Signing Bonus

As FOP hasn't released any information, we can only suppose this is a rumor. Someone said that it was proposed years ago, but it went nowhere.

However we can tell you right now, if the City comes up with some BS number like $3,000 for almost two years' retro, we will encourage every single reader to vote the contract down. Arbitrators have awarded retroactive pay each and every time it has come up. We'd win. And the City negotiators know that, so we don't see it even being a realistic option.

But we've been surprised before.

never vote for the signing bonus in place of a raise even if it is for 10 grand (which it won't be). In the end the officer will lose tens of thousands of dollars in money unless they are retiring in the next 3 years.

I'll take the 3,000, I have less then 30 hrs of OT so I will come out ahead. Most officers that I have talked to about this seem to want it. I work in a slow district so we will come out on top.

Hate to say this but we might make out better without the retro check. Remember that retro is supposed to be our salary. But we get that windfall taxed at a very high rate. Someone needs to do the math and see which is really better. Lord knows my bath room needs a remodel, but I want the best bang for the buck. Let's break out that calculator......

I can say one thing that's for sure. If we even get a little bit screwed out of our retro pay the city and department brass will see a work slowdown that they couldn't even imagine in their wildest dreams! They think morale and our work level is low now, just wait. I have heard even the young guys that still go out and hump say they will be done. This is money that is long over due to us and we need it. We all see the politicans get their heafty raises and we will remember. Screwing us out on our retro pay would be a disaster for the city.

This is not a good option and newer guys think very strongly about this. Whenever you accept such an offer based on economy or whatever is the curent problem, you set precedents for later contracts throughout your careers. We are number one in murders and we have lost too many police these last few years to accept anything less than what we deserve. We are doing the best we can with the what little we have. The Dept is shuffling po's aroundlike crazy when hiring more will help tremendously. Trust me, we desrve much more as they are saving a great deal of money by not hiring more police to man that ASSIST car that could save you life. Mr. Daley FU and your Olympic dream. My dream is to have the best carrer I could have as a Police Officer for the City of Chicago...I lock up bad guys all the time BTW. Now get me some help and pay me what I deserve. Oh yeah....why not use the property hike money you lying theif.

No you won't. Retro is on ALL pay, not just OT.

The Illinois Income tax is going UP. Bonus check is one shot deal. Income Tax is permanent. We need at a minimum 3% for first year JUST TO STAY EVEN after Income Tax goes from 3% to 6%.

DO NOT TAKE ANY BONUS PAY!!!

ONLY ACCEPT PERMANENT RAISES so we might then get a raise with second year etc.

Governor in waiting Quinn has said he is going to raise the Illinois State Income Tax. The legislature will pass this in a heartbeat. Any "signing bonus" is a fuck job. We then take a PAY CUT when the tax goes up.

I've been through this before.
Illinois Income tax was 2% when I got hired, we got screwed through raises in Illinois Income Tax that the thieves in Springfield said was "temporary" you know, just to see if they really could find some way to spend the money. Then it became permanent. Our small raise that year went entirely towards the increased income tax. Same thing might happen now.

3k is a joke for 19plus months of back pay. you would be losing huge money going for this. The union needs to start doing what is best for the members and negotiate a real contract.

Hey mark how about some picketing. screw the mayor and his olympic dreams. the alderman got 6% the aldermans staff recieved 5%. The CTA teachers laborers electricans, carpenters, temesters plumbers all recieved new contracts with no dealy and good raised 4% or more.

That has been tried before. The other Unions were worse. Union is OK with good leadership. Whoever leads the union still has to deal with the City of Chicago and under state law there is a no strike, no job action provision.

So the union deals with the assholes from the city, the city stonewalls the union and the union gets blamed? There is only so much any union can do, ours is doing better than at any time under Dineen or Nolan. Not perfect but it's all we have.

The time for change is when the union officers run for office. This past year for instance. Only ONE PO ran for union president, Kevin Jans, he had little support, almost no organization and very little funds.

