ILEAS Meeting

A "total disaster" according to one source. They could actually smell the fear in the room. Here's the plan though:
  • Folliard (retired CPD) from Hazel Crest working out of Area 5
  • Kushner (retired CPD) from Berwyn working out of Area 4
  • DeLopez (retired CPD) from Winnetka working out of Area 3
Each will have a mobile force, each will be assigned a liaison due to incompatibility issues with radios.

And speaking of radios, the entire CPD inventory of ILEAS radios? Under 100 total radios, all in a storage closet, all with no one trained to operate them. And even if they managed to get a group of people trained up and deployed, no one has any idea where the battery chargers are for these radios and the batteries (multiple years old with no replacement or maintenance) aren't compatible with the CPD 6-hour-specials we all walk around with now.

Where does it all end?

Bed sheets

An extremely modest man was in the hospital
for a series of tests, the last of which had left
his bodily systems extremely upset.
Upon making several false alarm trips to the bathroom, he decided the latest episode was another

sheets in a tangled pile at his feet. As the drunk stood there, unsteady on his feet, staring down at the sheets, a hospital security guard, (barely containing his laughter), and who had watched the whole incident, walked up and asked, 'What the heck is going on here?'

The drunk, still staring down at the bed sheets in amazement, replied: 'I think I just beat
the shit out of a ghost.'

These three, Folliard, DeLopez and Kushner must be trying to curry favor with shortshanks and are betting they will be owed a "BIG" one should the Messiah get elected.

Why else would you put your own agency's people and resources at risk, and short your own community, all not required by the ILEAS Agreement, because the circumstances are not an unforseen emergency, rather this is a contrived "emergency" at the hands of shortshanks and the messiah.

Apparently, each of these 3 former CPD would give both nuts, just like J-FED did, to make a return to the top job at CPD, but these 3 are also willing to risk the safety of their sworn people, their resources, and the safety of their own communities to get a foot in the door, all when not required to do so by the ILEAS Agreement.

I always knew Folliard and DeLopez are nothing but career phony politician whores, phonies that can really bullshit the uninformed and unsuspecting, but I am surprised at Kushner participating in this mess. Shame on you Bill, if true.

You guys are fucked. And private citizens should be livid. How can one of the largest police departments in the nation have let basic necessities required for your safety, the safety of citizens and what you absolutely depend on to do your job have come to this?

Now, Daley is inviting EVERYONE who wants to come to Grant Park WHETHER THEY HAVE A TICKET OR NOT to come. What the hell is wrong with him? It's almost like he's encouraging a riot.

When it goes down bad I hope they put him on the cover of Time magazine for being the biggest, dumbest, most corrupt politician in the country.

Tom Folliard was the best boss i have ever worked for. His first concern was for his troops. Yes, he is heavily connected but that also means that nobody fucks with him. It was a sad day when he left the department. Everyone who has had the pleasure knows exactly what I am talking about. An Area 1 "Dick"

Off Topic: For all you 008th Disrtict & Grafield Ridge area people. I tried the new remodeled BOHICA's on Archer. Very nice and great food. New owner's want city workers and will take care of police eating there on duty. A nice place in the area, let's try to keep it that way before the assholes find out.

Why is the City of Chicago not in compliance with a federal mandate that states every municipality must be able to communicate to each other on their radios to ensure proper communication if/when a catastrophe occurs? Chicago took the federal money to do it, but failed to follow through with the mandate..hence we are not in compliance, and could be fined by the government for not doing so.

I hope this all backfires in your face Daley..you are truly the most corrupt politician of our age. When the dirt comes, you just say I don't know, and when you want something done you just do it.

Can someone please do something, Patrick Fitzgerald?, somebody? anybody?

I swear the government must be scared of this mayor..

Mayor defends city's emergency communications

April 12, 2007 (WLS) -- Mayor Richard Daley and his top emergency team Thursday vigorously defended the city's ability to communicate during a crisis. They were responding to an ABC7 I-Team report Wednesday night that uncovered serious technical difficulties with the city's emergency communication.

