Ticket Book Inspection
A recurring theme that has popped up before:
- Hey SCC, just went out with a fellow officer from 18 and guess what happened to the 3rd watch roll call? The 1500 & 1600 roll calls had to stand for inspection. The Officers had to have their mover books "opened" to show when they last wrote a mover. Looks like we are getting the mayor where it counts, but this is pimpy. Has anyone had this happen to them in other districts? Looks like we do have a forced qouta now.
Well, technically nothing untoward happened here, at least by what was written:
- Roll call is just that - Stand up; answer "Here!"; get checked out by the Sgt or Lt or Capt as to properness of dress and equipment.
- The mover books are the property of the Department and the City. They can be inspected.
What the writer doesn't say is that they were ordered to write tickets. That would be a quota and that would be improper. Why do you think that Daley's "red light cameras" are so popular downtown? It removed the Officer from the equation. No "discretion." You broke the law, you get a ticket mailed to you. No sob story of "I was late," "I swerved to avoid a puppy," "My momma is dying." You can't persuade a camera not to issue a ticket.
Quotas lead to bad police work. We'd be awfully surprised to see a boss actually quantifying a quota in writing nowadays. They might fiddle with your assignment, hint at what "might happen," or do any of a dozen things bosses do to mess with those who displease them. We know plenty of old timers who mess right back at them using "discretion" or filling in the name of the boss who ordered them to write in the witness box.
Be careful and be sure of what your being told in regard to incidents like these.

What would the law be in regard to secretly recording a roll call? Would it be illegal? Is there a right to privacy when addressing a group of people in a station? I know some troll lawyer has to be reading the blog so chime in.
I wrote a mover last month and went to traffic court. When did they move traffic court away from LaSalle St.? I couldn't even find the sign in room with Sgt. Jackson.
Easy answer to this, write bull shit tix. tail light out, cracked windshield, something that brings in no fine, The driver only needs to show a receipt it was fixed in court, No revenue for the little guy. Or even better write no City Charges, Ue the IVC codes and then the State gets the money not the City. There is an IVC code for everything the city uses except City Wheel Tax. iam no fan of Blago but as long as Shortshanks doesnt get it you can still keep your ass off the hot seat.

The last mover I wrote was back in 92. I admit I write the occasional parker and ANOV though.
The bosses cannot deny you time due for inactivity. I don't care what they say. If you get TD denied and the boss has the balls to say its because of your inactivity, follow these steps.
1. Look at your watch and write the time down.
2. Get the name and Star number of said boss.
3. Contact your FOP rep/Call FOP.
4. File a grievance
The actions of the WC would be a clear violation of our contract. I highly doubt any WC would say this to your face. The majority of WC's are gutless cowards.
Far to many officers on this job worry about getting dumped from a watch or car. Who cares??????? Why are so many of us afraid to be on midnites or a late starting rapid??
PPO's shouldn't see the light of day while working for at least 2 years after getting off probation. That will teach them how to be the police on midnites and keep them out of the bars.

Seems like King Daley is on a roll: Last month he sent out a group of city inspectors down Archer Avenue (Near Harlem) and they cited any and all businesses, with any violations of their business licenses, no matter how minor they may have been, no warnings given.
Looks like he trying his damnest to plug up that $300 MILLION black hole in the budget no matter what it takes!

I am a Norfolk Southern rail road Police officer, and the department of revenue just sent us 500 parking ticket books. We are told to issue tickets to violations we see in the neighborhoods we patrol. I understand movers are next. I guess whatever you guys are doing or not doing over there at the CPD is working. You guys obviously have the City looking everywhere for revenue now !!!
Parkers are easy, just find an abandoned car and wall paper it. There's your quota for the week. Or write those cars for sale with the bogus Indiana temps.
This happened in 006 about a year ago. A few officers got counseled if they hadn't written one within the week. Inspection of the mover book is to check for notes, which you are supposed to write on the back of the blue copy. I never did until I got written up by an inspector for not having any.
Used to happen back in the early 70s in 2 but most of us were too drunk to care! Capts would pass us up quickly for fear they may check his breath too! Ah , the good old days!
Tickets? No problem- Every Sunday around all the Westside "places of worship" everyone parks where the fuck they want because they are going to "church". Plenty of parkers to write around there- I will also stick around for any questions about said tickets and explain that I was told to do so- so blow me.

Same here in the 17dst....new commander tells us we can't have special without 90 day activity sheet...he gets a call from downtown and he can't enforce said order. Commander then comes to roll call and tries to make peace with po's and later has Sgts look at our mover books.

That being said...I would think it wise to write a mover every once in a while, and a parker once in a while, just to give a semblance of police action while on duty.
When you go to traffic court, just tell the judge that you wrote the ticket because your watch commander told you to.

That is an easy solution! Issue ticket books to "all" white shirts, would keep them busy and stop all the nonsense for us! Simple is as simple does! Go get em' boss your the greatest!

