Whining About Cars

Gee, we struck a nerve with the take home car post. Seems a whole bunch of 35th Street types blitzed the comment sections telling us all how we should quit bitching about take home cars, that anyone who was offered a car would take it, that we shouldn't be complaining about this when the city is trying to take away Uniform and Duty Availability pay.

NEWSFLASH!!!!

It's because of all this extraneous waste and ego inflating crap that the city is crying "poor" and attempting to take away what we've won over the years. We still haven't seen anyone justify 25 take home cars for Tactical Lieutenants. Or MLAS. Or Finance Division. Or any of another 50 or 60 more cars that haven't had emergency call outs in years, if ever.

Did you know that Asset Forfeiture has a take home Beemer? How much are taxpayers (which we are) paying for that crap? They couldn't get an Escort or a Honda? Un-freaking-believable.

The CTA cut 68 cars and expects to save hundreds of thousands. CPD could cut 200 take home cars tomorrow and save a few million. There's most if not all of our Duty Availability or Uniform Allowances in one lump sum.

So to all you 35th Street types claiming this is "dirty laundry" or a "non-issue," guess again. This directly affects every one of us, and not just because it's funny as hell seeing the exempts and their staff come out in full force to attempt to defend the indefensible.

The mayor says the city is broke and we all better get in the boat to experience the pain together. Hop aboard "boss."

While I agree that they definitely could cut alot of take home cars out, especially in OCD, sorry guys you all aren't buy officers, and gang intel, why do you need them again? numerous positions at 35th, but keep in mind it is all a write- off for the city, gas, upkeep etc. so it isn't the big deal that you imagine. All Commanders should have them, as well as upper-level exempts and C.O.s of units and that's it. Get ready for more as the new rumor in TRU is that the Sgts. will be taking their cars home soon, once they move into their new digs in the old 007th Dist. station, per a source at 35th.

I dont think that anyone would really complain if someone has a take home car that has a legitimate reason for one. But on the other hand secretaries and inside people dont need one. The LT of central detention doesnt need one. The list goes on and on.

The majority of covert vehicles in ocd were seized and forfeited -which is mostly achieved by ocd personnel. The lease vehicles all happen to be of a few select makes because they offer a discount price.

why stop at take home cars; what about the golden parachute pensions the bosses get?
When they were hired they were promised a patrolmans pension, that's it! Perhaps they should save some of that extra salary they get as a boss to feather their nest and quit bankrupting "OUR" pension fund!

As a tact lt in a bad district, I've had to
go to at least four meetings a week during my on and off hours...
Respond to major gang incidents including gang funerals during various hours
be a search warrant supervisor during various hours
Get bounced around to various districts on various shifts as an acting WC
Tact lt is a shit job and I'm glad I let it go -screw the take home car.
Now that we're talking about waste and fraud lets talk about the time due slips with blank ending times and early ducks and slip holding...

Hey SCC, there is a link on the left had side of the e-track homepage menu that says "police Vehicles" with a red "new".
Take a gander at it, its pretty funny. Apparently it is a pamphlet that was created showcasing police vehicles. Who knows why, probably for the Olympic committee. But anyway to the point. Check out the rust bucket vehicle pictures!!!! I mean come on people, if your going to create a pamphlet for the public maybe you could pick new clean cars or even send a couple over to Earl Scheib for a $200 paint job or at least Photoshop the pictures so all the rust and body damage doesn't show up so clearly. What a joke this department is!!!

I was getting fuel at North/Throop and saw about 16 Dodge pickups with crew cabs parked next to the pumps. The guy at the pumps said that they've been there for weeks now. All are rentals. Why does the city need rentals and not use them???

This is what i don't understand. I see Postal cars w/ no plates at all. A. why do marked cars need plates and do we pay for those? do they come out of the budget? B. Why do we have unmarked cars w/ passenger plates,(commanders, inspecters..etc) does that come out of the budget, paying for the registration each year. Why does anyone need passenger plates? I mean if an inspector is going to get you for not having your name tag on, your personal car w/ no city sticker, state regist., dirty plate or any other pimpy thing he can come up w/ does he need an UNMARKED CAR W/ PASSENGER PLATES. I don't think so. He could have a cpd tank and do the same thing. now commanders i've seen them out in shorts and a tshirt on their day off, taking car of business but passenger plates really? We just think they are inspectors.

