We saw the same e-mail thousands of others did. Commander applications are available and due 07 August. We also found out that based on our PC number, we can't access the actual application packet (great job there Personnel Division - keep on shining!)
So how come J-Fed can demote a commander and replace him instantly without going through the Commander applications that haven't been submitted and processed yet?
Sounds like the entire process has been exposed as bullshit. Again. Way to build up that "trust" factor there J-Fed.

But, it passed up the chain and trickled down to street level cops walking the beats Not to say this was in any way good, it's just the way thing had been done since the days of the Roman Legions.
Now, all the headaches, dealing with all the problem cops, the reverends and the politicians, it's just not worth the hassle just for a take home car.

The people with the "right experience" WILL still be promoted to exempt. They just won't have to fill out the silly application packet.

The Gold Braid pension is the key. In this economy and a questionable future, having a huge monthly check coming in till you croak is a MAJOR comfort, especially with the cost of health insurance.
Unfortunately, the gifted gold star leaders have been bleeding the pension fund dry. Couple that with incidents like the pension fund managers giving away millions to the Daley Crime Family, and the fund could go bust before most of us can draw our first check, (though these dire predictions have been heard forever!).
Other than the pension, the Commanders aren't really in it for the money. They either are on their way to bigger and better things, (and they know it), or it's the Power Trip !

Cronyism and loyalty to the machine is what gets you promoted here. the only logical reason for that is that the democratic machine is afraid of hard working, honest, fair police officers getting top spots because such police officers might go after those in the machine. ask anyone in organized crime who has had an investigation suddenly halted because it was getting too close to "the top".
We were told yesterday the commander of 011 is being dumped. The rumor we've heard is because of the attention the recent violence is bringing. 011 has always and will always be violent. No commander is going to change that. We have a commander which everyone I have spoken with in 011 definitely like, if not love to work for. He was personable, professional, and seemed to always have our backs and treated us as respect. We were never talked down to, and he never seemed to be to into his command position like so many other commanders. We did the missions he asked for and everyone made the effort to perform for him because we were treated well. 011 was a truly great place to work. Then we find out for some reason he gets dumped. No matter what was happening behind the scenes, ultimately this decision falls on J-Feds shoulders. People ask why morale is bad, and how can it be improved. Here is a clue. Don't demote someone that officers respect and enjoy working for, and do work for, because we work in a shithole district that will never change. And what does heading in a different direction mean. Fillmore will never head in a different direction. If you think things are bad now, be careful who you put in the commanders place. Don't ruin morale even more and turn 011 into another 003.

I believe that I am speaking on behalf of the entire 011th District when I say that Commander Eric Washington will be sorely missed. People "wanted" to work for Eric because he was a gentleman and treated everyone as an adult. Eric did all he could aside from being there when the shitheads pulled the trigger. 4,7,11,15, last time I checked are black commander districts, how much more help can they get??? I live in 017 and in the past three weeks we have had 2 homicides and several bona fide shots fired incidents.
016th district (3200 North to 4000 North and 4800 West to 6000 West) is already the shit. It's very busy over there. And now all of that shit is moving to 017. Those "bad pockets" are quickly expanding because the shit heads are not stupid. They know that 016 and 017 has less gangs and thus more opportunities and they know we are short handed.
I know because I was eating at McDonalds on Lawrence and Springfield and a group of shitheads were saying CPD is short handed.

This brings me back to a story I heard many moons ago, when Leroy Martin was Superintendent. He finished his interviews of his exempt staff after he was promoted and was going to reshuffle their assignments. He called in a Commander (I believe former 020th DC Martarano) to 11th and State. He told the DC, "I got some bad news for you. You are being reassigned to the rank of Lieutenant... Martarano told Martin that he was only 2 months shy of being vested for his Gold Braid pension. Martin said, "Well, this REALLY IS bad news for you then!"
As much as Martarano tried to bargain with Martin to try to get in those last couple months as an exempt, Martin stood firm and dumped him to Field Lieutenant. If memory serves me, he retired instead. Boo Hoo!

Cronyism and loyalty to the machine is what gets you promoted here. the only logical reason for that is that the democratic machine is afraid of hard working, honest, fair police officers getting top spots because such police officers might go after those in the machine. ask anyone in organized crime who has had an investigation suddenly halted because it was getting too close to "the top".

