We don't see him going anywhere without his driver, assistant driver and a retinue of hangers-on that would do a pop-star proud. He's not riding 99 on midnights:
- Police Superintendent Jody Weis told aldermen today he's "extremely nervous" that large numbers of police officers will retire from the already undermanned department over the next year.
In addition to 74 officers who have signed up to accept the department's offer of early retirement at age 55, Deputy Superintendent Ted O'Keefe said roughly another one thousand officers will be eligible to retire in the next year.
"It's impossible, frankly, to predict how many will retire," O'Keefe said.
Why not hire then Ted? Oh yeah, Shortshanks said "no." But he still found money for this!
- The department hopes to sign a contract by the end of the year with the PAR Group, a consulting firm for local government with offices in Lake Bluff, Weis said during a City Council budget hearing.
Beat realignment has long been a political hot potato, with aldermen representing high-crime areas calling for more officers in their neighborhoods, and those from lower crime parts of the city loathe to give up any of their police.
- Ted O'Keefe, deputy police superintendent for administrative Services, told aldermen the contract with the PAR Group isn't finalized, but it is expected to worth in the neighborhood of $150,000.

Can i ask why Mike Shields seems like the only f*cking person on the pension board that is actually trying to preserve our pensions. The rest, it seems, treat it like a big pool of money that they can just give away to whoever they seem fit, or perhaps whoever slips them the biggest envelope.
I know one thing, i will not vote to keep any of those hacks besides shields and am seriously thinking about running myself. At least i know i'll have the best intrest of our dept at heart. How can that possibly be worse than what the rest of them are doing?

The PAR Group doesn't normally do this sort of thing. They do recruiting for public sector jobs, including many police chiefs' jobs. They're tied in with the Northwestern University Traffic Institute. Probably have A. Weiss, the former head of the TI on the payroll, he did the racial profiling reviews for the state. You can see where this will go.
I'd guess someone at the top is angling for a quid pro quo kinda deal for a chief's job in the future. Maybe around February of 2011?
If the PAR Group is now tied in with this administration their credibility will suffer.

Beat realignment has already been accomplished in the Districts on a de facto basis. All north side districts are under authorized strength. One district is 15% - 20% under strength. 10 years ago they were at full strength. No more.
Where are these officers? The various units, TRU, MSF etc. Further de facto realignment has occurred simply by not filling vacancies. As an officer is promoted, transfers or retires, that vacancy is keep vacant.
That has been the unofficial/official policy for a few years now. However some ghetto districts are close to the breaking point even close to their authorized strength. There is just no explaining 003 with 40 vacancies.
And where would they get these officers if there is true realignment? North side? You mean where people pay a ton of property taxes? I doubt the residents would stand for that. And just try to transfer some of the younger officers who got there on clout anyway.
There would be grievances galore. I have enough seniority that I am not going anywhere I do not want to go.
The obvious solution is simply to HIRE MORE POLICE!
The City will never take any recommendation from any consulting group, PAR Group or anyone else. This has been tried. They spent around 8 million for a top to bottom study of the CPD from Booz-Allen and ignored almost everything they were told.
If the PAR Group tells the City the truth watch it to be ignored. Then, down the line, watch for PAR Group to get sued and then to bleat that the City did not follow it's advice.

OK. Here is the FACT. The reason there are ONLY 18 black Lieutenants is because the Department promoted the rest of them to Commander. Take a look at the housecleaning that occurred when Jody took over.

Race is not the issue but clout. The alderpersons want to promote their friends and are pushing for a LT and SGT class. That will hit patrol hard. Without promotional classes, they cannot grant favors. Manpower is so short that it is hard to hide officers. Suddenly, alerpersons cannot grant unlimited favors. Notice how man power decreases but the number of exempts remain the same?

Does she really know what it was like in 1960? Cook County Jail had a capacity of around 5,000 and had room for traffic violators. Now the capacity is what, 10,000 - 12,000 and it is generally full. (pre J-Fed) This in a city that has lost almost 300,000 residents since 1960.