You know because I've been so busy for the last 15 years working a beat car (which I actually like doing especially when I see so many others laid off) then going to my part time job and working my days off to feed myself and my family,pay my bills and $4000 a year in property taxes for a 1000 sq foot house.Iv'e never had much time to really take notice of or give much thought to all of the money wasted on unnecesary take home cars.However now that it's been pointed out the hypocrisy of it sickens me. I mean why would the Education and Training Division need even one take home car? Who knows how many others there are we don't even know about.This ranks right up there with the obscene merit process and the fact that P.O's assigned to the mayors detail get Sgt's pay and the Sg'ts get Commanders pay as the 3 things epitomizing waste and corruption in our department.

Here at juvenile probation, we drive our own cars all day long to do our job. At the end of the month we fill out a mileage voucher to be reimbursed , and then 2-3 months later we get a mileage reimbursment check from the county. I have never understood how people who ACTUALLY NEED need a car to do thier job have to use their own, while so many people in the city and county who DON'T need one to do their job get one for free.

OT a recent AP. article states crime at a 40 year low in all major U.S. citys and experts are baffled. My opinon, police nation wide are less aggressive, less arrests equals lower crime. Street/drug gangs are becoming smarter and more disiplined and way more politicaly connected. There maybe less bad guy killing bad guy today, but will that be a good thing in years to come?

Also, the city automatically non-suits red light camera vehicle citations on all CPD vehicles. It would be interesting to see how many of these citations go to take home vehicles in off-duty hours and on the weekends!

The "merit" assholes that couldn't track down a felon if their very life depended upon it would make any street cop's blood pressure boil.

With no foreseeable need for an emergency call-out on a police-related homicide, would I take a free company car if offered? NO! It's called PRIDE, HONOR and SELF-RESPECT. I'd drive my own vehicle or have my district of residence haul me Code 3.

Aside from draining our pension coffers with this "gold braid" shit, the retirement of these worthless, political hacks sounds the death knell on any delusions of "respect" that these parasites had entertained. Many find they are now just garden variety jagoffs. KMA!

In a recent conversation with our last superintendent with a recently retired "legend" standing at my side, I asked Cline why he had never elevated this man to exempt status. Without batting an eye, Phil replied because "he wouldn't take it".

The BMW was a SEIZURE by another unit, that A/F legally seized. So it's a free car--ASSET FORFEITURE. What should they do, sell it for $100 like the pounds do because they are politically connected? How come no one has ever asked why we don't take the pound cars and use them for TACT cars?????

Also, did you know REZKO owns the pound land at 701 N. Sacramento and gets some ridiculous rent per month from the city? Hello reporters?

In Glenview, all the department heads received a large SUV, plus all the gas and mainteance, for their "take home" car. Glenview then did their boondoggle Glenview Naval Air Station Project, hiring a Chicago real estate developer to help the municipal staff manage project. DEVELOPER'S lead person ALSO received a Glenview "take-home" car, complete with gas, service, car-wash priveleges etc, for duration of project. Unbelievable waste.

Department heads also received a municipal-paid credit card for their "expenses". Who knows what other expenses were comped; these department heads were also compensated well above their ability level as well as private sector equivalent pay-scales. And the Glenview taxpayers had no say.

Then Village Manager Paul McCarthy (yes) had a spectacular performance contract that guaranteed his pay for 25 YEAR CONTRACT PERIOD - even if he chose to leave, or was fired. Poor Glenview taxpayers!

Just this week Tribune and Crains noted that Glenview Naval Air Station's poorly-conceived shopping center is likely to go into foreclosure, with a history of poor sales and vacancies.

Far too many "niceties" are laddled upon public sector senior-management positions. Most private corporations have already done away with the perks for most senior management positions (aside from senior executive level).

I have an unrelated comment, but it goes along with a common topic on here. Andy Shaw is filling in for Daon and Roma on WLS today, and he asked people to call in with their concerns about government, saying he'd follow up on their concerns if they emailed him.

A caller asked about "merit" promotions on the Police and Fire Departments being awarded based on clout. Andy said to email him with specific examples, and he'd look in to them.

I wonder how many emails to Andy this "insignificant" blog could generate by asking readers to contact him with specific (and hopefully somewhat provable) examples of merit promotions being awarded based on clout.

