.

in ten years of working the worst neighborhoods i cannot comment as to true or false on this story. I can say that the bad guys notice changes too. They definately felt the heat when it was applied. They watch the news also. They may not be school smart, but they are often cunning in their ability to sense weakness. They know the department is weakening and new officers are softer, maybe all officers are softer, for different reasons of course. Its not worth a correction smack anymore, due to law suits, cr's and possiblly going to jail. The people who will suffer most this summer will be minorities who hate us on tv, but need us the most. It's one thing to get your adreniline up and alittle fear when responding to a job or something in the line of duty, but these days you are in fear of the administrative aspect following the arrest/dealings. It is pathetic. I do not and will never understand the means for tying the hands of the police.

in ten years of working the worst neighborhoods i cannot comment as to true or false on this story. I can say that the bad guys notice changes too. They definately felt the heat when it was applied. I wouldn't be too sure of that. From what I gather from the posts here, it seems that white officers in "white" districts (west end of 008, 022, 016) are crying out for some real police service from their comrades.

I think that the story is part true and then other parts not so true. I guess the real question I pose to everyone out there is how many of us are going to have to be shot in order for there to be real change in this department.