Its not unusual for an inbred organization, as police departments tend to be, to not see the bigger picture.
I'm not sure bringing in outside consultants is necessary, but police departments are no different than any other organization that has to deal with the rest of the world. If they don't do it very well, they will fail.
If you have not figured it out, the CPD is not doing all that well. You could hire another 10,000 cops and unless you deal honestly with the issues that face the department, it won't make any difference.
I am not suggesting that these sweetheart consultant deals are the answer. They seem more like just another symptom of the problem.
Perhaps you could find more manpower if you checked the ranks of the medical and IOD. How many are really hurt? The city should start getting rid of those who always seem to be on the medical. Sounds like they're unfit for duty. Get rid of the goldbrickers.

why doesnt the city start a drop system like they do in other police departments where a officer can retire and work lets say three to five years his pension goes into a seperate account and he gets his regular salary. the city saves 10% by not having to put into this officers pension and they would know exactly when they are going to retire. the also get a vetran officer for three to five years to man the positions needed

On a different note. I received a letter from Bill Cozzi, he says he is 1100 miles away from his family. He was led to believe that he would be serving his time in Wisconsin making it easier for his family/friends visits. Not in some shit hole in Louisiana with gang bangers and drug dealers. He believes that JFed was instrumental in this move. Really don't know how this can happen, how can we start a movement to get him transfered to his original destination in Wisconsin? His family has been trying with no success. Trust me, he feels we are all he has to lean on and he appreciates everything P.O.s have done for him. He knows you men and women have been great to him. Believe it or not, he still loves the CPD.

Because the contract will be done and 90 days later we get out retro. So anyone who is even thinking about retiring should have a PAR form in for next year. Take a 11 or 12 period furlough and make them pay thru the nose. Of course if you afraid of the dark you can wait a year and work for free and go in 2011. Then you get to do mayor chuckies dirty work for free!

One of their consultants worked for Booze Allen. Another was a big shot in Evergreen Park.A few of their consultantants have local connections but that doesn't mean much.

Then they have to hire some next year. Come Sept. withdraw the first Par form and put in for the 2011 dates you want. There is NO penalty to do this. “I though I was getting a bigger raise and this does not cover the cost of my girl’s tuition!” Is my answer to that. Screw mayor Chuckie and the Fed.

The Clear system shows 1103 detectives (9165). Lyle said in the Sun Times that there are 1553 detectives. That is a big difference and I wonder if the aldermen/citizens know this is where the department is really shorting the city by keeping authorized bugeted levels of detectives at an all time low level(71%). Obviously the politicians don't give a shit about follow up investigations and that is why it is coming up on two years the department has not promoted any detectives.
The last big consultant group fiasco was the Booze Allen Hamilton debacle in teh 90,s it resulted in community policing, doing away with captains and the district managers coming into play. We all know how well all that shit worked out. Just another political decision giving away more tax dollars.
I remember the 1194 lieutenant's exam. City did not like results, started "merit" promotions and pulled that list very quickly. So if the city does not like what they pay for, they just ignore it, work around it and do whatever they feel at the time.

The Director of the Revenue Dept was recently contacted about number of PO's being issued parking citations in crowded areas around police stations and units. His response was "Police are not exempt from citations or following the law." Enough said! Officer's please follow the law and write every revenue dept vehicle that commits a traffic violation and every metermaid that rides a bike on the sidewalk. The police are now targets of the CITY.

The alderman's words notwithstanding, it does appear that WEISel/Masters seem to be doing all the can to diminish the
numbers of high ranking blacks within the CPD. Look at all the moves/demotions made on them over the past year or so. Some of the people demoted were actually doing a good job, and were well respected in their commands. Yet, they decided not to move the burger queen, who has the distinction of heading up the district with the highest number of openings ever posted. The longer Weis remains, the easier it becomes to see Shortshanks's hand up his ass. And the wires too.