I am a boss and I couldn't care less how many tickets you write, how many parkers you write or how many arrests you make.
This department gets what they deserve and they have created a police department that is generally disgruntled and discontent with their current situation. Its not the patrolman who is unhappy it goes all the way up. Keep backing each other up, it will get better someday.
The only time they get a mover from ME is when it involves a traffic crash!

They had an officer who on third watch who worked Bt.105, who wrote aleast 100 parkers a day,just about everyday he worked. Your clouted commander Ryan took him off Bt.105, and replaced him with rejects from SOS,.. who did nothing.
Naturally, there was a steep drop in the number of parkers for the district(revenue for the city), but the powers that be, did not give a damn, then. And now they are conducting ticket book inspections, to intimidate officers to write tickets,it seems to me if you have an officer that likes writing parkers... let him write parkers. But they fucked with that officer, dumped him off his car, and now they want activity,....this department is... FUBAR!!!!
off topic: what happen the other nite on 1st watch in 16th dist. f/4 called and wanted day off holiday (labor day). the capt. informed her he was down to all 1-man cars and the wagon was working both 1671 and 1623. she was told she had to work..well about 15 min later ADS Lopez calls and tell capt that he must give the p.o the nite off... hey Jodi..and you think i should go out and work and then get my time denied and yet a f/4 that has not writen a mover all year...yes all year gets special treatment...its true check the AA's.

Old retired guy says;Some time back in the early eighties we were pissed at something, don't remember what, we were always pissed at something, and were not doing the things that show. The Lt., "No deal O'Neil", as I recall had us go get our ticket books and bring them to roll call where we were made to hold them out in front of us opened to the cc of the last ticket we wrote. He went down the line and read off each date. Thought he could embarrass us. He couldn't.
Word in 006 is that some very influential (CLOUT) sgts from 021 tac are on the way back to 006. Cmdr Johnson is excited to get them back. Apparently, their misguided move to the Obamaland 021 district has cost them dearly. They have PISSED OFF both CW and JD. If any of you 021 cops out there have the real dirt...let is in!

I know that when I was in my teens and early twentys and had a '70 Challenger and a 900 Kawasaki I was averaging a ticket a month. Thankfully, I was able to attend "class" to keep the tickets off of my record. I eventually slowed down and became (mostly) law abidding.
You (and many others) are shortsighted in looking at the revenue aspect of writing tickets. When some kid (who has not been disciplined enough (read 'ticketed')) blows through an intersection at 90 miles an hour and broadsides your kid's car you might find yourself rethinking your poorly thoughtout strategy. Maybe, if he had been ticketed time and time again it might have changed his behavior as well.
For everyone thatis saying that they were told that they need to write more movers or have their car changed or be denied days off. Ask the white shirt if it is their rule or from someone higher up. Ask for it in writing and make sure that there are witnesses. Maybe even video or tape record the person that says that to you. then we can get rid of some of those asshole when thier names are published because of lawsuits that will be filled.
QUOTA ARE ILLEGAL AND AGAINST THE CONTRACT. Besides I work in a district that is 99% black and I do not want to be accused of racial profiling so I am waiting to give some tickets to whites and hispanics so I can even out the stats. So it won't be happening anytime soon.
And why can't I take my shoes off while in the car? I don't plan to get out anytime soon.

Not being a cop, maybe I am missing something but it would appear to me that looking over tickets and ticket books would be part of normal supervisory activities.
Traffic court is so inconvienant i live miles upon miles away from the Daley center the two hours it takes to get there is not worth the 10 minutes of sitting in court just to drive 2 hours back in traffic fuck that!!!

My watch commander never checks our ticket books. Last week at roll call, he made me proud and told the rest of the watch that I write more parkers then anyone.
He told them I have no time on the job and that they should follow what I do and write ticket's.
Two of the officer's told me after roll call that I was a suck-hole.
I told them to do what they get paid to do. I am no suck hole but a good worker. When I make Sgt, I will demand at least a book of parker's a day.

If you want a few good movers, pull over a garbage truck or a streets and san tow truck, get out the book of the equipment they are required to have on their vehicles (shovels, brooms, etc.) and right them for those infractions. Im sure the watch commander will love those tickets.
CTA busses are good ones for running red lights, stop signs, and not pulling all the way to the curb to pick up passengers.
Theres also always the Sun Times and Trib drivers going the wrong way on one way streets for deliveries on midnights.
The can inspect my "Culo" while the so called bosses are at it!