City officials came out swinging after the I-Team found that Chicago's most important emergency communications vehicle was ordered parked by federal authorities and that valuable city radio frequencies were about to be terminated.

Ironically, Mayor Daley and his emergency staff had to answer questions about The I-Team story Thursday morning as they were attempting to tout a new security system at McCormick Place.

"Technology is replacing the eyes and ears of everyone," Mayor Daley said.

Mayor Daley was talking about this new technology that debuted Thursday at McCormick Place -- 450 cameras scattered through the city's convention center that he says will automatically snoop out wrongdoing.

The mayor was just as enthused last fall while unveiling a $2 million satellite communications van, but one we found has been incommunicado since the mayor's unveiling, cursed by technical glitches and the city failure to obtain federal operating permits. Despite federal records that prove the city equipment was unauthorized for use the past six months, Chicago's disaster czar Thursday maintained there has never been a problem with the unified communications vehicle, or UCV.

"The UCV does have satellite capability. It has had it from the very beginning," said Cortez Trotter, Chicago chief emergency officer.

It may have had the capability, but a rejection letter from the Federal Communications Commission just last month prohibited the city from turning it on and using it. The FCC said that, from the beginning, Chicago hadn't fulfilled all the requirements for a satellite permit.

Thursday, though, Mayor Daley admonished news reporters not to listen to the FCC, that federal agency that barred legal use of the truck. The mayor told reporters to listen to the city's acting director of emergency communication, who says everything is fine.

"At no time since the vehicle was delivered was it ever interoperable or inoperable. As a matter of fact, we use this on a regular basis," said Jim Argiropoulos, acting OEMC director.

Indeed, just Wednesday -- after learning that the I-Team was going to report this story -- Argiropoulos sent an emergency request to the FCC asking them to issue a special temporary permit to operate the satellite communications truck.

"I'm telling you, I talked to the FCC last night and at no time has this truck ever been in jeopardy," Argiropoulos said.

It may not have been in jeopardy, because it was filled with gas and the brakes worked, but until Wednesday night, if there had been a terrorist attack on Chicago, the city's prime emergency communications tool couldn't legally have been used because the city had no federal license to use it.

By the way, what about all those "talking air raid sirens" -- the new speakers on poles? Last time I heard half of them didn't work.

What can you say about a town that spends a quarter-bil on a new 911 dispatch center and then staffs it with people who translate the calls out of plain English. The caller says "Ridge," they hear "Ridgeway." Self-explanatory...

I am gong to give you boys and girls some good advice. Take it or leave it. I went through every riot in the 60 and 70s I remember when you could not see a white shirt anywhere. The Sgt. had blue shirts in the 60s. No lts. to be found. I saw many so called leaders during these disturbances BUT the best I ever saw was Tom Folliard. I have worked special details when DeLopez was in charge and he was excellent. I never worked with Kushner but heard he was also excellent. I don't care what you think of them but if you want to go home in one piece LISTEN TO THEM AND TAKE CARE OF EACH OTHER. STAY TOGETHER. I'm retired and armed so I don't give a shit, but boys and girls, sorry to say I will not be there.

Maybe Tom Folliard can stay as Superintendent and J-Fed can move to the suburbs. Folliard was one of the best bosses on this job. He like other great bosses, John Pappas and Waynebo stuck by the troops. That's why they were forced out. They gave a damn about the troops and screw the rest. Too bad booses like this are extinct. Now the bosses are for themselve and screw the PO's. TF you got any spots in Hazelcrest. I'd work for you anyday, anytime.

Tommy Folliard never looked down on coppers or screwed them. First day in 009 bad guy shot by police. LT. tries to interrogate coppers on scene. Folliard shows up, tells Lt. to go away, sends coppers into station by themselves to remember the facts for the interviews. If there was an In progress call Folliard would back you up when he was on the street, which was very often. Years later he remembered people that worked for him and would walk up to you shake your hand and BS with you about how you were doing. Even after he left he would do that. Anybody who knocks him, look up any of the coppers who worked in 009 for him. You can knock him to our face.