How many were merit promotions and what were their scores? Thats right, the merit people don't even have to take the second part of the test. The part of the test that is actually the test. Media, hello....... anyone. Did you know that 30% of the promotions don't even have to show up to the actual test portion? They just have to pass the first part in which "reference materials (the answers)" are supplied with the test. These 30% are being promoted to leadership positions in the Police Department. Shouldn't everyone be required to take the entire test, and have their score listed if meritoriously promoted? I know, I know, I'm dreaming.
I am nervous too, I wonder where the right retirement area is, I am nervous I will be forced to stay here for an extra year. I am nervous my snake Lt. will pull some more of his slimy shit. I am nervous the daley clan will steal even more of our pension fund. I am nervous that daley will force us to live under his corrupt rule for another 4 years after 2011.

FTO program is in shambles. It is led by a sergeant who has no clue to what the program is all about. The two FTO's that work at the academy are clueless. When FTO's ask for help or assistance, they do not provide help or assistance. It is frustrating. In the last FTO test, everyone passed and was hired. Go figure.

We send people to the FBI Academy, we send people to Northwestern, we pay for peoples Master Degrees etc. We have officers with loads of experience and knowledge working in every district and unit. Why don't we use the talent we have?

I don't understand; if the city is so broke then why have they continued to hire firefighters.
In the past three years there have been at least four classes of fire candidates each and every year, with each class being about 130 - 140 strong.
So, the city continues to hire firemen but not police. Why?
The strike in 1980 by the firemen was partly because of staffing requirements per firehouse. The city was shorting the firehouse of personnel resulting a hazardous working conditions. Now the city has to have a certain number of firemen per truck/engine. It is in their contract that they fought for during the strike.
Why do you need a supervisors to be the racial make-up of the city?
Well where is the fuckin Hindu Commanders? Chinese? Armenian?
If you cant pass the test go fuck yourself? Not enough blacks?? Well have the aldermen hold a fucking study group or pay for minorities to go to Bernstein..it is called STUDYING!!!!!!

I remember the 1194 lieutenant's exam. City did not like results.
oh yes, the 1194 exam. I remember having to kill 3 Saxxons with my mace and had to swim across the mote in full armor to get to the exam. I knocked over my ink bottle with my quiver making a mess of it all. Never got the results cause a dragon attacked my mailman and burned my results. Funny, only the white knights results were burned. Still waiting on the lawsuit.

ANSWER: CFD/about 70% white. probably a lot of Daley supporters in those classes.
CPD/More minority hires, much less Daley support (with the exception of the HDO clout folks).

--Where? The afternoon guys on 811 never make arrests on the beat. Although the problem seems to be the neighborhood kids, start locking them up. They are creating havoc in the area. When you have 20-30 of them gathering at the park, by the stores, gas stations, restaurants, running around shooting paint balls at peoples cars, tagging etc. you have to start doing something people.
Daley believes that cops are just dummies that couldn't get a real job I guess. So they will stay on the job for the crumbs that Daley gives them. What a jerk!
Mayor Daley said Monday he does not share his police superintendent's extreme case of nerves about a wave of police retirements next year because the economy stinks and "there are no jobs out there."
"Retirement is very questionable because of the economy outside. You can't get jobs," the mayor told reporters at an unrelated event.
So the PAR Group wins a non-competitive bid? How much was kicked back to Daley's campaign fund? So much for any legit police cheifs they might recommend. Maybe they're the ones who told Daley to hire j-fed against the police board's recommendation. This PAR Group sounds like another accessory in the Daley crime organization.

Dakey is correct. There are no job " out there", , jobs, that is, that pay any money or have any benefits. You can quit, but unless you really have something going for yourself, a few college degrees, or a skilled trade or a profession, you will be lucky to get 40 grand a year, and you will work you ass off with few benefits. But, this always happens from time to time when there is a recession. The economy will improve and then cops who feel that they are mistreated will leave and find jobs. I have known many of them who have left over the years, but I have also seen most of them have returned, sooner or later. Just keep trying to make the job better, stick together and prepare for retirmement as soon as you can.
