The Meeting

D-Day:
  • May 14 @ 7pm in the 35 & Michigan multi-purpose room.
We've debated here over the past day and we've come to a sort of consensus on this event. It would be better to show up than to boycott. Because by not showing up, J-Fed can claim he made the effort to reach out and was rebuffed. If everyone shows up AND hammers him with questions, we can prove our theory that he's nothing but a puppet and it's business as usual with the Mayor pulling all the strings.

So, how to approach the upcoming meeting? We know the conspiracy buffs have been active in the comments, pointing out that everyone needs to present ID to attend, that only patrol officers can attend, that much of the FOP leadership will be unavailable in Washington DC for this meeting, and that the entire media room is wired for sound and pictures.

We feel that the FOP really ought to be taking some sort of lead in this, gathering questions and designating some person in authority to present these questions in a formal manner since it isn't really a big leap to say that the political powers will put a brick the size of Manhattan on anyone who questions them too aggressively. Any of the inside FOP guys would be good as they can't be moved. Bella would be ideal.

We hereby offer this comment section to post any question that might come to mind and then the FOP or some KMA member who doesn't really give a fuck because he's happy working midnights in Area 2 can ask it at the meeting. And more importantly, the questioner can demand a realistic answer. "I don't know" or "I'll get back to you" isn't a legit answer. Once J-Fed or Aunt Bea says those words, you know for a fact it's a bullshit meeting with only one purpose - smokescreen.

SCC's #1 question:
  • Define "merit" and how mere mortals can strive to reach "career goals" so that we too, might one day be deserving of a promotion that doesn't involve bloodlines, birthright or brown envelopes of cash to aldercreatures.

CAPS IS ABOUT A PARTNERSHIP WITH THE COMMUNITY.
Well 13 years ago we had beat cars, rapid cars, sector cars, district wide cars, 2 WAGONS, watch guys in plain clothes, hospital cars, park cars, guys in the parks, and tact and gang teams that were detailed out occasionally, guys at the hospitals, foot men who knew their beats and people. ESSENTIALLY WE WERE COMMUNITY POLICEING.
Now we have Beat cars, occasional rapids(which are detailed out) , no tact, gang cause their detailed out, no foot men, 1 park car for a district, no hospital cars, and no foot men who know their areas.
IT SEEMS TO ME THAT COMMUNITY POLICEING DISAPPEARED WHEN YOU GAVE IT A TITLE AND MADE IT AN ENTITY UNTO ITSELF.
COMMUNITY POLICE MEANS PUT POLICE IN THE COMMUNITY, NOT SATURATE A COMMUNITY AT SPECIFIC HOURS. BACK TO THE BASICS IS WHAT WE NEED. MORE PATROL DIVISION MANPOWER.

#1-put suggestion boxes in every roll call in each district. yeah, I know some of them that get dropped in the box will be bullshit venting, but then some would be very informative and ideas that would better the department. I only say this because we all know that when you speak up and gripe about something, you have to worry about the reveng factor from the wc and dc. Let J-Fed or his immediates have the only keys.
#2-the bullshit number of 13,500. lets here the truth. we all know it's well under 10,000 officers. Also, if the city is budgeted for 13,500 and we only have say 9,400, where is all that money going that isnt spent on actual officers?
#3-contracts! the city and the department continually waist money on bullshit but never ever pays the troops a decent wage let alone on time. WTF!. Why can't we get interest that OUR money is collecting without a contract, hmmm.
#4-Stop with the physical fitness bullshit. what little percentage of coppers that actually do all the work, maybe 1/3 would pass the power test, do you really want to be the cause of the downfall of this depart j-fed?
#5-J-fed, Are you going to squeeze your eyes together, open them and actually see who you have in supervisory positions on this job. OMG - I'm so fucking embaressed and disgusted who's barking orders and calling the shots. shame shame.
#6-Start doing something about the broken judicial system in cook county which includes your town dumbass. They are half the problem why crime is so bad. Go to a pc courtroom felony and misdemeanor one day and listen and see what goes on, then if you're still consious, go to 26 call for the day and see all the cases thrown out, plea bargend down to next to nothing and findings of not guilty from judges like Fleming and many others.
#7-by all means, STOP disarming police officers when they go to certain courts. you're putting us all in harms way. We're not in the early 70's anymore. Get with the times. Open your eyes to what goes on at these courts and who's supposed to be protecting all of us.

