Cameras Beat Police to Scene

  • Mayor Daley has argued that security and terrorism won’t be an issue if his Olympic dreams come true because, by 2016, there will be a surveillance camera on every street corner in Chicago.

    But even before that blanket coverage begins, the “Big Brother’’ network is being put to better use.

    Call takers and dispatchers now see real-time video if there is a surveillance cameras within 150 feet of a 911 call, thanks to a $6 million upgrade to the city’s “computer-aided dispatch” system.

We'll tell you what happens next:
  • a rather high percentage of the cameras aren't working;
  • cops running from paper job to paper job can't get there in a timely fashion;
cops in 200K mile pool cars can't get to the jobs;
  • victims are going to get dragged into gangways, alleys, garages and are going to get a lot more damaged added to their plate since cops can't find them.
We will repeat what we've said before - a camera has never prevented a crime. And a camera has never climbed down off the pole and actually arrested anyone.

Crime may have moved around the corner, but criminals don't fear cameras. The amount of data generated by these machines is impossible to catalog and store and the criminals know that no one is going to be running through a few thousand hours of film to find a cigarette seller or three-bag dope pinch. Cameras provide an illusion of police presence, but only the sheep are impressed. The wolves haven't cared for a while.

I thought the Mayor was crying broke? There is absoultely no reason to waste more money on the cameras. This is just one of the many reasons Chicago is crumbling from wastfull spending. Nothing has changed since they started putting them in and last time I checked crime is actully up. I have never heard of a camera stopping a crime, saving a life or catching a bad guy. If they want to save money and make cuts don't pay for more silly cameras. They look good on paper just like all the BS missions we do everyday, but in the end they accomplish nothing.

The sad fact, the reality, the ignorance of this situation is C.P.D. Does Not Have, I repeat Does not have SQUAD cars, no vehicles, no cruisers, no pool cars available, operable, working, or loaners to man the streets for regular patrol. How about a news conference by Shortshanks to let our sheeple know there is not enought patrol cars out there to carry on preventive and agressive policing? Let's not even mention the shortage on the manpower, shshshshshsh......

We had a women shot in the back of the neck a few nights ago up in Rogers park. A quite obvious cameras mounted at Jarvis and Ashland was about fifty feet away. Sure hope the bad guy looked up and smiled at. Deterent?

Is it just me, or has the current mass-entertainment TV fascination with high-tech "forensics" resulted in a similar simple, brutal "street solution" -- more carbonized, can't-even-tell-if-male-or-female bodies found in burned-out cars? So what if you've got an electron microscope? There's nothing left to peer at...

Amazing how all this rocket science is nullified with extra force, or by splashing a little gas. You can't fight a gorilla with a slide rule. The gorilla doesn't know or care how smart you are. It just shoves the slide rule up your ass and then tears your head off.

He has his bodyguard detail armed to the teeth with 9mm's & SMG's. He doesn't have to wait for police response. His bodyguard detail can hear him fart in his restless sleep. Off Topic, but...

Heard earlier on WBBM news radio that a good portion of the CTA bus fleet will be downed, inspected and necessary repairs made after a driver reported his vehicle as "unsafe to drive". What's going to happen when squad car after squad car after pool car is downed because they are unsafe to drive?

The issue of neglected, mechanically unsound police vehicles needs to be kept fresh in the memory of anyone that drives one of the dilapidated pieces of shit the department provides us with. It's only a matter of time before a mechanical failure leads to an injurious accident while transporting some ghetto TVB into the station. Officers possibly hurt (or worse) and Boo-Boo "gettin' paid".

My suggestion (as offered on this blog in the past), is to down your vehicle for even the slightest thing wrong with it. No need to provide an extensive list of vehicular maladies here - just use your imagination, folks. Then sit back and wait for the powers-that-be to give you a direct order to drive a vehicle that isn't roadworthy.

