Arbitration Opportunity

There have been a number of comments, probably by Daley drones, taunting our readers about the arbitration process ending without retro checks and zero percent raises for the next contract.

Arbitration is not without risks. But it's also a chance at something better than what was being offered. And the Arbitrator who ends up being chosen is bound by certain rules and precedents. The offer of 16.1% for 5 years was, in our opinion, horseshit. If the 50 aldercreatures who allegedly have their fingers on the financial pulse of the city felt comfortable in accepting a 6% raise for their part-time jobs, and had no qualms about giving their staffers a 5% raise, and had no trouble accepting an increase in their $1 million in "ward allowances," then we have to accept that the City IS NOT in dire financial straits.

And if the mayor is comfortable in allowing the Superintendent to keep his $310,000 after eliminating half of his duties, then we'll have to accept that the mayor is getting the most bang for his buck.

If Government collects more money than it spends, it is obligated to either (A) spend it or (B) rebate it to the tax payers. There isn't supposed to be a "rainy day fund" or some "Olympic fund" or anything like that. Contract obligations take precedence over these "funds" and must be met. So all of the City books have to be opened. Daley has sold the meters, the parking garages, the Skyway for billions and has TIF money stashed away in all sorts of accounts. That all has to be brought out into the open and it will reveal that the city is far from broke. To that end, we urge the following:
  • File for arbitration first thing Monday morning. It's obvious the City has been bargaining in bad faith. Make them open the books and justify every nickel. If the teachers can get 4.5% with a 50% dropout rate and a climbing illiteracy rate, anything less for cops is ridiculous.
  • File a lawsuit in Federal Court demanding the City use this stash of unaccounted money and sale of assets to fully fund the pension in accordance with State Law. Make some waves. Call Shortshanks' bluff. Make him even more miserable by pointing out his constant hypocrisy.
This is a half-assed move by a man feeling pressure. Something is crumbling in his house of cards and a few good kicks will either uncover something or collapse part of it. We are uniting in rage against a common enemy. Keep it together.

Maybe he wants F.O.P. to file for arbitration now, so that things are settled before October (Olympic location decision)... seems to me that we might as well wait it out for now.

The union needs to file for arbitration now. The worst that could happen is we get a little less than they are offering now. There is also a possibility of getting a much higher raise than we ever hoped.

Let's put an end to the Daley Fiefdom. He works for the citizens. He has to show us the corporate books, along with all his secret "rainy day" accounts. He feels that he accounts to no one. It's time to end the "daley Seige" over Chicago". Even our newspapers are under his thumb. He's the behind the scenes Editor & Chief.
His is not an administration, it's a Dictatorship. Nothing good comes from this type of goverment as we have already seen.

I like many others feel that our pension is in even more dire straights than what we're being told. *IF* health care coverage for those 55 and over becomes a reality for all sworn officers, there would be well over 1000 officers hitting the pension within a very short period of time. Would our fund be able to take such a massive hit?

Can any officer or group of officers file a federal lawsuit against the city to fully fund the pension or does that have to be done by the pension board itself?

Sorry... a little long but on the same page as SCC FUCK DALEY!

Today there was a disturbing article in the Sun Times that talked about how the Mayor has "pulled a proposed raise for the police off the table". The article talks about how the Mayor has decided that the city has decided that a 16% raise over 5 years is just too much in these "tough economic times". I am just writing to make you aware of the injustices, and call for an end to the love affair with this criminal we call Mayor. For those of you unaware, we have been without a contract for nearly two years! The Mayor and his cronies have repeatedly given their own raises without hesitation. The Mayor's press secretay for example, Jacquelyn Heard, was recently (2008 budget) given a raise of $12,000 to bring her salary to a whopping $172,000! Her personal staff, all 15 of them, receive annual compensation of $118,000. Some of these people, admitted the mayors office, only wrote "one or two speeches last year". $118,000 for one or two speeches? The great Mayor spent nearly $5 million in 2008 on PR firms alone to help spin his nonsense (Im sure he is not talking about the 2016 PR guy we love).



The Mayor continues, with the support of the worthless city council, to refuse to make transparent the allocation of his precious TIFs (tax increment funds). Anyone who pays taxes in Chicago knows that for years our "taxes have not been raised" yet every installment goes up due to these TIFs. There is suspected nearly a billion dollars in these TIF accounts, yet the Mayor still cries broke. The Mayor has leased the Skyway, Midway airport, several parking garages (including Millenium Park) and the parking meters in Chicago all told for over a billion dollars! Yet, somehow, he gets away with claiming the city is in financial dire straits. And then there is the olympics... I know the games are to be "privately funded" yet the Mayor has promised the city has $500 million in reserve to back the games if need be...



