Merit Board Change

All of those asking about why the Department hasn't made a Detective class in over a year or why there have only been two tiny classes of Sergeants off a list over two years old, we don't have the answers.

But we did notice an amendment to the Department Order governing the Merit Board. The Director of the Human Resources Division was added to the Board that decides who is and isn't worthy of the "merit" promotion. So that means we have the following:
  1. Assistant Supt. of Operations (Jackson)
  2. Assistant Supt. of Bartending Admin (Cuello)
  3. Dep. Supt. of Patrol (Dugan)
  4. Dep. Supt. of Investigative Services (Peterson)
  5. Dep. Supt. of Professional Standards (Brust)
  6. Dep. Supt. of Admin Services (O'Keefe)
  7. Director of Human Resources (Tracey Ladner)
So an additional civilian is added to the mix? And a quorum can be constituted (according to the order) if the following persons are present:
  • Cuello or O'Keefe as chairperson and vice-chairperson
  • two other members of the board
So potentially, on paper at least, we could have three persons with just about zero street experience choosing who the leaders of street cops are supposed to be?

This latest shuffling of the board members means absolutely nothing in the grand scheme of things. It all boils down to a chosen few connected pieces of shit who get the nod because of favors owed, family/friend connections, political whores, nepotism, et al. Always been this way, always will.

More than likely, your next merit Sergeant will have never dialed the PAX to the Gun Desk or the number to Felony Review because s/he has never made a pinch requiring those phone calls.

S/he will be the one roping the ambulance in with crime scene tape at the first shooting they're called to coordinate.

The one who will admonish you (or worse) for having a five-o'clock-shadow or salty boots.

The one who won't know how to pacify the natives who insist on beefing on you.

The one who'll ask you, "So...what do YOU think he needs to be charged with?".

The one that'll tell war stories covering the 8 years s/he "worked" in units like Detached Services or Information Services.

So, to reiterate my point, it's the same old, worn-out bullshit game in a (sort of) brand new box. The "new" line-up/roster of the Merit Board means absolutley NOTHING for 99.9% of us peons.

90 SGT'S Were made so far off the current list. Rumors of Promotions and numbers???
They haven't called for merit submissions for any rank lately, so nothing coming our way.
So called hiring freeze, No P.O.'s to be hired this year??? Anyone hear that one???
We could really use some more P.O.'s and some Sgt's and Detectives.
How many guys will buy their pension time with the portability bill that passed and then retire?
Approx 17K a year, but it could be a nice payoff in the end if you live long enough to enjoy it.
Figure anyone with 15 or over could quickly get to a retirement pension if they are 50 and feel like leaving.
Interesting times we live in!

As i try to look back over the last two years and all the changes, i bet there has been almost the same amount of exempt movement as there has been of blue shirts to Det or Sgt. That doesn't seem right.
Everytime you look another white shirt is getting promoted, but when was the last time you heard of an everyday beat guy moving anywhere. I can't even remember the last class of anything, its been so long.

I know a great guy who is actually unclouted and working a beat car every day and scored well enough to be in the next dicks class but has been waiting i think over a year for the promo. It's thinking of guys like this that gives me hope and i trully am happy for him.
I know a few in line for sgt's promo too if they would start making some classes.
It's like they dangle the idea of studying hard and working hard will get you where you want to go, but then i see some of these guys that gave their all on the tests, did great, scored way up there, but still the city refuses to make classes and replace retiring det's and sgt's.
So what's the deal?

Can someone from FOP (or an extremely efficient po with a lot of time on his/her hands) post the number of retired/promoted detectives since the last det's test and same with the sgt's.
Just to see exactly how much of each we lose every year compared to the amount we gain.
I'll bet for every 10 we lose we've gotten 1 in return.
That's just my guess.
And don't even get me started on patrolmen. I bet it's more like for every 100 we lose we get 1.

It's getting really dangerous out there on those streets. Lot Lot more agg bats to the police and shooting at us has become routine. Either start hitting the gym/range to be able to survive or maybe we should start pressuring the union to actually pressure the city to give us some help out there!

Actual Part I felony arrest activity, street experience in fast districts and native intelligence are absolutely meaningless.

At least a panel of kangaroos would be impartial to nepotism, political clout and out-and-out third party bribery.

Get the chevrons and silver bars out for the worthless suckholes that couldn't make a patch on a real copper's ass.