Just my two-cents on how to "stick it to the man" a bit more, as well as to the unappreciative public in general. Maybe SOMEONE will take note of just this one facet of why this job is so fucked-up.

What was I thinking? NO ONE gives a rat's ass about the police.

The camera will capture the young woman get blind sided, whacked across the head, dragged into a gangway and brutally raped. After her life as she once knew it is over, she and the world will get to watch the brutal incident over and over again on film.

The child walking home from school will get snatched up with a bag thrown over his head and tossed into a trunk by a sex offender and taken to an undisclosed location and sexually assaulted and killed and thrown in a ditch. Once again the camera will capture it, and the family will fall apart, and they and the world will get to watch the life changing incident over and over again on film.

You get the picture, and so will the victims and the media in our brilliantly run city.

BTW, how many police officers can be hired with 6 million dollars?

This is why I, as a Chicago citizen, will be moving elsewhere. I don't need cameras or cops keeping me safe. I don't need to be watched like a rat in a cage. If I need help, I'll call for it, but chances are I can take care of it on my own. You guys can send the coroner for the piece of shit that's dead on the floor. What's the average 911 response time anyway? I'm sure it's more than 2 minutes, and even that's a long-ass time.

The sheeple may be impressed but the rest of us know this is bullshit. If it hasn't helped now, it will never help. I was at the OEMC - the resolution on those cameras is not only terrible, but hardly anyone is watching them!

Pool car? Whats that? I have to bounce from whatever car happens to not be manned that night since the area took our pool car, and refuses to fix our regular car. Heard we are down some 90+ vehicles citywide with no pool replacements because the city hasn't delivered a new car in over a year. But some how we have 6 mil. for bullshit that probably doesn't work or will never be used. I remember back last summer when Daley was flapping his jaw about how people working cta special are able to view the cameras inside the buses from their pdt. I have never seen anyone use the pdts while working special because no one knows how to log onto the motherfuckers. This prick Daley has all this money for bullshit while this city rots from the inside out. I feel sorry for whatever chump inherits this shit hole once the great one steps down.

Not throwing a jab here, but what about the 100+ squad cars I see everyday while I drive East on 39th street right by Wood Street. Westside of the street big huge brown building. I always think about it when I read this blog.

Does anyone on here know why there just sitting there ????

i'm a homicide detective in the busiest area in the city, Area 2.And I can tell you I have personally worked as the primary detective on 3 murders that took place right under the POD, and guess what no images, the POD was just a flshing light in one with no hard drive in it, the other was pointed in the wrong direction and the third had no usable images you couldn'tmake out anything let alone identify the offender.

POLICE PRESENCE PREVENTS CRIME, and police officers are trained to run after and apprehend the criminal THROUGH WHICHEVER MEANS NECESSARY.

Da Mare apparently has been avoiding settling the contract, which, in the best of worlds, should offer CPD everything it needs and MORE.

It boggles the mind that da Mare does not offer 1,000% support and beyond to CPD. He is remiss in his job as a 'servant of the people' of Chicago.

Oh yeah, they all needed extra cars so the crew coming on can have rides during the overlap of hours when the previous watch is still out. 018 got 20 newish cars I hear, and the others 014, 020, 005...got the hand-me-downs. So you see it's all under control. Not to worry. I think the pile-it program is steaming full speed ahead; those big white chunky icey things in the water be damned.

Shortshanks has a big boner for the United Kingdom, and the U.K. have spent Billions on CCTV cameras, yet they have said publicly that only 3% of street robberies in London were solved using CCTV images.

Shortshanks would have the sheeple believe if there was a camera on every street corner that crime would be zero, all very nice but the London bombers on 7/7 were all captured on CCTV and it didn't bother them, nor was it a deterrence not to carry out the bombing that killed 53 people.

