The First 100 Days
- It's certainly been an eventful first 100 days for Chicago's new police superintendent.
Since he took over on February 1st, Jody Weis has replaced 21 of the department's district commanders. He's revamped his command staff. And he's talked about everything from getting officers in better shape to giving them all assault rifles.
Kind of a liberal interpretation of his command changes. A few of the changes were just commanders trading districts and even more were simple lateral changes. And the last sentence pretty much covers everything else - "...he's talked about everything..."
Talk is cheap. We're still driving the same ancient Ford with a busted computer mount, the radio is chirping in our ear, we still don't have a contract and the improved weaponry seems to be yet another fantasy. The only thing not a fantasy is the lack of manpower, but try to get that number published in the media.
AP contacted us with a bunch of questions about J-Fed's first hundred days. We sent back lengthy replies and they used exactly none of it. We guess we were a little too frank in our answers.

teletype came out the supt will be meeting with police officers only (no supervisors allowed) next week in the multi-purpose room of HQ for a meeting on current conditions.

I am extremely impressed by the new supt.'s wisdom and choices. I find him a exceptionally intelligent person with a strong police and law enforcement background. I have met him several times in person since he was sworn in and each and every time he remembers my full name and asks me my opinion in matters.
I also find having a person who is physically fit and athletic as the top cop may bring others on this job in better physical and mental shape. I look forward to seeing what Supt. Jody Weis has in store in for all of us in the coming months.

Now lets get back to business. I personally baked J-Fed his 100 Days of Celebration cake. A delicious chocolate triple layer with a rum filled center. I should of never of used 151 proof Rum because the damn cake blew up like a terrorist bomb when I lit the 100 candles! But J-Fed just laughed as he wiped the chocolate coating off his face! (Hic-Up, Burp, Fart, Damn I Just Wet My Pants) For a few seconds J-Fed actually looked like Mr. T with that chocolate coating and his very muscular body!
(Hic-Up, Burp, Fart, Damn I Just Wet My Pants) Well just wanted to say, Happy 100 Days Mr. Supt. Jody Weis! Your doing a great job and I really hope that you, unlike the past few Supt.s actually gives my Sgt. McMahon the Lt. bars he deserves! I really don't think that irritable bowel syndrome and the shakes should stop a man from being Lt, just look at me!

To save money they could do like that California dept. and use golf carts for patrol. These would work well in downtown and lake front districts. Chases have been abolished so these will work fine.
Here is what J-Fraud has done for me in the last 100 days. I answer my calls and back up guys when I am nearby. MLD's, Ig's and Kings that I see walking down the street, I leave them alone. No stops. No contact cards. I go to my beat meetings and let the public know that there is a new boss and that he is interested in messing with the police and that now we do not have the right to simply stop someone on a hunch. I've told them to call or write J-Fraud or the mayor. Until J-Fraud is gone or Daley dies, I am riding out the next 6 yrs.

What happened to "transparency" in promotions and a categorical and unequivocal written definition of the word that the City of Chicago calls "merit"? Their version does not appear in Merriam-Webster.

How about screening out some of the "exempt" imbeciles and psychopaths with both the Wonderlic and the Minnesota Multiphasic Personality Inventory (MMPI II)?
Why not create a legitimate ribbon award for officers who have effected at least one hundred Part I felony arrest incidents and convictions with gold clusters for multiples of 500. Then again, you can't have that because all of the empty-holstered clout babies and all but a handful of "exempts" could never receive such a defining award. Just keep tossing out ribbons for breathing oxygen during the Democratic Convention and "Crime Reduction", you bunco assholes.

Looking good does not benefit officers on the street. In case you have not noticed LT, morale is extremely low and many have stopped proactive police work. Without aggressive, proactive officers, crime will riase quickly. Most officers are fear for their job and are laying low, answering calss. Who will speak for working police? Stripping officers for any reason? Yes, focus on physical fitness and ignore morale and crime rate. Typical white shirt mentality.