I have heard several people with take home cars bragg how they haven't put gas in their own cars for over three months! Us have nots really like to hear shit like that when we fill up once a week. I also saw a narcotics LT driving a very expense mercedes benz the other week. Is that necessary? There is no reason for the majority of the dept. to have a take home car when all they do is drive to work in it.

The reason Tact Lt's have take home cars is for many of the reasons stated in a previous post but also because if not for that perk no one would do the job. Tact is a voluntary position and without that perk all the bullshit meetings and work that a field Lt does not have to do would not be worth it. They can't force you to be a tact Lt so most would quit. As a matter of fact I think they should all quit and tell them to stick the car up their ass but that's just my opinion.

I agree with most on this post but how about taking away all the take home cars, then using all the impounded vehicles and seized vehicles to replace them instead of selling them for 100 dollars to a connected person with a used car lot. Seized cars would make better tact cars anyway. Let the Tact Lt. take home a nissan or something. As for the other people at 35th street make them justify why they need a car as stated earlier on the post.

And here it is...proof that Shortshanks has won. Divide and conquer. Now we are bitching at ourselves. Patrolmen in one corner, bosses in another, detectives in another, and specialized units each on their own side. Every copper knows that we could never get together on ANY issue, but when we were attacked we ALL STOOD TOGETHER. JFed and Shortshanks have gotten exactly what they wanted. They have heaped adverse conditions upon adverse conditions and caused us to turn on ourselves. We need a leader. We need something to band us back together. We need something like the march earlier this year. And this time it has to be bigger. It has to include ALL of the city unions that got fucked or who are about to get fucked. WE ALL HAVE TO STAND TOGETHER. So much for my William Wallace rant against King Shortshanks the Undersized.

What about IAD Confidential, why do they need take home cars, why cant they just take a car when doing the investigating? What about a husband and wife that both have take home cars and are patrolmen? And neither work out of 35th. Would like to get rid of that gasoline payment to.

You make over $120K a year with duty av, uniform, ot, sup. quarterly, working out of grade, working out of area, mandatory supervisor meetings, 45min ot everyday, etc. and get a take home car. I'm sure you put in a full 8.5hrs everyday and a half hour lunch. But the nerve of the lowly blue shirt to ask for an extra hour of ot or hold a slip!

We can all go on forever about all of the useless positions and waste on this job but that does not mean we can't all stick together. I'm a crime expert and I'm not baffled at all.

While discussing this topic, they can only discuss REPORTED CRIME. There is, obviously, no way to determine what would be the effect of unreported crime OR how much of it exists.

In conclusion, and in my expert opinion, I believe that there is a much greater discrepancy between REPORTED crime versus UNREPORTED crime today than there used to be, and this is what is causing the 40 year low.


I'm guessing, however, that Chicagoans are sporting many more bullet wounds this year than in past seasons.

Lots of good points being made here. It just reaffirms SCC's point that this department has been mismanaged into the ground, and it didn't start with J-Fed,or Cline, or even Hilliard. It goes much further back than that. That being said, J-Fed now is in a position to correct this long history of mismanagement. Starting right here with take home cars. There is a lot of waste with take home cars. Anyone that actually responds to emergencies from their home, on a call back or call out basis should have a take home car. Cmdr's, SWAT, I might even agree with tact Lt's, they do get called out on occasion. Any house mouse that works in an admin spot does not rate a car. CAPS, Neighborhood relations, secretaries to the deputies, take em away. Someone posted a comment about the BMW from asset forfeiture. He/She makes a great point, why aren't all these cars that we seize each year being put into our fleet??? Make tact cars, hell, stripe 'em out, put great big letters on the side that say, "TAKEN FROM A DRUG DEALER" and put it on the streets so the dope dealers get the idea. The suburbs do this all the time. Go to the Springfield Memorial in May and see how many suburban departments use seized vehicles as squads. Not here, and why not? If a suburb can do it why can't we? There is mass quantities of mismanagement. J-Fed, open your eyes, get rid of the wolves who continue to pull the wool over your eyes and start acting like a real superintendent. Make some of the tough calls, cut some of the political dead weight eating this department alive and make us a proud organization again. Then you might actually improve morale and garner a bit of respect from the "rank and file." (Not a big fan of that term, we are actually the "HEART AND SOUL" of this department)