I was hoping that the new Superintendant would have done something like the following: Go to roll call in a fast district on the 3rd or 1st Watch. and introduce himself to P.O. &**(*&. " I 'm Jody and tonight I m your partner. For the next 8 1/2 Hrs I m going to depend on you to get me home. I want to learn what you deal with ever night.I have never done this before. And after he did that in 3, 4, 7 11, 10, 15 25 14....

Why are we still adhering to the antiquated POWER test? Departments across the county have had job analysis conducted and have tests that actually reflect police work... for example, Naperville is hiring, and their test, in lieu of the POWER, tests 1. speed exiting a vehicle while seatbelted....2. abaility to drag 160 pounds dead weight out of a vehicle 60 feet.... and 3. abaility to scale a 6 foot barrier (chain link fence type).....

What is the correlation between the POWER test and shooting a rifle?

What is "merit"

Why does it take 6 months for a scan tron test to be graded? When I was in college it was graded on the way out the door directly after completing the test....

why are college kids grading our essays?

Why does a disproportionate percentage of promotees come from headquarters?

Why does NAGIS accept applications yet never, ever call for interviews unless you happen to be 'connected'?

Why does the press still believe we have 13,500 policemen?

Why can't I qualify with a greater variety of brands and calibers?

Why do I have to qualify with my 45, my 9, my alternate 9, and my snubby? Couldn't I qualify once with a semi auto and once with a revolver, and spend the rest of the time, I dunno, practicing rather than wasting dept ammo on qualifying?

Why can't we carry tazers?

Why can't I get a functioning radio- one that works INSIDE a building or UNDER ground, in the El, which are SOFT TARGETS for terrorists?

Why can't Sgts have radios that monitor the FIRE dispatch?

Can't we at least get batteries that work? Maybe

Can't we at least get pdt's that work some of the time?

Why are we spending top dollar on blinkey cameras that statistically do NOTHING...

How do you intend to improve morale?

Where is our contract?

Why are we still working 6 days in a row?

If the Mayor is investigated by the Feds, does this present a conflict of interest for you, a former Fed?

Why hold this meeting in a room at hq that is outfitted with microphones and cameras? Why not pop into roll call instead?

Why does the department refuse to prosecute those who commit perjury in that they sign an affidavit that is proven a lie during the course of a CR investigation? Why are these people not treated equally as a PO in the matter of perjury from the department's view?

What has the department asked of the civic leaders and "reverends" to help "bridge the gap" between the police and their community? There have been sweeping changes within our department as a reaction to a public outcry; and as numbers are telling us although the everyday interaction between the police and community members has changed (because the average PO has resorted to reactive policing and frankly doesnt care)the community behavior has not changed one bit. In fact, it has only gotten worse. So what is expected of the community and when can we expect to see it?

why is it recently reported Peoples gas increase rates of 6% ComEd increased rates by 6% groceries on average are increased from 6%-13% gasoline is up exponentially the City recently increased my water bill by around 6% my property taxes are going up at least 6% and yet, the City's contract offer for cost of living expenses sits at 1.1% This is a major factor in the low morale. We as POs are living check to check more than ever and what the City is offering is essentially a pay cut. Do you, Jody, plan on going to bat for us and advocating for us to the Mayor that we need the pay raise we are asking for?

Mr. Jody, A history lesson 4 u. When the CPD first came up with the so called merit program they came up with the line (lie) some people just don't test well but they would make excellent supervisors. The great minds of the CPD or city hall decided those made by the merit system did not even have to take the promotional exam. That did not sit well with the troops,and it made no sense at all, unless clout was a factor, so it was change to they only had to take the first part of a two part exam. Thats right even to this day a so called merit person only is required to take the first part of a two part exam. The first part is really a pass fail exam. So if you do not take the second part of the exam how in the hell does anyone know you are a poor test taker? History again Mr Jody your Department almost appointed a Sgt. to Lt. even though the good Sergeant failed the Lt. test. If he had not told anyone he had failed the test he would be a merit Lt today. By the way Mr. Jody on WLS radio you said you know of FBI people who do not test well but became excellent supervisors. Did Mr. mayor tell you to say that? I have talked to FBI Agents, who state the FBI does not test to promote. So if the FBI does not test for promotions how do you know who was a poor test taker? Last will you tell us of those who did not take the second part of any CPD exam, how many of them were promoted.