Let's address the rifle issue. Does anyone think this is just a ploy to get a fitness mandate in? Although they issued the order o how to be considered for training, there's nothing published on what the course will be, what percentage will be used as a marksmanship standard, how will the rifle be carried, deployed, etc. This appears to be the classic conundrum: what comes first, the chicken or the egg. After all, there are probably a few hundred shotgun qualified officers on the job. Why can't they simply issue an order that allows those weapons to go out on patrol?

There is a rumor going around A/2 HGS, I say rumor but it's open for verification.

Manpower is one biggest issues that needs to be tackled. We are short! We don't have 13,500 officers. This is only to keep the public feeling secured. Where are we now it's go to be below 10,000 right?

FOP should have a rep present evey time supt. address's P.O.'s. Went to see my son-in-law get an award at the Recognition Ceremony at the Hilton yesterday. As a 36 year veteran of the CPD (retired in 2000) it literaly broke my heart to see this Weis guy on the stage playing Superintendent. As big a jag as Rodriguez was, at least he was a policeman at some point in his life.
Just plain sad, period stop.

Nothing significant has changed yet, if ever, for the positive for the working P.O.s as I see it. There are a lot of rumors floating around, just as before. No contract, same work week schedule, morale down the drain, lots of cheap talk by the higher ups, more wasted tax dollars on things that don't work well. More violence, and the temps still havent hit 80 yet. It's going to be a long, frustrating, and dangerous summer, as I see it. Fellow brothers and sisters, please be safe out there. Normally I would say Weis is the administrator and it shouldn't be an issue if he were the police. But this knucklehead wants to wear a police uniform so he should be the police. I was hoping that the new Superintendant would have done something like the following: Go to roll call in a fast district on the 3rd or 1st Watch. and introduce himself to P.O. &**(*&. " I 'm Jody and tonight I m your partner. For the next 8 1/2 Hrs I m going to depend on you to get me home. I want to learn what you deal with ever night.I have never done this before. And after he did that in 3, 4, 7 11, 10, 15 25 14.... or what ever fast district he chooses. I d of done the same with Sgt. &*^%$........ in each one of those districts. At least that way he would have had an idea what it is to be a policeman.Then get up the next morning and go to 26 th and Cal. and go sit in on some cases for 6-8hrs. Stop by his office and catch up on what ever he has to do and then go do it again. And try and squeeze in sometime with his wife. Then go do it again.
It is an entirely different view point with a P.O. than riding around with a Chief of Patrol. The one thing I dont think Supt. Weiss realizes is that for 8 1/2 hrs the most important person in the world is that man or woman sitting next to you. Very few people really know that there are bad guys out there that are not afraid of our Star. Im not talking about the punk who wants to run his mouth....... I m not talking about all of the pushing and shoving agg. batts to p.o.s........ I m talking about those people who have the resolve to kill us. They are out there. Just take a look in the Star Case. Maybe its just me, but if your going to lead men and women who carry guns for a living.... than to me there's only one way to lead and thats from the front. It's called leadership by example, that idea has been forged and proven, and if you dont know where then there's really no sense in trying to explain it here. Just a couple of thoughts.
I m a Sgt. so I do not claim to understand what P.O.s are going through. But I see it everyday. Morale is the lowest I ve seen in 20 yrs. The problem is this a job in which we can do everything 100% correctly and Policeman will still die. Thats because we have to react. And If there's anything that slows down our reaction time we are even further behind. That's not good. ST. Judes is not something that should be taken lightly.

Work on those school absentee's and curfews, then do contact cards on them, also only write State charges on any movers. Respond to all calls courteously and professionally, give out reports and do what your supposed to. ONLY arrest people on signed complaints, and attempt to advise warrants every time an identity can be ascertained of offender. Do what you are required to do. Don't forget your bus checks, park checks, hospital checks, and foot patrol, library checks. Have a quality conversation with citizens at 7-11, Dunkin Donuts, Starbucks or lunch location and advise everyone to go to the local CAPS meeting and bring up their issues. Don't forget to do a Mission and get an event #. You are doing your job 100%!

