AdMin Fax Screwup

As most coppers know, every month openings are posted to Districts and some Units where spots are available for bid. Bids are open for a few days, closed, then successful bidders move around on Change Day. Most times the bids are 3 pages - rules on bidding, openings, and a signature page. On rare occasions it runs to a fourth page. But the fourth page was never like this.

Here's the cover sheet - note that the AdMin Fax was originally supposed to be three pages long:

And here's page four, a memo (that probably wasn't supposed to see the light of day) listing what openings are to be posted for bid and what we can only assume is an actual real number of how many openings the district is short:

In case you can't read it, the list is as follows:
  • 004 District 5 (openings) -41
  • 005 District 3 (openings) -13
  • 006 District 3 (openings) -14
  • 014 District 2 (openings) -29
The first question we have is did they manage to fill all 40 openings in 003 last month since they don't even have a single opening listed? We didn't see 40 transfers headed that direction.

The next question is if 004 has 5 spots open for bids but they're really 41 officers short, wouldn't it follow that if 003 had 40 spots open for bid, they were actually 328 officers short? Parking must be easy as pie in 003!

In any event, the four districts listed are a combined 97 officers short and the Department is only letting 13 officers move around? And expanding those numbers, the entire "600 officer shortage" must be concentrated in the Patrol Division. So what about the Detective Division? We heard they're short a few hundred. Sergeants are short a hundred, lieutenants are short almost 50 and captains are around a dozen.

That "600 short" is looking more and more like a slight "miscalculation." And the shortages are a safety issue - not just for cops, but citizens, too.

The healthcare early out is not going to occur, saving some early retirements.

Daley is prolonging the contract resolutions to avoid major retirement attrition.

District realignment/consolidation will lessen management slots.

When the Police Board scandal comes to light quite a few wrongfully terminated PO's will return.

Possible merger of the DOA Police will alleviate the critical shortages at both airports.

They just took a shit load of police just off of probation and put them in 022 after the Fenger incident! If we are 600 plus short as Jfed has claimed, where did they come from? Patrol! We know that! They have NOT included Detectives and Supervisors in that relased number. They are clear when they say Police Officers. Those are P.O.'s, nothing else!

who cares how short we are--- the "g" decided that the war on drugs launched in the early 90's was an exercise in futility--- cpd numbers were bolstered by federal funding that has since dried up--- so now we are going back to pre caps manpower numbers--- the calls will be answered no matter how many police are on the street--- worry about what the arbitrator comes back with in march and not the stupid manpower numbers....

Hey Scc another great "find"! I work in 003, and no we are still very short, but they were able to put a clout hack at the airport, not even change day just a sneak from behind move! No names,not on official paper,but he was detailed! I thought all clout details were cancelled according to Dugan! Guess not! Talked to my Sgt and he was just as confused! This is the same copper who broke another coppers nose at the White Sox game in the past during a drunken tirade! Any other copper would of been suspeneded!

Why has the media layed off of this? The city is caught REDHANDED not adequately staffing it's Police Dept, and misallocating those budgeted dollars. Where did the money go? We've been screaming about this for years,if the media wants to know something JUST ASK US. Hint , have someone explain the "funny math" done on the A&A 's or the daily worksheets. If the taxpayers knew just how short we are they 'd all be buying weapons to defend themselves. We are performing heroically in the face of overwhelming odds.

5th District USED to be a good place for a working cop...outside of the proximity and the large percentage of natives that hate you, there were and are still people who appreciated good police work.

Too bad the ones on the department all left and you are left with CPT J and LT M, two of the worst people, if not the absolute worst people now that the Burger Queen is gone, you could work for.

First of all 003 still is short however, I don't believe it has ever really been 40 or 30 openings the PPL in the front office are messing that up meaning counting PPL who are detailed out but are still on 003 ANA's .

HOW MANY OFFICERS ARE ON THE STREET, PROTECTING OUR CITY, AT ANY GIVEN TIME?

That is the question that should be asked because it's irrelevant how many officers are on the payroll.

You can include patrol, units and detectives. How many are out there working on a Saturday night in August; or any Saturday night for that matter?

My guess? Less than 2000 citywide.

The city throws around the number 13,000 because they know even if we come back with a number closer to 9,000, the public and media think we have 9,000 on the street at any given time; we don't.

When you include our depleted ranks, inside office staff, furloughs, medical and days off; we are dangerously short handed.

Just do the math for 3rd watch in patrol citywide.

Take an average of about 30 officers working the beats in a district; 10 more working the rapids; 10 more on tact and let's go 10 more for the hell of it. We get an average of 60 officers working 3rd watch on the street in patrol.

60 X 25 = 1,500 patrol.

average 50 detectives per area
50 X 5 = 250

That's a high end guess of 1750 including patrol and the detective division combined.

How many more are working on the street from units; tru, gangs, narcotics, etc. I doubt it's more than another 250 tops.

We realize you've probably got all of 2 years on. We are close to that many decades.

Go look up the whole bid order - they have the Department Intranet on computers now. All the AdMin Faxes are posted. Find Order #094805 and read the actual bid vacancies.

It's 5, 3, 3 and 2 isn't it? And it actually says "VACANCIES" right there in the heading, doesn't it? And miracle of miracles, it's only 3 pages long now, right?

Now go check out our main page asshat. We have the fourth page. And look at the openings - it's 5, 3, 3 and 2 again, isn't it? And the number with the "minus sign" before that? That indicates a shortage last time we checked. Maybe you didn't cover that at Bumblefuck University. And when it says -41, -13, -14 and -29, that's (A) 97 openings the Department isn't filling and (B) 97 officers we're short in just four districts.