Oh, toss in a couple legit picks (with clout) to "make it look legit". Then open the flood gates for the likes of "Missy the parking ticket guru" and the clout babies.

Leadership and morale on the job are nonexistent. Yet this "board" only perpetuates the outrage for yet another generation of contemptible nitwits.

There was a time, before Shortshanks, when you could take a test and get promoted without having to suck up to anybody. There were probably too many people promoted though, that were qualified and unbeholden, so that practice had to stop. It's much harder to make a test-taking, career service promotee go away than it is a merit appointee. I guess the goal now is to turn the CPD into the Water Dept!!!

I am a merit sergeant, never hid that from anyone. Let me add that I feel your pain. I have/had no political clout. My clout was always the policemen I worked with. Over the years I have known 100's of coppers that should have been supervisors, some in my opinion way before me. The only thing I had going for me is that by the time I made sergeant (merit) I had 26 years on the job. The difference between myself and the sergeants today that I see is that there was no job that I hadnt handled and knew how to handle. For those 26 years they couldnt assign enough jobs to me because I was having a ball. Dont give up and dont stop doing your job. I almost made it on the list once but the city sent me a letter dropping me 26 points to standardize me. I think the point I'm trying to make is dont give up.
I couldnt work under the conditions you work now, taking meaningless orders from some nephew, brother,sister or friend of the fat cat polititian that has 5/6 years on the job. I honestly hope it gets better for the rank and file but cant see that happening any time soon. From the top down you are working for the most incompetant upper echelon that I have ever been witness to. Not all of them but a big portion. Its a sad day when you have to pick and choose which boss you can go to for assistance. That day is here. Keep the faith, I feel your pain.

The change is because Capt promotions are coming (by Apr), followed by Lts., then Sgts, then Det.

It has always been that way since merit started in 1995- the first lieutenant's class when they walked in some merit. Actually the first real merit, but not stated , was the first class of sergeants in 1988. There were about 240 but not many of one minority. They sent us home and refused to swear us in until the Hall called. Next time for swearing in, they walked in 8 or 10 officers and everything was alright. One of those walked in later became a deputy supe.
Nothing is legit nor will it ever be on this job.

In winter of 1982 we worked the
1st watch when the air temp was 27 below and 26 below on back to back nights. THe Windchill was 84 below. Now that was cold. THis is just a chill but I am 26 years older but I will be out there tonight at -14. Stay warm.

No criteria or meaningful qualifications for promotions.

I used to think Northside was a crazy, bitter, cranky retiree. I still think he's bitter and cranky, but I now understand why! I'll never boast about being "supercop", but when I see some of the people who are currently wearing white shirts thanks to merit promotions, I am sickened, disgusted and embarrassed.

I truly believe the #1 cause for the complete lack of morale in this department is the politically tainted and nepotism filled merit promotion system.

With the exception of Dugan, who by the way, would never have been promoted if his name was Duganski, Duganello, Duganius, etc, all of the sworn merit board memebers are merit promotees. They could not do what three generations of this family did-study and pass a test, sometimes take a test more than once to finally get promoted. Each one is able to rise in the morning, look into a mirror, and know they stole someones else job. Jackson and Cuello are affirmative action hires and promotee's and could not succeed on a level playing field. Peterson? Who knows. But the detective division seems to have a big problem clearing murders lately.

One of my largest concerns is ensuring that we have enough supervisors on the streets; I have heard from many of you that this is a concern too. To that end, and working with the City, we have finalized the

Department’s hiring plan for 2009.
In addition to the 200 sworn police officers, the Department has been promised that we will be able to promote nine captains, 40 lieutenants, 80 sergeants and 85 detectives as well as 35 officers at D2 pay.

It is extremely important to me that, as an organization, we are as transparent as possible. As we move forward, I want every member of the Department to be aware of what we can anticipate in terms of hiring, promotions, and other matters that affect all of us.

How come patrolman are asked to do more and more for no reward. SWAT is the only unit that sticks together to make some gains. SWAT is about to get sgts pay and each member is guaranteed two days per month at airport. They got this by standing together and demanding whats right. This should be a lesson to all of us ,the squeaky wheel gets the grease, use the westside revs as an example. Anytime we ask for whats right we are called cry babies. Then if we are all spokes in the same wheel we should all get the same pay. If that happened you would see how fast these company loving boss's would become cry babies. Team work brothers and sisters, the kind that matters.

