Police forces throughout Illinois much more often search, with permission, vehicles driven by African Americans and Hispanics than by whites, even though they more often find contraband -- such as drugs and guns -- in the cars driven by whites.
It is difficult to interpret those facts any way other than to conclude that the police, on the whole statewide, discriminate against black and Hispanic drivers.
So since more minorities consent to searches, police discriminate? What the hell is up with this reasoning? And since the largest number of drugs and guns are found in white people's cars, police would be better off stopping them?

can one of the bleeding hearts out there explain how to stop racially profiling?? I think reverse racially profiling still falls into the definition of " racially profiling". I guess its considered ok if a white person is stopped just cuz they re white. I'm sure shortshanks will use these findings to invest more tax dollars into cameras.
I doubt the validity of their findings. It doesnt mention anything in there about the % of african american drivers in the study who did not have valid licenses (who are then subject to arrest (many of whom were probably given a play for cooperation)) as compared to the whites in the study. I would say that alone would cover the difference in searches. But was there any doubt when they started this "study" that the findings would be spun to portray the police in a negative light?
So, there are more guns and dope in the cars driven by whites in mt. greenwood than there are in cars driven by blacks in englewood... Where are they getting this shit from???
How about giving the real reason? Oficers in Chicago pull over the white drivers to write an easy ticket. They don't want to waste their time doing a frigging TVB (Traffic violator's Bond) on the Balcks, Hispanics, and Illegals (yes, there are millions of illegal whites.)
Everyone, including the police writing the tickets, commit some form of traffic violation. Everything is a violation, as well as probable cause. These statistics are from a study that does not give independant options. It is eaither you searched without permission or you it was consent. There is no room for PC or arrest. There is no box asking if the poor abused subject has a license that is valid or not. Officers are within their rights to search any vehicle when the person "could be under arrest." Driving without a license or with a suspended license requires arrest because that person can not be bonded on the street and let to drive. The fact that most officres will let that non-licensed driver go, is thematter that should concern the public. But it doesn't because they are too busy lloking to blame the police for harrassment. Screw you. You get the society you deserve. Hey ACLU, FU. Do some good for once instead of damage. Fight a worthy cause instead of this bullshit. ASk all of the people in this study, do you have valid license? Did the police let you go? Let me see your valid license. Then publish those results. Sue on behalf of the white people with licenses and insurance who get tickets bacuse the copper is too lazy to write the mope and takes the easy way---writing the legally driving citizen because it is fast, easy, and that person will pay the fine.

Last time I checked, it was NOT whites who were caught with guns and drugs. The previous post proves it.
Interesting study but flawed in that about 80% of traffic stops conducted in Chicago are not documented in that the little pretty blue cards are never available. So most of the arrests in Chicago are not part of the study. Given that mostly Chicago's lockups are filled with minorities, it is safe to say that about 70% of the state's study is incorrect in that Chicago is left out of the study. A 20% sample of Chicago is clearly not an accurate study of Illinois in that Chicago probably makes up for 50 % of the stops in the state.

I was stopped by TRU a couple of years ago, 80th and Cottage...i was driving while white in the black hood. I had dropped off a co- worker at her home. 2 TRU turkeys thought they had a pinch... they said my eyes were red, i offered to give a urine sample, that was the end of that shit ! I should have sued for profiling...2 goofs !

The obvious solution to this problem is a massive redeployment of Officers to White areas. Lets mobilize a coalition of Catholic priests to pressure the city to put the police where they're needed - Area 3, 016,017,022. Its a win-win: Taxpaying productive areas of the city get police service restored and contraband is removed from the street. I'm sure the legislative sponsor(Emil Jones put his name on the bill) of the study, POTUS B. Hussein Obama would agree

if there is a problem with too many consent searches, the answer is to educate the public that consent means it is voluntary, and you just don't ever agree to such a thing.

MORE IMPORTANTLY! What is the racial makeup of the victims and offenders for all the shootings in Chicago?? That will shut the ACLU up.
I freely admit to racial profiling. I stop 100% of the white kids from the suburbs who are driving down the side streets of my beat. Always good for a few court dates.