Penny Trahanas will do just fine if you give her a chance. She is not meritorious anything by the way, she scored on all of the exams up to Lt. on her own, and got passed over by "meritorious" wonders who made commander in short order.
she was liked and respected in A/5 by her bosses and detectives. She is smart, hard-working, and a genuinely good person. I have worked with both Eric Washington and Penny and they are both excellent people. And no, this is not Penny writing. She worked for me for awhile and I thought she was a real good supervisor. Good luck Penny!

Why is it limited to Lts and Capts? In the past even a PO with the right "experience"could be promoted to exempt. isn't that the history of exceptional individuals like lubeman?

Both of the above posters have valid points, but I also feel that the "COMMANDER" application should be opened to ALL. We have a current Deputy Chief of CCG whose civil service rank is that of a Sgt. If someone thought he had "the right stuff" to make the jump from stipes to gold star, maybe other Sgts. have the same
qualities, and if WEISel and the Policy Group were going to be completely transparent on this
"application process," they should have allowed Sgts. to apply. It would also make it easier for WEISel to drop a gold star on Sgt.
"Rambo" Ray, as the Supt. is likely to do before he himself is forced out of here by Shortshanks.

As for the fund being reimbursed, oh that's a good one. Our pension board rep, Mike Shields, was voted down by the Daley Block in his attempts to block the payment of Karina R. Fruin's law school tuition.
Karina R. Fruin's law school tuition continues to be paid. I am sure she will make a fine Corporation Counsel some day.
So if you are ever down at the pension board arguing for disability payments take note of the slightly goofy looking broad sitting next to Executive Director Gallagher; that is Karina R. Fruin and YOU are paying for her legal education.

Is there a way to find out how much money the Chicago Police actually "cost" the city? Not what the Mayor and his spokespeople say, but really the actual cost to the city. Chances are that there is a big difference between what is being told to the media vs. the actual cost analysis. Just a question a large.

First of all, Martorano was named by Rodriquez, who followed Martin.
Second, your whole post is BS, Andy retired as a Commander and bought a bar in 016. He wanted to leave and didn't want to be elevated.

The Commander you are talking about was Frank Fagiano who was demoted just shy of his three years of being a Commander of 20.
Frank had butted heads with Maurer once to many times and Jimmy wanted his head on a platter.
Frank was demoted back to LT, kept a gold star and a company car as an Inspector, and eventually was promoted to Captain. He is now a Deputy Chief in Elmwood Park.

Andy Martarano retired out of 020 and receives an exempt pension.
He retired when Rodriguez was the Suprintendent and he was not forced out but rather was about to open Dugan's on Milwaukee Avenue and did not want problems with the IAD and the Mayor's License Unit because of beefers.
There's more to the dump in 011 than meets the eye.
These days 011 is no more violent or dangerous than places like 007 and now even 008. Those Commanders didn't get dumped.
Washington probably pissed off the wrong asshole. That's usually the way it goes.
P.S. Trahanas is NOT Greek. She married one.
Ok, who has a clue then since I never see anywhere posted on here that anyone does. Just because the people that are bold enough to post here due to their like or dislike of a boss, does not make their statements factual. But not to Jfed. He is sooo stupid. He cannot see that people control his every movement with posts here. I have seen at least 9 meetings and/or requests for reports from my district due to posts here. My Commander is very hi strung, but she gets the job done.
I don't think any of the FBI agents hired have a clue. I am not being negative, but it is fact. They have no experience and no history. Just because they were put in that position and may have done well at the FBI does not count for shit as a CPD employee. I am a damn good Lieutenant, but I don't think that makes me a good anything as a first time leader in the military or whatever.
Also, speaking of budget crunches, Weis brought in his own people that has now cost the city over a million dollars. If you had given 5Lieutenants those same positions, we would not even be at the 300,000.00 mark! These are all new budgeted positions. Since the 5 Lts. are already in the budget as salaried employees, the only increase would be the raise and guess what, over the 2 year period it would not have even reached 1 year of the salary Weis is receiving.
Mayor Daley made a horrible financial decision and a logistical decision. The city will suffer for decades long after this fool is gone. We have lost 700 years of history with all of the dumped and disgruntled exempts retiring. Also, I wish I would put in to be an exempt and work for this incompetent, two faced, back stabbing, don't know shit about the police Impostor Superintendent. How can he have signs posted all over that shows the CPD star that says "earned not given!" When the fuck did he earn the star? It was fucking given to you and $300,000.00 while I barely make $110,000.00 in a year after sweating and bleeding in the street for 2 decades. Weis then turns around and GIVES our star to 5 more of his FBI buddies. How dare they make decisions and pass judgment on being the police, when they have never been the police? How do you have an FBI agent as Commander of one of the city's most important units to police and civilians, IAD, and put a Chief over him that has never worked in IAD and has NO legal background. All he is is Hispanic!
If you were the police Weis you would not have stupidly gotten rid of all the people you could have learned from. You then promoted Commanders to top level positions? We have ranks for a reason. You learn something at each leve. AS Cuello with all due respect, has no clue about the the division she runs and how can you make ASO Jackson in charge of Operations when he does not control the resources he needs to to make Operations successful. He takes credit for everything any of the Districts, TRU, Gangs or Narcotics does. When did you ever work in Narcotics, Vise, Asset Forefeiture, Intelligence? Never!! You have never worked in any of the units you oversee. You were Commander of Narcotics briefly and your Lieuteanants ran the unit. You just did paperwork because you didn't have a clue! Now you are the Deputy Chief? What District did you Command? None! But you are qualified to oversee deploying people to Disricts in need? Give me a fucking break! Smells like clout mixed with mob mixed with kiss ass!