Hello? There has been a lot of movement, like demotions, lateral movement with exempts.

They're not hiring anyone to wear the blue shirts. So can you really afford to start promoting people?

The city does this all the time. They wait until they desprately need to promote people and short the supervisors and detectives. It's always been this way. Why? Because they save money.

When you decide to come back from fantasy land & return to reality, Street Experienced Exempts went by the Wayside when Rodriguez was Supe. All those that followed him had staff that was inundated by Non-Police Civilian Political Hacks put there by the
5th Floor. The days of actual Police Officers that came up with thru the ranks with Street experience went by the way with the Kel Light.

I was on the job for over 32yrs.
Realize that this is just the way it is. Do not frustrate yourself over something you can not change.
Go out every day enjoy yourself as much as possible on the job.
Truth is a person with no clout, and the right attitude will have a better time, than these clout up kiss asses. Many of the people who have these jobs are so worried about losing them, they cannot enjoy them.

OT: Anyone hear of a lawsuit involving two coppers that were sued for unlawful arrest? Supposedly, they arresested an individual for DOPW. At court it was determined that there was no evidence to support the charge and subsequently the case was SOL'ed. I guess since they didn't inventory the can of beer, it was thought that they put the case on defendant. Apparently, they were sued, along with the city, and the defendant was awarded money. As a result you now need to inventory can/bottle as eveidence. TRUE OR URBAN LEGEND?

A common theme I keep seeing is working in a "fast district>" Could somebody please tell me what that actually means. Granted there are places that don't get the amont of calls, make the same amount of arrests, or deal with the clientel as much. But just because a guy has enough senority to bid someplace else doesn't make him any less qualified (given the tests were to be fair-which we know aren't). The animals are mobile, gangs are everywhere, and "crime doesn't take a vacation." It may be "slower" in some districts, but there are still some good coppers working in these districts. Granted they spent their time in the mills, then transferred. But they're still there. Handling more jobs doesn't make you any better a coopper than they. And don't kid yourself. If you had the chance you'll leave too when the time and opportunity presenhts itself.

#1) It will always be to your own benefit to keep yourself in peak physical condition and in top shooting form;

#2) You should assume that FOP, IN ITS OWN IMPOTENT WAY, is ALWAYS pressuring the city to get you 'help out there' and look out for your interests. HOWEVER, compared to the festering corruption that IS our city government, ingrained in Chicago since the days of Al Capone, and meticulously exposed in the Jim Osbourne/Water Dept letter, you should also assume that FOP IS IMPOTENT to gain much of anything for its members. This is not a slam on the Union as much as it is a peek at our dismal reality.

DUDE! It's called ASSET FORFEITURE, and we've been doing it here, in various forms, for years.

9 Captains----ALL MERIT

40 Lts.----28 off list (30% merit)

80 Sgts----56 off list (30% merit)

85 Det.----66 off list (20% merit)

200 new hires for 2009, and that is all folks. That is what the city is giving us for this year.

Daley is running the city on bare bones, and if we do not get the Olympics, he will know just how much he can hold on to :budget wise" to keep the city barely running, and pocket the rest of the money for his "special projects"

Getting promoted on this job is no different than trying to get into a special unit, like Swat. Everything depends on who you know, and not what you know. Like the clout babys that dont do shit, Swat also spends all day shooting off rounds and doing nothing. When is the las time they assisted officers on the street when having a 10-1. You would assume that Swat would be all over the street, but no they are no where to be found. I no longer give a shit about this department. I go to work put in my 8 hours and assist other officers in need of help. There are a few officers that deserve to be in special units, Swat, tact, Gang intel, but for the most part those departments are full of shit. One jagbag after another talking about their alleged war story.

How come patrolman are asked to do more and more for no reward. SWAT is the only unit that sticks together to make some gains. SWAT is about to get sgts pay and each member is guaranteed two days per month at airport. They got this by standing together and demanding whats right. This should be a lesson to all of us ,the squeaky wheel gets the grease, use the westside revs as an example. Anytime we ask for whats right we are called cry babies. Then if we are all spokes in the same wheel we should all get the same pay. If that happened you would see how fast these company loving boss's would become cry babies. OT: Anyone hear of a lawsuit involving two coppers that were sued for unlawful arrest? Supposedly, they arresested an individual for DOPW. At court it was determined that there was no evidence to support the charge and subsequently the case was SOL'ed. I guess since they didn't inventory the can of beer, it was thought that they put the case on defendant. Apparently, they were sued, along with the city, and the defendant was awarded money. As a result you now need to inventory can/bottle as eveidence. TRUE OR URBAN LEGEND?