#1, I drive a big white car that says"Chicago Police" with flashing blue lights, loud ass horn, and a siren.
#2, I wear a blue uniform, with a patch that states "Chicago Police", a name tag with my name on it, and a star with my number on it.
If they can't figure that I'm the Police by this point, do you realy think they should be driving?

What is the purpose of a merit promtion, and why would the department want to punish an employee who scored well enough to get promoted, only to be passed over by an employee who did not have the talent, or desire to prepare themselsves enough to score high, thus getting promoted legitimately. This affects officers in more than one way.
For example, the present Sgt list, there have been only 35 (??) officers taken from the list. There have been 50 P.O. promoted to Sgt., giving a total of 15 merit. Why should 36-50 on the list be punished and lose the senority that the merit Sgt.'s have? And let's face it, most of the merits were beyond the point of promotion by rank in order. If they were high enough on the list, they would have been told to wait, and not burn the favor.
Please respond, and eliminate the merit promotions.

can you please tell me why when you finally open a bid to a desirable unit after our contracts have been violated by way too many clout only management placements to a unit like Ohare ...the bid is put out Friday evening late,so the least amount of people will know of this and then claim the bid won by a person detailed for over a year prior to bid open.. excuses can u lay out for this ?, it....so question is.....will the contracts regarding transfers ever be legit, can the end runs around the bids stop being slipped thru...wink wink by union reps who are clearly not on top of the endless 90 day only details....oh yes rumor has it this will be addressed very soon....we have a very full page of people detailed for eternity from ourunit....don't even think of denying us time due...can you address these two issues or are you as confused as the fat Phil hucksters pretended to be.......sincerely Old School

Ask J-Fed how come 11th Ward clout fucks like Keating have made high rank. Ask why he disposed of so many years of valuable police experience and what is the real story behind the dumping of his new chief of staff.

And of course, the City claimed the reason why our contract negotiations were going slow was the lack of a Superintendent. Now that the new Superintendent is in place those same negotiations have slowed down even more. Why is this?

Does J-Fed know how fucked up morale is among the rank and file? Does he know or care that so many officers, young and old, no longer give a fuck and do the bare minimum to get through the day so they can see the station in their rear view mirror as swiftly as possible?

I will do my part to avoid getting indicted or stripped of my police powers: little or nothing. Ask J-Fed about that, how does he feel that so many of his officers have that attitude.

What about a contract, where is it?
The Merit Promotions is a great one, totally unanswerable.

Why not limit the merit promotions to patrol officers assigned field duties in the patrol bureau. NO HOUSE CATS.

MANPOWER. How many people actually WORK in district law. Not assigned and then detailed out to skew the numbers. But actually work the field by district. List them, give them to the public embarass the Mayor, you have a contract they cant fire you, GROW A PAIR if you can dont be a wimp stand up to the little gut on the 5th floor if you want to get the mens respect show you respect them and the job they do.

Question #2 In the current method of testing for promotions, why isn’t the score from the first part of the test (tests for comprehension and knowledge of general orders/procedures, etc) not included with the second portion (essay questions) score to give a final score for ranking people without clout? Wouldn’t you want a better rounded supervisor that actually knew department general orders and was proficient in the scenarios given?

I know the real reason why they rank the test takers from the essay questions score only because they can fudge the essay portion score and you cannot do anything about the scantron portion because either you got it right or you got it wrong and it would be somewhat fair.

Here's the meeting:

12 hours days will make evrything good. (can you imagine working 12 hours in Englewood, or 4, 11? 10 hours would be better but LA has 12, so....)

Having long guns will make you happy. (do you have to pass a power test to get one?0

They're looking at the merit process. (Will he give specifics? What does merit mean now?)

