Attack on the Union (see updates)
Is this a concerted effort to break the Union? From this comment it would appear so:
- Assuming for the sake of argument that this actually happened, it's brilliant. If they failed to qualify, they are subject to decertification by the State Police Board. Doesn't matter what the contact says about progressive discipline. If the Reps are decertified that can't be employed by the CPD as police officers. If they can't be employed as PO's then they can't be members of the Union or run the Union according to the Union's charter.
Like I said, a brilliant way to get rid of the "loyal opposition" without doing anything but complying with State law.
In the middle of contract negotiations and after an Arbitration date was set to address the issue, J-Fed and his band of merry idiots (at least two of which are "lawyers" - Kirby and Skahill) decided to disregard the CR process, disregard past precedent and disregard their own rules and policies and just try to strip members of the Negotiating Committee.
We're still trying to decide if this is yet another example of the complete arrogance that all feebs have toward us poor ignorant backwater hicks or possibly the ignorant advisers he's surrounded himself with - just about the entire command staff has never operated under a contract since they were in units that are excluded from contract protections, so they think they can do anything they want.

- The best part is that when two LT's from IAD went to strip them, they were threatened with arrest for trespassing and kicked out of the building!
That would appear to make it a direct attack from J-Fed and Kirby. It certainly makes us want to run right out and do good work for these bosses!

But J-Fed fucked up or was given fucked up advice when he moved to strip the Lodge officers without a CR investigation as delineated in the annual qualifications order. That made it a contract issue of the highest importance.
Try to see the big picture - imagine J-Fed (or any future superintendent) with the ability to strip you on the spot based entirely on some "reverend" whooping and hollering about some scumbag who was just about to turn his life around. The process must be followed all the time or else shortcuts will undercut protections.

I used to work in a Police Headquarters Unit and overheard the bosses in meetings talking about privatizing and pushing out as many Police Officer and Civilian jobs to private contractors from HQ!
Daley wants to privatize Police Headquarters and fuck over the people that are left who actually do the work!
In fact, it is already happening with the pending privatization of Information Services Division, Unit 125!
Civilian employees were offered buyouts to retire, or told to get another position within city government or face a layoff.
Police Officers and Supervisor are being pushed out and sent back to the districts. Other Police Officers leave because of the increased workload and headaches with decreased manpower!
Not to mention stupid Ideas such as "Closed Market" and now "Back to the Streets" Programs! What a waste of resources these programs are!
Believe it or not, the patrol districts are the best place to be these days with these clowns running things in HQ.
Now some police officers would welcome these moves. But you have to remember that Police Officers had the troops back.
Now we will have truly outsiders [private contractors like Oracle and Unisys] running the department based on political contributions and they don't care about any Police related issues or Officer safety issues! All these contractors care about is billing hours to the Stupid City!
Wait until the computer system goes down and we need it to really work. It is going to get a lot worse folks and Police Officers in the field will pay the price!

I see this as an indirect attack on us as members. I feel as though the Union is being targeted for the lack of "enthusiasm" the rank and file are displaying.

If they can attack the patrolmen's union, the Sgt.'s Union and Lt.'s Union is next. As someone pointed out, we are all required by state law to qualify. In addition, the federal law allowing us to carry anywhere requires qualification. The FOP picked a bad issue to take a stand on.The Lt's just lost a grievance about required qualifications with off duty weapons. The FOP will look foolish if this hits the news. They should just go qualify and be done with it. You can't carry a star and make up your own rules whether you are on leave or not. Remember the guys that were foolish enough to pick this losing battle are the same guys that come to give you advice when you are in a jamb. Be careful with their advice. These people are active sworn law enforcement officers certified by the state of Illinois. They are required by law, as we ALL are, to certify their use of their weapon. Failing to do so, or refusing to do so for any reason, contact or not, is inexcusable.
If these officers want to consider themselves ON LEAVE from the department, they should have given their star & ID back to the department in which case they would NOT be sworn officers or legally allowed to carry a gun.
If they are NOT on leave from the department, they are obligated as we all are do qualify to keep their certification.
The blurb in the contract they're trying to HIDE behind does NOT cover their ass as they are trying to pervert it to. The ONLY thing it means is they get to work 8 hours a day at the FOP doing FOP shit rather than regular street or unit or police related duties.
Nowhere in that section does it say they are exempt from department rules and regs and nowhere does it say they can refuse to qualify.
This is an embarrassment to us all and a detriment to our negotiations.
It doesn't matter WHO started the bullshit, they are OBLIGATED to spend the 30 minutes once a year to qualify with the gun they want to hold on their hip.
Trying to pervert the contract to their benefit, or attempting to cry with the excuse that "someone else gets away with it why can't we?" is a pathetic crybaby position. This is the kind of childish attitude I'd expect from my seven year old and NOT someone holding themselves up to be the mouthpiece of the rank and file officers here.