Snethen is right. I happened to be a six year sergeant who was in Snethen's class. I was humbled to be around guys like him and other "old timers" with so much knowledge. Looking at some other older coppers who didn't make it, I felt somewhat guilty but I tested well and I sure as hell wasn't going to turn down a promotion. But to the guy talking about "fast districts", they do matter. The part of police work that isn't common sense and natural ability is repetition. Someone who works in a fast district is likely to know the ins and outs a little better because they have done things that they ask about on tests (chases, shootings, crime scenes etc.) a lot more times than a guy who has spent his time in a cushy district.
A guy like Snethen will always admit they are meritorious because they merit their promotion. They are the alleged reason we have a merit system. He knew his stuff and paid his dues. The clowns that don't admit it or admit they went to the 35th. street "study" group know that they are scum and are embarrassed of it. Don't forget the guys that have to tell you why they deserved their merit promotions...they suck balls too.

Off the subject. Anyone know anything about Judge James Linn. He just found 2 Calumet City officers not guilty of battery and official misconduct. Case stemmed from on-duty incident caught on camera. From what I hear the judge ripped the prosecution and totally sided with the officers.

The merit promotions were just a thin veil to continue affirmative action promotions without any lists at all. Cant you already see the effects of merit creeping into all ranks, exempt especially. I would like to know where AUnt Bea finished on her Sgts. and Lts. lists, any guesses on that one. Supervisors with no real field experience are now the rule not the exception. The comment about crime scene taping in the ambulance is right on the money.

The Department is screwed.

I agree. as far back as 25 years ago, we would inventory a small glass vial of the amber liquid as evidence. This practice has gone away for the most part. 9th district was notorious for locking up "drinkers" from the parks. Easy CB.

The City owes me much money for not considering me for any merit promotions in decades, I have a better work record, medical record, disciplinary record, Arrest and Conviction Record, etc; than at least half of the Merit- Pay - to -Play promotees. I can't wait till my attorney gets done with these City thiefs and gets Subpoenas these Goof-Balls into Fed. Coburt to "explain' just exactly what their Definition of "Meritorious Promotion" is, with applicable examples. Then it will be compared to the Standards of Legit Police Departments Nationwide.

Since when is the burden of proof on us? Why should we have to prove that the money confiscated came from illicit means? The burden of proof has been on us since forever. Its the law when it comes to seizing and forfeiting assets. You might want to read it more closely. And you better read the fourth amendment of the constitution while you're at it. When you take money from someone just to take it and say screw them let them go to court and prove its not illicit - that is called violating their civil rights and committing armed robbery. 90 SGT'S Were made so far off the current list. Rumors of Promotions and numbers???
They haven't called for merit submissions for any rank lately, so nothing coming our way.
So called hiring freeze, No P.O.'s to be hired this year??? Anyone hear that one???
We could really use some more P.O.'s and some Sgt's and Detectives.
How many guys will buy their pension time with the portability bill that passed and then retire?
Approx 17K a year, but it could be a nice payoff in the end if you live long enough to enjoy it.
Figure anyone with 15 or over could quickly get to a retirement pension if they are 50 and feel like leaving.
Interesting times we live in!

I used to think Northside was a crazy, bitter, cranky retiree. I still think he's bitter and cranky, but I now understand why! I'll never boast about being "supercop", but when I see some of the people who are currently wearing white shirts thanks to merit promotions, I am sickened, disgusted and embarrassed.

I truly believe the #1 cause for the complete lack of morale in this department is the politically tainted and nepotism filled merit promotion system.

Daley has turned the police department into a mirror image of many departments in this city. run by clout and political favoritism. Daley's first big move was eliminating the Civil Service rank of Captain and turning it into an exempt position.

All those wonderful old time Captains people pine over now sold out all the captains who will ever follow them and also the entire police department when they took that $17,000 check and signed away the rights to that civil service position.

That was the beginning of the end. That was a Daley move, at the very heart of how Daley does things. Imagine if those Captains had stood up and told the City to shove their bribe money up their ass.

That is how the city does things with their bribe bonus payments. Captains were forever taken into the clout fold of ball-less hacks. Ok, there are a few decent Captains but when they get that phone call, they all cave to political pressure. Their jobs depend on it.

