Daley Reveals Budget

  • Acknowledging that nuts-and-bolts city services would suffer, Mayor Daley today proposed laying off 929 city employees, eliminating 1,346 vacancies and raising fees, parking and amusement taxes to solve Chicago’s worst budget crisis in a generation.

  • Of the 1,346 vacant jobs that Daley plans to eliminate, none are sworn police officers. But Fraternal Order of Police President Mark Donahue called that a “shell game.”

    That’s because Daley is counting on saving $10 million by slowing police hiring to a crawl — with only 200 officers hired during all of 2009.

    With 450 sworn vacancies by Dec. 31, and an annual attrition rate of 600, Chicago could be “down 850 police officers by the end of 2009,” Donahue said.

Which civilians posts are they talking about eliminating? Timekeepers? Detention Aides? How many of these will be covered by sworn officers?

Time keepers jobs will be a thing of the past by the end of '09. Mark my words. You have automated A&A's working which will be integrated with our swiping in/out couple that with Time Due slips becoming automated eventually and there will be no need for a physical timekeeper.

I understand that changes are coming that when an officer signs in to a dept computer he or she will be able to click on a link that will show his T/A card showing CU hours BFD's P-Days.

Also understand that all payroll is going to be a direct deposit. No more paper checks, and pay stubs will be online and printable(.pdf) if needed.

Watch for a new program to be announced in the near future. Resembling the TARA program. In order to alleviate manpower shortages, and the expense of hiring new officers we will be able to work our RDO in our districts of assignment at the OT rate. Even at the OT rate its still cheaper than hiring new PPOs. Problem- MLR and Law dept working on is it would only be open to those currently assigned to districts now. So no worries about light duty house mouses from HQ working in a district that they have no clue where they are at. Officer saftey issue- ya know.

Just a little info on the budget that is as solid as my last turd. According to the Mayors budget, police budget was raised by just over $2 million. However, it is down nearly $30 million from 2007.IPRA investigations received a $1 million raise, so I guess we must be a little more aware of being railroaded by rat eyes. Speaking of which, to his credit he cut his budget by $500,000. However, Mo "Bad News" Bond got a $4000 raise to which she now brings home $130,000. Unfortunately, she lost her $110,000/year assistant. WTF.
Anyway, the cold hard numbers for patrol are amazing. Any shit eating GED getting reverend or aldercreature must never quote "Well we have over 10,000 officers on the street," bullshit again. According to Daleys own numbers, officers in Patrol (9161)7,792. That is what Daley allows for Patrol. I have not had the honor for any sweet detail other than arresting Pookie, but around 2,400 or so (9161)are given assignents for a variety of reasons like Mobile Strike Force Mounted Unit TRU(which got a raise of under $1 million and increase in staff of 25 (23 PO's and 3 Sgt's, -1 LT)).
At nearly 7800 PO's budgeted for the streets, I would like to know the real number. That comes out to 312 a district 100 per 8 hours at any given time in any district.
I like to think that if you budget 1 PO for patrol, but he is actually tasked to TRU and the budget allows for $60,000 for each slot, how much does the Outfit get?
Also, if Barrack Hussein O'bama (I actually think he is Irish) wins Nov 4, does he get to fire all Federal Attorneys, like Fitz'? Does it also mean any investigation into Chicago corruption is up to rat eyes and his crew?
Wow what a budget.
Now, back to internet porn.....

By the way, Keep up the Good work SCC, because if you worked for the city, you could have a budget of $10 miilion to operate IT and make $142,000/ year being a Director of sites no one visits.

This budget is going to create an all time low in manpower. I know the mayor wants to save money, but with an 18% increase in homicides police hiring is not the way to go. How about cutting spending on the multi-million dollar bloated city construction programs.