Cameras allow more officers to hide inside to monitor the cameras. At academy, they have their own office to sit all day and watch cameras. Why not hire interns or retired officers? Why use young, healthy officers? So they can wear blue jeans and hide? But alas, technology does not argue, hit the medical and they do not have a union. Less officers and rely more on technology.

An alderman was on Fox News this morning stating that Chicago has cameras that zone in on gunshots. How amazing the public is so easily deceived! Those cameras might turn towards the sound but what's the use? The shooter is long gone!

The public should be asking: Just how many crimes have been solved using these cameras? How many offenders have actually been caught and identified by these cameras?

This is true! I have been working CTA for many years and have never used the PDT or seen anyone use it. In fact I have been told to not turn the PDT's on. They do make a good table for setting my coffee though.

It's jaw-dropping astonishing sometimes how the day-to-day residents of high-crime areas have learned NOTHING, NOTHING, NOTHING AT ALL about how to survive there. No matter what is going on around them, they are IMPERVIOUS.

I encountered an F/1 the other day, perhaps 32, with an address in a very bad part of the West Side. She was pretty much conventionally dressed, dark blue wool winter coat, but the PURSE!

A great big silver-lame thing -- undoubtedly a flea-market counterfeit Gucci or Pucci or something -- that drew your attention from literally a block away as it shined and flashed in the light.

The only thing missing was a shirt printed front and back with "ROB ME."

Purse-snatching is a crime no matter what, but this is still like waving meat in front of a dog...no sense at all.

Poor dumb thing -- the one fancy item she's got to make herself feel good, and she won't have it a week. No fashion-model runways on Waller -- just the hyenas waiting to cull a weak one off the back of the herd.

A camera on every street corner simply sums up that the City is telling the citizens that we won't need any additional personnel, and the police can be told what type of response to provide to calls for service by a dispatcher. When the City can hire a small group of individuals to monitor a bank of cameras at OEMC, and then they can screen the calls for service and won't need a live body to respond. Therefore, they can either 19P the job from their desktop or base the response as they feel fit. Tapping into private security networks in addition to the PODS will afford the city additional eyes and ears in the event of a real emergency, but for anyone who has looked at the video footage provided by any camera, knows that it is STRICTLY useful for evidentiary purposes and that is minimally useful at best. Cameras are not a deterrent and it will not adequately satisfy a call for service. Cameras move crime, that’s it. First of all the cameras have been around quite some time now and Pookey is used to them. They never got pinched yet for anything they’ve done in front of the cameras, and our less than adequate public relations department doesn’t provide any public service announcements showing the RARE occasion one has come in handy. Pookey simply sees a camera and goes around the corner and shoots from the mouth of the alley. No covert video surveillance… it simply moved the action from one spot to another and did not deter the criminal from his action. They were installed as a means to move crime in a triangular method while we, the police apply additional resources to the area we were moving the criminal activity to. There was a theory to it… way back when, but that has never come to realization. We were supposed to use covert surveillance of the area, buy-busts, gang intelligence gathering and then finally unformed saturation of the spot. And, we now see that popping them up at random proves useless since the crime is out of sight or obscure at best, the camera will not aide in the arrest and prosecution of the offender. But the POD request should be put in simply to justify the millions of dollars spent on the precursor movement for eliminating sworn positions. If I call the cops, I want the cops. I don’t want my call for service addressed by a civilian twenty-three miles away in an office with a computer monitor looking at the area 150-300 feet away from my call, (No offense intended to some of our dispatchers- SHUT UP some of them are quite good). Most likely, the City will be hiring retired police officers on a part-time basis, (No benefits), to monitor the cameras while the dispatchers manage the calls for service, (Mark my words, once it’s up and running the notice of employment will be announced, unless the City wants to save that money too and just place the burden on the call takers who will be looking at the video in-between taking their next domestic call).

It’s simply a ploy so the City can justify not hiring the necessary number of sworn police officers to adequately keep our citizens safe. And that pisses me off since I’m a taxpayer too. Let’s see if someone in the media has the fortitude to ask the Mayor point blank about this and see what his response is. I’ll bet it starts with a stutter and then goes into something like …sure that could be an additional benefit to the plan.