I have a take home car, I attend on average two meetings a week, which I don't get o.t. for, and I do not use the car to pick up laundry, take kids to school, go shopping, etc..
I would gladly give up the car to a tact officer if I thought they wouldn't treat it like a garbage dump and drive it into the ground. One of the reasons some of our patrol division cars are so shitty is because the people using them abuse them.
Yes there are plenty of people who don't need a car or deserve them, but there are plenty who use them appropriately.
Also someone commented on the BMW from asset forfeiture and the Mercedes from narcotics being seized cars and what should we do sell them to the pounds cheap..That statement was ridiculous, sell them to car max, they will give u a hell of a lot more than an auction hse, and you can in turn use that money to buy better equipment.
The problem on this job is entitlement and the division between the have and have nots..Non clouted people complain about the clouted ones and they are called, jealous, haters, etc.. The clouted ones complain about being bashed and they are whiny pussies. the city has us hating each other so much we fail to realize the real enemy, the fuckers who try to hurt us either physically on the street or financially from City Hall.

I agree that the take home car stuation has been out of hand for a long time, it seems to have gotten worse lately. Personally, I have no complaint about most Exempt Rank personnel taking a car home, either because of possible call-out, or simply as a perq. It is pretty hard to justify for most others,including Tactical Lieutenants, which by the way, is probably not authorized, but merely not officially noticed.

Anyway, to the quoted comment. I wonder if the contributor has any idea of what a write-off is? Since the city pays no income taxes, it has no write offs.

I don't think this is correct. Check the Assessor's mapping website to find parcels and pins, then click on the parcels to see tax status, and go to the Treasurer's site to see ownership. The lot is mapped as "531 N. Sacramento" and it seems to be exempt and owned by government.

The lot isn't really at 531 - but often, the addresses in the tax files don't correspond to physical location, but rather to the address where the tax bill goes. In this case, 531 would be the Center for Green Tech, and a parcel that was owned by the same industrial owner that owned the lot back when this was an industrial city.

It's possible the Assessor, the mappers in the tax office, or the Treasurer have made a mistake. But if you have better info, can you give a source or some better way to track it down? It would be awfully tough for any reporter to make sense of what you've written since a quick 'due diligence' search seems to contradict it. I'm not a reporter. Just someone who thought it was interesting and tried to track it down.

By Executive Order, Mayor Daley Removes Take-home Cars For Employees
July 21, 2009, 10:30 PM
The Mayor today praised the initiative of CTA President Richard Rodriquez in ending the practice of providing take-home vehicles owned by the Transit Authority. The Mayor also said that effective immediately, the use of all take-home City of Chicago vehicles will be reviewed.

Pressed further the Mayor said that we no longer need these cars since we have chosen to switch over to take-home boats. “They’re not in the boat. We’re in the boat. ... They have to come back to the boat. ... We’re asking them to get back in the boat,” he said.

Asked to comment, Police union President Mark Donahue said “It sounds to me like the mayor hit his head on the boat when he was getting in".

Heck, the take home car should have " M " plates for everyone knows who they belong too. So many take-home cars and especially in the Detective Units are used for those shopping runs, dentist, pick up the kids and often enough the Boss wants a driver and takes a Detective off the street. It helps in parking, getting a car wash and the list goes on. That real police stuff.

Let's face it no one needs a take home car. If they are called out let them drive to an area and pick up a cars and go do what they have to do and than return them. These asswhole bosses make more than enough money to drive to work in their own cars, I do it everyday and they make about $40,00 more than me a year. How can they justify it when there are no cars in the districts for us to use. Remember J-Fed says "the job is earned not given" so lets dump all the brass and start over because none of there stars and bars were earned they were all given. These unit prima donna's should never be allow a car, they use these cars for everything but police work, taking kids to school and baseball game, hockey practice, shopping, part-time jobs etc.while I use my own car and gas. They can also go to an area and pick up a car to use during working hours. But than again we have dumb and dumber running the show so nothing will change.

