Not Quite Layoffs

Seems the notices picked up were just letting the AFSCME employees knowing about their being "laid off" for the day after Thanksgiving, Christmas and New Year. And the crafty part of it all?
  • By laying off the day after a holiday, that would deny them holiday pay per the AFSCME contract. This will amount to a 6 day layoff. Daley is a clever man. Hide the truth.
Always the puppet master.

The first facsimile message sent out regarding this matter #085064, titled, City of Chicago Notice of Layoffs, made it sound like all the AFSCME workers were getting the axe. We now know this is not so. A follow up facsimile message #085080, titled, City of Chicago Reduced Services Days, orders that civilian employees, and sworn and civilian exempts will not be paid for 28 Nov, 24 Dec. and 31 Dec.

Every union tied to the city (besides police and fire) should strike. Put this midget in the hot seat and watch him squirm.

The extra day thing is just a rumor. The purpose for not getting holiday pay for an unexcused absence is to prevent people from deciding to attach extra days onto an existing day off. Authorized days off don;t count.

I read their contract. If they are absent with the permission of the employer, they still get the holiday.

You can't get more permission than being ordered to take the day off. They will get the holiday.

Thanks for the information. AFSCME has a horrible communication problem. Three days away from work is not that bad if it will prevent layoffs.

So will the building engineers sweep the floors now? It's about time they did something besides hide in the basement of 025 smoking cigarettes while watching TV.

AFSCME just informed its membership that the city will continue to honor holiday pay for civilians laid off. Unions agreed not to fight the 3 days in return for an agreement that the City will not seek further layoffs than the ones already in process. So civlians will have 3 unpaid days. Manaegment will take two additional unpaid days.

The mayor and aldermen refused to cooperate and will not take off unpaid days. Afterall, without 50 aldermen, this city would fall apart.

I am an AFSCME employee in a city department. Yesterday, when given the "memo", we were assured that we would get paid holiday pay for the day before. Also, the sheet we were to sign states that we acknowledge we received the info, not that we are in agreement with the actions taken.

When Daley was told that members had to work the day before and the day after the holiday to get paid for the holiday he said "No, we will let them have the holiday pay". How very generous of him!

The engineers in 001 are/were the best. A private company using union 399 guys. Guess what, city de-privatized, all the guys are out of jobs by Christmas If you think we are getting any help it is a pipe dream. 399 is way more powerful than FOP.

My concern in this matter is; what if one of the civilians who is "laid off" for the day suffers a major medical incident (heart attack for example), will he or she be covered on the effective day?

inquiring minds want too know...
