FOP Meeting Today - Noon

We imagine there are going to be fireworks.

We think a number of people may be declared "out of order."

We certainly don't think it's a stretch to call this the FOP's only chance to explain what went wrong (and what went right) in the Contract negotiations and Arbitrator's decision. Tempers will be running high.

We expect a bunch of reports from the scene of the noon meeting.

We were without a contract for years and yet, the same crowd turns out for FOP meetings.

Few vote, even in the FOP election. And yet they bitch when things don't go their way.

Yeah, tempers will be hot, but where was this enthusiasm when the FOP's contract offer was being developed?

Where was it when we marched on city hall?

Will it be there when candidates that can actually do us some good need somone to hand out flyers or go door-to-door?

Will it be there when it's time to VOTE OUT THE DEMOCRATIC REGIME that is choking the life out of Cook County and the City of Chicago?

I dont care what any of you say.. considering the climate of the economy, the state and the city the fop actually got a decent contract for us. you people need to read the reasons arbitrator benn gave for the raise he gave us.. it actually makes a little sense. another huge part of it is that they didnt raise medical again. with my step raises I figure between what im making now and what ill be making in august will be about 9000 more a year now... thats huge. I understand there are tons of fop haters here but lets face the facts.. suburbs are laying off cops and firemen and the state police just announced they are shutting down a number of stations and getting rid of a few hundred troopers. cops nation wide are being laid off.. we GOT A RAISE!! we didnt even see a bump in medical, got more per check for duty avail and physical fitness...also lets not forget we dont even have to take a unpaid furlough day... Im not very active in the fop/union thing and have never actually attended a meeting, but I can tell you that I have friends in other departments in this state and in many other states... they are struggling and the future outlook is not pretty for them..some of them have not gotten a raise in 2 or three years, are taking unpaid days off, increased medical, friends getting laid off, more work load, and a future that has no raise in sight..so lets not crucify the boys at lodge 7 yet... I think donahue is a good president and I dont think he is on daleys side at all... You can never make anyone happy..personally, I blame the mayor and the city, they pulled the "offer" off the table which didnt even get discussed in contract talks because finance talks didnt even happen yet.. its smoke and mirrors and finger pointing and your all falling for it.. you should be taking the side of our union who takes our side..if your not with the union, your with daley..you must be proud

I'm reserving judgement for FOP...From what I read in the papers, the city PULLED the 16% offer.... But the FOP has done a TERRIBLE job communicating with the rest of us...they better get on the ball or dust off their blues...

All the things you incompetents said you were going to do to put on a strong case for the membership, you have catastrophically failed to do.

Whither the team of specialists, lawyers and negotiators that was supposed to be hired? Or better yet, highly paid professionals to rifle the trash, conduct surveillance and keep tabs on the piece(s) of ass on the side of some of the opposing principals in this process to insure some semblance of respectable detente instead of the membership having to wear "kick me" signs yet again?

Vicious and underhanded people only understand a hand on their neck and getting their foot stepped on while a knife is slid between their ribs... Sic Semper CPD contract negotiations. Nice-nice is NOT an option here.

This was a fight for OUR LIVES and you allowed us to be slaughtered wholesale by sleeping on the sentry duty we charged you with.

Why were you so resolutely and naively fixated on pretending to take the high road while the City was OPENLY AND FLAGRANTLY negotiating in the press?

You should be publicly flayed and made to give back every penny you misappropriated from the membership during your terms.

Morally bankrupt, ethically nihilistic, traitorous fucking turncoats!

You humps can't even trouble yourselves to show up at the Area with decent food for P.O's fighting for their lives & livelihoods at the post-shooting circus/exempt display of incompetence, lip-smacking, preening, belittling subordinates and kissing the asses of even higher ranking exempts, resident alderfools & running-dog rev'runs... er, we mean round table. One thing for sure, we will admit that the pizza has been reliably shitty over the years at least. Thanks guys.

Does anyone remember the sentiment when the City had that 16.1% offer out there for that short time? It was "shove that 16.1% up their ass and five years too."

To a man, I never heard any support for accepting the 16.1% even though the economy was beginning to tank. I wrote to Donahue and urged the leadership to consider grabbing that 16.1% because I figured it was pointless to go another couple of years and still be unlikely to get much more. And what happened? Uh huh. Now people are looking back on the 16.1% and screaming why didn't they take it.

The thing is, if the FOP leadership had taken that 16.1% when offered they would have been crucified for "selling out" and cries of conspiracy and sell out and bribery would have been all over these pages.

