ILEAS Meeting
A "total disaster" according to one source. They could actually smell the fear in the room. Here's the plan though:
- Folliard (retired CPD) from Hazel Crest working out of Area 5
- Kushner (retired CPD) from Berwyn working out of Area 4
- DeLopez (retired CPD) from Winnetka working out of Area 3
Each will have a mobile force, each will be assigned a liaison due to incompatibility issues with radios.
And speaking of radios, the entire CPD inventory of ILEAS radios? Under 100 total radios, all in a storage closet, all with no one trained to operate them. And even if they managed to get a group of people trained up and deployed, no one has any idea where the battery chargers are for these radios and the batteries (multiple years old with no replacement or maintenance) aren't compatible with the CPD 6-hour-specials we all walk around with now.
Where does it all end?

We didn't have radios for venetian night, why would we have radios for obamarama or a terrorist attack. It's called salary with no responsibility. Dat's da Chicago way. And you vote for the same idiots year after year.
The only one who cares about the troops on that entire list is Kushner! delopez are you kidding us? He never had a clue and he will be in charge of what the boyscouts? Wonder if they will be by daleys house celebrating? His valets I am sure will protect his home front!
Bed sheets
An extremely modest man was in the hospital
for a series of tests, the last of which had left
his bodily systems extremely upset.
Upon making several false alarm trips to the bathroom, he decided the latest episode was another
and stayed put. He suddenly filled his bed with diarrhea and was embarrassed beyond his ability to
remain rational. In a complete loss of composure he jumped
out of bed, gathered up the bed sheets, and threw them out the hospital window.
A drunk was walking by the hospital when the sheets landed on him. He started yelling, cursing,
and swinging his arms violently trying to get the unknown things off, and ended up with the soiled
sheets in a tangled pile at his feet. As the drunk stood there, unsteady on his feet, staring down at the sheets, a hospital security guard, (barely containing his laughter), and who had watched the whole incident, walked up and asked, 'What the heck is going on here?'
The drunk, still staring down at the bed sheets in amazement, replied: 'I think I just beat
the shit out of a ghost.'
Happy Halloween
I saw one at 17th State with the charger with a lot of dust on it. NEVER was it used. Better idea give them are radios...DUH

The CPD is run by morons.
Carry "Two-Tuesday"
Folliard (retired CPD) from Hazel Crest working out of Area 5
Kushner (retired CPD) from Berwyn working out of Area 4
DeLopez (retired CPD) from Winnetka working out of Area 3
Per SCC.
These three, Folliard, DeLopez and Kushner must be trying to curry favor with shortshanks and are betting they will be owed a "BIG" one should the Messiah get elected.
Why else would you put your own agency's people and resources at risk, and short your own community, all not required by the ILEAS Agreement, because the circumstances are not an unforseen emergency, rather this is a contrived "emergency" at the hands of shortshanks and the messiah.
Apparently, each of these 3 former CPD would give both nuts, just like J-FED did, to make a return to the top job at CPD, but these 3 are also willing to risk the safety of their sworn people, their resources, and the safety of their own communities to get a foot in the door, all when not required to do so by the ILEAS Agreement.
I always knew Folliard and DeLopez are nothing but career phony politician whores, phonies that can really bullshit the uninformed and unsuspecting, but I am surprised at Kushner participating in this mess. Shame on you Bill, if true.
what happened to all the interoperabilty as touted by our o.e.m.c. section?
Tom Folliard out there running stuff again?
Excellent. I am starting to feel a little better now. We had some good times in 009. He definately had his shit together; we worked, got off safely and had a few pops to celebrate.
'Cmon back home Tommy, we'll leave the lights on for you!!
Good planning. Whose in charge of those radios?
You guys are fucked. And private citizens should be livid. How can one of the largest police departments in the nation have let basic necessities required for your safety, the safety of citizens and what you absolutely depend on to do your job have come to this?
Now, Daley is inviting EVERYONE who wants to come to Grant Park WHETHER THEY HAVE A TICKET OR NOT to come. What the hell is wrong with him? It's almost like he's encouraging a riot.
When it goes down bad I hope they put him on the cover of Time magazine for being the biggest, dumbest, most corrupt politician in the country.
A poster in one of the previous threads questioned why ILEAS would even get involved because:
It is not an unforseen emergency.
The city could approved this event and could stop it from happening.
The city says it will be peaceful.
That poster is probably the smartest person on this blog. No, it was not me.
Nobody for Area 1 or Area 2?
What the hell.

