Any of This Sound Familiar?

  • The city of Vallejo is on the brink of becoming the first California city ever to declare bankruptcy, City Council members said Tuesday.
  • [Council member] Gomes said the situation has been building for more than a decade.
  • "This has been happening for quite a while. For 15 years the city council has been putting Band-Aids on the problem. (It has been) extending contracts and deferring payments for public safety to the next years as a way of balancing the current budget." Public safety contracts for police and fire services make up 80 percent of the city's general fund. "We've been spending more than we've been making for 20 years and it's time to pay the piper," Gomes said.
Deferring payments - where have we seen that before? Oh yeah - Chicago. How to alleviate the situation?
  • Vallejo Finance Director Rob Stout projected that without deep cuts, including assumed agreements negotiated with police and fire departments by June 30, the City will be $6 million in debt and will have spent every last penny of its $4 million in reserves. Gomes said the city has a plan to cut $20 million out of the budget in the next year. That emergency spending plan could devastate city services. The police and fire unions must agree on the spending cuts before it can be considered.
  • The plan calls for cutting city salaries to 5 percent lower than June 30, 2007 starting on March 28. Police and firefighter salaries under the existing labor agreements would be reduced 15 percent [...] A single fire engine company would be closed each day on a rotating basis and there would be a three-month temporary reduction in truck company staffing from four to three.
That could never happen here, right? Well if you hop over to this link here (the 2008 Public Safety Budget) and go to page 9, you'll see that the City has already cut $20 million from the Police Budget alone along with 102 salaried positions. Where those spots came from, we have no idea, but we suspect most came from where we work.

In any case, that $20 million (and the other tens of millions "saved" from other Departments) isn't going to our underfunded pensions or vehicles or radios or M-4s or training or anything like that. It's going to bloated construction contracts, over priced cameras, crooked truck scandals and payouts for all sorts of lawsuits. And we suspect Daley's end game (or the end game he leaves his successor) is eventual bankruptcy to gut the contracts and pensions of everyone when the cycle of tax hikes and deferred payments overtakes the financial realities of this house of cards.

OT (but not surprising): was working today and came across a guy outside the North Ave. Best Buy. My partner and I were killing time so when the guy came to the car and started talking, we engaged the conversation.

He works at the Palmer House. He asked if we were 18 gang team and we said no, we were tac but whatever. He said he doesnt recognize us because he knows pretty much every cop in 018. He is the food and beverage manager for the hotel.

(now is where it gets embarrassing) So he goes on to tell me he decided to start charging the police for meals in their employees cafeteria. The reason; THERE WERE SO MANY COPS IN THERE ON DAYS THERE WASNT ENOUGH SEATS FOR THE ACTUAL EMPLOYEES TO SIT DOWN!!! Then he went on about how they wouldnt leave, they complained about everything, they would use the shitter and SMOKE IN THE STALL! He said it got out of control! And it was the same fucks each and every day. He described them with a laugh as the old, white haired, over weight, gun sagging, no pride embarrassing what is wrong with this department assholes. He said around 1500 to 1600hrs it died down and everything was fine. He said he actually enjoyed the company of the gang guys later on that would stop by every couple of weeks. But unfortunatly, the old fucks with their sense of entitlement ruined another good thing. He said since they started charging, the number of do nothings doing nothing has dropped off significantly! I bring my lunch, so it is nothing to me, but I cant imagine the influx of these assholes at the other hotels that try and make a nice gesture. Listen, I know you old pricks are going to try and knock me down with all kind of expertise, but know this; just because you have longevity, doesnt make you special. Just because you literally got away with murder by shooting a burglar in the back doesnt make you a legend. Walking...(who am I kidding) driving around the same city blocks for decades doing nothing and being salty does not entitle you to bring shame and embarrassment on this department. And before you lob your shells of seniority at me, know that I have 20 years on this June! Im not asking you to retire, Im not asking you to hit the pavement running, but for god sakes have some god damn pride!

BUT... There are people out there who do good to some and hell to others. John Gacy, dressed like a clown, attended children's hospital and made sick kids laugh and feel good but then went on to whack 32 people and put them in his basement. That Lt. Jimbo Lavoy had me balling my eyes out with that touching Lt. Richie Scotchbreath story of kindness and caring. From this day foreward I will feel guilty reading and laughing at any Scotchbreath posting. Sounds like Lt. Richie Scotchbreath does actually deserve those 4 Congressional Medal of Honor he purchased at an Army Surplus store. I haven't had the strings pulled on my heart like that in a long time. Tonight I will be saying a 1000 Hail Marys and 1000 Our Fathers in the hopes that I will be forgiven for all the giggles, laughs and smiles those previous Scotchbreath postings gave me. Lt. LaVoy I will push the Vatican to possibly bring a holy blessing to him as well as contacting the Queen of England to see if we can make Lt. Richie Scotchbreath, Sir Scotchbreath. And I am sure once the United Nations hears about this man's kindness we can get a international holiday for him. I have to go now, I have to delete all the Scotchbreath posting I saved on my computer.