So the FOP leadership did what we wanted, what we expressed to them, they took it to the end and went to arbitration and we got what we got.

Has any of those howling so loudly actually taken time to READ that arbitrator's decision? I have and there is lot's in there besides a table of raises. There is page after page of justification for each and every item on the decision and history behind each point. Read it entirely before you post.

I know that few will bother to cloud their hyperbole with actual facts. It sound so much better to just scream FUCK FOP than to read several hundred pages and find out what is in the decision and why Benn ruled as he did.

Too all who haven't read it, go read that decision, all of it, and consider that maybe, just maybe, there isn't any grand conspiracy, it just went against us, not totally against us either.

Look at past contracts, no one is ever happy with the raises, even when we were getting 4% a year, we never got 5% or 6%. Police officer is not a highly paid profession, it just isn't. And we here in Chicago are in one of the top two or three most highly paid departments in the country!

My pension will be more than many officers in other police and sheriff departments in this country make in salary! This pension will look pretty good somewhere in a state of affordable housing and no state income tax and a lower cost of living. Hello Tennessee, Nevada, Florida, Texas, Alaska or Washington.

In three years I will be gone so I will never again worry about another police contract. I will now get into "get off this job intact" mode. Whatever else happens with contracts, well, I just don't give a shit.

Rahm Emmanuel was on interviewed on Charlie Rose saying he was interested in being Mayor of Chicago if Daley didn't run for office. This was announced yedterday in the media. So for all you people who think he DIDN'T run interference on the contract you're soft. Our contract will effect him directly if he becomes Mayor of the city. Connect the dots guys, its very apparent. Daley will back him- they are close friends.

Arb resolution is designed as OUR HAMMER on the city to negotiate a contract if Daley is unwilly to negotiate. WE THE POLICE call for arb. NOT THE CITY Daley used our hammer on US and MARKIE allowed it.

Would Markie and the boys STILL be negotiating with Daley had Daley not demanded arb?

MARKIE has only cared about two things.
1. His $170,000.00 Union Dues paid salary plus car
2. His government job after he is unable to dip into our union dues ala Nolan now representing management for the Cook County Sheriff against the rank and file where he spent 15 plus useless years........ Any lawyer will tell you that arbitration favors no one and there is never a winner best one can hope for is to loose less then the other side. Why anyone would think that going to arbitration is a good idea is beyond me. And yet POs continue to think that the FOP should have gone to arbitration after 6 months. Negotiating for a Police union is very difficult. Without the right to strike you have no leverage. Your only threat is to hold your breath until you turn blue. So think of it as collective begging not collective bargaining.
How would you then force the city to accept your demands? No one seems to have that answer only the demand that FOP should have done something else.
Read the arbitrators ruling. You might be surprised at just how the results were arrived at.
I have no love lost for the FOP but they are not the sell outs that you might think.

It's not the FOP's fault period. I am not a fan of the FOP but it went to arbitration and that's what we got. The final offer from the city was 5% with no uniform and no availability. Benn gave us twice that and did not take away the uniform or the availability. We could have done better but this is not too bad.

send information to news media

document how many officers are assigned to inside paper pushing assignments , many officers are full duty and should be reassigned to street duty

fyi send a copy to the superintendent because he doesn't realize how short we are and how many full duty officers are doing clerical work

First off, I'm no big fan of our CURRENT FOP board but until the next election they are all we got. However, you say they do a terrible job at communicating with the rank and file? OK. How would you improve it?

They do have their monthly meetings. Have you been in attendance? Each district has union reps that are supposed to inform us on anything new or give us updates on current issues. You could run for union rep the next time the chance comes up. I know we need one in my district. Our guy has rarely ever informed us on what was happening. I can remember only one time during this past contract negotiations that he stayed after roll call to get us up to speed on what was happening.

Hell, maybe the whole thing is broke and we need to vote out the FOP.

Any suggestions would be appreciated.

So, we got a 10% raise over 5 years. It could be better. However, we are in one of the worst global recessions ever. We have the 4 and 2 schedule. We get a raise AND get to work less days/year. We don't have any unpaid furlough days like all other city workers. Duty availability and the fitness award increases. Put it in perspective people and enjoy all that we have.

Before we lambaste the Arbitrator, please look at the following table, which depicts the numbers submitted by the Lodge and the City. This was his basis for his decision. Just in case it does not come through, the City only offered 5%!!!!!

You must have missed it. FOP does have a labor lawyer who negotiates the contract, Joel d'Alba, he spoke at length at the reps meeting about the arguments that went forth during the arbitration hearings.