I did work in 011 with Gulliford and many great police officers who actually for the first time in the history of that district,(not called Fillmore), reduced crime.

To 03:11 & 08:00 The story is accurate but you mention the wrong players. John Martin, great guy, was dumped by Leroy MARTIN just short of his gold braid. This happened in Sep 1988. Frank Fagiaboa was dumped in the late 1990s long after Leroy Martin retired.
If the reverends and alderman were consulted about Trahanas first then all will be OK. If she was sent by central casting as their new best friend then I'd say she won't be able to handle the politics. They don't speak greek!

I agree wholeheartedly. John Martin, a great guy, a good man and an excellent white shirt. If roles had been reversed, John Martin would have given Leroy Martin the opportunity to have a graceful exit, even if he did not care much for him.
Is John still this side of the great divide? I sure hope so.

Since you know Roti's resume so well and you seem to be about to blow a gasket of any negative mention of him, tell me one great arrest he made, just one and tell me where he worked the street! I don't give a fuck about his worthless ass resume in Exempt positions, I want to know what qualifies him in the trenches. Same goes for Constantine Andrews, Beatrice Cuello, Frank Gross, Dan Dugan (The 20th District does not fucking count) or Steve Georges. Great choices Jfed. You really know how to pick them.

I don't know his resume I've just had my head out my ass for a while now, maybe you should consider doing the same. Sorry I can't name a great Roti arrest, but that is because this isn't LA Confidential, and your name and picture aren't in the paper when you make great arrests. Let's make you a Commander, because obviously you feel you deserve it.

He called in a Commander (I believe former 020th DC Martarano) to 11th and State. He told the DC, "I got some bad news for you. You are being reassigned to the rank of Lieutenant... Martarano told Martin that he was only 2 months shy of being vested for his Gold Braid pension. Martin said, "Well, this REALLY IS bad news for you then!"
As much as Martarano tried to bargain with Martin to try to get in those last couple months as an exempt, Martin stood firm and dumped him to Field Lieutenant. If memory serves me, he retired instead. Boo Hoo!

First of all, Martorano was named by Rodriquez, who followed Martin.
Second, your whole post is BS, Andy retired as a Commander and bought a bar in 016. He wanted to leave and didn't want to be elevated.
Do some fact checking at a minimum before you post.

Ask Penny Trahanas when she was a Area Detective and came to work at least an hour late everyday because of her motherhood and not put in a slip , she also went to court many times and brought her baby with her because no babysitter until the Court Sgt notified her it was against General Orders but now she wants the P.O. to give her respect that was never earned give me a break
Too bad the court sgt. didn't do his job.
If you ask Penny Trahanas anything about herself she will go on and on telling you how deserving she is of all her achievements on the CPD. Yea, Penny it's on the square, and I believe in the tooth fairy.