What about the shortage of officers in the District? (Of course the real reason for the shortage is all the people in TRU and Narcotics. There have alwsys been people at HQ, in fact back in the mid 90's when we had more people on the watch, there were more people at HQ. There have always been people working the desk. J-Fed seems to think that no one ever worked at HQ or theon the desk before a year ago. Can some of these people be put back, don't know, soeone has to do the admin stuff, civilians can't do it all.)


There will not be anything but nice feel good answers from J-Fed. He loves us all and wants us to do well. He is our father figure. Of course he is a father who has never had kids of his own or been the police.

This is my humble suggestion, FOP contact Weis and tell him this is a great idea but we would feel better hosting this meeting at FOP hall at a later date. Our leadership will be back and our membership has more time to come up with the very best questions. And hopefully a meter maid will ticket Weis's car.

#1, Jody - where do you reside? Is it really in Oak Park? Are you STILL waiting on that condo to be ready in the city? or did you finally make the move??

This meeting is a typical management move to undermine the power of union members. Here's how it works: Management holds many meetings to hear what the rank and file want, does nothing meaningful about it, gathers information from the attendance, reaction, and cops that it can use to strengthen its power and eliminate the role of the union in the process. All the while, the rank and file stumble along thinking management really cares and will do something about it.

I think the union should reassert the fact that it is the official medium through which rank and file address their grievances.

I think a lot can be accomplished by rank and file by utilizing the tools already at their hands. That means each district, unit, should focus on electing a strong union rep in the unit and began utilizing the grievance procedures. Each district should also create its own newsletter that will focus on issues in that district, including updates on every grievance pending, as well as actions by state's attorneys, actions by supervisors deemed unacceptable. This newsletter could also keep members apprised of CR#'s and investigations. Maybe it's time rank and file investigated OPS and put their findings in writing to be placed in their employee files.

I think cops too quickly expect someone to represent them when they already have the union rights to organize themselves at the worksite.

On top of that, I think the union should file a letter opposing this meeting and it should attend and declare it at the beginning.

why is it recently reported Peoples gas increase rates of 6% ComEd increased rates by 6% groceries on average are increased from 6%-13% gasoline is up exponentially the City recently increased my water bill by around 6% my property taxes are going up at least 6% and yet, the City's contract offer for cost of living expenses sits at 1.1% This is a major factor in the low morale. We as POs are living check to check more than ever and what the City is offering is essentially a pay cut. Do you, Jody, plan on going to bat for us and advocating for us to the Mayor that we need the pay raise we are asking for?

Me fellow officers, please be aware of this latin phrase. While its meaning has more to do with property, it applies to this upcoming open forum that will be held with J-Fed and Aunt Bea at headquarters (their house) on Wednesday night.

Buyer beware…..

The last time J-Fed had one of these “Officers only, tell me the problems you face” sessions was at the 21st District a few months ago. Can anyone tell me what has happened to the 21st District since that time?

I can!

They got arguably one of the worst District Commanders in the CPD (until the genious move of promoting Lily Crum-Hales to D/C – WOW!) who likes to micro manage and shit on the working officers, and then to top it off, the proverbial cherry on top, if you will, they bring in THE worst Watch Commander in the history of the CPD, CPT Cynthia White. Trust me, if you are a dog, a worker, a cop who has to sit to piss, a cop who stands to piss, black, white, hispanic, asian, whatever – she treats you all like shit.


So, byuer beware. I know you can say anything you want now because most, if not all, the changes have been made. But, do you think the stuff in 21 happened just by chance, or was there some intent behind the moves?? I’m no oliver North type, but hell, even Mr. Magoo could see that these moves were suspicious to say the least.

I suggest somebody just go to the meeting and then ask J-Fed and Aunt Bea if they ever heard of a website or blog called SCC. They have to answer yes, or they will loose all creditibility that they might have. After that, just say you compiled a list of questions from SCC that you would like answered and go from there. A lot of good ones have already been brought up; define merit, what do you attend to do about the merit process to make it more fair, more open for ALL to see who is merit, etc, working PDTs, radios that work, pay that is on par with the real cost of living, and standing up in the media about us (a la the guy from San Franciso in the You Tube video) - all very good points.