Our story is 100% legit. O'Keefe's people and Dugan's people fucked up and our readers caught them. Your spin isn't flying here asshat.

Maybe we could get somebody from each district to grab a sheet from each watch and crunch the numbers of how many PO's there actually are working the street. If they're ambitious they can also count up the detailed, medical and IOD officers too. Would be interesting to see those numbers and shouldn't be too hard.

Off topic I know, but I just got a phone call from my Dr. who stated Encompass(they work for the city) said they don't feel I need a test that my Dr. said I needed. I've been sick for 3 months and the insurance dosen't feel I need a test. This city dosen't give a crap about us. The FOP dosen't either for that matter, thanks for pissing away more of our benefits every contract. Daley whores. Just wanted to vent, thanks.

we may be short xx amount in these districts...but they only open up x bid spots. they cook the numbers and also slide in their people under the radar.ever wonder how when a new boss comes in...his girls are in the front office a week later? they fill out a PAR form and viola! ever notice after the watch selections are done....people get added to the 2nd watch in febuary-march-april and so on. yeah, its all legit!

Simple, the department won't open up bidding for all the real openings in Districts people actually want to go to. This prevents a mass exodus from less desireable Districts and helps disguise how low on manpower we are.

I think the people of Chicago should be interested in an hour-by-hour breakdown of exactly how many officers are on patrol and how many detectives are available for investigations on a daily basis, NOT including "special details." This would account for officers working jobs at any one time and those who are still available.

Part of managing any orgnization involves dealing with more slots for people than you have people. Someone has to make a decision as to what slots get filled and what ones stay empty.

On average most people work about 42 weeks out of any given year, or about 1700 hours. Cops are probably not far out of that norm (52 weeks less vacations, holidays, sick time, training, etc).

If there really are just 9000 street cops all told, thats about 15 million hours per year, or just under 300,000 hours per week. At 40 hours per week that is the equivalent of about 1750 cops on duty on average at any one time.

With all the bad press the CPD gets, everyone should give a (sic) flyng Rats A** about white shirt shortages
We should have a 10,20,30,40,50 & 70 sgt each day. This way each sergeant is responsible for ~3 cars. You, as a supervisor,can be up the dog a**'s behind if necessary. Now, how many sgt's do you suppose are actually up any given day? Two?? Now each sgt has to cover ~9 cars. Percentage wise, each sgt is covering 3 times the cars he should and percentage wise the streets are down 66% of their allotted sgts. Do you suppose this makes a difference in a 10-1 situation? Do you suppose this makes a difference in your backup on a job? Do you suppose this might lead to coppers F**King up due to lack of supervision?

Is that true they pulled detectives to work patrol in 003? Does that not prove headquarters knows how short we are in manpower?

They obviously feel it is more necessary to man patrol cars to respond to day to day calls as opposed to conducting follow up investigations on reported crimes. Borrow from Peter to pay Paul.

Every city department in this cesspool constantly lies and gets away with it. I used to love my work but hate the company. Now they made me hate both.

No, Area 2 is NOT doing well. We are understaffed but yet since the Alderperson and the D/C requested, some detectives have been assigned to work robberies in 003. That only means more work for the rest of us not detailed out.

QUESTION: We have enough crime to work so why the hell would a beat car write a robbery case report because some kid got his 'Now&Later' candy taken from him by another school kid? Only to have the same officer write in the narrative that mom refused to pursue charges. WTF!..SAVE YOUR INK! Stop writing BS case reports that we have to close, PLEASE!

First of all 003 still is short however, I don't believe it has ever really been 40 or 30 openings the PPL in the front office are messing that up meaning counting PPL who are detailed out but are still on 003 ANA's .

--They should count people who are detailed out. They shouldn't count as manpower in the district.
End the detail or assign them to a new place at 90 days like it's supposed to be. We have about 30+ detailed out and they won't give us any bodies because they still show up on our sheets. Total Bullshit!

Maybe if there were ANY sgts, young coppers wouldn't be turning in candy disputes between children as Robberys. There are no Sgts anymore and this ridiculous dept has failed to see what a valuable asset good sgts were in helping to develop young officers. My early sgts helped me as much as my fto in learning how to write reports and classify crimes. As you well know detective, this costs the city a FORTUNE in wasted time.

The reason there are no longer 30 openings in 003, is because Dugan suddenly wiped them off of the books after Crump-Hales left. He didn't like her so he did everything he could to embrass her. The truth is, there was never 40 openings in 003. I work in 003 and you can compare the work sheets in 003 to any District and you will be surprised that we can put up our rapids and we have 2 man cars. Also, to say that the front office missed counted the personnel is completely stupid. All openings are posted and determined by Patrol(Dugan). Dugan is so busy stabbing Jody in the back and trying to take his job that he will do anything to promote himself including playing with the numbers. Who is really running this Department anyway. Good or bad we all know that Dugan is the man.

To those of you who still think 022 is a slow district, you need to get out more. Yes, true, the volume of calls is slower paced but they are in the top ten for murders and shootings. Last year 022 had almost as many murders as all of area three and only 025, of all the districts in area 5, had more murders..There are NO slow districts on the south side...

NOPE! You can forget about it. To begin with, even though yhe Department utilized attrition once before, they never removed the Captains from the budget. They simply continued doing the same thing they do now...it's called 'out of grade'! They were paying out the same, and now even more when they leave a geographic area, and not to mention the lessons learned; every Lt was an 'actor', and not 'actual'. The result was a constant battle of ego's...the Department discovered that you NEED continuity, and they needed the 'Tie-Breaker' to get anything done!
