Unless and until the City gives a categorical and unequivocal written definition of "merit", please encase this bastardized word in quotation marks.
Otherwise, civilian and other outsider blog visitors might actually believe it corresponds with the dictionary definition.

We are absolutely swamped in the Detective Division. 2 guys handling multiple scenes, half assed work because we have more incoming jobs. If the public only knew that they aren't getting proper service due to the Mayor's refusal to properly staff the police department.

I started Detective training in July of 2000. The class before me started in October of 1998. The class after me started around January of 2003. They made Youth Investigators in between, but it wasn't uncommon to go years without appointments or promotions.
I gotta be honest and say that I really don't care if they ever make dicks again. The last group we got were all useless. The bunch before that too. People seem to think they've landed in some magical place where you don't have to come to work or do anything while you're there.
The last group we got had 3 of them sitting around the first day checking the previous furlough picks against the seniority roster. They wanted to know what furlough they were going to get...in February. Hey! FUCK YOU! Learn how to log onto CHRIS before you worry about that shit.
This is Cline's fault. Most of his merit picks were from units. Coppers from patrol almost always make better detectives. They're used to humping and being responsible for their own work. Unit people are usually too lazy by the time they get to the detective division. Short days and the "I was just the enforcement car" mentality is not what you want in a detective. Plus it's quite the shock to learn we work all three watches and weekends. You don't just become a hard worker because you got a title change.
We don't need any more detectives. Daley's nephew lost all his money in real estate so he took a mail order private investigator course. He's starting a detective agency that will be hired by the city to "assist" the beleaguered detective division.

I almost wouldn't want the detective position at this point because you guys have to be so short handed that you don't get a break and probably never see your families, not to mention getting a lovely February furlough with 10-15 years on the job. You know Northside sometimes I agree with you ... But I am really getting sick of your bullshit ... I made Detective off the list and Sgt. Merit ... People said "Wow you have clout", I say they can blow it out their ass too... I have worked hard my whole career and I don't give a shit who the Superintendent is today or yesterday or tomorrow ... I work hard for me, and for my family, and for the people who can't stand up for themselves because they are afraid too ... I work for the good people out there everyday. I work for my brother and sister officers. Sure, do people make merit because of who they know ... sure and it sucks ... but there are tons of people who made it off the list who could not make a pimple on a policemans ass ... I worked in another district recently and I saw one of the new Sgts. messing with the troops ... Sgt. X was high on the list and loved to tell everybody who would listen. And Sgt. X already has forgotten where Sgt. X has come from. The whole night when ever some of coppers needed advice they would call me ... not Sgt. X ... I could tell it was pissing Sgt. X off ... and could not wait for the tour to end ... One of the guys called and said Sgt. X really turned up the heat the next couple nights ... what can I say ... You just cannot paint every merit with the same brush ... and because you make it off the list does not mean you are street smart.
About 30 years ago, they decided to take the Auto Dicks out of the areas. Made it a "downtown" unit. Most of the jobs were stamped out, with a few good guys working AT rings.
It looks like it's about to happen to the "D" in toto. "Call us if you see the guy that raped you," followed by the same advice to the victims of burglary, robbery, and homicide. Oops, maybe the next o' kin can make the call that "Pookie is back, to do the rest of the family."

Whoever said captains were in the budget, so they need to be made; well, patrol officers are in the budget too. Same logic applies. How can you have so many chiefs w/o indians? If every po is to be fired prior to rank, then shouldn't we hire po first, fill those spots first, then det, then sgts., then lts, and then capt; thereafter, commanders. Inquiring minds want to know because you'll never make it out of rank, above lt. without clout; but you certainly can be a superintendient, commander, capt, even lt., sggt, det, without passing a test, and w/o an ounce of sense!

Of course he'll keep his word. You can submit all the merit packages you feel are necessary.
They'll be filed in the garbage of course, but you can submit all you want. As a matter of fact, that's what they want you to do. They want you to spend weeks assembling and formatting a nice 3 inch thick package so they can laugh harder at the thickest.
And of course you know there's gonna be a few "merit" picks who make it because of daddy or some other leech, yet will proudly proclaim that they submitted their own package to lend their believable credibility to their dad's "process".