That way you can blame anything J-Fed or Aunt Bea do not like on the annonymity of SCC and hopefully, hopefully stand clear of any backlash. Bottom line, I think this is just another smoke and mirrors ploy that will provide us with nothing, but, in the very least, you can get some stuff off of your chest and let the gripes be heard in a public forum.

Yesterday, 5/11/08, just as I was getting ready to end my tour, I get a job 20 minutes before check off. Ok, sometimes it works like that, but on this occasion, It is a traffic accident. Called in by an off duty police officer who stated he was just involved.
The KICKER is that in the comment section of my screen, typed in by the dispatcher are the words “POSSIBLE UPGRADE?
WTF is this. No alcohol is involved. The off duty, on the way into work P/O said he never said anything to the dispatcher to indicate the other driver was intoxicated. It was a very minor fender bender. So what is the “POSSIBLE UPGRADE” comment for.
Are they looking to FUCK and off duty officer?
Are they now required to ask the responding officers to determine is an off duty po had a pop prior to requiring police service?
Do they actually think I’m going to play this game?

I know of no college or university that grants a degree without taking some sort of test to graduate a course. So, you score high on a test, you get promoted. What is the purpose of a merit promtion, and why would the department want to punish an employee who scored well enough to get promoted, only to be passed over by an employee who did not have the talent, or desire to prepare themselsves enough to score high, thus getting promoted legitimately. This affects officers in more than one way.
For example, the present Sgt list, there have been only 35 (??) officers taken from the list. There have been 50 P.O. promoted to Sgt., giving a total of 15 merit. Why should 36-50 on the list be punished and lose the senority that the merit Sgt.'s have? And let's face it, most of the merits were beyond the point of promotion by rank in order. If they were high enough on the list, they would have been told to wait, and not burn the favor.
Please respond, and eliminate the merit promotions.

Look at the flip side,"lets just say" what if some, if not all of the merit deserved it and you want to do away with merit because "lets just say" you are a better "test taker" than the merit guy who "lets just say" is a hell of a better cop than you, where is the fairness? Question #2 In the current method of testing for promotions, why isn’t the score from the first part of the test (tests for comprehension and knowledge of general orders/procedures, etc) not included with the second portion (essay questions) score to give a final score for ranking people without clout? Wouldn’t you want a better rounded supervisor that actually knew department general orders and was proficient in the scenarios given?

I know the real reason why they rank the test takers from the essay questions score only because they can fudge the essay portion score and you cannot do anything about the scantron portion because either you got it right or you got it wrong and it would be somewhat fair.

To those wondering why we don't sue or prosecute people who sign an affidavit and make a false complaint just look at the affidavit. It should be like a complaint, as it first was when it came out, where the complainant's words go on the affidavit and they sign it. Now they just sign a bogus form that locks them into nothing..Do you rally think this is just a mistake, it's because the city, FOP, and others made an agreement not to hinder the complaint process by scaring citizens out of complaining...Look into it SCC, you'll see what I'm talking about..And how about it Mark, why has FOP pursued NOT ONE CASE even though IAD has even sent you some to consider??That's right, guys from IAD have sent the FOP bogus cases to look at and yet nothing....

I read the blog regularly but have never posted.

There are usually quite a few people who post my thoughts so I don't want to be redundant.

But there is one topic that wasn't addressed that is of utmost importance to all of us. I won't be able to attend meeting because I will be working and my District is too busy to escape.

Can somebody please make this point?

If there are only 9000 POs instead of 13500, manpower is only 2/3 of what it should be. If there where 4500 more POs paying into the pension, the city actually kept its part of the deal funding its obligation, stopped the loans to Daley's realatives that are never repaid and other theft from the pension we would be in much better shape than 49% funded. Can you imagine the effect another $1,215,000 going into the pension every 1st and 16th would have on our future retirement?

Yes that is a good estimate of how much we are screwed every payday $270 x 4500 = $1,215,000!

Then Again, Maybe Daley will read this and start salivating about the new stream of revenue an additional 4500 POs paying into the fund would provide for him to raid when he sees fit.

Somebody Please bring this up at meeting with J-Fed and post on the blog about it!

He has no authority to authorize pay increases, or change time schedules, or buy cars. He can't make the crime rate go up or down. He can't "charge" coppers with felonies.

