Actually, they backed down when someone with a modicum of intelligence actually read the contract, realized they screwed up, then saw a calendar with an arbitration date not even 8 days away and realized they really really screwed up badly:
The city blinked Tuesday in a standoff with the police union over action the Chicago Police Department took against union leaders for failing to complete an annual shooting test.

Whomever is advising J-Fed is doing a rather bad job at it.

We'll let you know that it's only a Pass/Fail course, so you won't be getting any numerical scores, but it would be interesting to see which aldercreatures had to take the test more than once. It would be even more interesting to find actual eyewitnesses who saw the qualification attempts, not to mention a verifiable miracle. We're just saying...

Arbitrator, Edwin H. Benn issued an emergency arbitration order dated 20 August 2008. This order stayed the actions that the Chicago Police Department had taken against First Vice President Bill Dougherty, Third Vice President Greg Bella, Financial Secretary Tim Fallon, and Recording Secretary Sidney Davis.
An expedited arbitration hearing was originally scheduled before Arbitrator Benn for 29 August 2008. His emergency order will remain in effect until the outcome of the hearing.

There is more at stake here than simply having the 4 FOP officers qualify with their firearms. They do not fall under the State of Illinois requirements due to home rule.
Remember, the City of Chicago does NOT pay the salary of these officers, WE dues paying FOP members pay their salary. WE pay 100% of the salary. So why then does the Department get to order them to do anything?
If the Lodge should once again be reimbursed for their salaries, then they can order them to qualify. I like them being paid by us, it enforces their independence.
I agree though that they should qualify, if only for their own good and to stay proficient but the Department needs to be very limited as to what they can order OUR union officials to do, considering they ARE NOT ON THE CITY''S PAYROLL!

Someone else brought up a really great point about all of the officers that are deployed in Iraq and Afghanistan. They are on a leave of absence just like the FOP members. Are they going to get stripped and fired for not qualifiying either?

Part of all supervisors duties is to know and understand the FOP contract. It is a City ordinance and they are bound by it. Hey Matt Tobias, stop by FOP and they will give you a hardcopy. Call MLAS and they will send you their own copy. Or better still, have one of your flunkies teach you how to click on your computer screen to read it at your desk (the computer screen is that thing on your desk that looks like a television, but doesn't have a Tivo attached).

Aldercreatures are public "officers" as are the police. King Richie Shortshanks is a public "official". Public officers are allowed by city ordinance to carry firearms. One of the most infamous gun touting aldercreatures is Dorothy "the hat" Tilman. I guarantee that she never qualified with her .25 pocket rocket. I would like to see a list of which aldercreatures have firearms...and more importantly, which of them carry on a regular basis. It would make very interesting conversation.

There are numerous P.O.'s that are late qualifying at range. Never went to stripping of police powers. Do exempts really qualify or are given special treatment? This was a direct attack on FOP. Alderman are very special persons. Give them a firearm and never practice or qualify. Imagine if one of them had to use a firearm? Maybe Mell passed a special law to protect aldermen. Never have to practice or qualify. FRank Main should ask Mell if he ever attends a range to practice or qualify?
I bet the aldercreatures' targets will reveal new bullets: .38 caliber and 9mm holes courtesy of Papermate pens.

Get the date the aldercreature is claimed to have qualified.
Get the sign in sheet from the range that day.
Check the names of other signed in shooters.
Interview all shooters to see if they can verify a civilian dressed shooter or aldercreature.
Were they even in town on that date and time? Where does their calendar report their presence?

I think the answer to who's wrong in this lies in the past. How has this been handled each of the years that these officers have been with the F.O.P? If they haven't had to qualify in the past then I feel they are right in taking this stand. If however they've qualified in the past and are making a scene and taking a stand now then I think the city may be justified.

The only confidence vote for J-Fed that counts is the Mayor's. How many automatic warnings did the department send the union that the these officer's were not qualified? Were these officers carrying their weapons? We all know we must qualify annually. These officers are not ppo's. These officers should be punished by the department and the union. If these officers can't be competent police officers how can they be competent union officers. I have no confidence in them. These officers' incompetence is bluring the big picture, a good contract.

It doesn't matter that these guys didn't go qualify. You can hardly call shooting 30 rounds a year being proficient with your gun. What matters, and we should all be painfully aware of this, is that the city went after them regardless of the contract, regardless of protocol, even regardless of past practice. They are looking for any reason to weaken us. They thought they had killed four birds with one stone, but what they really did was show their cards.Do not trust the brass.
Lots of members like to see the city have their face rubbed in shit , and maybe I have to admit I do too. But when I really think it over, I realize the stand they are making is so much bullshit. If this is such a good fight, why isn't Donahue and Dimaria in the mix too?
Being made to qualify with a service weapon is not interference with union issues. Qualifying is a requirement under Illinois law to be a peace officer, and as most of us know, it's no big deal. I heard Bella say he doesn't carry a gun anyway. OK, maybe he doesn't, but that's still no excuse.
This fight is costing OUR union money. Even if it's not much, there is an arbitrator involved and the in house counsel is spending time on it. Those things aren't free. This is a complete and utter waste of time and money.
Save the energy money and resources on something that makes sense and go shoot the stupid fucking gun.

Did Burke,Huberman,and E.Acevedo have to qualify?Their all CPD on LOA.
I don't understand people not qualifying when required, and all police officers should qualify at least twice a year. (My preference would be quarterly on a combat course.)
That said, it sounds like the chef was setting them up as part of "hizzoner's" ruining of the City of Chicago.

If they are assigned to a police unit, have their stars and IDs and carry a firearm, they are required to qualify every year. If they are on a leave from the department and do not carry a firearm, they should not have to qualify.