While I agree with the Original Poster and with almost every response I must come to the defense of the Cold Case Squad. The vast majority of their cases take them to prisons all over this state and the adjoining states. In addition, they are locating and interviewing victims, witnesses, and co-offender (co-defendants), who no longer reside in the city. These detectives usually walk out of their homes and the shift starts.
I would not work there if I had to drive from home to Homan Square, show my face at an unnecessary roll call, and then grab my car and drive back down to Big Water. I'd rather just go do what I have to do.

What right do they have to drive a squad car back and forth to work when the working police use their own cars? OFF TOPIC:

Shit in 016 getting out of control:

1. BACK-LOGS - while not a BIG issue, we are definitely seeing more back-logs than ever, due to lack of man-power.

2. DETAILS - Every weekend they pull multiple POs and a Sgt. for some bullshit yuppie street festival and have to deny time-due to a handful of POs. The tact teams are now detailed to 015 until further notice. Do we really need three POs on a bike detail with manpower the way it is?

3. DISPATCHERS - this is a citywide issue, but it's hard not to notice a level of disconnect among dispatchers due to their recent "hosing" on their contract. I can't blame them, but this puts a stress on our jobs when they are not dispatching tickets properly.

4. BULLSHIT MISSIONS - Why are 2 or 3 cars down every night on bullshit missions for the entire tour? I heard a dispatcher pleading for any available unit to handle a Robbery JO, when there were 2 cars down on a ROBB Mission!!! Nonsense.

5. LACK OF LEADERSHIP - It's a well known fact that our Commander has one foot out the door on his way to bigger and better things. Makes us all wonder that all of his promises yet to be fulfilled will never be delivered on.

Just the other night he had a Sgt. detail a car to a fixed-post on some gangbangers's house who was shot at. Are we really in the business of providing round-the-clock security for assholes who choose to enter a life of crime? Unreal....

6. MANPOWER - Shrinking every period. No more PPOs. No bid openings. Medical abusers galore. And if new contract includes insurance at 55yo, we're gonna lose a ton more....

Crime rates are based on crime reported to the police. There is a lot of steps from a crime being committed to being reported.

Citizen has to decide to call the police in the first place. He may decide that since probably nothing will happen, why bother?

Or they call the police and get tired of waiting.

Also fewer police driving around to be waved down for reports.

And then there is always the D-Division factor. How much can we unfound?

Years ago all the unmarked cars had regular plates on them. Then one of the governors decided to charge the regular fee for the plates even theough they were on police cars. The city changed over to M plates for the cost. They should have just amended the law to make police cars exempt from the fees.

While at the pumps one morning not to long ago, I witnessed a older female 50-55 pull up in a brand new mercedes 2 door convertable. She got out and began to pump free gas into an $80,000+ car. How can it be justified to let a city employee drive around in a vehicle that costs more than any of us makes in a year. What in the Lord's name makes her so special that she warrants this kind of perk. We can't get a car with under 100,000 miles and a working computer to keep the hell hole known as area 2 under control, but this person gets to tool around in a benz all on the taxpayers dime.

I laugh every time I hear of Andy Shaw. Back in the early 80's, Jane Byrne overpromoted captains. Each Detective Area got one as an administrative captain. Area One got a guy named Gorman (Jim or John, I think).

Give each beat a car per watch. Put 2 partners together all the time rotate who takes the car home one partner pick the other up for work. Give each sgt, lt, and capt a take home car. the city will probably save alot of money on maint and coppers will be more inclined to take car of their car.

Once you start giving out goodies, you have to come up with some criteria for doing so.

For take home cars, you would think it is not too tough. Decide what people just could not do their job unless they could get in a car and drive directly to where they needed to be with their gear.

K9 (and maybe SWAT) is about it.

I bet if you look closely, there are thousands of city sponsored take home cars.

Get rid of them all, and give them a bus pass. If the bus is good enough for Joe Citizen, it is good enough for city workers.

Over the MANY years of the MANY of us ex-aggressive workers INVENTORYING the many ASSETS of DUDE and the shitheads ($$CASH$$ included ...big money too...)

It leaves one to wonder:

One would have to think that much of that money could have bolstered the department better than putting the excess cash toward the USELESS "career" building IDEAS for its use for God knows who...like take the CAMERAS flashing all over the City for instance.

These flashing cameras (most usually dummies too) are largely INOPERABLE or unmanned or the picture/images are too hard to identify. Capturing the perfect image IS necessary to even win a case in court anyway...GOOD LIUCK. So a BIG WASTE of money!