He is in charge of manpower resources: Why are the districts short manpower?

He is in charge of discipline: Why are police being stripped after unsubstantiated citizen complaints, simply because the officer has some level of alcohol in his system?

He is in charge of merit promotions: What is "merit?"

He is in charge of staffing "units": What are the qualifications to get into Narcotics or Gang Intelligence or Traffic or TRU or DOC Staff Member or 35th Street Parking Lot Guard?

Good news from the Tribune:


A Maywood man who won a $1.75 million settlement after being beaten by Chicago police officers in 1997 was sentenced Monday to 4 years in prison for violating his 2006 probation for selling crack cocaine.

Jeremiah Mearday, 29, pleaded guilty in 2006 to selling crack to an undercover police officer in Glendale Heights. For that December 2005 offense, DuPage Judge George Bakalis sentenced him to 2 years of intensive probation and 180 days in the DuPage County Jail.

Assistant State's Atty. Paul Marchese filed a notice of violation of probation earlier this year, contending that Mearday missed seven months of meetings with the probation department, failed a drug test that indicated the use of marijuana, refused to take another drug test and didn't have a job for a year, as stipulated by his probation requirements.

An assistant public defender was appointed earlier this year by Bakalis to represent Mearday after the defendant claimed he was broke. Mearday again said Monday that he was broke after Marchese asked Bakalis to charge the defendant for the use of the public defender.

Bakalis ordered Mearday to report to his Wheaton courtroom on May 27 to be taken into custody and begin serving his sentence.

Why does the department refuse to prosecute those who commit perjury in that they sign an affidavit that is proven a lie during the course of a CR investigation? Why are these people not treated equally as a PO in the matter of perjury from the department's view?

It is up to your union to go after people who commit the perjury.

can you please tell me why when you finally open a bid to a desirable unit after our contracts have been violated by way too many clout only management placements to a unit like Ohare ...the bid is put out Friday evening late,so the least amount of people will know of this and then claim the bid won by a person detailed for over a year prior to bid open..

#1 start backing the officers in blue that put their neck on the line day in day out, rather then looking at any little excuse to get rid of an officer in an already depleted department
#2 Start working with the FOP on our work week. 6 days on 2 days off is horrible, by the 5th day productivity goes to the low end. 6 days on 3 off every week would motivate any officer.
#3 Better equipment. Start spending some money on the department. Our department is a joke compared to neighboring suburbs. From cars to radios, we need better gear!

Take the internet off department computers. Supervisors and recruits on the desk on the internet eight hourts a day. Desk sergeants tell you to use another computer, come back later to approve an arrest because they are surfing. You go to I-clear to make an arrest report. Says 1000 people are on line. 25 percent of the department on-duty personnel are on line? What a waste. Taxpayers would puke. Any one working a beat doesn't need the internet. Tact guy or girl doesn't need to surf on the job. WHo does?

Why can't the promotional tests be graded upon exit or at the very least, why is the city so adamant about not showing you how the tests are graded? As it stands right now, you can never know what part of the test you scored poorly on, and what areas you need to work on. In other words, what are they looking for?

Instead of meritorious--make the promotional exams fair and equitable. Straight multiple choice......end the subjective sections which are ultimately graded by non-police personnel!

Jody: BE the first superindendent to blow off the merit selection. Hire off the list. Why has only 35 people been promoted who scored well? It's not fair to the guy/gal who scored 125, 130, 140 on the list and has to wait for 37-42 "merits" to jump over them. That's a lot of seniority for those who just took the first exam or "blew" the second exam 'cause they know they will be put in for "merit". FOP - why aren't we addressing this merit crap in our negotiations? The department is full of people who don't know how to manage. I happen to work for a few of them and it sucks.

Please someone brave enough to go into a room covered in mic's amd cmaera and ask J-FRED to look into not allowing officers to be tried in 2 courts, The state (criminal charge) and when that fails the liberal media (FEDERAL Civil rights violation) At the start of any trial, The COurt must let the defendant know if this State law or Fed laws they are doing with, anf that's it. Rodney King needed and ass beating, the State court agreed, but not the Federal Court. BLAM BLAM 5 years for SGT.Coon. Know we have are owm....Bill Cozy. Or looking up IDOC information, or Illinois statutes, or Federal inmate info, or sex offender databases from IL, or IN, or MO, or MS, or inmate information from those states, or verifying attorney status with the Illinois bar?