To put over the air that you need a Taser to handle an "irate" prisoner threatening to kick anyone that approaches is even more ridiculous than the Sgt's response.That is not what a Taser is for. Most prisoners I deal with are more than "irate" and I deal with them, and most make some type of threat, and I deal with them. It is not our job to get hurt, but, we can''t go straight to Taser to deal with an irate person who makes threats. Pls review your use of force model, and don't worry about getting your hair (gel) or finger nails messed up. 22 year veteran officer.

KUDOS TO SGT "O" FROM 010 A P/O WAS TRANSPORTING AN IRRATE PRISONER TO THE HOSPITAL CALLED FOR A SUPERVISOR WITH A TASER TO WHICH HE FINALLY ANSWERED AFTER BEING CALLED SEVERAL TIMES ON THE RADIO HE SAYS HE IS RESPONDING AND TEN MINUTES LATER ASKS ON THE RADIO FOR THE P/O TO CALL HIM ON HIS CELL TO WHICH THE P/O RESPONDS THAT HE CANT AT THE MOMENT BECAUSE THE PRISONER IS ACTING LIKE HE IS POSSESSED IN THE BACK SEAT THREATNING TO KICK ANY OFFICER WHICH APPROACHES THE OFFICERS TIRED OF WAITING MANAGE TO SCHACKEL THE PRISONER AND TAKE HIM INTO THE HOSPITAL WHILE THE SGT NEVER SHOWS UP, THE NEXT DAY AT ROL CALL THIS GUY HAS THE AUDACITY TO TELL P/O'S THAT THE TASER IS NOT THE ANSWER TO EVERYTHING AND THAT P/O'S SHOULD LEARN USE OF FORCE POLICY OR GO BACK TO ACADEMY MENTIONING THE PREVIOUS INCIDENT WHILE THE P/O THAT CALLED FOR A SUPERVISOR WAS IN THAT VERY ROL CALL, GOOD JOB OF TURNING THE TABLES AND MAKING YOURSELF LOOK GOOD AND MAKING THE P/O LOOK LIKE A JACK ASS,MAYBE WE SHOULD BE BEATING PRISONERS IN THE BACK SEAT WHILE THE CAMERA IS RECORDING

I happened to turn on channel 2 news at 10:00 last night and there was this town hall forum from Kennedy- King college going on, J-Fed, Jesse, Father Plieger, and some others were on the stage, this was live, all the top deputies were sitting in the audience, That racist Bitch Patricia Hill from Afro Police Leaque was there too, When asked how to gain the respect from the CPD, Jesse replied, WHEN JOHN BURGE GETS INDICTED", how does that old problem deal with todays problem? These folks still won't take responsiblity for thier little boys and girls running loose, Gator Bradley was there too, saying that they should restore the programs that he and his gangster buddies ran under the guise that they were stopping violence, Patrica Hill stated to J-FED that everybody knows that Mayor Daley runs the Polce Dept. She also stated there are too many white cops on this job, well why don't they pull out all the white police from the violent zones and maybe they will be more confident with all Black Cops, I don't think the black brothers that we work with would tolerate the crap, that these bad people throw at us everyday. Rebuilding trust starts with the Alderman & Revs telling thier people to cut the Crap and behave, All these American Gangster type dog asses running the dope need to be spoken to also. J-Fed stated that he wants his Officers to be AGRRESIVE but polite, he don't have a clue, and we will get ours asses handed to us just as soon as we get involved in an incident where some community activist complains, FUCK THEM ALL, I never thought that would ever come from my mouth, just stay sage, FOP, and all the other organizations should be jumping into this J-FEDS Shit on monday morning, This forum shut him down, the only positive guy was some black Doctor, Doctor Bell who spoke some sense about the problem.
I was hoping that the new Superintendant would have done something like the following: Go to roll call in a fast district on the 3rd or 1st Watch. and introduce himself to P.O. &**(*&. " I 'm Jody and tonight I m your partner. For the next 8 1/2 Hrs I m going to depend on you to get me home. I want to learn what you deal with ever night.I have never done this before. And after he did that in 3, 4, 7 11, 10, 15 25 14.... or what ever fast district he chooses. I d of done the same with Sgt. &*^%$........ in each one of those districts. At least that way he would have had an idea what it is to be a policeman.Then get up the next morning and go to 26 th and Cal. and go sit in on some cases for 6-8hrs. Stop by his office and catch up on what ever he has to do and then go do it again. And try and squeeze in sometime with his wife. Then go do it again.
It is an entirely different view point with a P.O. than riding around with a Chief of Patrol. The one thing I dont think Supt. Weiss realizes is that for 8 1/2 hrs the most important person in the world is that man or woman sitting next to you. Very few people really know that there are bad guys out there that are not afraid of our Star. Im not talking about the punk who wants to run his mouth....... I m not talking about all of the pushing and shoving agg. batts to p.o.s........ I m talking about those people who have the resolve to kill us. They are out there. Just take a look in the Star Case. Maybe its just me, but if your going to lead men and women who carry guns for a living.... than to me there's only one way to lead and thats from the front. It's called leadership by example, that idea has been forged and proven, and if you dont know where then there's really no sense in trying to explain it here. Just a couple of thoughts.
I m a Sgt. so I do not claim to understand what P.O.s are going through. But I see it everyday. Morale is the lowest I ve seen in 20 yrs. The problem is this a job in which we can do everything 100% correctly and Policeman will still die. Thats because we have to react. And If there's anything that slows down our reaction time we are even further behind. That's not good. ST. Judes is not something that should be taken lightly.