I hope that Chicago cops are NOT making arrests based on verbal consent or even signed consent forms.
These cases are being immediately tossed at 26th Street and they very often don't even make it beyond a PC hearing.
When you lose these criminal cases, YOU ARE GOING TO GET SUED. The criminal always says you threatened him with harm/arrest/etc.. if he didn't give consent. The criminal says, "Why else would anyone let the police search if they knew there was contraband?"
When the suit goes to a civil trial, YOU WILL LOSE.
In the meantime, the city attorneys will demand money from you for the settlement.

I think a study should be done on all the breaks given to drivers and their driving infractions as well. There are alot of breaks given to minorities also on a daily basis.
Another study should also be conducted on how often the traffic unit is assigned and seatbelt missions etc. are conducted in the white areas of the city compared to the black and hispanic areas.
The reason they let their cars be searched is they are hoping to be cut a break with their suspended/revoked/no DL.
I wonder who sponsored this legislation in the first place ?
SO does this mean that if I work in a district with a population majority of African Americans and I stop one for a traffic violation I am discriminating against them?
OK. Here's the solution. Next time an officer in one of those districts, or in any district whose population is a majority of one color, gets called into the WC's office and yelled at that his movers are down, hand him this article and tell him/her that you are only protecting the department and your own sorry ass from skewed interpretation from the flaming liberals who think they know this job better than we do.

You hit the nail on the head! I won't be surprised if this study somehow had a link to ShortShanks. Sure, stop the white drivers because 9 times out of 10 they will have a valid DL. and will pay their ticket.
I have lost count of how many tickets I have written that have been "continued" because the poor black or Hispanic stood their in front of the judge crying that they cannot afford the insurance or fine.
Every time an officer uses his discretion during a traffic stop, and YES, we are allowed a certain amount of discretion, we are criticized. But a judge can use his discretion and he is commended.
When the TSSS was started I was working on midnights in a district that was approximately 1/3 white, 1/3 black and 1/3 Spanish, in a sector that also had approximately the same population ratio. For a time, I kept a running total of the race and sex of the driver every car that I stopped. The results were: black 40%, Spanish 50%, and white 10%. Approximately 25% were female. In the overwhelmingly vast majority of the stops, when I observed the violation which initiated the stop, neither the sex nor the race of the driver could be discerned.
Here's one look on it, less stops , more chalkies and not in the white areas. We are already at about 68 visits from chalkie and what, maybe one in the white neighborhoods. Oh wait Suntimes, you can't say that some neighborhoods are bad, that portrays those people as bad. Lets do another puff piece on how wonderful some person or program is there.
Thats ok, natural selection, look at the numbers on homicides, blacks are killing blacks at an alarming rate and people are worried police are stopping minorities more than whites. By doing this, believe it or not, your just costing more minority life's than whites. The weather is warming up and the slaughter is coming, and its not going to be white in white neighborhoods.... Stay safe guys and girls.

I don't buy it. If more stops ended up with less violence, the massive increase in traffic citations over the last 30 or 40 years would have eliminated violent crime altogether.
Assuming the information documented during these stops is accurate& factual to begin with?
On the westside if i see whitey driving he's gonna get pulled over. because he is the minority.

Well there's only one solution to this discrimination problem.
Take all the tact and gang teams that were taken out of their districts and sent to the west and south side districts and put them back into the white neighborhoods to stop the surging white criminal population.

I could care less about stealing the money inside the meters, but destroying the means the city has to fleece citizens - "fleece" meaning charge beyond what is even nearly resonable - now that to me is not really a bad thing. Breaking the law yes, but when the government is on one side of the law, and we somehow end up on the other side (including you guys) - fuck, I say fight back with whatever means necessary to equalize the balance. Thats a good question. Its very tough for any judge to believe someone with contraband with agree to any search. Its hard for me to believe it too.
Doesn't mean it didn't happen, just that it is a very difficult thing to believe. Much easier to believe the police somehow coerced the consent. Its not as if the type of coercion is unheard of.
Maybe I am just a stupid civilian but if something is in plain sight, wouldn't a video recording of the thing go a long way to showing that, yes there was indeed contraband in plain sight?
And wouldn't a video recording of the whole incident including the offender agreeing to a search be a whole lot more believable than just a signed consent form?
Video can be your friend too.

U.S. Attorney General Eric Holder was Deputy AG under Clinton. At that time he "led the charge" against "racial profiling". Many departments and officers were sanctioned by the Justice Department for alleged racial bias.
Now he is AG - and the same garbage will start up again, only worse.
Watch what you do, because it will be used against you if it can.