So between the TIFs, leasing, and the olympic budget how can he still be claiming the city is broke? Without any other income, that is nearly $2.5 BILLION the city has in its account, yet he continues to attempt to stick it to us. The Mayors office in this article stated that the "world looked differently 2 years ago" when contract negotiations began with the police department. Our union has proposed a 24% increase in pay over 5 years. This is done because routinely, the union and the city will meet in the middle. That would be a 20% raise over 5 years, or 4% per year. The rate of inflation is 3.4% nation wide. The cost of living increase average is 4% nation wide. Historically, arbitration raises our insurance responsibility which negates 2-3% of our raise. And most importantly, this prick refuses to allow us to move out of this over priced, over inflated, over taxed, over governed, over spending city!



Now I understand times are tough right now, but trust me when I say the condition of our economy has NEVER factored into our contract. When the economy was doing well, as it was up until 2006-2007, the city not once offered to give us a huge raise. Never, when times were good did I get a big fat Christmas bonus. It seems that the mayor is all of a sudden using this economy as a reason to renegotiate what is fair! Did the economy play into Jacquelyn Heards pay raise? I dont think so. So why should it come into play for people that actually work for a living? What is really sad is that this clown is getting away with it...



And lets look at the comparables. The city council, a "part time job", gave themselves a 6.2% pay raise this past year, now making $110,000+ per year! When pressed about the economic climate a year ago, several aldermen were quoted as saying "I will never give up my raise, it is part of the deal". They then gave thier staff a 5% per year raise. The mayor agreed to giving a prevailing wage increase for city carpenters, electricians, garbage men, and laborers (most of who make more annually than the police) of over 4% per year for 10 years that allows them to adjust according to what their private sector counter parts make. To put it in perspective, the guy who pumps gas into my squad car makes more than I do! CPS teachers received a 4.5% annual increase even though they are part of one of the biggest failures of our times! The CTA bus drivers recently agreed to a contract that gives them a 4% raise per year for 5 years with no raise in medical contributions! And none of them waited more than a month after their previous contract had expired to reach these deals.



I guess what Im getting at is I hope there is a little bit of outrage at what this guy is attempting to do. I cant help to wonder when the last time Jacquelyn Heard, or a city council member, or a bus driver, or a garbage man, or a laborer or EVN THE MAYOR was assaulted, spit on, had a gun put in his or her face, or killed while simply doing their job! This act by the Mayor is a huge slap in the face, an insult to me and every police officer in the city, and I just hope you can see my point. No one got into this job to break the bank... no one expects to make a 6 or 7 figure income, but we do expect what is fair. The Mayor frequently uses the phrase "you knew that when you took the job" referring to the residency requirement. We also knew that we would would have a fair contract, with annual cost of living and inflation rates met, and a pension that would be fully funded (among several other things). We as police officers have lived up to our end of the deal, eventhough the Mayor and the City refuse to live up to their end of the deal! Please, stop the love affair for this dirty politician!

FYI 011th District Tact teams have been given a directed mission ending 05APR on Roosevelt Rd., specifically targeting Francisco and Roosevelt. The reason being the IOC was told that it is one of the worst corners in the city, the IOC in return is scheduled to visit Francisco/ Roosevelt on 05APR. On 20MAR I observed about 20 city workers in flourescent vests cleaning up douglas park along Roosevelt and that the park district had deposited huge piles of new mulch to redo the trees in the park as well as the vacant lots on the north side of Roosevelt (not the park, nor city property). OUR tax dollars at work. When do we go to arbitration?

Someone is thinking. You can only mention so many times that "following the money" is the ticket to controlling abusive behavior.

What the membership should do, if FOP won't act, is to demand that enough funds are allocated to hire actuarials to decipher the City of Chicago's revenue and expenses (budget). Once deciphered, report any criminal instances that may be found (i.e. nephews, sons, etc being given millions of taxpayer and employee dollars to "play with".

Take the information gained and suggest true ways to cut spending and fix what seems to be decades of rampant corruption. Of course that means getting into politics. We need a couple of good candidates. Moving on from there, I feel it would be important, in deciphering the budget, to show who are the citizens contributing their share. ONE MORE TIME FOLKS...