And then less than 50% of all officers even bothered to send their postage paid ballots back.

Go look in the mirror and blame yourselves, blue shirted officers who stood by and did not bother to get involved or run for office or support good candidates but instead, worked side jobs, went to the tavern did whatever, you folks allowed no change to happen, then you blame the FOP for everything.

When people get together and put up a viable slate of good candidates and take a few months to work for the change they want, then it might happen.

Till then, continue to complain on the blog and in the locker room because nothing will change until you make it happen.

If Daley decides not to pay retro and we go to arbitration he has to open the books to the arbitratior and then we will see all the billions he is sitting on for the olympics! The Olympics is not a must fund! He just gave them 500 million last wednesday at the city council meeting and the papers reported not a single Aldercreature said a word! Spineless creatures! It is a perk for his legacy after he is gone and his son Patrick takes over. Daley has all the money for the Olympics and none for anyone else. And another 55 million for starting to clear the ground at Olympic Village (The old Michael Reese Hosp.) as reported! Don't fall into the rumor trap someone is starting he has to put the retro money aside from the time our last contract ended that is federal law the last two contracts should tell you that.

Will our taxes go down, will we get better services.......NO. In fact police services will be so thinly stretched out that our homes/families will not be protected. Only the Pay to Play developers and City Hall family members will benefit. Washington Park Residents will be moved out and where will they go????? Please vote NO to the contract proposal.

- I call BULL SHIT on this. If the city can agree to promise $500 million for possible unforeseen expenses for 2016, the city can afford a GOOD contract and ALL our retro.

It should be full retro and a minimum of what the aldercreatures give themselves for a raise. 6% per year!!!! Shoot I'd settle for 5% per year for 5 years and call it a day.

VOTE NO!!! HOLD OUT!!! The city needs to make nice in the fall for the 2016 fiasco. They'll buckle to a point. This could be the best contract in years if it's done right. If FOP fucks it up I agree with other posters that we need to DECERTIFY the union and bring in someone with our interests at hand.

We've gotten lump sum payments before in lieu of percentage raises. Damn shortsighted PO's took them too. I forget exactly what the amount was but I recall something like $2500, before taxes. That's one time, no percentage and was gone in a blink.

Those so-called "bonus" payments are called that because they are a bonus to the City for not having to give us a raise.

CLUELESS!!!! A $3,000 signing bonus, means no raise for the past two years. It is a one time payment in lieu of a raise. So basically the last two years you have worked for $3,000 and the raise you get will be off your pay off the 2007 salary. Come on don't give in, the $3,000 after tax will be about $1,800 after tax, pension, etc.......

The other day a fine individual adressed our roll call. He was very animated about what the FOP will do if we allow it to. And that is, give more shit away like they have in our previous contract negotiations.

this pattern has become an epidemic and needs to be stopped. The only way to stop it is for people to start going to the union meetings.

Listen up young guys with less than 5 years I am talking to you. If you dont want to see you have nothing when your 20 rolls around you better make some noise now and show up at these meetings and not allow the FOP to sell us down main street.

Remember what we have given up in the past we will never get back, are we going to give up more ?

The city does not give a flying fuck about us, as demonstrated by several things. such as run down equipment, lack of man power and need i repeat myself working yet again with no no contract.

The reason we go out and do anything is for 2 reasons. 1 being you work for a good boss and want to take care of him or her because they do the same for you. and 2 because of your work ethic.

I am proud to say that I am a chicago police officer because we have some of the hardest best working coppers in these united states.

I know i am not alone in feeling like that. the city has mangled the fto program where in a few years its going to come back and haunt them but the only thing that king richie sees is 2016.

I got news for king richie without a ratified contract you will not have a 2016.