Jayne Byrne greased the way for out first contact. After she was out of office when we were working on our second contract the city strung us along. The coppers refused to write movers. The commander of six tried to hold payroll checks unless you came to his office with your mover book and showed you wrote a mover w/in the last two working days. A near riot almost broke out and the street deputy was ordered to the 6th district per the First Deputy and ordered the D/C of six (Harvey) to release the checks. What we were doing was no parkers at all and movers were only state IVC violations (in PI accendents only) no MCC violations and it drove the city nuts. Then we went on a ticket blitz and told all of the violators “happy motoring from the mayor!”
P.S. mover written with state violations net the city almost nothing. Parkers are all profit as are ANOV’s. Stop writing those until the contract is done
I haven't wrote a mover since 1995...and that was at the request of the then-D.C. who was a great boss. Best part of it, I didn't have to make the court appearance because I was on furlo. Good luck, time due, V-days, and BFD's are solely at the discretion of the Watch commander, Personnel days are your only "grievable" item. It's called short arm inspection and it is what's behind the zipper that is looked at.

Yes your are missing something.
CPD does not have any quota system in place for individual officers. Further, there is no mandate that an officer issue citations except in a few exceptional cases (serious personal injury for example).
Therefore, other than to ensure that we are properly caring for Department issued property, which citation books are, there is no reason for any supervisor to inspect them.
The books are being inspected to see if an officer has written any citations and at what frequency. Based upon that finding, supervisors can and do take retaliatory action (it could be as simple as denying your request for a day off) — an obvious disciplinary action being enacted without due process.
That's the issue.

Use yur head, Fred. Have you ever made a traffic stop and let John Q. Citizen off with a verbal warning? I think we all have. It is called DISCRETION. Camera or no camera, there is no law or policy that mandates you write a citation when you make a traffic stop.
If it will make you sleep better at night, just make a note on yur ticket cover of the date. time, location and license number of every citizen you stop and give a pass to. Then if (and I doubt it will ever happen) you are ever questioned about giving a copper a pass, then you can show that coppers aren't the only ones that benefit from police discretion.
If you get stopped for traffic off duty, quietly hand the officer both your license and ID card together when asked for your license. A quick look at both by the officer will most probably get you a, "please drive more carefully" warning as the officer smiles and hands them back to you. Just smile back and say, "thank you officer."
Thus endeth the lesson.
Parkers are easy, just find an abandoned car and wall paper it. There's your quota for the week. Or write those cars for sale with the bogus Indiana temps.

I used to write a whole bunch of movers! I have a little over 3 years on. I haven't written one in awhile! A few months at least.
See, there's this copper from 014 in my court call. And he writes everyone. EVERYONE in the room is there for him. They gave him the LIDAR gun and he went gonzo!
So I gotta sit through 2 calls most months...that about 2 hours!!!
Okay, so I work 3rd watch so I gotta wake up early & take the train down (about an hour). Then I gotta take the train back (a little less than an hour) and then spend 2 hours in the court.
So I just used up 4 hours of my day to gain 3 hours of comp time.
I guess you can say I got tired of losing time!
This is fun! I love being a cop! As long as my check clears I could give-a-shit about Chicago and it's bullshit! Take what you can and give nothing back!

Just a note to "Missy" from the 1st district. What I read from your post is that you write a lot of parkers. It goes witout saying that your W/C is proud of you. So are the rest of us. What strikes me is that these cars are empty. You don't mention writing movers where there is interaction with the public (ie the risk of a physical confrontation with an angry motorist). You don't mention your most memorable arrest. you don't mention the calls you go on. The fact that you're in the 1st District says it all. So when you become a Sgt (after all this vast police experience) you're going to supervize the troops. This is why there are a vast number of disgruntled officers out there. You don't know shit (except how to write parkers) and you're gong to extract productivity from the troops. We are told to issue tickets to violations we see in the neighborhoods we patrol. I understand movers are next. I guess whatever you guys are doing or not doing over there at the CPD is working. You would 'think' alot of things would be addressed by supervisors. The truth in the matter is they don't give a flying flip UNTIL their boss starts getting on them to *gasp* do their jobs.
I have a fair amount of time on - I'm not looking to have my Sgt. breathing down my neck at every turn. BUT - if this department was run properly, many of the petty issues would be non-issues. But, that would force certain (*note - not ALL) Sgts to actually leave the station and would cut into their 3 hours lunches.
Beyond that, this is our own little thanks to Daley and J-Fed for continuing to make our lives as difficult as they can muster.

If you want a few good movers, pull over a garbage truck or a streets and san tow truck, get out the book of the equipment they are required to have on their vehicles (shovels, brooms, etc.) and right them for those infractions. Im sure the watch commander will love those tickets.
CTA busses are good ones for running red lights, stop signs, and not pulling all the way to the curb to pick up passengers.
Theres also always the Sun Times and Trib drivers going the wrong way on one way streets for deliveries on midnights.

live in 014 and had a cab driver hit n run me in 013.. called it on as off duty because i actually was able to follow dude to where he was dropping off his fare... no one showed for 30 fucking mintues... wow great police work in 013... decided to leave and make report on my own time but it would have been nice had someone showed... had to drop my sister off at the airport and low and behold right down the street who do I see but a 013 district copper asleep in his fucking squad car at about 3pm....