DOES THE TERM: HONEST, RESPONSIBLE, LAW ABIDING, TAXPAYING, PRODUCTIVE MEMBER OF THE COMMUNITY MEAN ANYTHING ANYMORE? WELL DOES IT?

In exposing the budget and holding persons responsible for their criminality, greed and incompetence may start the wheels rolling toward a better community.

Continue from there to hiring contract lawyers to decipher these "leases" in which the public assets of the City have been sold to private interests. Some time ago I mentioned that if "someone" wanted to get around FOIA's, Shakman decrees and patronage army reductions, all you have to do is privatize. Point being is that, "has anyone even brought up the fact that, for example, there seems to be 400 million missing from the lease of the skyway? In totality though, HOW MANY TIMES CAN A PERSON "NOT KNOW" ABOUT HIS FAMILY, FRIENDS AND ASSOCIATES IMPROPRIETOUS FLEECING OF TAXPAYER'S RESOURCES...FROM TRUCKS TO CASH?

Anyway...not to ramble but if we just start acting together we may have a chance to make our community a better place for us and our children. Yes, I am not just talking about us as police and our raise. Who knows, maybe once the budget is exposed, we may truly not have enough money for a raise. That is a possibility and partly would become our responsibility. Tell you what though. With that information, we would be able to tighten our belts without the forays of disinformation perpetrated to the general public by those who want to maintain control.

One last question. If the mayor has been in charge for over 2 decades...who is truly to blame for our predicament? And who should accept responsibility for the stressful time that the City is experiencing? How come none of our leadership has accepted responsibility? Everyone is so outraged about AIG and there bonuses? That is nothing compared to what 50 + 1 have been doing to the fine citizens of Chicago for the past couple of decades. Wait...I need to include county, state and fed too. Phew...let's just start locally.

Amen. What other city in America accepts at face value, what it's mayor says he does or does not have as far as money? This prick has been wasting money and feels he doesn't have to tell anyone what he is doing with money that he's received selling assets that we, the citizens, own...or at least used to until the king sold or leased them for a hundred years or so.
God Bless the officers in Oakland who lost their lives. I am retired now and realize that those of you that still serve, risk the same fate every day. It's unfortunate that you have to take that risk and get treated the way the mayor and alderthieves treat you.

The City is offering NOTHING now. the City pulled their money offer off the table, that has been confirmed by Donahue.

The worst that can happen is that we get no raise. I would rather get nothing from an arbitrator than "negotiate" and further with this criminal Daley. Fuck him up his ass.

Prepare yourselves for no raise for quite some time.

Handle yourselves accordingly. Remember, it is illegal to declare a job action. The union cannot and will not advocate anything other than what is legal: informational picketing.

Individuals, however, are free to do what they wish.

Jeez, people are saying to slow down on ticket writing. If I slow down any more, I will have to stop people and get them to give me tickets back I wrote last year.

Hint to citizens who get pulled over for speeding by use of the LIDAR device: Ask for a court hearing, the judges toss them all out due to this device not being proven in court here to be reliable. Also CPD training does not meet State if Illinois standards for LIDAR.

The bottom line is we need to picket outside the hotels where the IOC is staying.

Embarassment is what gets under the Mayor's skin. I am unaware if this is out but the day of no confidence was taken very serious, so serious that he was throwing stuff around and yelling like a 2 year old.

We need to picket the place period.

So what's new here? Every time were up for a new contract the mayor drags his feet and cry's poor. Every time. I say arbitration now. Why do we even bother with negotiations in the first place, just hire an arbitrator from the start. The city (read mayor) will never offer us anything close to what were worth. Whatever it is he dislikes us for, I just don't understand. I would really like to see a Police department wholly removed from the mayors office with no political influence whatsoever but that just isn't going to happen. What are negotiations if it's all one sided anyway? The dictator has spoken and his word is law. We lose more than we gain at every contract.The mayor will try to settle this for the Olympic committees standard (all contracts fulfilled)clause with as little as possible for us as he can, we will get nothing from him. Skip negotiations, go to arbitration, at least we will get something that loosely resembles a contract even if it's not anything near what we're worth. This man is not thinking straight, in the long run the city would make more money overall without selling off it's assets and he is driving customers away from business in the city while at the same time driving businesses away with higher taxes that can and will be avoided by not doing business with or in the city. You want to negotiate with that?