Guys and Gals do not give anything up this time around, make noise, and make alot of noise. Because if this trend continues you younger guys and gals wont have nothing in a few years. Get to the meeting and make some noise

I dont think so. They just said taxpayers will flip the bill on the olympics 500,000 mill and a guanteed 46 mill for police services all on the taxpayers. Obamas party at Garnt park " read my lips ....Obama will pay for that not taxpayers!" We are paying for that also. The sale of all our revenues for billions?? The city cant cry broke, there is too many examples of the spending.

The city counsel gets their COLA every year. They even voted that they don't have to vote to get in anymore. Its automatic. And it was over 9%. How the FOP can sit still for anything less is criminal. Bottom line is everybody had the opportunity to vote these duche bags out of office and couldn't fill out the ballot, lick the envelope, and drop it in the mail. Even Kass is writing about the looming Illinois Income Tax increase sure to be voted in as soon as Governor Quinn is sworn in. (Chicago Tribune, Jan 15, 2009)

We need to get a 3% raise JUST TO KEEP MAKING WHAT WE MAKE NOW as Governor to be Quinn wants the income tax to increase from 3% to 6%.

No joke, this will happen. that is why we need to show up IN LARGE NUMBERS at the next General Meeting of the FOP on Tuesday, January 20, 2009 at 1900 hours. I know, you will have to cut your Inauguration festivities short, this is more important.

We need to say NO to any $3,000 "signing bonus" and get any increase on our paycheck. That signing bonus bullshit has been tried before. That is a one shot deal. An Illinois Income Tax increase is PERMANENT. We need any increase to also be permanent to help offset this Illinois Income Tax Increase.

The whole issue is that the FOP allows the contract to expire without a new contract in place. That is how the whole issue of retro begins. START NEGOTIATING THE CONTRACT EARLIER. there wont be any need to discuss retro.

BTW Oct 07, four months AFTER the contract expired, the stock maret was at its all time HIGH.

If you could stand to do it...the best bang for your buck is to roll it all into deferred comp. No taxes will be taken out for XX years (you decide). Meanwhile, you will make money on the taxes that you would have otherwise lost to the Obama administration. A fat retro would buy allot of shares right now. While it's not a guaranteed return, history dictates that you will reap huge dividends on your investments while the market is this low. If I recall correctly, in the past, the entire retro was open for deferral. For those of us who can afford to do this (and I know not everybody can) it is an option which should be considered WHEN WE GET OUR DUE RETRO!!!!!

Everyone pooh-poo's the 3k. Stop and do some figuring. Assume a 2 percent raise for the first 2 years. For the average 10 year person making 706567 per year, 2 percent is 1413. or just under 117per month. For 22 months that is 2596. Your OT for those same 22 months would amount to an additional 67 cents per hour. About 603 hours of OT at that rate would bring you to 3000 dollars, if money was taken for all OT. I know, there are holidays in there also, but that at an additional 67 cents per hour that will not amount to a lot.

You also have to consider the fact that, if true, the 3000 is the city's STARTING offer. You also must consider that to make sense a bonus would have to be different among different paygrades and ranks. Remember too that a retroactive raise would mean 9 percent of so pension contributions, or over 200 dollars, being deducted at least from base pay. A signing bonus would most likely not be pensionable, but that would depend on the agreement.

As I said in the other thread, I am neither trying to start an argument nor am I desirous of insults. I am simply stating the facts for your consideration. I know most of you believe that you are worth much more than that, and I would agree with you about that, but sometimes it pays to be realistic about possibilities.

Since I have been enjoying pension payments for the past 10 years, adn I am in good enough health to contemplate enjoying them for many more years, it matters little to me what you collectively decide, at least about this issue.

Hey dipshit- the economy is not taken into consideration with an arbitrator. If it was they would have to consider the huge rise in cost of living which would help us in a big way too. Arbitration will look at past contracts between the two parties and come up with a "fair" solution.

Also, those of you who say no retro but you'll take a 6% raise for the last two years- understand no retro means a 0% raise for years 1 and 2.

So it would look like this based on $80,000 a year.


This is with NO RETRO!!!

