The bosses knew something wasn't right when he eagerly wanted to write tickets, make arrests and more street stops and talked about how much he loved the job.

The main culprit of this situation is the CAPS program. GET RID OF IT. There is absolutely no reason for any civilian to want to go to a police station other than filing a report, picking up someone from jail, or getting their DL back from a traffic ticket.
A police station is like a hospital, it’s a place that you shouldn’t want to go to/hang out at, if you are going there, something bad has happened, and everyone is much happier when they leave them.

A 14-year-old aspiring police officer donned a uniform, walked into a Chicago police station and managed to get an assignment - patrolling in a squad car for five hours before he was detected, US police said on Sunday.
The boy did not have a gun, never issued any tickets and didn't drive the squad car, Deputy Superintendent Daniel Dugan said.
Assistant Superintendent James Jackson said the ruse was discovered only after the boy's patrol with an actual officer ended on Saturday.
Officers noticed his uniform lacked a star that is part of the regulation uniform.
Police said they were investigating how the deception went undetected for so long in what they described as a serious security breach.
Police didn't identify the boy because of his age. He has been charged as a juvenile with impersonating an officer.
Dugan said the boy looked older than 14 and was motivated by a desire to be an officer, not malice or "ill intent".
The boy once took part in a Chicago program for youth interested in policing, so he would have been familiar with some procedures, perhaps helping him blend in, police spokeswoman Monique Bond said.

Would this not make the WC more accountable then? Since this car might not attend a normal roll call, the person working it needs to go to the SC office in person to report to duty?
I myself have worked a car at times that does not fall under a 1500, 1600, or 1800 start time. I must report to duty by going in to the WC's office for roll call for any and all information needed for the tour

This story sounds like a RENO 911 or a Simpsons episode. The difference would be that they would not catch the kid.
since even cpd officers can be fooled by fake cops, how is any law abiding citizen to know whether they are being stopped by real or fake cops?
especially since a very common practice among criminals is to claim to be police.
I was on a Carribean cruise and we ported into San Juan Puerto Rico.
Would you believe that this news story was on the local Spanish T.V. news channel and being that some of us were from Chicago the people in the restaurant laughed at the CPD at the local cantina!