Let's see: Mr. Arbitrator please ask the City how much money could be saved by shutting down a couple of districts. Please also ask why we need an ADS and a Commander at the Academy when for 20 or 30 years it was run by a Commander alone? (That's right the Commander is an Alderpukes pal, had to make her, never mind). Why do we need a Chief and a Commander of IAD when a Commander could do the job (Oh yeah ha to find a job for a former FBI agent, never mind). How come we now have 2 Assistant Superintendents, 2 Chiefs of Patrols and a whole slew of Chiefs and Deputy Superintendents doing who knows what working in Detective Division (Oh yeah, had to find more friends for former Daley Staff Members and another former FBI agent, never mind). Why are we buying SUV's when gas is expensive and will probably get more expensive?

If I were the FOP I would use an arbitration opportunity to show how corruption in the hiring and promotion process has cost the tax payers millions of dollars, that could have been used for decent cost of living raises, equipment and more police to help keep citizens safe.

I have 15 years on. I am laughing everyday at this crap daley pulls. But what are we as the Police Officers prepared to do?

We will do nothing. I am ashamed at how we as Police have no spine. The tac teams will kill themelves getting bullshit drinkers for numbers, however we will not stand together.

I personally just dont give a flying fuck if we ever get a raise again. I just want out and 5 years is all I need.

now is the time to get involved. Talking about doing something and actually doing it are two different things. If more people went to the meetings, they would of heard that informational picketing was being discussed. When it is worked when and where, how many of you will actually show up?

How many will make that litany of excuses that we always hear?

The mayor is currently pulling out all of the stops for the Olympics and needs to get the police in line one way or the other. The mayor will eventually get the Summer Olympics (thanks to the Whitehouse) and the arbitrator will rule on the contract.

It will be up to the rank and file to see if they will finally stand up for themselves and demand to be treated like adults. If they don't this will likely be the beginning of the end with a bankrupted pension fund, privatization, and permanent sub-standard pay/benefits as the police function slips back to the same levels we were at 30 years ago.

All of this will follow a disastrous 3 July as the current superintendent attempts to "go it alone" without any high priced outside consultants to manage the event. By the time the command staff has realized they are in over their head, it will be too late. This (along with what will truly be a terrible summer) will sound the exit bell for the current Weiss administration.

Look for "Acting Superintendent Dugan" to take over on or about the 1 August date. He may have a good chance of sticking it out permamnently unless one of the City Hall annointed (like Byrne or Huberman) decide that $310,000/year would pay for a few trips to the Caymans.

As for me, I have about 180 days left before I can pull the chute.

The motion for a vote of no confidence came from the floor, right. How about a motion for a vote to enter into arbitration coming from the floor? The leadership probably won't do it in their own, so sound off at the meeting. If the motion is seconded, then it has to be put to a vote.
S.C.C. is 100% correct regarding all of these rainy day funds. They should not exist, and will have to be looked at by the arbitrators.
As far as no raise, no retro. The arbitrators have ruled for it in the past, they will rule for it again.

Here is a suggestion. Why dont all the Department members assigned to Tac and Gangs, MSF, TRU, and any other units that require activity just commit to a work stoppage. If the bosses give you shit, just bid to a district. What are they going to do when everyone in these units bid out and they have no one to take their place. My guess reverse seniority. how are you going to force someone to produce if no one wants to be there in the first place? They are not going to put a PPO in these positions because of the liability. Think about what kind of a message this would send to the command staff of our Department. If you take what they use against us as leverage time and time again away from them, the threat is gone. You leave them powerless.

The olympic committee won't even consider a city without a police dept. No contract means no police. The communications center has no contract either and going through a similar plight. Is there any way we can contact someone in the olympic committee and let them know the true situation going on in our city before some innocent visitor gets hurt here? Someone needs to explain to them how CAPS really works. How our language bank can't even find a Polish interpreter through the 911 line. Pulling pay raises off the table was an emotional response by the mayor. It was not rational. It didn't help the negotiations.

This sudden emotional response can only be caused by one thing, THE OLYMPIC BID. Think of it. Years and years of preparing for this bid. Every moment of every day spent on this one task. Do you remember Daley joyous leap when they announced that Chicago would be America's bid city?

Now, someone who knows tells Daley that the Olympic Bid is in trouble with an open police contract. Daley tells this person that police can't strike. The person says that isn't good enough. Daley asks this person if the committee will be satisfied if the negotiations are in arbitration. The person says yes. Daley pulls any pay raise off the table and leaks it to the media.