With RETRO and smaller raises

So to trade retro for a bigger rasie doesn't make sense. Even if they give us a raise years 1 and 2 and we agree to pass on the retro for the 6% raise I would NOT do it as in 4 more years if it goes back to arbitration we would likely loose retro because we gave it up the last time. Giving up retro now is giving it up forever!!!

Do you think next contract when the City expects us to give up retro again they will also be willing to hand over 6% raises?

Another thing, when our 2016 contract comes along do you think the CITY will cry poor? I doubt it- and a fat retro check will come our way again with raises!

We have the city by the balls! Why release the grip?

Off Topic but important:
Capt. John Farrell (002) retires in April. Unless you just started on the job last week or are a department hermit hiden away in the bowels of ERPS storage at 39th/Michigan, you know what great knowledge and experience Farrell has helping the P.O. regarding police shootings and any other nonsense coppers get themselves into. Wouldn't it benefit us to have some one of Farrell's caliber (no pun intended) standing besides us during the most stressful time in our careers?

Once he is forced off the job (mandatory retirement), the F.O.P. should hire Farrell as a consultant/specialist, showing up on police shootings etc...

I know nothing would make him happier than staying connected w/ CPD. Its a win/win situation, the F.O.P. would look very smart putting Farrell on board and the city will save lots in future lawsuits.

Lets see:
Starting pay is $43,104.
Current pay for 25yrs plus is $78,006.
So, roughly $25,000 difference each year.
If short shanks wants to give me a $30,000 bonus to leave so he can save money on payroll, I'll go in a heart beat. He'll save money in the long run and have a hard charger who will lock up people left and right and write 20 movers and 500 parkers a period to raise revenue.

At this point, we should negotiate out raise based upon their "Cost of Living" increase. The City (as usual) is crying broke, but they (aldermen) vote themselves a 6% increase. Right off the top, we get a 6%, then whatever 2.2% raise the FOP settles on, now that would be fair.

The FOP sent the City a letter stating they were willing to begin negotiations, per contract they do this 90 days prior to the end of the contract.

As in past practice the City does nothing for months. Now how in hell is that translated into "the FOP let the contract expire without a new contract in place?"

The City of Chicago does not pay interest on back pay, hence it is not in their best interest to get a contract done on our timetable so they don't.

The FOP tries to negotiate with people who will not negotiate in good faith and then takes the blame from membership.

Go throw rocks at the Mayor's office, that is where the blame sits, pure and simple, 5th floor, city Hall.

first off, i agree with not going to arbitration yet. if we go to arbitration now then things that are proposed by the city, i.e. behavioral issues, punnishments, health plans, and most importantly administrative rights will most likely be passed without a fight. we need fop to fight these types of issues BEFORE arbitration begins. If we go to arbitration and these issues are not contested or faught against then the arbitratior will pass the issue in the citys favor....which means more rules, regulations and bullsh*t general orders for us to abide by making this job worse than it is now. have patience young people, i have 30 years of having to wait for contracts and your money will come. we have to just wait it out, after the bullsh*t is settled then the last fight will be settled by the arbitrator...which 95% of the time is over the money.. lets get some protections settled first then worry about the money. dont worry, we will get our retro and we will get our raise. negotiating a contract is game of chess... we need to take our time with this.... if we rush the city will capitalize on the issues and will own the entire negotiating process leaving the fop stuck in a corner with no leverage. have patience.

Our insurance used to be great and was part of our compensation package. Then the city offered a pittance of a "signing bonus" if we agreed to "only $2 a paycheck" for medical insurance. Now look at what we got.

I'd like to know what medical insurance, while "working" and when retired our that politicians have, and what it costs them.

And if the state raises the income tax, watch out that they don't slide in a tax on our pensions.

Stay safe, and remember, they tax your paycheck, but not your benefits.

The only way we would not get retro, and this is a real possibility, is for the city to give no raise until Jan 1, 2009, then 3% to 3.5% for 4 or 5 years. No raise equals no retro. In effect, they will give something they consider substantial in return for no raise till Jan 1, 2009. That the city might propose, what they give in exchange would have to be very substantial.