You are an idiot. Folliard was one of the best bosses this Department ever had! How many street Deputies did you see running up to the 6th floor of a Cabrini building to help whoop ass during a 10-1?
There is still a tac team fighting a federal laws suit from the wto protest. Cameras are everywhere and if osama wins remember who will be judging you in federal court and in public opinon. Unless ordered be a spectator or real real sure you are 1000% in the right.
The Department of Fleet Operations is responsible for all police radio's. Once again, they have dropped the ball. Good luck troops!
The sad part about the whole thing is that the poweras that be have to go to retired, tired used up people. They can not find anyone currently active on this job who can formulate plans, implement them and adjust to changing events.
write plenty of ANOV'S for violations of city code. DOPW., and jay walking. This will be a good opportunity to empty your book.
folliard is the only competent former commander of the bunch, stand up guy , worked for him in 9th dist
I'm watching,
if coppers are injured and if it's cpd equipment related, radio batteries fail, no radio issued, etc,
I'll picket 35th street with news coverage, and publically vocalize
the necessity of a work action by police & fire.
retired
Do you really think that these southern suburban departments (Read from Burnham to Sauk Village and Calumet City to Midlothian) aren't going to be daling with the shitheads acting up.
It ain't just gonna be the city going up....the south suburbs are doomed as well....
They wont be able to spare the bodies, either
Tom Folliard was the best boss i have ever worked for. His first concern was for his troops. Yes, he is heavily connected but that also means that nobody fucks with him. It was a sad day when he left the department. Everyone who has had the pleasure knows exactly what I am talking about. An Area 1 "Dick"
This keeps getting worse as the days go by.

Hey now jimmy k would do it if his segway could climb stairs!
Off Topic: For all you 008th Disrtict & Grafield Ridge area people. I tried the new remodeled BOHICA's on Archer. Very nice and great food. New owner's want city workers and will take care of police eating there on duty. A nice place in the area, let's try to keep it that way before the assholes find out.
Billy- can I show you my gun - Kushner
Oh Goody, I hope he wears his "Shotgun shell bracelet", the one for speedy reloading,
You know it's true Berwyn Billy, deny it and I'll prove where you got it.
Where is Mike Sheehan? How come he is not in charge of one of the areas? Talk about Flag on the Play, 15yard penalty, repeat second down.
Who pays the lawsuit if one of the Suburban people fuck up??? Chicago taxpayers?
Good move Daley..hang on to that money for the Olympics, and not spending it on police officers. We are budgeted for 13,500...where is the money going Mr. Mayor???
Why is the City of Chicago not in compliance with a federal mandate that states every municipality must be able to communicate to each other on their radios to ensure proper communication if/when a catastrophe occurs? Chicago took the federal money to do it, but failed to follow through with the mandate..hence we are not in compliance, and could be fined by the government for not doing so.
I hope this all backfires in your face Daley..you are truly the most corrupt politician of our age. When the dirt comes, you just say I don't know, and when you want something done you just do it.
Can someone please do something, Patrick Fitzgerald?, somebody? anybody?
I swear the government must be scared of this mayor..
I retired 8 yrs ago and gotta say if Bill Kushner is in the mix you got one hell of a good copper with you, Worked with the kush yrs ago in the old 6th dist, alaways a hello and a backup if you needed one and he was not a political whore casnt say the same for some of the irish drunks who called themselves policmen on the tact team there tho
What are these "radios" you speak of?
LETS JUST PUT ALL THE T.M.A.s OUT THERE THEY ALREADY TOOK OVER A LOT OF OTHER POLICE SPOTS !!

Most of the residents of Areas 1 and 2 will be tearing up the Loop.
I'm glad I'm on medical. Kushner would see me and start with his war stories and before you know it, the riot would be over. Good luck guys and be safe.
THIS WORKING NO CLOUT P.O. FROM EDISON PARK SAYS: TO ASSHOLE BAD MOUTHING KUSHNER. GO F-CK YOURSELF. I WILL GO TO WAR WITH HIM ANY DAY. TOO BAD HE WON'T BE IN AREA FIVE. GOD BLESS YOU BILLY, AND JFED GO F-CK YOURSELF.
SCC I WILL BE AT MISSION CONTROL CENTER WITH SEISER YES SEISER WILL RUN IT ON 04NOV08.
i think a lot of these suburbs will have their hands full.
on the west : maywood, bellwood, oak park, forest park, hillside, etc.....
those alone may keep ILEAS busy !
all 3 are very self serving egomaniacs but at least Kush can get the job done...
Folliard was a good boss if it suited him and you were a white male.