The officers scream for arbitration. Call the FOP and demand arbitartion. And the mayor gets what he wanted all along.

DO NOT BE FOOLED! Negotiating through the summer won't put us in any worse position. Be patient.

Stay the course. In June, the mayor will give us everything we ask for in a contract lasting to 2017 or will risk giving up the one thing that matters most to him, his Olympic legacy.

This could be part of the mayors olympic plan. He purposely delays our contract. Leaks it out that the police better pick up the pace from a revenue standpoint, in order to get more olympic money in the coffers. Then he waits to see what happens. If revenue picks up he might settle before the olympic decision. If it does not pick up he puts us off till after, and fucks with us as long as he can. Either way, he knows we can't strike, we aren't going to quit and that an arbitrator isn't going to give us that much anyway. The arbitrator will use the old "times are tough, 8% unemployment, be happy you get what you get". He won't care about labor contracts, alderman raises, TIF's or having the books opened up. The shankster has us by the balls and he knows it. If you think that he won't use that to his advantage, guess again.

I will pose a question: what does the mayor have to gain by settling, or giving us a reasonable contract? In my opinion, he gains nothing, nor loses anything. He loses some ticket revenue, but that is more than offset by the TIF's, and the other tax increases.

Short timer, I hope.

I don't blame any of you one bit for "slowing it down". Some, where I work, say I am an over achiever. 30+ years with my company and this February was "raise" time. Well, my raise was not as good as I thought it would be "because of the economy". Didn't make a difference that I busted my butt, my company is hiring and it made a very good profit last year. What did I do? Slowed it down.

We have a street light out on the corner for a month now. Live in an active gang area. House and garage have been tagged numerous times. I, and neighbors have called 311 many times, sent requests via City of Chicago website and even called the alderman's office. Apparently these departments/offices have all "slowed it down" so why shouldn't you?

Here is a suggestion. Why dont all the Department members assigned to Tac and Gangs, MSF, TRU, and any other units that require activity just commit to a work stoppage. If the bosses give you shit, just bid to a district. What are they going to do when everyone in these units bid out and they have no one to take their place. My guess reverse seniority. how are you going to force someone to produce if no one wants to be there in the first place? They are not going to put a PPO in these positions because of the liability. Think about what kind of a message this would send to the command staff of our Department. If you take what they use against us as leverage time and time again away from them, the threat is gone. You leave them powerless.

I say the hell with it, arbitration now! I would recommend filing for arbitration ASAP. Let the chips fall where they may.

I would rather get less from an arbitrator than continue to get treated like the bastard red-headed step child from our corrupt tyrant shortshanks.

As for our union president, I would like to see him get angry, I'd like for him to get mad as hell and to voice his displeasure at the way we are being treated loudly and publicly and often.

If we are to get fucked, let us take our chances with an arbitrator. There's a 50/50 chance the City would lose so declare an impasse and file, the sooner we file for arbitration the sooner we can begin the process.

Let the City cry poor when they are sitting on BILLIONS in cash. Let them convince an arbitrator they can't afford it while they are at the same time guaranteeing hundreds of millions in construction and performance money to the IOC and financing a multi billion dollar expansion project at O'Hare..

Time to call the bluff of shortshanks. I say it is time to go all in.

I'm also in agreement about a rally when the committee comes to Shitago complete with signs,a pickit where they are staying is a good idea.At the very least we can inform them that the police department is not happy and without a happy police department officers will not go out of they're way,we will do it by the book,nothing more nothing less.While visiting one of the most violent cities in the country,without hiring a private bodyguard good luck strolling around the city with the limited resources we have at the moment due to the mayor's hiring practices.

Not a weekend announcement, just Fran Spielman slow in getting her sources to give her the story.

The City announced nothing. No doubt this came from the FOP and unnamed sources at City Hall.

The City sent FOP a letter recently declaring they could not honor their economic package of October 2007, the 16.1%.

Donahue mentioned this at the meeting on 3/17

Someone then fed the story to Fran Spielman who got confirmation, sort of , from her sources at City Hall. It came out when it came out, the City had nothing to do with the timing of the release.

The letter stating the city wouldn't honor their first economic package preceded the No Confidence vote, perhaps hastening the vote.

At one time the Chicago Police Wife's Association had a letter of understanding with the first Mayor Daley and the Police Department. The letter stated that no police officer shall work a one man unit from the hours of 6 PM to 6 AM unless the officer voluntarily agreed to work alone. Why havn't the Police Wife's and union addressed this issue.

