Efficiency Experts - Take 2


So why is it that any effort to "improve operations" never seems to take any input from the guys and gals actually in the field, on the street, or using the programs the Department develops at god knows what cost? It seems every bit of computer software we get was created by a team of incontinent monkeys at the behest of vapid squirrels with personality disorders with a touch of ADHD thrown in for good measure. Seriously.

Who is getting paid tens, hundreds, maybe even millions of dollars to bring in "efficiency experts" to tell the Department what every street copper with more than two years on already knows? Front offices are overstaffed, Headquarters is overstaffed, specialized units are overstaffed, all to the detriment of the primary mission of the Chicago Police Department - to Serve and Protect.

Off Topic:
After losing three officers in the last year at the hands of violence the 2009 Lalapolooza (SP) is having the Beastie Boys as part of their line up. This is a group who have supported both vocally and financially Mumia Abu Jamal. Why in the world will we be sending P.O's to work this event when part of the entertainment supports a person who killed a Police Officer and had been glorified by these Hollywood types. It would be nice to voice a loud opinion on this matter and refuse to work it if possible (FOP). This murder may have happened a long time ago, and in a different city, but it is a battle that is still being fought and we need to be a part of the fight and refuse to work this crap.

Eight, Bob. So that means that when I make a mistake, I have eight different people coming by to tell me about it. That's my only real motivation is not to be hassled; that, and the fear of losing my job. But you know, Bob, that will only make someone work just hard enough not to get fired.

I've been on the job for just over 13 years and I have sadly learned that it's all lies and nothing works the way it's supposed to. We all just look at each other and smile or laugh when we hear the daily non-sense from the brass. Nothing is believeable and nothing works. When they lie and tell us over and over that "patrol is the back bone of the department" we know it's a lie. I've heard that lie for at least 13 years.

Anyone remember the Phil Cline video saying that the racial profiling card study would end in December of 2007? I just saw the video last week. LIE!!!!!! Just go to streaming videos and you can watch that lie too. Where are the M-4's? We haven't had a PDT for 14 months. Do not trust the brass! They have nice checks and nice cars and don't give a shit about our contract. They are out for themselves and only want to move up at our expense. It's too bad we have to protect ourselves more from the company than the shit bird!

Hey, don't underestimate the thinking power of those ADHD squirrels, they end up with far more nuts at the end of winter than most 'normal' squirrels.

CPD Efficiency Report:

-Wrong people in the wrong positions due to their "clout"!

-numerous incompetency all around and lack of real quality control!

-terrible morale and no sense of trust from the top on down that just corrupts the basic morale of the officers on all levels.

-old regimes that were politcially biased and promoted those on merit undeservingly. On the flipside some of those that "ACED" the tests in years past really are undeserved too based on experience issues rather than test scores. In other words our current and poor promotional process is biased and the advancement seems based on racial parity and sexual preferences etc. etc. "politics"

-terrible work environments, poor equipment, outdated technology and poor training surrounded by some unprofessional personnel that couldn't hold a job at McDonalds for more than a month.

-poor personnel management from hiring to promoting to stripping to sanctioning to firing to retiring officers etc etc

- Re: Our Command/Leadership: no positive reinforcement, no benefit of the doubt, no trust, no morale, no cohesion, no backing, no raises, no indemnification, no caring, no hope, no fun, no career advancement, no future, no more good old days, no more real police, no more..........you name it!

-The media dictates all these knee jerk reactions of this department that fears the "law suit" and the citizen complaints as well as the "Corrupt Reverend and Aldermanic" criticisms. The fallout is it now tends to ostracize the officer and not believe in them any more as we have become expendable by the reaction of the department from these entities!

-Expendability.... is at all levels. Job security is not like it used to be. So now even the minor mistakes are blown out of proportion, this is to jam the coppers more than ever before. The department has adopted a "go to the well" mentality. This means "get rid of them and train new ones".

-A City that we all once believed in has turned on us probably dictated from the MEDIA through Daley. A Mayor that has to react, a Superintendent that has to react, all the way on down the line, all from the public outcry that gets PUBLICIZED. Rather than "answer back" in the media or FIGHT a case WE as a department and democratic City just opt to punish and react so to please the liberal society so to remain popular to the voting public.

Therefore we THE POLICE are caught in the middle, always were I guess and forever will be but worst than ever. SO now more than ever or so it seems we are going to be perpetually FUCKED!

That is my Efficiency REPORT!

Dear Efficiency expert.
The 011 District is understaffed. We have way to many people detailed out to MSF and TRU, Heasquarters and Homan Square. Some have been detailed out so long that I have not seen them in the 20 Plus years I have been there. We need aobut 300 more officers. There are rarely any Rapid Response cars manned on 2nd or 3rd watch. The 1st watch is not able to man all the beat cars. There is one last request, Can you get us 4 New Water Fountains? Dick (shortshanks) Daley tried to refurbish the 1920's era ones but all we see is an empty freakin hole in the walls for the past 10 years.

TRU and MSF are two units that should be disbanded and the officers sent back to the districts. These units should only be up and running when the districts are fully staffed first. Take a look around, cars are 99 everywhere, continuous RAP's, beat cars not up, a beat car acting like a wagon, etc.