From the CCSPD:

Tom Folliard work for a stint at the CCSPD. He was D/C of Patrol. He was the best. The very best.

He got launched when Harry Potter got elected Sheriff and he put his boy/lapdog Palcu in as our FDC. Palcu and the other sub-lapdog Rutili had a hard-on for TF (and anyone who came over from CPD); thus he had to go.

We did an AOA to the Secret Service for the Bush/Cheney Inaugural. We did exactly what the USSS asked of us and had a great time to boot!

I would take TF over his two sucessors anyday any time.

One correction to the fellow guy from the 60's & 70's. One Lieutenant (in a white shirt) was shot from the projects during the riots in the 60's.

Former Commander/Capt. Francis P. Nolan, a gentleman, great police officer and a great boss. Kept the bullet they took out of him in marlite on his desk as a paperweight. May God let this policeman's policeman rest in peace!

Every morning it is driven from a secure southside location where it is housed overnight. I will not print the location, but anybody with more than 30 "minutes" on the job knows the location. It is then set-up at an alternate location, such as outside 911 or somewhere else in the city, where they pretend play with it all day, before returning it to the overnight location. It isn't worth a crap, but it is pretty. So, yes, they do put the key into it everyday, and the engine works, as does the antenna mast, but little else is worth the expense to run the thing day in and day out.

The 3 suburban chiefs are going to be in the areas because of the suburban teams on standby; plain and simple. They were selected by the ILEAS region board, and did not volunteer. for the jobs, and are NOT being compensated in any way by the city of Chicago. I agree, it would serve Daley right if the City burned.
Say what you will about Folliard, De Lopez and Kushner; they just want to m ake sure that all of their people, and all the CPD coppers manage to go home safely at the end of the night.

I have nothing against any of these former bosses.....However, if they were any good at thier jobs, they should have ensured that the people below them were able to do the job in their absence. Unfortunately, too many bosses on this job are micromanagers. The result of micromanaging is that when you are gone and eventually you WILL be gone....there is nobody capable of doing anything because you never allowed them to do anything as long as you were around!! When the boss totally controls everything himself and doesn't empower his subordinates, the end result is always the same. Absolute failure in the long term!!

I have had the pleasure of crossing paths with all three of these gentlemen during my 20+ years career. They were all a great loss to the department but they moved on to greener pastures.

One must wonder what the hell is going on that there is no one experienced or competent enough to run things now.

How on God's green earth does this idiot mayor expect to be able to handle the Olympics.

I gave J-Fed a chance and hoped that he would change things for the better. I don't think that the implosion of our department is his fault. I believe he was out of his league to begin with made to fail be design. Our mayor wanted the department destroyed so that he could rebuild. Rebuild in a significant way that us old timers have never seen nor want to see.

I am going out on a limb but a have a feeling that win, lose or draw. Nov 4th will put Chicago on the map like the 68 Convention did. The lack of leadership and the rock bottom moral will make our mayor and this city look like asses.

I hope I am wrong but time will tell. Good luck to the former CPD bosses who chose to return.

I worked for Tommy when he was a brand new sergeant. He immediately impressed everyone who met him as a gentleman, a leader and someone that had your back. Over the years I ran into him time and time again and always the same, a good solid leader who was concerned about the POs. Does he have his foibles, well he without sin . ... If you don't like him you either don't know him or you're a jealous jag off who is pissed because he had clout. He never used his clout to hurt anyone and I know that he did use it to help many deserving coppers.

Every morning it is driven from a secure southside location where it is housed overnight. I will not print the location, but anybody with more than 30 "minutes" on the job knows the location. It is then set-up at an alternate location, such as outside 911 or somewhere else in the city, where they pretend play with it all day, before returning it to the overnight location. It isn't worth a crap, but it is pretty. So, yes, they do put the key into it everyday, and the engine works, as does the antenna mast, but little else is worth the expense to run the thing day in and day out.