I see that our old Ramsey is the Chief of Police in Philly. He is on all the news stations now since the news broke about the 15 Phiily cops using some physical tactics to secure 3 arrestees.

The man looks like he is about to stroke out. He gained about 100 pounds since leaving CPD and his shirt collar is so tight around his turkey neck he looks like he is being strangled.

Poor guy.

I have consistently brought up this subject on this blog but no one seems to care much about the pension. Has anyone even talked to the pension board about all the exposure to subprime mess. I went to a meeting and brought up the subject and it was blown off.

remember when the city wanted us to take an unpaid furlough day? they wanted to open up that door for future reference. we havent reach critical mass yet...but, its coming in the next contact.i ll be gone by then. pay rate freeze,unpaid furlough days,double or triple our pension and medical contributions. i can also see the city only allowing us to cash out xxx amount of our comptime hours when we retire..telling us to use it or loose it. the future doesnt look good

How about privatizing the building engineer's spot? Ever try to get lights or overflowing toliets fixed? The engineer just wries up a work order and you'll wait weeks for repairs. Meanwhile he stand around the front desk doing sports pools... Also motor maint. could be privatized...

That Skyway money...thats his raining day fund...to spend only on friends and family. The police and fire need to have a revenue stream that is not channeled into the general fund...one just for equipment and upgrades. Without us this city would be up for grabs....and burn to the ground.

I am worried about this Marquette Park extra security thing. It appears to me that this is the start of privatizing the police department to an outside security firm. I believe that this is the direction that the city is looking to go. I know that security firms do not have the power of arrest, but I wouldn't doubt if there is a push for private policing. Sounds far fetched, but just beware.

May 9, 2008
Four guns along with tens of thousands of dollars of cocaine and marijuana were seized Wednesday night from two Southwest Side homes, Chicago police announced Thursday.

Two people were arrested during the raids, which were carried out in the Deering Police District, police said. No charges had been filed as of Thursday afternoon.

An investigation into two street gangs believed to be dealing drugs in the area led officers to the homes, police said in a news release. In the first search, police said, they recovered a 9 mm pistol, 41 grams of cocaine and 446 grams of marijuana.

In the second home, undercover officers confiscated three more semi-automatic pistols, 540 grams of cocaine, 31 grams of marijuana and more than $14,000 in cash, police said.

For what it's worth, the pension rep was at our roll call a couple of days ago and he said we had NO exposure to the sub prime debacle as we don't have mortgage paper in our holdings. He also said the investment in the real estate deal that was in the paper with regards to the Daley crony or relative was approved by the rate of return. Don't get me wrong, I pray everyday for Daley's painful and hopefully humiliating death or indictment, this deal looks like it should be profitable. He was positive in the outlook of the pension. The Midway sale should enrich the pension about 1/2 bil and casino gambling will also help. He also said that the city really wants defined contribution for new hires, which when I run the #s probably isn't a bad deal if the city funds it at the same level as pension contributions. He also said the no retiree medical after 2013 isn't a done deal YET. He also stressed checking benificiary, particularly with Prudential because the city changed life insurance carriers and didn't forward info 1-800-778-3827

Shitting on each other isn't helping our situation out, but for discussion, during a short detour in my career, I worked with folks that ate there. And we paid, albeit a discount. I seem to remember cops from 001 foot, Mass Transit and other city-wide units stopping in there. I didn't see the big attraction there, either.

But don't we have bigger fish to fry other that your concern over who eats where? And calling into question how people work when you're "killing time"?

Maybe the mayor should pull up the old computer game SimCity (build and run your own virtual city)...Played it once and the whole town collapsed because I put the money into the wrong things (i.e. beautifying the city, too high of taxes, and borrowing from peter to pay paul...sound familiar.

Maybe the mayor should play a round using his "plan" and Stroger's "plan"for the city...and get a true to life idea of how it will work out for him??? Wonder if he will play a fiddle whilst everything around him burns (since the cuts of the police and fire will pretty much dictate that).

But I guess when he retires he can take the millions he has in off shore accounts and move somewhere nice, unlike most of us...

There is a searchable database of city employees, and it shows almost 300 in the police and fire departments making more than 100K per year.

1 woman in the police department was making almost half a million.

So on the one hand, they had people making coin that many of you may never see.

On the other hand, this is just the beginning of municipial bankruptcies. The most populated county in Alabama is not far behind Vallejo, and there are numerous other places in line.

Tax revenues are down everywhere, and municipial debt is very hard to issue right now.

Which leaves Chicago city workers where?

The volume from City Hall will get a lot louder, as Chicago is already one of the most taxed places in America, and there still ain't enough money to pay you guys and make Daley's friends rich at the same time.

I don't understand why this isn't a bigger issue among the taxpayers and citizens in Chicago.

