That equals 200 promotions. Which means hiring is a wash this year.
Now factor in the regular 500 to 600 retirements. And the additional retirements once a contract is signed. And who knows how many if Pension Portability becomes law.
The Department is going to have to shut down two Districts just to alleviate the shortages in Patrol.

For prospective sgt's:
The last class made off the old list was in Dec 2006.
So since the new list has been up, they've only made 69 sgts off the list. That is no joke, not a made up number. That is the total sgts promoted off the new sgts list since Dec 2006. So making it legit off the list is about as hard as a woman getting a date with Luberman... (near impossible)
There was a good comment on a previous thread saying that when coppers don't feel that they can actually make promotions the legit way it makes them turn to different, maybe less legit ways to earn more money, etc..
If i had no real chance at getting a promotion (seeing that they barely take anyone off the lists) i could see how things could start to get really frustrating and could lead to me having to do other things to make money and such.
I think the feeling out there is that it is basically impossible to get legitimately promoted now a-days.
The last list only went to 362 people over about 5 years.
This new one is only at 88 and it's been over 2 years now.

I have been wanting to test for a long time now. I did not meet the college requirement for the Nov. 2006 test. Now I will have met it but it looks Shortshanks has fucked the CPD. I have wanted to be a Chicago Police Officer for a long time now, but I am afraid I will never get the chance.
It seems like being 4,000 to 5,000 officers short would be a good indication that maybe they need to start hiring quick!
The management of the city is horrible and I pray that one day competent people can be found.

That’s great news. So that pretty much covers all the clout babies that need promotions. Now they can cover their increased mortgage bill, property tax increase, public parking, and pretty much any consumer goods that are purchased in shitcago. At least they now have a few more dollars to give back to the state of Illinois. Good I can’t wait to see that asshole get dumped from his appointed thrown. Years ago I became a insider down at the Hall (as we call it) and if any of you Po's or Sgt's, Lt's actually think you made ANY type of promotion list legally, brother I got a bridge to sell you!
When the results came back to the Hall from the testing company we would make certian criteria requirements to change the test scores to promote who we wanted or needed, weather it be psycholigical, physical or educational or racial it did not matter we changed or rigged the results plain and simple accordingly to the fifth floor! Remember he knows nothing about what the hall people do!
People were put on the lists because they knew someone or their family was previous rank. A little nod or hey that's so and so's friend or that's old charlie's neice or that's WHAT THE MAN WANTS. You could study for ever and know every G.O. back and forward and recite it in your sleep but you would never make it to the top of the lists. IT IS AND STILL IS HIS DEPARTMENT. The first several hundred on top of the list are hand picked! So if you actually think you made it on your own, yeah right!
Sit back and think which boss liked the way you worked or and told you, Hey you could make a good Sgt. or Det. some day "Take the test". It could be a very suttle comment or pat on the back! Like I said no one is promoted with out the approval of the Hall! NO ONE! Plain and simple. We had in some cases ten months to over a year before the results were posted and mailed out. During that time, Thats when the phone calls were made or names were proposed! Some made, some dropped!

Tact team from 009 exececuted search warrant in 012 and bad guy had a pistol, copper shot him one time in the abdomen. Piece of shit was still in surgery, lots of dope and another gun too! Copper was fine.
Does anyone expect the "leaders" of this Department to care about promotions being earned off a list when few, if any, of them scored well on a test. That is not in their thought process. Shaking hands and kissing ass is the way to go for them since it has worked.
How does the CPD explain to the rank and file that the three highest ranking officers (Supt, and 2 Asst Sups) have never passed a promotional exam?? Weiss wants transparency. Release the test scores for all exempt staff and show the CPD what a joke the testing process is.
My guess is that 80% of the exempt staff has been merit promoted all the way through, and they then become subject matter experts on future tests. Shamefull.
Everybody always sounds SHOCKED by what's happening in the CPD! Did you all just fall out of the sky? Take it easy! Quit talking about rifles, automatics, SUVs, promotional exams! Why don't one of you investigative reporters ask where the money is going? We are short in every rank the department has, well except exempt, but the money is still being set aside.
For example know one would argure that for the last two years we are down a minimum of 1,000 P/o's. With a starting salary of 40,000 that is $40,000 X 1,000=40,000,000. Know that is just one year, and probably a conservative estimate.
How can we have such shit equipment with all this surplus from lack manpower?

