Hegewisch Shooting

Officer (possibly a sergeant) not seriously wounded:
  • Officials tonight are investigating a police-involved shooting in the Hegewisch neighborhood in which an officer also was shot but not seriously injured.
    The incident occurred at about 9 p.m. in the 13400 block of South Burley Avenue. An officer and a man exchanged gunfire, each striking the other, said Chicago Police Officer John Henry.

    Mark Payne, spokesman for the Independent Police Review Authority, was on the scene at about 10:15 p.m. and confirmed that both a police officer and "another individual" had been hit by gunfire. Investigators recovered a handgun at the scene he said and are still trying to determine the circumstances that led to the shootings and how many people were involved.
Be careful out there people.

1. If you want to do business with the state, you have to know the right people.
2. In order for the right people to approve you for business, you must contribute to their campaign fund.
3. If you contribute enough, your wife will also get a (paid) seat on a state board.
4. These various state boards, such as the Health Facilities Planning Board, Illinois State Toll Highway Authority, Cook County Employees Appeals Board, State Gaming Board, control who does business with the state.
5. Repeat.
6. Get caught.

And then there are all the incestuous relationships on non-state boards that the wives are rewarded with.

This scheme comes up in the Blago tapes, involving Michelle and Rita. Seems Blago had reason to believe Obama would do something nice for Patti Blago. Where would he get an idea like that? Awfully presumptious, unless it was based on experience.

I'm not second guessing but the problem in Hegewisch could have been nipped in the butt a long long time ago. But the streets belong to the scumbag gang bangers and dope dealers and they know it. They are ballsy enough to shoot a cop on top of it. Alderman Pope doesn't give a shit. He does nothing. Dickhead Daley obviously doesn't care about officer safety. If he did, he would hire the 2-3,000 officers we're short. How about the new commander of 4. I live in the Gwisch and it has always been a great neighborhood, but things are noticably changing. There is more trouble up town over the past few years yet not much patrol. Over the summer, there was a party going on down the block from me. Loud Spanish music playing all day and into the night. About 12:15 am my brother heard some commotion outside and saw a bunch of guys beating up a female in the street. Then cars drove by and people were jumpin out and fighting. He called the police....None showed up until 1:30 am. I have a police scanner to listen to what is going on....and when they cop drove by...he just said "there is nothing going on here...party seems to have broken up." Unfortunately it isn't safe to help someone in need any more, and even more unfortunately is the fact that a good neighborhood is going to go bad because of a lack of law enforcement. The warzone neighborhoods are getting all the patrols, and they are still undermanned, and the good ones are being neglected and are starting to go bad too. I guess it is more important to shine the bean downtown than get more police to protect us.

This may be the direct result of all the suggestions writers sent on this blog to lay down and don't work. Since the arrests and aggressive police work have declined, has anyone noticed that the assaults on us cops has increased? No one is cared of the police. Maybe, just maybe, we need to go out and lock everyone up. Don't do anything illegal. Don't get goofy like the old SOS retards. But lock everyone up you can...for anything you can. Hurt the city with the overtime and court time. And maybe the jagoffs on the street will start to fear us a bit again. They haven't, for a long time, because city hall and our bosses have cut our balls off. We have to, for our own preservation, start to control the streets again. Police in Hegewisch have to look out for their own. Carry when you go to the store, walk the dog,Etc. etc. seems like we are the only police we see these days. I see 433sometimes or 495 but most times it's Dicks from A2, or the off duty guys I see when I am up town or in the park. We need to look out for our own. Most days 004 cars are up in the 20 or 10 sector serving the non taxpayers.

I live in Edison Park and the only thing crawling around at 3am is Alderman Doherty out of Emerald Isle.
Seriously though, no undesirables to report. You think we'd let that happen? It's interesting how we've had a select few minorities and white trash come and go, but they never stay long, and you never see them moving out. Wonder why that is?
Probably because we give a shit about where we live, and luckily since mostly cops live here anyway, they're willing to look the other way when things need to happen.

Mayor Daley vigorously defends the rule. He once said, "If I'm mayor, should I live in Waukegan? If it's good enough to work and earn your salary, it's good enough to live."

Well I hate to tell an idiot like Mayor Daley, but he is an elected official and by law he must be a resident.

In fact politicians are allowed to run in districts they are not an actual resident in.

Mayor Daley has a habit of traveling around the globe and allowing his friends and pals to pay his way.

Mayor Daley is not an actual resident in Chicago as he spends a vast amount of time outside the country.