True, I think this was just administration's way of making them look like idiots. They represent the union yet didn't follow the rules all members are obligated to follow.

Example:
Years ago it was written in the contract that all meds will be paid for by the city for those officers on occupational (heart) disability. The Nolan team neglected to tell these poor souls they are entitled to 100% coverage for their meds. Some of these officers were paying $700 a month out of pocket! When the new FOP team became aware of this benefit and filed a grievance because the city refused to pay for the meds, the city’s argument was we never did it before. Bob Podgorny was the city’s star witness. The city won.

Now I know some may say those officer’s on OD should have read the contract, but most of those officers were really in a bad way and were relying on the guidance of Bob, whose job it was to guide the disabled officers.

Being a retired PO I really don't have a horse in this race, but none the less. The FOP Officers are still the Police. They still have police powers of arrest. If one were to take police action and be forced to use deadly force the Officer and the City would face serious liability issues. Some scum bag lawyer like Sam Adam Jr. would come along and argue that the FOP officer was not legally able to carry yet alone use his weapon for failure to abide by the State qualification requirement. Hate to side with the bosses but in principle they are right. However, how they're going about correcting the situation smacks of typical Daley style bullying. If the issue goes to arbitration the officers will surely win. J-Fed or whatever the fuck his name is will have some more egg on his Mt. Rushmore mug.

By maintaining records and annual qualification info on computer now, everything is a lot more accessible. It only takes a couple of key strokes to find out who has and hasn't qualified. It doesn't take much to generate a list. In the past, it would take quite an effort to generate the same info so it wasn't done. Also now, the range officer that conducted the qualification must enter the info and his/her name will become part of the record. How many of them are likely to stick their neck out falsifying something like this?

As I understand it, CPD is not required to meet any State of Illinois standards. This is due to home rule. This is why we voluntarily shoot a 30 round course of fire instead of the state 50 round course. There were some years in the 70's where no one shot. . .When did all the inspectors qualify? I'm sure that most of 35th street didn't qualify. Let's strip them and make head quarters into a condo- It already has a great workout facility.

I was never an FOP guy. However most of the troops on the job now have no idea how the bosses used to screw us around before the FOP. Day off changes every week, shift changes every week, permanent watch assignments to screw with your job, school or most important family. if you had a decent boss you were OK. If they didn't like you or you weren't in the click everyday was an adventure. I'm not saying you have it better now because you don't. Without a contract or protection you'd be really at the mercy of the know nothing unqualified supervisors. Again I repeat I never was an FOP guy......

The lamers working down in ISD on the programming side of Oracle applications are the absolute dregs of the Oracle certified community. Any individual who is Oracle trained and certified and has a good skill set gets paid much more than the civilian dropouts working for the CPD. The reason these people are here, is because they can't hack it in the competitive world of the private sector. Therefore, they show up here with their tail between their legs begging for measly crumb wages based solely on the little blurb on their resume that says they were certified by Oracle.
Obviously you haven't been using the garbage applications they've pumped out in the last few years or you'd know that what they produce is basically garbage and definitely NOT up to fortune 500 standards.
These people have been here for years, and are STILL just now learning how to use the development tools they've been given.
On the other side of the coin, the City does NOT have the funds or the inclination to pay the prevailing wage for quality DBA's and developers from Oracle's top pool of independent staff, and therefore will ALWAYS have the "learning disabled" reject developers who barely made it out of certification with a D -.
If ANY of these people are subcontracted from oracle now, consider it a cruel joke played upon the CPD by Oracle, much like Castro did years ago when he sent us all his criminals. Daley won't pay for top subcontractors pal, and he never will.
As far as running the department, what makes you think information services division runs anything other than a coffee pot around here? They do as downtown tells them to and they do it poorly without any questions asked because it's always been City Hall friends running that bureau and it always will be.
If ISD had a drop of say so as to what they do, they'd be hiring quality developers who don't have to read Oracle DBA for dummies once a day to show them how to do their job, and they most certainly wouldn't be writing garbage applications for departments other than the CPD. ISD is the only unit in the city where they have amassed a minimal number of below average developers, who are required to pump out garbage for every city department daley wants to "computerize", whether ISD has the time to accomplish it or not.