It's kind of like a hospital having a full staff of nurses working and having 2 doctors taking care of all the patients in the entire hospital. The doctors (beat officers) will be running around like mad trying to treat all of the patients (calls in the district) while the nurses (TRU/MSF) are there but can't treat the people (take calls in the RAP) because that is what they are not trained to do.

I didn't interview for either and could care less about getting into them too. It's just common sense.

I heard the Marine Unit is crying becaucse a guy with 4 years on (but QUITE the phone call) had to wash his own boat! hahahahahaha At least they cancelled the Marine Unit test... to take manpower off the streets and put them in this overstaffed, over clouted, under worked joke of a unit is a slap in the face of every man and woman out there working! To think officer safety is being put in the crosshairs so some clout baby can bask in the sun and essentially steal from the city is a fucking disgrace! I understand there is a need for a Marine unit, just not the size of the one we have here! Im not calling for it to be disbanded, but rather down sized... Just as in the study by Booz Allen, the City will exclude the most damning critical data from their eyes.

Active officers are aware of the inevitable retaliation that will be taken by the City if whistleblowers identified themselves and told the truth about this CPD clusterfuck.

These "studies" merely provide specious documentation whereby Daley can say "I told you so. Even Widget Consultants say we're doing a fine job. As time permits (and people forget), we will address the few problems that exist."

"Morale is outstanding. Everything is on the legit". Yada, yada, yada.

Trust me on this. Daley's motivations for this nonsense are the same as when he appoints one of his "blue ribbon panels" of hand-picked kangaroos to conduct a two year study which ultimately refutes the obvious.

In simple words, it just more of Daley's bullshit at taxpayers expense.

I believe this was tried years ago using the Booz - Allen report and basic recommendations for the Police dept. were essentially ignored. Command staff ignored the obvious that the dept. was basically "top- heavy," and did nothing after spending millions on this analysis and report.

Why should the taxpayers be sadled with "factory" efficiency experts who do not know anything about police work?
If you really needed an expert, the International Ass'n of Chief of Police have people of staff that could helf, and a lot cheaper.
Many years ago, some guys from Houston PD was here doing an evaluation, had coffee with us and wrote a good report. City shit canned it.

City's Response to Efficiency Findings - Take 2;

Merit Promotions;

We the city know these are a joke, but we don't care. We promote who we want, when we want, and how we want.

Racial Quotas;

The city has gotten around the ruling that quotas are no longer legal by lumping our quota selections in with the merit selections and exempt picks. That's how we did it, and that's how we are going to continue to do it.

High test scores? We don't care about no stinking high test scores!

Lack of Trust In Police Brass;

We the city could care less if the troops trust the brass or not. Just do what we say, not what you see us do.

Equipment;

Hey, this equipment was good enough for the police in the 60's, why shouldn't it be good enough for police officers now.

Media;

We the leadership of the city will continue to bow down to the media, in most instances, with the exception of any reporting that we are stealing money from taxpayers.
We will not stop stealing, that's why we got into polictics in the first place. However, if there is any perceived bad press involving the police, we will continue to throw you under the bus.

Salary;

We the city will continue to pay first responders as little as you let us get away with.

We got ours (6%), who cares about you.

NOW GO GET EM!

This is just a repeat of the Booze Allen study. They will come in, see how fucked up everything is, state the obvious solutions to the problems, collect their money pay off the politician who got them the contract, and leave town. The dept wil see how their solutions are detrimental to the clouted and bury the report. We've been there done that.

So, Mr. Mayor. How do you respond to these statements ?

DALEY: That's just one unhappy officer out of thirteen thousand. Not everyone is going to be happy all of the time. You all know that!

All I can really say is that if that officer wanted a better situation in life, he should have married into the Daley Crime Family. There, he would have been taken care of. He'd be a State Senator by now even though he has already earned pensions from the City and County. It's not like he was forced to take the police exam. Sometimes people need to take responsibility for their own lot in life and stop blaming the Mayor !

Taking the demotion was the hardest sacrifice my ego's ever had to make. And spending a year on the medical for an imaginary illness wasn't easy either. And don't forget I now am forced to work 5 minutes from my house. I swallowed my pride and did all these things, not for me, but so the blueshirts could benefit.

SEIU Poll: Daley Approval Rating At 41%

On WTTW on April 10, Tribune editorial page editor Bruce Dold remarked that Mayor Daley has "had a tough year" and wondered whether "there is a little more anger about the mayor on a bunch of nuts-and-bolts things." Now comes evidence that the mayor's job approval is at an all-time low, according to a citywide poll commissioned by the SEIU Illinois State Council (which sponsors this website) and conducted by the Democratic polling firm Bennett, Petts, & Normington.

The survey found that 41 percent of respondents give Daley an "excellent" or "good" job rating, while 58 percent give him "only fair" or "poor" marks. Here are the crosstabs, which show African-Americans and Latinos are particularly dissatisfied:
The telephone survey was commissioned by the SEIU Illinois State Council and conducted by Bennett, Petts, & Normington from March 23-25, 2009. The sampling error for the survey is +/- 4.3%.