Nice try moron, I've known the guy almost since he's been on. He's probably the only guy from 008 in his class that wasn't merit and he only worked 3rd watch in 007 and 008 and wanted it when he made SGT. He was on 1st watch when they made him the school SGT. Get the facts straight before you talk shit about someone. He's always been a good guy who did his job and tried to help other coppers, unless you were a dog. Maybe that's your problem.

I am well aware of the fact that despite EXAMSCAM and this corrupt city's current "merit" promotions, some outstanding officers manage to "fall through the cracks" and get promoted.
A case on point: In EXAMSCAM, one sergeant was ranked #42 on the bogus list and promoted to lieutenant. He also obtained PERFECT SCORES on both of the legit components (the essay and the multiple choice).
You may have heard of him. He retires next month. Leadership, street smarts, native intelligence, a couple of gunshot wounds and a stand-up guy admired and respected by all. I am referring to my dear friend of nearly 40 years, the legendary John FARRELL.
Now let's examine the other end of the continuum. We'll call her "X". "X" was also promoted to lieutenant with John. The three of us worked under a macho, sadistic, sociopathic dumbfuck "boss" as area detectives.
Now mind you, I am NOT saying that "X", like Gandhi and Mother Teresa, was NOT "a nice person". A street cop? No fuckin' way.
When my regular partner was day-off, "boss" would partner "X" with me. With district back-up, we hit several flats in a huge and notorious CHA high-rise in search of felony arrests.
Afterwards, Zone 5 aired a simulcast of a "man with a shotgun; possible 10-1" at 4-5 and St. Lawrence. As is my wont, I activated flashers and siren and we rolled from 43rd St. I consider (cautiously) responding to in-progress calls as the most fun you can have with your clothes on. Like many of you, I crave the adrenaline rush of catching bad guys. En route, "X" has the unmitigated gall to tell me "Northen. This is scary. You're gonna get us hurt."
Fuck her. I responded and gave the slowdown via City-Wide II. Needless to say, I refused to ever work with her again.
It gets worse. Like John, last I heard, "X" was a captain in arguably the most violent, crime-infested district in the city. Imagine "X" leading the REAL mutherfuckin' PO-leese. WTF! While she could have possibly made a superb shopping consultant for Vanity Fair, "X" had no business wearing even a blue CPD shirt.
The answers are out there but corrupt Chicago won't listen.
Perhaps the major criterion for promotion should be street experience and Part I felony arrest activity. After an officer has "paid his (her) dues" on the bloody streets of shitholes like 007 and 011, I'd have no reservations if they transfer up north and/or become an empty-holstered house mouse. EVERYBODY MUST PAY THEIR DUES!
Secondly, in addition to a secured and transparent immediately Scantron scored multiple-choice exam with a proviso for invalid item challenges, everybody on the job should submit to a Wonderlic 12-minute, 50 item IQ test. I'm not suggesting seeking out Mensa material. Just cull out the borderline morons from consideration. God knows we have too many of them now.
While the City will fight tooth and nail to avoid the methodolgy I propose, when it comes to racial diversity, select the best and brightest in separate pools, if necessary.
In order to bring about meaningful reforms, a city with the most infamous history of political corruption in the U.S. must have transparent personnel policies with integrity above reproach. Even though Chicago is the laughingstock of the nation on SNL and late night talk shows, I believe that Daley and all too many Chicagoans are not just shameless. They actually take a perverse pride in the notoriety of CLOUT CITY where ca$h can buy absolutely ANYTHING.
Otherwise, FUGGEDABOUDIT!
The only good thing about merit is that it gets rid of the suckholes in the district or unit. addios.

List is barely past 100. Besides the Dets list is the oldest so that would be given first. So not a good rumor.
New Sgt. Exam in the works by E&Y, test given after summer city event/festival schedules slow down. Old list out after next class of Sgt. get made. Sorry to all the borderliners.
We are absolutely swamped in the Detective Division. 2 guys handling multiple scenes, half assed work because we have more incoming jobs. If the public only knew that they aren't getting proper service due to the Mayor's refusal to properly staff the police department.