I was at that meeting. D'Alba was defending the agreement. He sounded terrible. Actually scatterbrained. Said some shit about what the police make in comparison to a Rockford truck driver and how many empty store fronts he saw while riding the green line. Really.
Truth is D'Alba worked the Boone County and Rockford Police arbitrations. That was his background. They made some effort to prove the city's ability to pay and comparibles with Detroit and NYC, but arbitrator Benn wasn't concerned with that. Fact is, our presentation was OFF POINT in the mind of Benn. That is where we lost. We swung and missed.

Mark and his crew are nice guys. Bella helped me on a beef once. No complaints, personally. But when your first baseman bats .150, you need a new first baseman.

Anyone with 29 and a day who was under 60 years of age and did not sign up to retire for the 55 and out premium free heath care waiting to see the contract first has to feel stupid now. That was the a great bennie along with the 4 and 2. The arbitrator punished us because we do not have to take unpaid furlo days. But are now working 16 days less. Look for the Sgts. and the CFD to get screwed worse than us now. And remember all the other things we lost on was because the Capts/Lts sold us out. Remember they sold us out after Daley took the raise off the table meritorious whores!

Our next Contract will be even worse with these FOP Boobs negotiating, coupled with the Economy/ recession/depression.. Watch for Daley to cry that 2% is even too much in the coming years. well the genius jfled has reinvented the wheel, they are coming up with summer mobile but instead of the lake front as their home they get the "ghetto". About 140 people going to MSF and TRU. There will be a bidding process and all units will have to send people, except detectives, et's, canine, etc...
Of course patrol will be hit the hardest, big shock. But a lot of these people will come from reverse seniority, so I'm sure they will be motivated to work. I'm sure we'll get some 2%ers...

SCC OT....just told at roll call that all cars are to leave blue lights on when responding to any call, s/s, traffic stop or any job, even if you go inside to take report. W/C stated that he was told by Commander to relate information to roll calls and that there is to be no email, notices or bulletins in writting to make reference to this to anyone. Another officer stated he was told same thing at roll call yesterday by different W/C.... Can other districts or officers verify same information???

Just came from the meeting and no fireworks at all concerning the contract. Not even a good turnout. Once again the membership doesn't really give a shit about what goes on with this department.

I did see Mike Sheilds from the Pension Board sitting in the back of the hall shaking hands. One has to wonder what his intentions are. The current leadership should be afraid...very affraid!!

Shields has saved our pension fund alot of money by keeping Huberman, Weiss and his Chronies out of our pension!!

I work in procurement. If you saw the mark up that SSI tacks on to everything the city purchases, you could easily see how us, the taxpayers and all the city employees that got laid off got screwed. I've heard everybody bitch about the outcome, but I'm surprised we weren't stuck worse. Maybe the FOP could have done better, but we all wanted arbitration and then we bitch about what we got. Actually, we aren't paying more for medical or taking unpaid furlo days, so in ways we came out ahead. our department isn't hiring, but as many major departments, we are not seeing layoffs. We may have not gotten that so called 16 percent raise, which i still don't believe shortshanks, but at least we didn't get hammered with giving back a raise with higher medical or unpaid furlo day. Plus we are short, but other major departments are even shorter with layoffs. Now is not the time to divde. That would give Daley a hardon that he hasn't had in the last 15 years. If we should be against anybody, it should be city hall. time and time again they try to fuck us anyway they can. Like I said I'm not completely happy with the FOP's role in arbitration, but to go against them now would just give us a great chance to be screwed by the city at their will.

All the talk in the world isn't going to do anything about contract (already behind us) but some interesting heated shouting match came up at the meeting over some legislation regarding our pension. Apparently there is some legislation pending that would allow us to vote 3 pension board members from the general public as opposed to 1 from po's 1 from sgts and 1 from liutenants, like it is done now. It was pointed out that there are way more P.O.'s paying into pension and are therefore under represented on the board - considering that the current sgt and lt on the board have been accused of voting to deny legitimate disability claims of P.O.'s. Under new legislation, those same sgts and lt's would still be eligible to be voted in if they were doing a good job. Something seems out of whack with why the (sgt) pension board member was so against this legislation. Just something to pay attention to - it's only your money.

First of all I was disappointed at the turn out. We may have had a couple extra in attendance but it was the usual crowd. It was mostly people with time on the job or retired. I only saw a few young faces. That being said I stayed till approx 1330 when I had to leave to get my kids from school. Donahue took and answered all questions. What happened after that I do not know.