I think many of the other major cities in America have figured out the waste of money following its workers, and have concentrated on investigating the millions wasted on corruption and theft.

I think in Paul's case a great injustice has burdened this man long enough.

Based on Paul's record, I hope many other actual residents and city workers are not accused of residency violation when Daley and his goons finger a Paul's position for someone else.

Personnel are drawn from patrol and sent everywhere and its happening with the gang teams. As for you Northsiders and your Milk and Honey, beware because its coming your way. That statement is so biased, last time I checked there are plenty of nontaxpayers in the 30 sector also. As a matter of fact I believe there are plenty of people living in the 10 sector who have annual incomes much greater than those living in the 30 sector. Obviously if you work in the 004th district you don't know much about the entire districts demographics. I grew up in 004 and still live in 004. I began my career in the 004th district 20 years ago, and worked there 10 years, I have seen the changes but if you must speak about it speak the truth!

The courts are not the solution. They are the problem. The SH's know that when they get to court, nothing will happen to them and they can manipulate the system to their advantage and put the cops on the defensive.

In the olden days (late 1970's to about 1983) they SH's wouldn't try it because they knew what would happen:

They would be standing on the street or walking. 2-3 unmarked cars with plates removed, 3-4 guys each, no stars, no name tags, get out, thump out a little street justice, slide into the dark.

The police have been shot at so many times in these past few months it's ridiculous. In the last couple incidents however, the bulletproof vest has made all the difference. I know most of us wear them, but I also know there are some old timers, plain clothes guys etc..that don't. Please take that lesson from all of this. I know they aren't guaranteed to save your life, but it does happen.... and thank God. Believe me, I understand that sometimes wearing the vest can "compromise" your identity as a police officer when you're doing certain things. But think about your family at those times. The bad guys will always be there. Make sure you put youself and your family first. God Bless and stay safe.

The sgt. represents the best this deparment has to offer. Truly the most knowlegable, professional cop I know on this job.

This has been fought before and the City has always won. It is simple, it is a condition of employment and all PO's sign a paper noting their acknowledgment of this rule.

The City years ago had a law passed that denies police officers in cities of over one million population (there is only one in Illinois) the right to collective bargaining on the issue of residency.

For anything to happen on this issue the state law denying us collective bargaining on the residency issue must be overturned. The FOP has tried. They had a bill sponsored which would have given us the right to bring this issue to the contract table. Without the City's approval the bill died. That is that.

The officer can fight the good fight but unless he can somehow break some new legal ground that no one has thought of before, it is unlikely he will prevail. This is not new, offices have tried fighting this before. And they have all failed. That little state law stands in the way. Remove that and we can then bring it to the bargaining table during contract talks.

Maybe you should drive through the district and not just jump off the expressway and head home. The bangers living south of Portage Park are all over Irving after dark. Almost everywhere you saw a for rent sign is now a candidate for the troubled building program.

time to keep the 433 car in bt 433, not in the friggen 10 sector all the time. that goes for 434 too. 004 gets shit on all the time because the district is too damn big and has to pull all the police service from the south end to deal with the understaffed north end.



i agree bt. 433 should stay on the beat but you do know that bt. 433 consists of more than just hegewisch..at least you see beat 433 sometimes....i live on bt 433 but not hegewisch and i never see the beat car unless they are at the mall

I used to work in 004 a few years ago, it appears nothing has changed. Bts 434, 433, and 432 are constantly being pulled from the 30 sec. to handle calls in the 20 and 10. 004 is severely understaffed and really needs more man power as do most other districts. One thing that might help is adding/realigning the beats since most of them are the size of some smaller districts...ie 003,007.011,015. Most of my family still lives in the 004th district but all have noticed the changes in the last 3 yrs. Hegewisch and the East Side used to be great neighborhoods but now, and I hate to be the one who sounds racist, but all the ghetto section 8 rats moving in are bringing all their problems and shit ways of life to what used to be a safe neighborhood. I carry everywhere I go, even throwing out the trash. It sucks when you hardly see a police car out this way, but I want to thank the guys i always see in an unmarked..M.M & W.M. Sorry for the long post but its frustrating to live anywhere in this rathole of a city. Like most I have a mortgage and car note and barely scrape by for my family working two jobs... There was a time I loved this job but that feeling is long gone...What a shame but its going to take another copper to be killed or severely injured to bring change in this city, we need to back each other up on and off duty cause we are all we have when the shit hits the fan... 10yr vet

The reality is, we both make a pretty good salary and it still took us forever to afford a house in a nice neighborhood. With the increased taxes, one of us now has to get a second job!!!