Is CPD allowed to request the the allocation of these funds? Unsure but MAYBE someone with some intelligence can put it to better use than toward a "smoke and mirror" or a wasted "attempt to trick the DOGS" way of preventing criminal activity ...which doesn't or didn't work mind you....But it aggravates taxpayers, it now wastes manpower to WATCH at OEMC and realistically all they are good for is reminding anyone from outside of that "BAD" neighborhood that this area is unsafe for you to be in!

Just cause it works or worked in merry ol' England where there are no GUNS and the pick pockets run crazy...doesn't mean it will work in this "shots fired" gang bangin' town of ours!

It's possible the Assessor, the mappers in the tax office, or the Treasurer have made a mistake. But if you have better info, can you give a source or some better way to track it down? It would be awfully tough for any reporter to make sense of what you've written since a quick 'due diligence' search seems to contradict it. I'm not a reporter. Just someone who thought it was interesting and tried to track it down.

That land has a long history behind it. I wasn't really paying much attention when this was told to me, because it was before OBAMA/REZKO connection happened. Would not surprise me if it's hidden behind someone else. Will post more if I can track it down.

The city seizes a car for dope. The car is actually owned by the person with the dope or it is off a wire-something tangible to tie the car to the dope.
After the seizure, it takes a few months and sometimes much longer for the car to clear and actually given the police department. Then , by State of Illinois, the car has to be used in narcotics related investigations for one year before it can be sold.
So, for all of you know it alls, questions?
Do you pay for decent storage? Store it at a pound and it will be worthless in a week? Store it and then use it for buys?

Oh really? Why do Recruiters have GVT plates on their cars then?

Why do the DEA or FBI or other agencies up at O'Hare have GVT plates on them then?

Simple Fact is, The Post Office got Tacit permission to operate without Plates due to the fact that their drivers were being Ticketed for Parking like the morons that some of them are.

And a vast percentage of USPS Vehicles have had the Required Visible VIN number plate Pulled off by the Motor Pool mechanics.

ALL Vehicles are required to have Some Sort of Plate issued by the State or Government.

As for a Car with Passenger Plates....are they driving a Pickup? A Van? An actual Truck?

No? Cool...they can't have a B Truck or D/H/F truck plate then....and I don't see the City shelling out the cash to the state for PML or FFM or DOM or Etc special plates.

If you are a Badge...please...Read up on Vehicle Code....your sadly lacking in proper knowledge...

Take away commander cars. When do they "do" anything? Responding to a scene after a crime has occurred and is secured doesn't warrant a take home car it warrants a personal vehicle. Same goes for most of these take home cars.

I work in 004 and haven't seen Carter do anything that warrants his take home car.

If he works late the rest of us don't?

Give each beat a car per watch. Put 2 partners together all the time rotate who takes the car home one partner pick the other up for work. Give each sgt, lt, and capt a take home car. the city will probably save alot of money on maint and coppers will be more inclined to take car of their car.
we all live in the city any wayit's not like people will have to drive to work from will county.


Kind of like the state Police?
It would be sort of a perk for the Patrolman.

If you want them to have cars, give them the lease deal and have them pay for their own gas. That in itself would save lots of dough...
Although the lease deal still costs the city about 6-800 per month, the 150-200 paid by the user offsets it a little, plus the gas... that is a winner for the city, they could reduce their fleet quite a bit. Maybe Picardi could actually handle it then LOL , but he should lease a car too...

Two sides to every story and your taking mainly one side of it. I'm not saying there is no waste but let me ask you this. If the city does not come up with the expenses for the vehicles and offered to us 'working PO's just like you and everyone else, should we refuse this one incentive?

The other question is:
in your opinion and from all the comments, what exempts should be allowed to drive take home vehicles?

Can you please explain what each exempt's role is? And how the vehicles are used?

It seems to be that on this blog, it's a blind leading a blind!!! I am a working PO; don't have shit to take home my own vehicle. Leave us working PO's alone and concentrate on the main issues that ALL of us are facing..
Stop hating each other and why this PO has this and I don't. Not everyone on this job is clout connected!!!

Please, concentrate on the bigger picture for us,
wastefull spending..hell, start with the stimulus package then...,