Co Mealer made a traffic stop in 017. He asked for a car. The radio was dead silent. Now you see what treating your troops like crap gets you.
No one would respond or come up to volunteer. Yea its wrong but Mealer is writing up/harassing coppers for every little nonsense thing he can. I mean petty crap that makes big bird a saint.
He brings a new hieght to micro managing and an all time low to 017. He is our black cloud.
Mealer then calls for a SGt and begins to mother fuck the Sgt on scene wanting to know why nobody backed him up. Valid question but just handled all wrong.
Kind of how Mealer handled the 017 Christmas party making racial jokes about asian people eating dogs and jewish people eating pork. But when your jewish and IAD to boot I guess its ok right Commander? I wont even go into the other humor he displayed on an open micraphone.
So now Mealer states that he will really play hard ball. No breaks. Like he has been supporting his troops all along. NOT!
I like how he comes to our roll calls threatening us that if we dont start producing numbers he is going to spar us. Let me say this Mr Mealer Commander guy. Please do so, you make us all rich.
Here is what I suggest to the troops. Let him spar us for our activity. Last I knew there was no G/O stating we had to write tickets and parkers. Second of all sign off on the spar and take the time he gives us. Greive it and get a class action law suit on Mr Mealer the Laywer/Commander and the department. Lets get it on Mealer.
Lastly....he is going to demand a to/from from all of us on duty that night when he called for backup. Simply state on your to/from...

Of course, the obvious answer is that if you are unclouted, its THE ONLY WAY to move up.
Another, is that each and every time you read or study something, anything, pertaining to our profession, you make yourself a better PO, D-2, Sgt., Lt, Capt., Exempt, etc. etc. etc... You become inherently more knowledgeable, helpful and valuable to yourself, to your fellow officers and to the citizens. Sorry to sound corny but no one is going to look out for US other than US.
will the new boss close any districts and assign sergeants to the busy districts . why does 19 , 20 have more sergeants than the working districts like 11 and 15

Fuck You Jagoff. You better go back to your job at Wendy's before you end up in the MCC with the others who thought like you. I worked this job and 2 part-time jobs to make my money. I also went to school on the cities dime and use my degree to make more money on a better part time job. I have a family, kids, a mortgage, and all the things everyone else has. If you think they're going to be paid while your locked up, good thinking. Ask around and see how much those fund raisers make for thieves. No one goes. We're busy working. By the way.. I spent some of my hard earned money on study classes and spent a great deal of time going over the material, some of it 3 and 4 times. I'll make it this year. Am I pissed that there are people that had it given to them? Yes. Am I pissed that I should have been made 2 years ago, yes. Will I have to go through that sacrifice again to make Sgt.? No.
Letters went out for a recruit class in March.

What happend was we were doing a Curfew Mission at the 711 on California. Then we were assigned a Theft from Auto mission from some Sgt. then when we were bogged down during this confusion we were pulled into a STOP mission. After spazzing out on the zone from my stress I was immediately given an SOP mission for Robbery!!!!! WTF
I then stated forget it and I went down on a Burglary mission and after clearing I went into a Robbery mission all in one shift....I was spent and ready to hit the medical while the bosses were warm and cozy in the office laughing. Lunch????With all these intense missions going on I couldn't get it!! I want FOP to move in here and confront our medieval bosses in 017!!! I am overwhelmed and then when I expressed my concern once again on the zone.....THEY PUT ME ON A SNOW TOW TICKET MISSION on Kedzie!

A few friends and I took the test in June of 06. We passed all the tests and were told to prepare to take the power test again soon; as we'd be on within 6 months. This was January of last year. I don't know how many people passed all of the screenings; my investigator would only tell me that it cut a lot of people off the list. I'd imagine there are more than 200 left though, maybe near 500-700. With that in mind and the fact that they’ve put the guys from the later months through the psychological, power and drug tests last year I’d bet there will be no new testing this year.

Years ago, I remember standing in line with hundreds of other Sergeants early on a Saturday morning waiting to be admitted to a Lieutenants promotional exam. I figured, like a lot of others standing with me, that I was wasting my time here, "unclouted" and hoping for promotion. I said it out loud, and wondered why I was even bothering.
A Sergeant directly in front of me in line turned around to me and said "The reason we do it, is because you never know... On your way home from this exam, you may come across a crash on the highway and save someones life, and afterwards find out that persons' last name is Daley".
Obviously, the point is that just because you are "unclouted" today does not mean you will remain so.
Another hope is that your friend/s will become "clouted". These things do happen, and anyone who is able to make that leap, always wants to surround themselves with friends that they can trust.
I never made Lt... in fact they tore down the list while I was standing at #1, and they gave a new exam. My promotion went to someone who "merited" becoming a Lt. Theres a story behind that as well that I won't go into, other than to say that as far as the Dept was concerned, I "merited" NOT getting promoted. Good Luck!
Commander Mealer in 017 asked for a car on a traffic stop and no one responded...the dispatcher kept asking if anyone could stop by 1700's traffic stop and there was radio silence

I made Sergeant on the first day that I could possibly be promoted...
That promotion came in Dec '88, nearly ELEVEN YEARS LATER!!!
Its difficult to feel sorry for someone who doesn't know what this City USED TO DO TO US BEFORE we had a Union!!!

