What with the sudden coverage by all the major news stations and papers of the No Confidence vote, one has to wonder what strings Shortshanks is pulling to get this sort of response. Now the City Council is calling J-Fed in for another whuppin'
Fresh from a union vote of no-confidence in him, embattled Chicago Police Supt. Jody Weis will make his third trip to the City Council hot seat — this time to explain police deployment.
At Wednesday’s City Council meeting, Police Committee Chairman Isaac Carothers (29th) and Ald. Sandi Jackson (7th) introduced a resolution demanding Council hearings on “the most effective use of police resources in higher crime areas.”
With police hiring slowing to a crawl in Mayor Daley’s 2009 budget, Weis promised last fall to realign Chicago’s 281 police beats.
Ah yes. Realignment. Another promise unfulfilled. The hottest of hot potatoes. We still suspect that Shortshanks is going to use J-Fed as the sacrificial lamb to force through a wholesale redistricting and realignment that hasn't been done since the days of Summerdale. With lackluster hiring (200 bodies this year in the face of 800 retirements) and no test announced, closing a few Districts and disbanding a few units is going to be one way (maybe the only way) to maintain any sort of street presence in strength pretty soon.

The only solution is obvious, un-annex portions of the City. Just cut them loose, tell them they are free to incorporate as independent towns or else try to be annexed by nearby suburbs or just say the hell with them, go fend for yourself.
That way the low tax base but high crime areas will be jettisoned and there will be that much more in City services to spread around to the rest of the City.
If a patient has a diseased limb or organ a doctor would cut it off or out and save the healthy part. We must do the same with the city. Give some to Harvey or Hazelcrest or Evanston or Oak Park.
These are tough times, we need to make some tough decisions. The aldermen from those areas can opt to become emperor or king or whatever of the newly independent municipality.
This would work, we cut the overall crime rate, reduce the drain on city services and cut loose underperforming areas. The shit schools go along too. Any fire houses and police stations get closed and those personnel reassigned to the "New Chicago"
As for residency, city employees can be grandfathered in and continue to live there but their children, should they seek City employ, must live in "New Chicago"

This one will be interesting. None of the alderpersons will go along with closing districts in their wards, reassignment of personnel assigned there, or the opportunity to appoint DCs to their liking. I can only imagine the Supt. testifying that we don't need more POs and that those we do have are already deployed in the most efficient way possible. Does anyone expect that he will say he has has deployed the troops inefficiently? Or tell the alderpeople we need 3,000 more? Or a bigger budget? Wouldn't THAT be fun? In short, do you expect him to tell the truth?
The edistricting after Summerdale was brought about by O. W. Wilson--another civilian outsider brought in to run things. (At least O.W. never wore a uniform).
Start with higher crime areas pay more or at least equal taxes as compared to North side Districts, in order to get more police service.
What those people pay in taxes in comparison to our taxes on the North Side is shameful but yet they get the most attention from Police and the City!

from what i can tell the cpd doesnt even need to test they just need to hire. i took the test in june of 06 and have a pretty low number and no word in a year. i had a buddy that took the test in feb of 06 that started in this last class a few weeks ago. that leaves a lot of people still looking for work with the cpd that are by now busy trying to find jobs in the meantime
Donaghue is a beatoff too! What has he done for us? He talked a huge game in what he did for the troopers?! He has done shit for us? 13,500??!! And he let's JFed get away with it? Smoke and mirrors! It is his job to correct the mayor and that JFed stroke! Donaghue knows the numbers time to get your face in the media and tell the tax payers of the city how many police officers they don't have!! I have been reading this blog since it started! The "wizards of the air" make it fun and informative. Lately after reading all the controversy on midway and the "destructionist" I decided to work special on days. Now as a veteran officer it is clearly visible what is wrong! The girl lt has no clue about officers morale. A good friend of mind works there and we went out for a beer and even though he has been wronged numerous times by the same girl without a clue,he still cannot believe how she is allowed to remain!
Without revealing anymore info about him it is called clout! J-fed will never attempt to move her as she comes from a wealthy family,and her husband has loads of wealth also which scares the very elect!
When the curtain is moved we will all see that the one behind the curtain really has no power! This same girl lt dumped her best friend from that airport, but her dump could not be fulfilled as she was check mated and now the city will pay a huge sum thanks to the thoughtlessness of ellen!
My friend may be a "man of color" but the color he will be soon along with others she has wronged will be "GREEN" compliments of the tax payers of this city! Protect your home front, brothers. Nobody else is going to.
Twice a day I leave my district of assignment and I ride around my house and the adjoining blocks "just in case" and the presence of a marked car is always welcomed by my neighbors.
I'm a KMA copper making 100K a year which includes special employment and court overtime.
I work out everyday for free (in-duty)in the new station's gym; I do my shopping and visiting(on-duty)
I could leave this job and the city but why? The economy is so screwed up, moreover,we do not have a contract, I could not sell my home quickly at a decent price, I can't get a decent 2nd job (if I wanted to).
So I stay here, 13 holidays a year and overtime is pushing my comp time beyond 3,500 hours; feed my deferred comp at a rate of 31K a year (catch up), let my paid-for home appreciate a little more......God, I love my job and my life! Will this city ever give me an incentive to leave this wonderful (beloved) Department?

what is the point, because its not like they are goling to fire him. He has a contract from mayor dumbass and he will defend that choice until the day the contract is over. Weiss will never find antoher job in law enforcement again cuz it is obvious that he is in way over his head.
The media is starting to turn on him now and the city council is regretting approving an outsider with no police experience but with all that he still has a contract so he will never get fired.

For six hours a day I disable the gps by putting a magnet up my ass and leave my district of assignment "just in case" there's actual police work to be done there and I park the cruiser/prowler (choose one) in my neighbor's garage and ride around my house and the adjoining blocks on a unicycle because "mt. shitwood needs the foe real police around" and then I take a nap and two minutes before heading back to my district of assignment for check-off my 4" blue steel presence is always welcomed by my neighbor's mastiff.

I stand corrected--I assume O.W. earned the right to wear each of them and, that being the case, I can see how he would (and should) wear them proudly.
Now on the other hand, J.W. never earned the right to wear CPD. That was my point.
Get rid of all these area gang teams, saturation teams, gun teams, TRU, Strike force, cut down narcotics,prostitition, inside 35th street spots, Area inside personnel spots, inside district personnel spots,get rid of Hare and Midway as units let the avaition police take it over and supplemt it with an overtime program. Put everyone one back in the districts and to do basic police functions !!
Think of it as the broken window theory... hard to do "high end or long term" investigations when basic police functions are not being performed...
Allow for officrs to trade days off, hire back P.O.'s.