These people are active sworn law enforcement officers certified by the state of Illinois. They are required by law, as we ALL are, to certify their use of their weapon. Failing to do so, or refusing to do so for any reason, contact or not, is inexcusable.
If these officers want to consider themselves ON LEAVE from the department, they should have given their star & ID back to the department in which case they would NOT be sworn officers or legally allowed to carry a gun.
If they are NOT on leave from the department, they are obligated as we all are do qualify to keep their certification.
The blurb in the contract they're trying to HIDE behind does NOT cover their ass as they are trying to pervert it to. The ONLY thing it means is they get to work 8 hours a day at the FOP doing FOP shit rather than regular street or unit or police related duties.
Nowhere in that section does it say they are exempt from department rules and regs and nowhere does it say they can refuse to qualify.
This is an embarrassment to us all and a detriment to our negotiations.
It doesn't matter WHO started the bullshit, they are OBLIGATED to spend the 30 minutes once a year to qualify with the gun they want to hold on their hip.

They are NOT allowed to carry a weapon and the FOP has never made any effort to get this for them. I'm on duty disability and I've encountered persons I've arrested in my day to day life. We should all get to carry our weapons.

I, on several occasions, have been late to qualify due to circumstances that werent my fault... as a matter of fact, I once went 2 1/2 years without qualifying because the range was closed, the range was closed, OSHA closed the range, the range didnt have enough staff, the range was out of bullets, the range wasnt expecting me so I was RUDELY told to go away... bottom line, J Fed doesnt realize that if Bella et al wanna push the panic button they could certainly screw alot of folks who didnt qualify... To those of you that are complaining about the actions of the union officials, ie, they just should have qualified, your wrong. They've done what you pay them to do take a stand against the department for clear contractual violations. It is clear that the department routinely disregards various articles of the contract, without any punitive sanctions. If you recall a couple of weeks it was reported that JODY THE JAG blew his stack and said I'll fire them all, refering to the sworn of the department. What this seems to be is his calculated start in that direction to bring all the troops in line. If he succeeds in his actions against the union officials, who's next. Please think about what I am writing.We need a union and the contract that the union obtains and enforces for us. Without it we would be at the absolute mercy of the department.We don't have the right to strike or the right to threaten a strike that greatly diminishes FOP's leverage in battling the city but it does not leave them totally powerless. Our union has obtained many rights for us.They are not in bed with the city.Conspiracy theories are easy to fall back on when you feel frustrated this one is dead wrong.
The FOP recently obtained a right for us to use our comp time as we desire.What does the city do? Appeal the decision just to stall more.That is their main strategy stall stall stall.

There obviously was an unwritten agreement between the union and the dep't to not enforce this rule against them and now our slowdown has massivelly pissed off the mayor and dep't so they are fucking with FOP in retaliation.If you read the FOP newsletter you should know a few months back Bella specifically wrote DON'T DO PROACTIVE POLICING THINGS HAVE CHANGED THE DEP'T DOES NOT HAVE YOUR BACK.
It personally does not affect me if FOP qualifies but it does personally affect me and all of us when the department makes a direct assault on the union representing me!!!!!This latest stunt by Jfed and Daley along with the rebirth of evaluations is proof to me that our slow down is working it is the only weapon we have to fight back with Keep it up!!!!!!!!! This is not only Department policy, it is Illinois State law! The law changed this year. How come Donahue and Dimaria did it and aren't among the stripped? sorry but this is a waste of time and our dues money.
This isn't a big deal, police should go shoot their gun once a damn year at paper, the FOP Officers should be first in line.
I am almost 60 and have many years on and I qualify as soon after Jan 1 as I can, get it done. If I held FOP elective office and were the union President I would march the entire office down there all at once and qualify during the 1st week in January.
I hate seeing my union dues going for such nonsense.

As I understand it, CPD is not required to meet any State of Illinois standards. This is due to home rule. This is why we voluntarily shoot a 30 round course of fire instead of the state 50 round course. There were some years in the 70's where no one shot. . .When did all the inspectors qualify? I'm sure that most of 35th street didn't qualify. Let's strip them and make head quarters into a condo- It already has a great workout facility.

I've been coming to this blog for awhile now to get a pulse on whats going on. And theres one thing I've noticed when reading many posts, misplaced anger and resentment. My anger is not directed at the criminal because his job is to rape,murder steal and mame. My job is to catch him. Without him I'm out of work. My anger is not directed at the "revs" because their job is to make money thru any unscruplous means. My anger is not directed at parents and freinds of "victims" of police actions becasue their job is to defend their family and to badmouth us. If you or I had our chld killed or arrested we too would be supporting them lets not pretend we wouldn't. That's a parents job. My anger is not directed at the politicians because there job is to screw us over. Same goes for the brass.
Now my anger is directed at US. Black vs. white officer,male vs. female,merit vs. "legitimate", desk officer vs. field officer, unit vs. district, headquarters vs. patrol, revolver vs. automatic, The list goes on and on and on. They have divided US to the point that we are our own worst enemies. They will only do to us what we allow them. They know we are divided and will continue to place the wedge further dividing US.
all the range gals / guys should submit a list of the "comped" bosses qualified this year.
This would cripple J-pud's seige.