Someone else posted this contract stuff is a game of chess. Let's see how it works out.

Time is on FOP's side in this one. Hang in there. If you get nervous about no raise or when is retro coming it might be time to spend some time with the kids or wife or go to church or take a nice long walk. Let it play out, stick together and stay safe.

This is just a rumor. I've been on 19 years, and every contract I've been through there was always the rumor of "no retro". Every contract. The city has to give us retro pay. The current contract we are still working under states any future contract is retroactive to the end of the last one. Technically, the city could propose 0% raise for the first two years of the next contract as a way of avoiding paying us "retro" money. But that has never happened in any contract we've had with the city. They have always paid retro because the contract says they must. No arbitrator would allow them to have 0% raises for the first two years of the contract. It has never happened, so there is no precedent for the arbitrator. I'm not from FOP, but I know someone who is a very close friend/relative of an elected FOP person. I asked them to ask this FOP person. The response I got was that this was total bullshit! They would never consider such a thing. But for any FOP people reading this, this is your fault. These rumors grow like a cancer because you guys never refute them in the newsletter or at roll calls. In the past I've asked FOP people point blank about certain contract negotiations and never, ever get a straight answer. It always sounds like a politian talking. It's frustrating and it's why rumors start.

However, I did received the useless FOP news (that I paid $19.25 bi-weekly for my union dues) and while I was reading page 4 in re: 2009 handbooks, not a single explanation why the fucking book was being delayed and not even a fucking word of apology from useless FOP staff!!

This guy is right, listen to the old timers on matters of contracts, We have been through more of them.

The lump sum payment crap is a bribe, do not fall for it and do not ever give anything up.

Old timers remember when there was no contract and management did what the hell they wanted. This FOP got the first contract in around 1980, before my time. FOP was in it's 2nd contract when I got hired.

Hang in there if it takes two more years, just be patient, it is in our favor to wait for a contract that is in our favor.

When an officer was killed in the line in June, 2001 we had been without a contract for over 2 years. The officer's mother, God bless her, took Daley to task, in public, at the church, during her son's funeral, for not giving police officers a fair contract. The little prick could only sit there in church and take it. Now that takes guts, a strong sense of fairness and a deep love for her son and all police officers to put shortshanks on the spot at her son's funeral.

So be patient, remember all who have gone before and all the efforts that have gone into getting us where we are today and hang tough and together. Wait it out, we will prevail.

What the city should do is reward the hard working street cops who are out there day in and day out. All the desk bitches and inside cowards should get nothing unless they have at least 20 years on the job. As a detective I am amazed at the amount of women who work the desk and other inside jobs. And most of them have less than 10 yrs on the job. My partner and I both have over 22 yrs on the job and have been arresting people since the day we got on this job.
And of course there are also men with less than 10 yrs on the job working inside hoping they never have to be on the street and actually be a cop. So to those people who really haven't paid their dues screw them and give the raise to the guys and girls on the street. This way the city can save money by only giving a raise to the police officers who are actually police officers.

i clear 3 grand after two months of overtime, if you dogs want more money work for it, play the game, arrest people for your family, and your vactaions, if you don't like it, get your degree for free from the city, then do a lateral transfer....

It should be full retro and a minimum of what the aldercreatures give themselves for a raise. 6% per year!!!! Shoot I'd settle for 5% per year for 5 years and call it a day.

Back pay is based on all hours worked not just OT so figure it out. The city isn't giving us anything with 3 grand for 2 year back pay the figure without the ot should be near 6000 dollars for the average coper more for those with time less for those with a year or 2 but in all case more than 3 grand.

Bitch, since I've been working for CPD I'm always on time paying my UNION DUES deducted from my paycheck every other week and your reply was why I don't I come there and pick it up?? However, I did received the useless FOP news (that I paid $19.25 bi-weekly for my union dues) and while I was reading page 4 in re: 2009 handbooks, not a single explanation why the fucking book was being delayed and not even a fucking word of apology from useless FOP staff!!