Mayor defends city's emergency communications
Thursday, April 12, 2007 | 6:50 PM
By Chuck Goudie
April 12, 2007 (WLS) -- Mayor Richard Daley and his top emergency team Thursday vigorously defended the city's ability to communicate during a crisis. They were responding to an ABC7 I-Team report Wednesday night that uncovered serious technical difficulties with the city's emergency communication.
City officials came out swinging after the I-Team found that Chicago's most important emergency communications vehicle was ordered parked by federal authorities and that valuable city radio frequencies were about to be terminated.
Ironically, Mayor Daley and his emergency staff had to answer questions about The I-Team story Thursday morning as they were attempting to tout a new security system at McCormick Place.
"Technology is replacing the eyes and ears of everyone," Mayor Daley said.
Mayor Daley was talking about this new technology that debuted Thursday at McCormick Place -- 450 cameras scattered through the city's convention center that he says will automatically snoop out wrongdoing.
The mayor was just as enthused last fall while unveiling a $2 million satellite communications van, but one we found has been incommunicado since the mayor's unveiling, cursed by technical glitches and the city failure to obtain federal operating permits. Despite federal records that prove the city equipment was unauthorized for use the past six months, Chicago's disaster czar Thursday maintained there has never been a problem with the unified communications vehicle, or UCV.
"The UCV does have satellite capability. It has had it from the very beginning," said Cortez Trotter, Chicago chief emergency officer.
It may have had the capability, but a rejection letter from the Federal Communications Commission just last month prohibited the city from turning it on and using it. The FCC said that, from the beginning, Chicago hadn't fulfilled all the requirements for a satellite permit.
Thursday, though, Mayor Daley admonished news reporters not to listen to the FCC, that federal agency that barred legal use of the truck. The mayor told reporters to listen to the city's acting director of emergency communication, who says everything is fine.
"At no time since the vehicle was delivered was it ever interoperable or inoperable. As a matter of fact, we use this on a regular basis," said Jim Argiropoulos, acting OEMC director.
Indeed, just Wednesday -- after learning that the I-Team was going to report this story -- Argiropoulos sent an emergency request to the FCC asking them to issue a special temporary permit to operate the satellite communications truck.
"I'm telling you, I talked to the FCC last night and at no time has this truck ever been in jeopardy," Argiropoulos said.
It may not have been in jeopardy, because it was filled with gas and the brakes worked, but until Wednesday night, if there had been a terrorist attack on Chicago, the city's prime emergency communications tool couldn't legally have been used because the city had no federal license to use it.