Anyone with common sense will tell you that 1) SHITHEADS give a fuck if they are on camera or not and 2) even if they did care, they simply move to an alley or block without a camera. What a fucking joke!!! THE ONLY thing they can be good for is actual prosecution of the offender IF he is caught. That may be difficult because many of these cameras do not work and we live in CROOK county. You could be caught pulling the trigger in someones face and still not get convicted. Consider the jury pool in this shithole!!!!!!!!!!!! Everything this guy does is a complete waste of money. WE dont live in Europe or the middle east where maybe these things are effective because there they actually have repurcussions if you commit a crime. Even if you do get caught on camera here no one gives a flying fuck. The only ones actually prosecuted will be US for doing our fucking job!!!

UPDATE ON TRIPLE HOMICIDE

ABC-Channel 7 News at 6 PM showed film of 87th and Exchange all yellow-taped off. Jody Weis was on-scene, stating that cartridge cases found indicate that an "assault rifle" was used in the killing of three males, ages 13, 14, and 17.

ABC film clearly showed ONE POLICE CAMERA RIGHT ON THE LIGHT POLE ON THE CORNER, BLUE LIGHT FLASHING AWAY. The reporter stated that there are TWO police cameras in that immediate area.

One bystander said that "It's like Iraq out here."

Deterrence!

Does anyone know a breakdown of how many GOOD arrests have been made in part due to these cameras?? Not the BS single cigarette or pissing in the alley, but REAL arrests? I'm wondering what the cost per arrest is due to all this technology we have?
$100,000 per good arrest? or what? someone has to have numbers.

On the car note, fleet apparently has none. My district called up every area yesterday. Was down 6 cars with no pools. Today we were down to 4 cars with no pools. Had to drive all the way to 51st street to get one.... Glad J-fed wants the boots 'on the ground'. I guess he meant that literally, cause there sure are no cars for the boots to be in.

Every time my unit orders a POD video, some lame excuse is given for malfunctions.
The wire-less transmission was off, down for service, unreadable coding, the dog ate the DVD, etc.
Well, maybe the dog ate the homework one hasn't been used ...YET

Come-on all you media stars, Freedom of Info act the number of requests submited by dept members vs how many are actually prepared for use by dept investigative units.
My best guess, under 20 percent.

handled a homicide last year at 1910 e. 71st. pod right across the tracks at 71/euclid. did the pod catch anything? nope. a few weeks later good police work caught the guys.

this isn't the first one, this isn't the last one.

comment about cars....many districts are down cars, have less cars than folks to put on the street; POD post cameras....what a joke, a significant, over the top joke (recent poster asked just how many crimes are solved using camera video...well, city hall? (and divide the camera costs vs. crimes solved (hello, media?)...another poster mentioned the 3X homicide in 004...wait until you hear about the incompetence (in another post)...

It was in Florida. The victim was only walking a short distance in daylight to her residence from a friend's house. And it was a camera belonging to the car wash that captured the image of the pos M/2/30's offender forcibly escorting the F/2/12 years of age victim to his truck. Sadly and unfortunately, he raped and murdered the girl, but as you said, the video most probably saved many more young women from a similar fate at the hands of that pos.

Yes and his body guard detail is also trained to change his depends. They come to city hall is discreet packages and they bill his medicaid directly. He has finally found the right fit. Thank goodness for that and I'm sure the body guard detail is very thankful he finally has the right fit, no leaks.

You would think one of the enterprising Chicago newscritters would ask for the video from both of the PODS to take a cue from Americas Most Wanted and show what the cameras really captured.

I'm willing to bet one was pointed at the sky and the other in someones front window.

Either way, I think citizens of Chicago should see what kind of protection $30K of cameras buys.