Or how about you do what you want to do and let other people do what they want to do and let supervisors worry about their own and you worry about you?

The reason the city will not score the test immediately, even though you are using a #2 pencil and a scan sheet, is because each question/answer has to be weighed against the overall response for the question. Too many people get the question wrong, it must be a bad question. Why is it in H/S and college there isn't a problem like this. The written part and oral is just to bump the chosen ones to the front.

If the test for any promotional exam was on the up and up, then
why can't you get a copy to see where you fucked up. Because the city doesn't want the vendor to expose the grading system and have it challenged in court. The only part of this job that is legit is when you die or retire.

Yesterday, 5/11/08, just as I was getting ready to end my tour, I get a job 20 minutes before check off. Ok, sometimes it works like that, but on this occasion, It is a traffic accident. Called in by an off duty police officer who stated he was just involved.
The KICKER is that in the comment section of my screen, typed in by the dispatcher are the words “POSSIBLE UPGRADE?
WTF is this. No alcohol is involved. The off duty, on the way into work P/O said he never said anything to the dispatcher to indicate the other driver was intoxicated. It was a very minor fender bender. So what is the “POSSIBLE UPGRADE” comment for.
Are they looking to FUCK and off duty officer?
Are they now required to ask the responding officers to determine is an off duty po had a pop prior to requiring police service?
Do they actually think I’m going to play this game?

I spoke with Mark Donahue this morning. He assured me that this so-called "merit" (i.e., CLOUT) bullshit in promotions and assignments will be top priority.

Historically, the City cannot be trusted with subjective promotional procedures. The objective testing must be transparent and above reproach. We also can prove that the City's claims of "racial norming" are just a pretext for chicanery. In addition to IMMEDIATE Scantron scoring of multiple choice exams prepared by OUTSIDERS, followed by a challenge process, I strongly recommend that officers with street experience, felony arrests, etc. in high-crime districts/areas sometime during their careers be weighted heavily. Everybody should "pay their dues".

Any subjective ratings of personnel by CPD exempts is inherently and inexorably flawed and clout-infested. They cannot be trusted.

Mark Donahue is aware that I'm still in possession of incontrovertible documentation that there is less than one chance in 13.8 TRILLION (13,800,000,000,000) that the subjective portion of an earlier exam was NOT rigged.

Supt. Weis is also aware of this FACT and the existence of this SCC Web site. If Weis denies this, he is a LIAR.

I realize that there are numerous other policy issues that must be addressed. However, if we start placing our best, brightest and most respected leaders into the management pipeline, many issues will resolve themselves.

Donahue will meet with Weis tomorrow morning. He will also attend the Wednesday 1900 hrs. HQ meeting with the FOP's Greg Bella, Bill Dougherty and Tim Fallon.

Just a mere two weeks ago we had FIVE, that's right FIVE, eye-witnesses who gave hand written statements and testified in front of a Grand Jury regarding a homicide flip on the stand, under oath that everything they said two years ago was a lie. Thank god the jury saw through their bullshit and found the asshole guilty in less than one and a half hours of deliberation. When I asked the state's attorney for perjury charges on all of the asshole witnesses he looked at me like I had two heads. Of course had they been Chicago Police Officers the ink on the arrest warrants would not have been dried when he handed them to me...

(OT)Today at Whitney Young Auditorium a special Terrorism seminar for Chicago's Finest Who's Who, CFD and FBI was held. Should have been in the Academy, but the power was off.
Basically, the bosses and law enforcement/emergency personnel were told Chicago is NOT prepared for another 9-11.
Question for J-Fed at the May 14th meeting: Why doesn't CPD have a Terrorism Task Force in case of an attack? I mean we have T.A.R.A, but those booksmart nitwits don't have really a clue on how to effectively combat terrorism. I am not a military man, but I have an idea.
How about researching backgrounds of real po's on CPD who actually encountered the real deal over in Iraq and A-Stan? Afterall, these will be the ones that have seen the enemy. Who better to have on a terrorism mission. I'm not talking about clout babies who know someone on CPD. I'm not talking about the kids I seen today at the Academy taking M-4 instruction at the range. Man, the Dept. is getting wet behind the ears? I'm talking about real officers who have backgrounds in terrorism training. Like the kindly Dr. Buko said. We need people in CPD who can cue in on possible terrorists based on past experiences. Again, that would be war experienced po's.
All I got from the seminar from Dr. Burko is that we are fucked if a terrorist decides to hit Chicago.