Has anyone gone out and stuck the key in this thing and tried to turn it over since? Ha.
By the way, what about all those "talking air raid sirens" -- the new speakers on poles? Last time I heard half of them didn't work.
What can you say about a town that spends a quarter-bil on a new 911 dispatch center and then staffs it with people who translate the calls out of plain English. The caller says "Ridge," they hear "Ridgeway." Self-explanatory...
I am gong to give you boys and girls some good advice. Take it or leave it. I went through every riot in the 60 and 70s I remember when you could not see a white shirt anywhere. The Sgt. had blue shirts in the 60s. No lts. to be found. I saw many so called leaders during these disturbances BUT the best I ever saw was Tom Folliard. I have worked special details when DeLopez was in charge and he was excellent. I never worked with Kushner but heard he was also excellent. I don't care what you think of them but if you want to go home in one piece LISTEN TO THEM AND TAKE CARE OF EACH OTHER. STAY TOGETHER. I'm retired and armed so I don't give a shit, but boys and girls, sorry to say I will not be there.
Folliard...great boss, hard charger...as long as he's sober...work for him any day!
Delopez...please...absolutely useless!
kushner...the most self serving, arrogant individual that ever was in CPD...best thing that ever happened was when Cline dumped his ass. Loves to take other's actions and make himself part of the story...nothing but bs from this guy...should stay in berwyn where he belongs
Here's whats bullshit, fire all the good bosses we had, who knew some shit, then hire them back for hundreds of thousands. what the fuck! give me that money..
I don't understand what they are gonna be doing?
Maybe Tom Folliard can stay as Superintendent and J-Fed can move to the suburbs. Folliard was one of the best bosses on this job. He like other great bosses, John Pappas and Waynebo stuck by the troops. That's why they were forced out. They gave a damn about the troops and screw the rest. Too bad booses like this are extinct. Now the bosses are for themselve and screw the PO's. TF you got any spots in Hazelcrest. I'd work for you anyday, anytime.
Tommy Folliard never looked down on coppers or screwed them. First day in 009 bad guy shot by police. LT. tries to interrogate coppers on scene. Folliard shows up, tells Lt. to go away, sends coppers into station by themselves to remember the facts for the interviews. If there was an In progress call Folliard would back you up when he was on the street, which was very often. Years later he remembered people that worked for him and would walk up to you shake your hand and BS with you about how you were doing. Even after he left he would do that. Anybody who knocks him, look up any of the coppers who worked in 009 for him. You can knock him to our face.
Its going to be 68 & dry! O boy!
stadium club
From the CCSPD:
Tom Folliard work for a stint at the CCSPD. He was D/C of Patrol. He was the best. The very best.
He got launched when Harry Potter got elected Sheriff and he put his boy/lapdog Palcu in as our FDC. Palcu and the other sub-lapdog Rutili had a hard-on for TF (and anyone who came over from CPD); thus he had to go.
We did an AOA to the Secret Service for the Bush/Cheney Inaugural. We did exactly what the USSS asked of us and had a great time to boot!
I would take TF over his two sucessors anyday any time.
--From an old friend, pushing a beatcar in BV.....
write plenty of ANOV'S for violations of city code. DOPW., and jay walking. This will be a good opportunity to empty your book.
10/31/2008 10:20:00 AM
I would put this guy in the first 25 to get hurt...prob the 1st to start a riot.
I got the solution....
2 P.O.'s & 1 Sgt is all thats needed.
If..and when the party gets out of control..
We pre-fill the "Bean" with CS..
If it starts..Sgt gives the order,
least senior P.O. hits the button.
Senior P.O. (driver) pulls up and all ride back to district...or more important..the Board of Elections
to meet up with rest of the 13,497.
OT max mayb 4 hours,
Just remember boys and girls, all of those three and many more of us are all what you should want to be, RETIRED!!!
Cover each other so all go home safe! No matter what happens!
One correction to the fellow guy from the 60's & 70's. One Lieutenant (in a white shirt) was shot from the projects during the riots in the 60's.
Former Commander/Capt. Francis P. Nolan, a gentleman, great police officer and a great boss. Kept the bullet they took out of him in marlite on his desk as a paperweight. May God let this policeman's policeman rest in peace!
Here's the message. We do not have competent exempt leaders in our ranks.
That is why we are bringing
in Foliard, Kushner and DeLopez: the real street police.
I wish Ramsey was here to complete the Fantastic four!
Now, Daley is inviting EVERYONE who wants to come to Grant Park WHETHER THEY HAVE A TICKET OR NOT to come. What the hell is wrong with him? It's almost like he's encouraging a riot.
That's his plan. You see, if there is a riot and we manage to survive it; he will have shown the world that chicago can manage the olympics. It all a test!
Has anyone gone out and stuck the key in this thing and tried to turn it over since? Ha.