We can't afford Chicago and God forbid our kids don't get into one of the top High Schools, tuition or loose them. Thats a real problem!!!!

Last time I looked, my check after each raise was about 120 dollars a month after taxes. Wow, I can by ummm some milk and cookies, thats about it!

That statement is so biased, last time I checked there are plenty of nontaxpayers in the 30 sector also. As a matter of fact I believe there are plenty of people living in the 10 sector who have annual incomes much greater than those living in the 30 sector. I think you may be on to something but I think you are misguided. I in no way a fan of J-fed but we need to go higher. How about a ote against the wothless POS that put him there and is ruining our city? The worthless King Daley is destroying this city along with the asshat alder creatures. He has given away just about every major revenue producer like the Skyway, Midway, the parking meters... We will receive NO revenue from any of those and neither will our kids or their kids. The money from the Skyway was to be put aside to save us and was supposed to be a reserve to be used when absolutely necessary. That is reported to be well under 1/3rd remaining. Also wait till spring comes and the full scope of the damage our roads will sustain as a result of his decision about snow plowing is realized. We are screwed. 11% sales tax, raising city sticker rates, all the fees, the rising murder rate because of his anti gun beliefs....
So my thing is, instead of J-Fed, lets do a no confidence vote against the POS that put J-Fed there in the first place and get rid of him before he can do any more damage. We may be close to being unable to reverse the damage.

Well if things are that bad then, bid back into 004. This is a common problem citywide. Look at Beverly, Morgan Park and Mt. Greenwood, all are looking at a steep rise in crime. Also, last month a alone an uncommon number of police officers homes were burglarized in these areas. The police that live in these areas went to the beat community meetings, talked to neighbors to make them aware and to get on board with paying attention to your neighborhood and calling the police. 016 is doing the same thing and so is 020.

This is not a Blog issue, but a real citywide issue. And guess what, we cannot run to the surrounding better suburbs where the taxes are less, the homes are nicer and half the cost and the school districts are far better than what we are forced to deal with because due to our middle income salaries that just don't keep up with inflation and the cost of living, we can't afford anything beyond!

Since Jfed lives downtown and so does Mike Masters, this is not an issue. Did we forget about the Mayor? Him too!!! I forgot, neither besides the Mayor has children. I have worked my ass off for 23 years and Jfed makes $330,000.00 and Mike Masters makes $170,000.00. The 001st and the 018th districts have more officers than 004 and 011 do put together. They have all kinds of teams that I have never seen here in 004. Pick Pocket, Window Details etc. What about Homicide and Aggravated Battery details in our fast Districts? How about the 005th District has not had a Rapid up in almost a year. That's right, just don't give officers Time Off!!! Make them continue to miss family events, kids celebrations etc., wives just needing a little more attention, but wait, we always have the Christmas party. That's a sure fire fun night out on the town! :-)

Norwood Park, home to many police officers and fire fighters, has had some of the highest numbers for suicides and attempted suicides out of 77 Chicago communities for the last few years per Chicago Department of Public Health Data. Also noted, higher numbers of middle aged white men cited in the demographic data for suicide profiles.

Keep an eye on each other out there. If you notice a fellow PO looking sad, not eating, not sleeping, drinking to much etc... encourage him/her to see a professional... Let him/her know that you are concerned.

There are plenty of tax payers in 10 and 20 sectors but the fact is those sectors get the most police. Heck, the twenty sector is constantly a DOC Area. So unlike the rest of the district, which is filled with crime, Hegewisch and parts of the East Side are salvageable, but like other areas like Mt Greenwood, will fall by the side.

Finally today (Sunday) CLTV had one line about the Hegewisch shooting.
433 is doing a good job. They are visible in the neighborhod all shifts.

I'm going to start driving around the Gwesch in my personal car and look for crime. I have no wife or life but I'm going to provide the Gwesch with security. The only partners I have in my cruiser is S & W and Remington.

Old-boy network? - DUMPED, DEAD and RETIRED!
Other powerful exempts? - NONE! Jody has 'em so shaken up, they're pissing on themsselves running away from their own shadows!

Their is some truth to this, but how does this help the department? If the Exempt are afraid to make any real decisions or call BS, how exactly are we making the department work for us? I would like to see him replaced with ANYONE from CPD that actually knows the department, the culture and the needs of our communities.

Mayor Daley, how many more kids have to be killed before you admit you made a mistake and get rid of these civilians who have no historical experience or knowledge of CPD, trying to run this department.