This overtaxed city will choke off all business in the next three years.

Oil prices will peak in 2010-201, according to the industry experts, probably $6 a gallon or more. That is when the screws will really tighten.

IT is going to be hell when these obligations to city workers see the light of day. And it will be about that time, 2011, too. I have thousands of hours on the books. Almost all supervisors do. I know you think I won't see them, but truth is. If I'm hurting, a lot more than I will be hurting, and worse.

Point is, Chicago will have to face what Vallejo is facing. We are eligible too.

In 1976 NYC laid off cops. Remember when the city declared bankruptcy and President Ford said, "Drop Dead" to the bailout? It went to six years seniority! Seriously. Look it up.

On the first page the police are cut close to $20 million and the fire gets close to $20 million increase. Start having fire patrol the neighborhoods. Some of those fire houses don't get a call for six months. No wonder they having hookers come over and having parties and putting it video. They have to much time on their hands. Get them out patrolling the neighborhoods. More boots in the pavement. Besides with them patrolling their response time will be dramatically cut sense they will be already suited up and ready to go and on the move.

Actually building maintenance has been privatized. There is only one guy left and then only in an area I believe.

There is no more motor maintenance, it is Fleet Management now. They cut out the civilian desk position to save money. that spot is now taken by a police officer. that police officer spot was taken by the civilian about twelve years ago or so, again to save money so we are back where we were. In my district the desk civilian police aide knew more about desk procedure than the desk sgt. She knew booking procedure from top to bottom, she trained new desk sgt.s and desk officers, she got the work done. So they dumped her. To save money. they took a $40,000 job and replaced it with a $75,000 police officer, the exact reverse of what was done 12 years earlier.

The City that works. Like shit.

There are sections of London where the Police are not allowed to go in. They have been working on revising laws to fit Muslim law. Just a little info on him that will not be posted by the person making all the scotchbreath posts...
when he was the tact lt in 22, my old partner, P.C. developed cancer, Lt Scott along with Sgt McMahon took better care of him than most of our mommies took care of us as kids. P.C was embarrassed by all the extra attention and didn't want to cause anyone any problems. Lt and Sgt took it upon themselves to do what was best for P.C. and his family. I will always be grateful to the Lt, Sgt's and other tact officers that stood by P.C. in his time of need.
ALSO, when Lt Scott found out he was getting sent back to the watch, he called me and asked if I was stuck on midnights and if I wanted off because he didn't care what watch he went to. I love the palmer house hilton. I used to go through the staff pair of doors and take the freight elevator to the rich fuck level (24 I think). You can't go there with the regular elevator unless you have a keycard. The lounge has complementary coffee, cookies, cake, pie, water, and soda in fancy glass bottles.

I stumbled into the staff cafateria going down a flight of stairs once. I took my 30 there, food wasn't bad

My mistake, the way I read your post, after a rough night on midnights and a nagging wife to come home to, was that you were referring to the person making most of the "lt" posts, not the actual Lt himself. Just from reading all the posts about the "lt" it was obvious, to me and the others I've talked to who read the blog, who he was and where he worked. If any harm comes to him because of that then it will be on me, but fortunately the powers that be see this site as a glorified bathroom wall not a legitimate posting of grievances so they ignore it. Which is to bad because there are some genuine and valid comments that are posted but ignored because of the ignorant and asinine ones. He IS NOT his neighbor. He lives in the same subdivision but not next to him.

He moved in well after Molloy was in place, and on the way out of the door. There is no connection there.

Jimmy Lavoy is large, loveable, and highly intelligent. He is not merit - ask ANYONE who worked for him, the guy is sharp as they come.

The same thing happened at the Museum of Science & Industry years ago. It wasn't only P.O.'s abusing the hospitality, it was the Deputy Supt's also. They would drive down LSD and fill the cafeteria at noon, just as the employees were trying to get a seat for their 30-minute lunch. Originally, the free lunch was only supposed to be for the beat car, I think it was Beat 315 at the time, but you know how that goes. MS&I management put a stop to it after the constant complaints from the employees. They had a legitimate bitch.

Lavoy is definitely one of the best to work for. You couldn't ask for better. He is a very smart man and knows his shit. I know for SURE he isn't merit, but he is definitely someone you would want to have a merit spot. Not like the total fuck ups they use to fill the merit spots now.

I just can't believe anyone who has ever met/worked for him would:
a. Have anything bad to say about him
b. Would think he would need to make a promotion on our so called "merit" system

Scotchbreath hiccup--pisssssssssss...aawwwwww.. went on laughing how he couldn't believe the broad G.R picked a white shirt that was bald and had a bump on his head like a cartoon character over him.!!! This guy is a real piece of work!! after he snatched all his money off the bar leaving the barkeep nada- he made his way hiccup--burp-- Hershey squirt *** DAMN --up stairs to his condo in the sky... Now that's a class act..