If the promotions Weis is spouting about are budgeted for 2009 then let's get a copy of the budget and post it for all to see.
Let's see IN WRITING that the department got the green light for these promotions-call your alderman or the finance committee.
Read the small plan...pax 501 said the promotions were PLANNED not scheduled. and subject to modifications.
You can't even get a contract but you can get promotions? What's up with that?

A common theme I keep seeing is working in a "fast district>" Could somebody please tell me what that actually means. Granted there are places that don't get the amont of calls, make the same amount of arrests, or deal with the clientel as much. But just because a guy has enough senority to bid someplace else doesn't make him any less qualified (given the tests were to be fair-which we know aren't). The animals are mobile, gangs are everywhere, and "crime doesn't take a vacation." It may be "slower" in some districts, but there are still some good coppers working in these districts. Granted they spent their time in the mills, then transferred. But they're still there. Handling more jobs doesn't make you any better a coopper than they. And don't kid yourself. If you had the chance you'll leave too when the time and opportunity presenhts itself.

The merit promotions were just a thin veil to continue affirmative action promotions without any lists at all.

I get so tired of the bs statement that merit promotions are synonymous with affirmative action. Minorities rarely benefit from merit. In fact what is it when minorities such as myself are harmed by it. I made Sgt off my test score and would be a Lieutenant if it wasn't for merit. I understand their should be something in place for those that don't test well HOWEVER the process should be transparent and fair, which it has never been. It should be based on your record and not who you know. Yes there are a few merit promotees that are worthy of the merit nod, but they are the minority not the majority.

Yes a good judge, but..

Generally light on sentencing. He is consistent on this regardless of who the defendant is, what the crime is, or whether or not the case is in the papers. Most of the time that's good, sometimes not, but he seems to apply the rules fairly across the board. If you want a FAIR trial, he is the judge you would want. If you wanted to see a truly evil MF get his comupins, you want someone else.

He found the homeless woman who burned up people in an apartment building in Lincoln Park NOT GUILTY by reason of insanity. She definitely was insane, but he could have found her guilty but mentally ill (meaning she'd go to prison if she ever got better, which she won't). Was he right? Probably.

I also hear he will or was going to hear one of the recent CPD incidents (SOS, Jefferson Tap, or Abbatte I can't remember which).

OT: Anyone hear of a lawsuit involving two coppers that were sued for unlawful arrest? Supposedly, they arresested an individual for DOPW. At court it was determined that there was no evidence to support the charge and subsequently the case was SOL'ed. I guess since they didn't inventory the can of beer, it was thought that they put the case on defendant. Apparently, they were sued, along with the city, and the defendant was awarded money. As a result you now need to inventory can/bottle as eveidence. TRUE OR URBAN LEGEND?

True AND punitive damages for the officers involved.

The defendant's ex-boss testified he was a drunk. He was before and had since been arrested for DOPW. Jury didn't care.

His defense was that he was indeed a drunk, but was not drinking at that exact instant.

And you ask why the city settles?

Remember...No one is more against the police than the citizens in this city. Not the bosses, not the mayor, not the aldermen, not the media. NO ONE hates the police as much as the average citizen (black, white, rich, poor, doesn't matter). Why?

Part media, part movies, part ignorance, part liberal trend, part the fact that they aren't as scared of criminals as they were 15 years ago because no one sticks a gun in their face when they go downtown.

Jackson was the real Police in 004 at the same time Danny Dugan was...truth is, Jackson was the better cop, if I had to choose. But they were both damn good policemen back in their day.
Can't speak for Cuello, but you've got at least two real cops sitting on the Merit Selection Board now.
Sad thing is, Jackson's just a figurehead now. Dugan still may have a set.

Your new superintendent will bever get the support of the rank and file until he cleans up the merit promotion system and makes it transparent. He should also establish some minimum qualifications for exempt appointments,maybe a exam such as New York requires. By the way, I worked with Northside in area 4 years ago, he was a pretty good detective. Considering what he went though with the city and promotions and assignments, he has a right to be called "bitter" if he wants to. I see a lot of bitter comments on this web by young officers. The CPD is a political patronage division of city hall and the press should wake up to it.The pension system is used to reward hacks of the mayor. As Northside stated, " life after CPD is good". Try to make the job better for those that follow you.