You're right if I know lieuteneant isn't in the cards for me, I won't bother taking the Sgt job. Just a babysitter anyways and less money. Put what you make extra in a savings account or defferred comp. and you will come out way ahead of a Sergeant pension, as long as your a dick for 5 or more years.

Whoever said captains were in the budget, so they need to be made; well, patrol officers are in the budget too. Same logic applies. How can you have so many chiefs w/o indians? If every po is to be fired prior to rank, then shouldn't we hire po first, fill those spots first, then det, then sgts., then lts, and then capt; thereafter, commanders. Inquiring minds want to know because you'll never make it out of rank, above lt. without clout; but you certainly can be a superintendient, commander, capt, even lt., sggt, det, without passing a test, and w/o an ounce of sense!
The difference is they are paying Lts. to travel all over the city to be the watch commander, at time and a half, not p.o.s, that's why..
Some people are bad test takers when it comes to exams...but bring in multiple arrests on a daily basis, and cover the ass of the no nothing sgts they work for everyday. While the f/2 in 009th Dist who blows Roy gets put in for sgt. she's been on the job 7 yrs, inside for 5 1/2!!! So what are her qualifications besides she lives on her cottage cheese covered knees?????

Daley controls everything. Who interviewed Weiss? Who ultimately hired Weiss? Daley is Weiss's boss. All those exempts who were demoted (most who then retired) were all moved on Daley's command, with Weiss to take the fall for it. Weiss was here for a week, he didn't know anything about those people. Weiss is Daley's puppet. He'll be gone soon enough and we'll all look back and say how he screwed up the whole department, when in reality, Daley controls everything.
Daley is the master of puppets. Meiggs field... he said talk to the Chicago Park District...claimed ignorance on the matter. Thank God you had all that time to study working the desk ... Legit ... give me a break ... when I came in to work the other night after Sgt. I made it off the list He left about 20 unsigned reports on the desk ... I asked him about them and he said I can't stick around to sign them ... so he just left them ... well I put them in a nice enevelope so he could sign them the next day ... boy am I glad he was 14 on his list ... and man did he earn those stripes ... The only thing he is really good at is CR initiation reports ... because as he put it ... I am not gonna take the fall for these dumb PO's ... Yeah I will take my unearned stripes every day ... it puts me in a position to help coppers who work every day .. because unlike Sgt. 14 on the list ... I will not forget what it was like to be a blue shirt.
No mention of Roy's supercop from 009 EW on the list for his tenth time with negative results hopefully? And no, I am not jealous of that asshole by any means. I go to work everyday and do the job I am supposed to do--put people in jail. I don't get detailed anytime I want with any schedule I want to the latest unit I want. Please don't pretend you are doing any work by making a gun recovery every 6-8 months and working with CI'S that don't provide you shit, It's a fucking slap in the face to those of us in 009 that actually do something.
Oh, and before I forget, did you think we weren't going to find out about the CI that was caught dirty by fellow officers only later released b/c you went and tattled. That same CI was later charged with agg battery to another P/o by almost biting his lip off, head butting him and costing him a tooth. I could stand the never ending ass kissing, but when another policemen is hurt as a result of your bullshit, enough is enough!!!
Of course if we had a real union, not some fat overweight boys club, like the firefighters do then all those who have been passed over for promotion due to the merit asshole system would get promoted before the next test. Regardless of what the "LEGIT TEST TAKERS" think and with all due respect to NORTHSIDE and anyone else that discredits the "MERIT"....HERE is my opinion:
-THIS IS A CITY JOB....first and foremost meaning...test "ACER" (one who aces tests) or any other LEGIT "PLACER" (one who places realtively high) is as full of shit as the "MERIT".
IT IS KNOWN FACT THAT THE RESULTS ARE RIGGED .....on the second half of the testing (the essay).
IT IS KNOWN FACT THAT SOME ARE GIVEN THE ANSWERS TO STUDY (study groups or just realatives of high ranking bosses so tomake it not look LEGIT as if they SCORED high!!)
ALSO TO CREATE EQUAL RACIAL MAKE UP....to quell beefs by alderman and reverends and show proper diversity!!!!!!!!