What is Sgt Carmy going to do when Lt. Richie Scotchbreath leaves the 008th district to be reassigned to direct patrol at TR's. I don't know....when I have to transport a prisoner from my station to (a) the hospital or (b) Area 2, I have always utilized the Dept. shackles. ALWAYS. Now, I'm not a big guy, nor am I superman, but if I can get a guy into the back of my squad wearing cuffs and shackles, I know for damn sure I can get them out of it. Even if I were able to carry a taser myself, I can't say that I would actually tase a guy who's wrapped up like a Christmas goose. It would have been a good thing for the Sgt. to respond, but we've been doing these things for a loooong time before tasers were ever available here. We can't always depend on technology to get the job done.
We ran name checks over the air and arrested people on warrants long before PDTs. We received multiple assignments and wrote them down long before PDTs too.
If we don't show some brain power and initiative on our own, we're just as useless as any boss who fails to do either also.
I'm retired LE, over 30 years and from the first day on the job I was told by the old timers, NEVER TRUST A FED. They will sweet talk you and end up sticking it up your behind sideways. Do you think he is any better than all the other Feds that came before him or those that will follow? Watch your backs.
I hear some ingenious asshole is busy printing up t-shirts for the big K-fed meet and greet:

Sounds like the new breed of police to me. I don't want to second guess the officer or the sgt, but take a look at the G/O on the use of force, you have other options than a tazer. How many police officers for how many years have sucessfully dealt with irate or "possessed" people without a tazer?
The tazer is just like the PDT! For many, many years, we did GREAT police work without them. Far too many of this "New Breed" rely way too much on these "techno-wiz" devices as a crutch. Learn how to do police work first, then use the "toys" to help you!

Only most of it wasn't coded, it was openly stated on a police radio by co-workers who didn't know they had an "open key", or spoken plainly by various watch commanders, or in a locker room when people thought nobody black or latino was in there at the time.

I also have heard of racism spoken by blacks in front of me or there actions when they will put a notification in the CO book no whites on the desk and then continue to promote the District Commander or give her less challenging jobs or promote her fellow racists to District Commanders. Or how about the traffic stop where blacks will start pulling away as you exit your squad car, or scream racism any time they dislike a decision you mak, how about the black in 16 who allegedely has stated I will not write blacks tickets, and blacks seem to be the most vocal about Mexicans being allowed in this country.