Every morning it is driven from a secure southside location where it is housed overnight. I will not print the location, but anybody with more than 30 "minutes" on the job knows the location. It is then set-up at an alternate location, such as outside 911 or somewhere else in the city, where they pretend play with it all day, before returning it to the overnight location. It isn't worth a crap, but it is pretty. So, yes, they do put the key into it everyday, and the engine works, as does the antenna mast, but little else is worth the expense to run the thing day in and day out.
Ok where is leo "ric flair" in the mix? He is j-feds hero but where is he? Is he like his bride ruining morale like she does? Neither has a clue! Who did I sell that shit gym to? What about that other mailing business?
The 3 suburban chiefs are going to be in the areas because of the suburban teams on standby; plain and simple. They were selected by the ILEAS region board, and did not volunteer. for the jobs, and are NOT being compensated in any way by the city of Chicago. I agree, it would serve Daley right if the City burned.
Say what you will about Folliard, De Lopez and Kushner; they just want to m ake sure that all of their people, and all the CPD coppers manage to go home safely at the end of the night.
I have nothing against any of these former bosses.....However, if they were any good at thier jobs, they should have ensured that the people below them were able to do the job in their absence. Unfortunately, too many bosses on this job are micromanagers. The result of micromanaging is that when you are gone and eventually you WILL be gone....there is nobody capable of doing anything because you never allowed them to do anything as long as you were around!! When the boss totally controls everything himself and doesn't empower his subordinates, the end result is always the same. Absolute failure in the long term!!
I worked for Tom Folliard in CCSPD...he is the best. What a great boss. He is the epitome of a "policeman's policeman". Always cared about the troops, never arrogant with his authority. Who cares if he has clout, absolutely the Best!!
We miss Tom Folliard too!
The sad part about the whole thing is that the poweras that be have to go to retired, tired used up people. They can not find anyone currently active on this job who can formulate plans, implement them and adjust to changing events.
10/31/2008 10:14:00 AM...............................................yes me, but i'm not connected so they wont ask me
Mr. SouthSide says---
ILEAS in Area 3? Area 3 is filled with gurly men and yuppies with their lattes--no one is going to riot there!
What about Areas 1 and 2? That's were the beast is at it's best!
write plenty of ANOV'S for violations of city code. DOPW., and jay walking. This will be a good opportunity to empty your book.

10/31/2008 07:23:00 PM
I would put 10/31/2008 07:23:00 PM in the first 25 humorless dolts to take 10/31/2008 10:20:00 AM's comment seriously...prob the 1st to cry when his partner (life or otherwise) on election day grabs the keys out of roll call. Lighten up, Francis.
I have had the pleasure of crossing paths with all three of these gentlemen during my 20+ years career. They were all a great loss to the department but they moved on to greener pastures.
One must wonder what the hell is going on that there is no one experienced or competent enough to run things now.
How on God's green earth does this idiot mayor expect to be able to handle the Olympics.
I gave J-Fed a chance and hoped that he would change things for the better. I don't think that the implosion of our department is his fault. I believe he was out of his league to begin with made to fail be design. Our mayor wanted the department destroyed so that he could rebuild. Rebuild in a significant way that us old timers have never seen nor want to see.
I am going out on a limb but a have a feeling that win, lose or draw. Nov 4th will put Chicago on the map like the 68 Convention did. The lack of leadership and the rock bottom moral will make our mayor and this city look like asses.
I hope I am wrong but time will tell. Good luck to the former CPD bosses who chose to return.
Stay safe to all...
I worked for Tommy when he was a brand new sergeant. He immediately impressed everyone who met him as a gentleman, a leader and someone that had your back. Over the years I ran into him time and time again and always the same, a good solid leader who was concerned about the POs. Does he have his foibles, well he without sin . ... If you don't like him you either don't know him or you're a jealous jag off who is pissed because he had clout. He never used his clout to hurt anyone and I know that he did use it to help many deserving coppers.
"Folliard was a good boss if it suited him and you were a white male."
I'm sure you'll find all of the people singing his praises here fit that latter description.
Folliaerd might be found at 117 & Western, at the bar, in Uniform, complete with white sox, if he dissapears for several hours. Political Armchair commando who thinks he's a tough - guy, cause of his 19th Ward Juice, all the way....
Ain't takin NO Orders from ANYONE who ain't Active CPD Supervisors, if not, they'll get a big G.F.Y. from me. No retired rent-a- bosses allowed, real police only...
Kushner, the Melon-Headed is back? Great, we can hear his routine policework battle stories and he can bore the rioters to sleep!!
Who will be working out of Area 2? Ronnie Nash ???
What about bringing back Tubby Cline? Couldn't we use him for a Trojan Horse counter-attack? He can waddle in, and behind him, out of site, behind Tubby, 1,500 Cops ready to charge the beasts....
I'm sure you'll find all of the people singing his praises here fit that latter description.

Great, just Great.... Thousands of young thug Gang-Bangers just waiting to Go OFF, and Daley brings back some old retired has-beens. Might as well have Charlie McCarthy as our Mayor...

Yeah, I seem to remember that OEMC spent a lot of money making a video telling us what to do in a terrorist attack. I sleep a lot better knowing that tape's on a shelf somewhere.