That's Important. Be Courtesy to all, and kind to those that deserve it.
Do Not Upset Yourselves with this other BS. There is nothing you can do about it.
PS I did 32 yrs on the job, doing this, and it worked for me.

What is the purpose anymore, the law protects the criminals, and we are looked at to the preformance of bringing in numbers (with no support or equipment), which means more complaints. Stick to being a preliminary investigator, and drop the rest for the county and state morons to follow (not)through. Protect your home and family, give the liberals what they want ......nothing but a report.

Thats the idea this mayor wants us to do more with less. The department will stand at 8,500 strong by 2010 THAT IS A FACT. They will close 2 Districts and that will be the excuse for only having 8,500.

The message from the Supt (Weis) had "officer safety is an upmost importance to me". Are you fucking kidding me. We're short several thousands cops already and by the end of 2009 we'll be short I'll bet about 750 more. Back logs in every district on every watch each and every day. officers getting hurt and killed on the rise. crime on the rise. homicide rate through the roof but Jody says his main priority is officer safety. No working copy machines, fax machines down, phone lines always acting up, no working pdt's, problems with our radios, no pool cars, shitty rust bucket squads, giant pot holes in the station lots go unfixed, snow not plowed in the station lots, no security in the station, the list goes on and on.
Sound familiar. Just like when Daley just spent all those millions to redue the Michigan Avenue bridge. He says its for public safety when in fact its to pretty it up for the Olympics that none of us want in Chicago and for an Olympics we're not even guarenteed of getting.

I feel your pain, I really do. take a step back and look at your post. Our promotional debacle is the least of the U.S. attorney's worries. The only people that give a fuck about this issue is the rank and file. Any change will be wrought from internal pressure.
Jody Weis is a goddamn liar. He rounded up blue shirted police officers early on last year, told us a bunch of shit and then did none of it. Except for getting Cozzi indicted he has done very little he promised to do. Oh, he promised to buy Tahoes. I heard he did that but I have yet to see one.
He told us a bunch of shit at his town hall meetings. I wouldn't trust him if he told me it was daytime outside. I would seek a second opinion.

I guess since they didn't inventory the can of beer, it was thought that they put the case on defendant. Apparently, they were sued, along with the city, and the defendant was awarded money. As a result you now need to inventory can/bottle as eveidence. TRUE OR URBAN LEGEND?

Once upon a time you could take this job knowing that there were opportunities for advancement. One could scream and yell about the meritorious promotions but you at least knew that you could study hard and get promoted on the 70 per cent and no one could take that from you. Its extremely sad that they seem to have taken that from us as well. I see no greater morale killer FOR WORKING POLICE than eliminating the opportunity to succeed. Many have studied hard and overcome obstacles in order to pass the exams where merit was not an issue. The City should recognize the long term damage it is inflicting on itself by the lack of promotions. That being said those officers who are new to the job need to realize that officers are much younger and that once the detectives, sergeants, and upper management positions are filled it will be many years until these spots open up again. In future years promotional opportunities will be less likely. It would benefit you to forget about what you cannot control and concentrate on what you can...study and get a high score. Do your part and thats the best we can do.
There was a good comment on a previous thread saying that when coppers don't feel that they can actually make promotions the legit way it makes them turn to different, maybe less legit ways to earn more money, etc..
If i had no real chance at getting a promotion (seeing that they barely take anyone off the lists) i could see how things could start to get really frustrating and could lead to me having to do other things to make money and such.

No doubt there are working detectives and lazy detectives out there. Just so you know, the detective supervisors insist the detectives issue investigative alerts and move on to the next case. Lots of detectives want to hold onto the investigation and put the cuffs on the bad guy themselves, but are told to issue the alert because it makes the units stats look better. And before you know it, the same supervisor starts yelling at the same detective bitchin that they aren't making any arrests. It is fudged up everywhere in this department.
Legit tests? EVen when the dic exam was once thought legit, the only part that appeared to be legit was the written test when you walked out of the exam with your test score. However, there were still people who had the test prior to the exam.
The second part of the dic exam was an oral interview conducted by sergeants that most usually had the opportunity to make sure you got interviewed by the sergeants you knew.
Then you also had Townsend's preselected list given to the sergeants so they knew to pass those on the list no matter what.
To answer your question, no its never been legit.