All Unit Reps were given a bag a FOP books. they know the FOP screwed the pooch this year. something about not sending them out first class, I am not sure.

At any rate your Unit Rep should give you the FOP Book and stickers, you shouldn't have to drive down there. all reps were given a supply of books and if anyone goes to the FOP Hall for more FOP books it should be he Unit Reps.

I've passed out plenty in my district and made an extra trip down there to get a new supply. Some people went and got there own, so be it. All who asked got one.

Been on for 24 years and from my poor memory, we always went at least 2 years or more without a contract. The retro checks always ran anywhere from the beginning years of $3500 to most recent years of $8000. Granted alot of officers had higher retros, it all depends on how much cash overtime you took at the time. So take it easy, the money will come.

Less then TEN YEARS!! Maybe it took you ten years to figure out the math and how the city screws people- but anyone with more then enough common sense could figure this out. Stop thinking you have some right to tell people what to do because you have time on the job. Time on the job does not make you smart- obviously- it took you ten years to figure things out! MORON!

Actually Boy Genius-if you don't want to belong to the Union -some people don't for their own reasons-some religions ban membership-you still have to pay your "fair share' contribution because whether or not you belong- when and if the contract is settled, you benefit as well as the membership.

Why don't you go to a meeting and find out what's going on or maybe, just maybe read your contract?

Who are you kidding??? How much do you people really believe retro will be after taxes? Obviously you haven't gotten one before. In the last 4 retro checks in the past I dont know anyone who took that much home. Keep getting all the new P.O.s hopes up for a big retro check

Yes there were many of us who made well over ten grand on the last retro check. You have to remember, if you worked overtime and checked the cash box, you got retro for that on top of your salary. There were also some of us who made sergeant during that time period, and we got retro at two different pay rates. This was 2000 and alot of you weren't around apparently.

The posts about people getting big retro checks last contract are true. I personally cleared, after taxes and pension, just over $14,000. I was at a 15 year pay grade then. I know more than a few guys who were at the 25 year pay grade back then who cleared $18,000-$20,000. Remember though, that was 3 years and a month or two worth of back pay. Retro includes salary, all overtime earned, duty availabilty, and uniform. Court overtime was easier to earn back then too. Now they only subpoena one out of every four guys on a report. If the contract were settled today we would only get a year and a half worth of retro pay since it expired on 01 July 2007.

That $3,000 rumor is not a good deal. A guy with 15 years makes at or around 75,000. With 2-3 extensions of tours, and 3-5 court dates a period he gets an average of 35 hours a period. 35 hours multiplied by 13 periods equals 455 overtime hours for the year. The FOP wants a 5% raise for each year. The city offered a 1.5% raise for the first two years. Lets just assume the following for arguments sake:

The contract gets settled in July of 2009, which would be two years since the last contract.
If we get a 2.5% raise the first year, and a 3.0% raise for the second year.
75,000 x 2.5% = $ 76,875, meaning the city owes you $1,875 for year one.
76,875 x 3% = 79181, meaning the city owes you $2,306 for year two.

The city also owes you about a dollar an hour for year one on those 455 hours of overtime because your salary when divided by 2080 hours a year goes from 36.02 to 36.96.
The city owes you two dollars an hour on your overtime for year two because you go from the 36.02 they paid you to the new hourly rate of 38.06.

455 hours OT x 1.00 = $455
455 hours OT x 2.00 = $910

1,875 + 2,306 + 455 + 910 =
$5,546 owed in retro. Now multiple 5,546 x 35% for taxes and pension and your take home is $3,605.
Now that figure still doesn't include the retro owed to you for uniform and duty availability, and maybe even any special employment you worked. Some guys make a lot more than 35 hours a period, and some guys don't. But looking at these "ballpark" figures really makes that $3,000, before taxes, look like dog shit.