Arbitration locks the union into accepting whatever the arbitrator decides. Period.

Continued negotiations do not.


Arbitrators are bound to not consider, in making their decisions, any elements not previously present in the expired contract or currently being considered within the employer's most recent offer.

Also, any elements agreed upon during negotiations between both parties can be considered by the arbitrator as being substantially settled elements.


Going to arbitration is a decision made by employees who want, more than anything else, to maintain the status quo. Arbitration rarely results in significant gains by the employees, or, for that matter, the employer.


Negotiation, with the use of all leverage available to the employees, is the most effective at gaining significant improvements to previous agreements.

If the employees have the brains to figure out that leverage and the unified balls to apply it.

A labor union is only as effective as it's members are united.

No prior FOP approval is required.

Organize.

Don't wait to be told, or given permission, to organize. By anyone.

Effective informational picketing isn't brain surgery, it just requires bodies, lots and lots of bodies.

None.

An arbitrator, any arbitrator, has nothing to do with that issue. It is written into Illinois State Labor Law that employees of cities over 1 million in population (only one of those in Illinois) cannot use collective bargaining to overturn residency requirements.

Residency is granted or forbidden by the largess of the municipality only. As it is, Chicago has an ordinance requiring residency for police officers and most other City employees.

Guess who had it introduced and passed into law? If you guessed the City of Chicago you would be right.

That is how the FOP has been attacking residency, first to have this one piece of labor law rescinded and then to bring it up at the bargaining table during contract talks.

So far, the City of Chicago has actively prevented this from being changed in the legislature. But one of these days...

Teachers are organized and have a real union. Far cry from the police. Strike is not necessary for the teachers. They got a raise and so did every one else. FLOP

Police Officers and fire fighters are prevented by law from striking or engaging in any type of job action other than informational picketing. If the FOP were to advocate that the City could move immediately to have the union decertified and to fire all those who participate in such a strike or job action.

Teachers can go out on strike. Police Officers cannot. That bit of legislation was enacted after the fire fighter's strike in 1980 over the perceived refusal by mayor Jane Byrne to honor a campaign promise to give the Chicago firefighters a contract.

The strike lasted 23 days and eventually a contract was hammered out that included a no strike clause. A contract was also later negotiated with Chicago Police Officers, our first, that also includes a no strike clause. No Strike by public safety employees also became part of state law.

I hate to say this, but under the current conditions, arbitration seems to be the lessor of two evils this time. If you look at what the city has offered, the "status quo" (which is how arbitrators usually rule) doesn't seem so bad considering these economic times.
Remember, the city's low raise offer and raises that have already been given to the other unions and the aldercreatures (which the arbitrator WILL take into account)is better than what shortshanks is now offering. Arbitrators usually will not add anything that dramatically changes the current contract. which are things the city is trying to fuck us with anyway.
So, as much as i'm not a fan of arbitration, it is something we need to really consider. Then we can deal with our USELESS FOP when elections come around!

--The residency should NOT be an arbitration issue, it should be in COURT. We are paying a premium price to live here and they don't want to give us anything to help pay the costs. It should be your choice as to where you live. As long as you show up to work every day they should have Nothing to say. A $3000 stipend doesn't cover shit compared to what we are dishing out.

there is a lot more danger in arbitration this time than ever before. dont forget about the depression we are in worldwide, the arbitrator can go with the city and say we need to take a hit and not get any raise or something very small.

--Let the mayor open the books to show the arbitrator what he has spent. Let him show the arbitrator how much $ the alderman received in raises as well as city hall staff. Let the mayor show how much money was spent with creating all these top positions in the CPD. Cut the fat mayor and give us our $.

Ya kno'....Daley can save enough monies to afford all your raises by just reducing the number of wards. Why do we need 50 wards? We have 25 police districts and they work pretty good, yes? If you do the math...25 x what a couple of 100k? and what do ya get? Plus all the perks...and if they would only know how to manage money, then you would get a pay raise, but that won't happen anytime soon. Daley wants the games and he gonna ask the messiah for help if he can't do it on his own.

I think you guys deserve a raise, but I'm only one citizen and maybe not. Daley doesn't have a clue what you guys do, nor does he care. Ya think he would take a pay cut, to show that he's trying too......oh no..now I'm gonna start laughin' my ass off!!!!!!!!