Years ago I became a insider down at the Hall (as we call it) and if any of you Po's or Sgt's, Lt's actually think you made ANY type of promotion list legally, brother I got a bridge to sell you!
When the results came back to the Hall from the testing company we would make certian criteria requirements to change the test scores to promote who we wanted or needed, weather it be psycholigical, physical or educational or racial it did not matter we changed or rigged the results plain and simple accordingly to the fifth floor! Remember he knows nothing about what the hall people do!
People were put on the lists because they knew someone or their family was previous rank. A little nod or hey that's so and so's friend or that's old charlie's neice or that's WHAT THE MAN WANTS. You could study for ever and know every G.O. back and forward and recite it in your sleep but you would never make it to the top of the lists. IT IS AND STILL IS HIS DEPARTMENT. The first several hundred on top of the list are hand picked! So if you actually think you made it on your own, yeah right!
Sit back and think which boss liked the way you worked or and told you, Hey you could make a good Sgt. or Det. some day "Take the test". It could be a very suttle comment or pat on the back! Like I said no one is promoted with out the approval of the Hall! NO ONE! Plain and simple. We had in some cases ten months to over a year before the results were posted and mailed out. During that time, Thats when the phone calls were made or names were proposed! Some made, some dropped!
Iam retiring in a few days, and W.C. Fields said it best their's a sucker born every minute! and Chicago is the biggest sucker of all, You voted him in!

Wait your turn and gain some experience and knowledge during that time. Having tests often has only proven to be a failure, because it clearly shows how inexperienced our current supervision is.

Detectives today have a completely different job than those old-timers.
Old timers used to hold witnesses, offenders, even victims in an Area until they got to the bottom of a story. It didn't matter how long it took. They could be up there for days, even weeks.
Those days are over.
What the hell is a dick supposed to do in today's police department if a POS witnesses denies seeing anything? Give him a supoena for a GJ? What if he tears it up and never goes? Is there even a penalty for that in Cook Co.?
And how about the constant fucking victim/witness recanting! How many of these mutts are ever charged with perjury or even obstruction? Maybe one or two every five years.

Grievances filed. D2 Positions back to December 2006. Union's position "the city is holding up all D2 promotions due to shakman certifications". Know of 5 D2 promotions. grievances yet to earn raise because of Union ineffectiveness and city not moving.
Love this blog. A third of the bloggers are complaining they are making promotions, a third that they are not promoting fast enough, and the last third that there are no tests planned. Take a look at the economy and be glad you have a job.

How about posting those who live outside the city? My sgt., who has his very own "take home car" lives outside the city in a south suburb, OP. Doesn't capt CW live outside the city or is that just rumor. Why isn't this being looked at or can we all live outside the city?

Living outside the city is one of the few complaints IAD will take anonymously and without an affidavit and must investigate. If found to be true a CR is generated and appropriate action taken. FYI.

OT: Anyone hear of a lawsuit involving two coppers that were sued for unlawful arrest? Supposedly, they arresested an individual for DOPW. At court it was determined that there was no evidence to support the charge and subsequently the case was SOL'ed. I guess since they didn't inventory the can of beer, it was thought that they put the case on defendant. Apparently, they were sued, along with the city, and the defendant was awarded money. As a result you now need to inventory can/bottle as eveidence. TRUE OR URBAN LEGEND?

Kudos to the 961 team for the drug seizure in the 012th district. That team should be commended for their actions at the scene. I understand two firearms recovered along with two kilos of cocaine and drug money. Being shot is the least of this mutts worry. Has own people will be gunning for him.

This has got to be a TRU or new gang enforcement 2 year wonder. Where does it say you are required to inventory alcohol on a DOPW arrest???? Can you please cited the DSO OR GO where you got this blessed mandate??? Do me a favor if you are too stupid to know how to do your job please don't do anything, then you won't get sued!!! In the meantime take five minutes during your tour and review department orders concerning arrest procedures.
And they never work 8 hours unless they have o.t.1 majority work a couple hours if that then the sgt covers them must be nice! Come on j-fed put them in uniform and marked cars,would show more police presence! Why not the cars are not undercover everyone knows who they are,and it would be safer for them!

This job is just boring. Its reports and ASAs and phone calls and messages and listening to shitheads lie to you and standing in shithole apartments begging witnesses to do the right thing and sitting through handwritten statements and inventoring scraps of paper and photos and blah blah blah.
The alternative is to do nothing, which is what many do.
I'd give Det. up in a heartbeat if this department wouldn't screw me over once I did. If you need money, you'll love it, but you'll give up a lot of job satisfaction and a lot of your personal time.

Close, but no cigar. Before generating a CR#, they give you a chance. If there's no evidence you're outside the city (surveillances), no CR# is initiated. If the allegation has merit (surveillances), a CR is initiated.

WRONG, ANYTME AN ALLEGATION OF MISCONDUCT IS MADE (MISCONDUCT BEING LIVING OUTSIDE THE CITY), A CR# IS GENERATED WITHIN 1 HOUR, THERE'S NO INVESTIGATION W/O THE NUMBER, IF U'RE NOT GUILTY, THEN IT'S UNFOUNDED...THE DEPT. DOES LOOK FOR MERIT BEFORE GETTING A NUMBER, THE NUMBER STARTS THE OFFICAL INVESTIGATION..