Weis was saying in a press conference a couple days ago that after the budget hearings the "tap would get turned back on" for police hirings. I guess it's not going to happen. 200 for all of next year after only 125 this year? At least Donahue spoke up and said what bullshit this is to the media. 800+ officers down is definitely going to effect public safety and response times. Daley and Weis saying otherwise is just an insult to our intelligence

What's with you and District Managers? Because you have a manager you don't like you want to get rid of them all? They are not all political appoinitees, some actually do a decent job. They have families to feed just like you. There isn't a single reason that more than four officers should be working inside a precinct house: One sergeant, two PO's and a Lieutenant commanding (there is no need for captains). Lockups should be at the area and handled by the Sheriff's department. Everyone else should be a civilian. Police Officers should be on the street doing police crap.

Instead of cutting costs on police hiring how about this spending 450 million to rehab the Altgeld Gardens housing projects. WTF is up with that. These bloated construction projects hooking up Daley's cronies are what has made the city broke. Only 200 police hires next year is really going to screw manpower worse than it already is.

CHICAGO (WBBM) -- Mayor Daley says his new budget won’t take police officers off the streets, but the plan is raising questions among some Chicago Aldermen.
WBBM's Political Editor Craig Dellimore Reports.
The Mayor’s 2009 budget will slow the hiring of new policve officers and may leave some vacancies unfilled. So, City Council Police and Fire Committee chairman Ike Carothers says that will mean fewer beat cops at a time when crime is on the rise.

The Administration plans to hire 21 new police sergeants. But, West side Alderman Ed Smith says that doesn’t address the crime problems for his Ward. He says with street crime and drug dealing on the rise, he’d rather see more beat officers than sergeants.

Still, South side Alderman Fredrenna Lyle says more sergeants mean better supervision, and that *could* reduce cases of police brutality or misconduct.

i work in streets & san, its very sad to see people crying because they have no other means to support their family.

i also noticed commissioner mike picardi has a full time police security detail on the 7th floor.

the mayor, aldermen, and commissioners should NOT be accepting pay raises when others are losing their jobs.

there is something VERY WRONG WITH THIS BUDGET.

no mayor daley, this budget is NOT good for chicago and the tax payers.

anybody with a computer who looks at this budget can see CLEARLY there is so much bloat and pork its sickening.

i.e.: title names asst. commissioner, asst. to the commissioner asst. general supt.

do we really need all these assistants?

to many chiefs, not enough indians.......

the mayor will never take blame for screwing things up. perhaps just a lapse in judgement.

Only 22% of the voters bothered to come out to vote. 80% of them voted for Daley. So Daley was elected by less than 18% of the voters!

If people would get off their hands and go to the voting booth we could easily defeat Richard M. Daley and perhaps get someone decent in there.

Why does unit 121 have 133 officers (9161) assigned and of that... 101 officers has less than 15 years on the job the youngest having only 4 years. (before anyone starts I'm not looking for an inside spot) I'm only suggesting that we look into this and get these young guns out here with us. They should only allow people who are getting to retirement age (if they want those spots) to have them. (I only picked 15 years because I had to start at some number) ALL YOU MF'S NEED TO GET OUT HERE AND GIVE US A HAND. THAT WOULD BE 101 MORE OFFICERS IN THE DISTRICTS!!!!! DON'T BE SCARED WE'LL TEACH YOU HOW TO BE THE POLICE !!!!!!

How many sworn are filling civilian positions now? If the budget calls for a civilian then use a civilian, not a sworn officer. Why use sworn officer as a secretary, filing papers?

I like how the timekeeper where I work signs all corresspondance, timekeeper as if it is God or something. I suspect it is so nobody will ever know who to look for when they fuck up or claim "not to be in the office."

(before anyone starts I'm not looking for an inside spot) I'm only suggesting that we look into this and get these young guns out here with us. They should only allow people who are getting to retirement age (if they want those spots) to have them. (I only picked 15 years because I had to start at some number) ALL YOU MF'S NEED TO GET OUT HERE AND GIVE US A HAND. THAT WOULD BE 101 MORE OFFICERS IN THE DISTRICTS!!!!! DON'T BE SCARED WE'LL TEACH YOU HOW TO BE THE POLICE !!!!!!

I still have a copy of the original General Order for District Managers (might have been a Special Order or a Department Notice, but I think it was a General Order) somewhere, but it clearly states that one of the requirements is having an MBA, then the phone calls started, and the MBA went right out the window.