Tests will be totally different in the very near future because of reasons like this,thats why you will see very few promoted off the existing list(s),JW is looking at this to be a MAJOR flaw in the system


This will not happen because it means that the city is admitting that the previous testing process was flawed. If that happens that will open up the city to lawsuits by peopl that were passed over for promotion or scored well but ot well enough to be promoted.

Who's the Deputy Chief of Narcotics who has been promoted meritoriously 4 times in the last 10 years???????
(Merit sergeant August 1998, Merit lieutenant 2002, appointed commander 2005, appointed deputy chief 2008)

His wife was also appointed sergeant meritoriously and went to the same district where he was a commander for 10 minutes before moving on to a "unit" working straight days and having weekends off.


YUP - We should all have the incentive to bust our ass in THEIR neighborhood and be the WORKING POLICE.

He is in charge of staffing "units": What are the qualifications to get into Narcotics or Gang Intelligence or Traffic or TRU or DOC Staff Member or 35th Street Parking Lot Guard?

APPT. TO NARCOTICS:
1) fill out app., submit resume with it.
2) call the unit periodically to arrange an appt. for interview.
3) be on time for your interview.
It helps if you've done some time working on a tact or gang team, and have been a previous affiant on a search warrant, or a few.
You may want to bring some copies of your best SW investigations from your tact or gang team experience.
4) Be prepared for your interview.
If you're coming in CD, a shirt & tie is always a good thing.
Sure, some people have gotten there due to a phone call. But a large number of people have gotten there because they impressed the supervisors who interviewed them.
There are 3 ratings on the interviews: Superior, acceptable and NOT ACCEPTABLE.
5) a follow up call after your interview doesn't hurt either.
Remember, the supervisors who interview you want to get the best people in the unit, and most of them strive to do so; you may wind up working for them if you get there, and we all know that good workers do good investigations.

Why not promote off the list first, say the first 300. Then promote "merit only" and everyone gets to throw their hat into the ring, i.e. resume, arrests, etc. Read the officer's reports to see how well they can articulate. Check for medical roll abuse. You can't always go by the amount of CR's because a real working cop gets a complaint everytime he locks up pookie. That way the people who actually deserve the promotion by testing won't get screwed with seniority by the 30% merit.

If they maintain the same bs system, make all the merit promotions transparent. Who put the merit in and why. Why does this guy or gal should be a merit over someone else in the unit who works just as hard? Let the troops see who is being put in as their manager and why this person is chosen as a leader. It's unfair that a Cmdr. can only put in one or two "merits" in. They might not even be their "pick" and only doing someone a favor or repaying a favor. It's all politics and it is wrong.

Hey supervisor in CPD!(post 11:30pm on 5/12/08) The Dept already has a Terrorism Unit...it's called T.A.R.A and they are the very best EXPERTS we have. They are NOT nitwits as you proclaim.I won't hammer you like the po from 004 did, but I will say you were too critical of T.A.R.A. Cheesy classes? You should be ashamed to call yourself a supervisor?
Now, there is a rumor that CPD is trying to form some type of terrorism task force, but I understand it will be the SAME T.A.R.A guys you call nitwits in the unit. A buddy of mine in 013 dist tells me he is going to be on this new T.A.R.A task force. He says they will be working with the Feds too. I'll believe it when I see it? All I see lately is specialized units getting downsized. I highly doubt CPD is going to start one from scratch?

I did TARA training a couple of weeks ago on the 3rd watch. What do you mean they have no experience? One instructor just got back from Iraq where he got first-hand knowledge of terrorist bombings. Another instructor is from that region and they speak arabic. How much more qualifications do you need? All the people their know their stuff. You do not know what you are talking about.