I understand why people are mad over a 10 percent raise over 5 years but I try to look at the big picture. We, for the first time I can remember in 20 years, did not get a increase in health care benefits. That always took a chunk out of our raises. We also stayed the same with uniform and will get more duty availability in 2010 and 2012. As for random alcohol testing I have no problem with that. The days are long gone when you can have a couple of "pops" while working. As far as I can see we did not, in reality, give anything back to the city. I know there were some issues people wanted heard but at least we did not go backward and made a couple of small steps forward.

I know some people will read this post and be angry but hey, it went to arbitration and it is what it is. Don't blame the FOP. They did not ask for arbitration, the city did. They did not pull the 16 percent off the table before negotiations, the city did. Also, take the time to actually read the arbitrators decision and do not go by what you hear. He makes some reasonable points and also states that this should not be considered precedent setting by the city.

If you want to get mad at someone get mad at Daley and his aldermen. Make sure you vote. Make your voice heard. Finally, make sure you go to a FOP meeting a couple of times a year. SCC is a great source for info but make sure you use more then one source.

And no, I am in no way connected to the FOP besides being a dues paying member.

new york has been trying to catch up with what chicago makes for years.. new york was due to get a big bump. starting pay in new york a few years back was 26000 for the first 18 months. after that your in the high 30s.. in chicago after 18 months you were at 58000... see where im coming from.. and I guess you didnt read the arbitration award about what the arbitrator said about comparing chicago to other big city police departments and raises.. if you would read it, you would understand. but no, people want to spout off first without knowing facts and reasons why the arbitrator ruled the way he did.. I would expect for our next contract to be a bigger percent raise...however, we will get hit with medical costs again. It all fluctuates, after 4 1/2 years a copper in chicago under the new contract will be making almost 75000... in california, where the cost of living is in most cases double or even triple that of chicago coppers with 4 years on are making about 85000... I think thats a pretty good comparison of what we are making.. we make alot of money compared to others... we have gotten spoiled over the past 10 years in what we make.

After the weekend people had the chance to talk to people who are the voice of reason. We ende up OK. THe City got to put their spin on the outcome first and took credit like they got the big win. Who gives a fuck. Yes it would have been nice to get more but we are far bettter off than many.

There is light at the end of the tunnel for you young whipper snappers in that the older guys are likely to take the free medical. Then you guys can snap up all the secondary employment. Be careful of what you wish for because soon you will be the old timers. Never thought I would be in a position to say that.

Keep a positive disposition because this job is not that bad. Don't let the circus control you. That makes you week. Be happy we have this job because things could be much worse. Open your eyes and look at your non police / fire friends and neighbors.

Live within your means, stay out of debit, stash as much as you can into alternate long term savings. When all is said and done you will be able to live aq nice life-style when the time come for you to pull the plug. We all deserve that.

OT: Just spoke to someone who had a doctors appointment today. Shocking news about ObamaCare if true. As of Jan 2010, Medicare started paying doctors $33 an hour. If they saw 1 patient, or 8 in that hour they got a total of $33. Starting in April the govt reduced it to $24.50 an hour. So a heart surgeon who spends 7 hours working on a patient during surgery gets $171.50 from Medicare. The nurses working for the doctors are making more money then the doctors right now! This is Medicare, which we pay into, not Medicaid which is a medical welfare entitlement.

I understand that, but we don't do a normal 9-5 job. One of the reasons we take this job is the job security that went with it. The 10% is a slap in the face is because the aldermen vote theirselfs a 6% raise and vertually every other city union received 4% a year over their contract. We get 1% and 2% per year over our contract. We always get shafted because we can't strike. They let the contract expire for 3 years then cry poor. I'm greatful to have a job, but think we shoud have received what every other union received. Soon the garbage men will make more then us.

There were no fireworks at the FOP mtg today just like it should be. It was a frank discussion about the process with the president answering all questions as it should be. Lets turn our attention to our pension. This contract stuff is behind us. There are some big things on the horizon that are going to have a negative effect on our pension and we MUST have a united front on this issue. This is just as important as the contract.

The calendar of General Meetings for THE WHOLE YEAR is in that little old FOP book that got mailed to you last December. And every December. Great job of reading it. FOP General Meetings have ALWAYS been in the FOP book. Just look.

Great job someone did of educating you and teaching you to read. Maybe you can sue for damages for for the lousy job your schools did.

In addition, there is a poster listing the date of the next FOP General Meeting posted on the FOP bulletin board in each unit. Great job you did in looking at it.

FOP has been selling you out since 1982- the year of the first contract. That contract was not a union contract, it was a management contract. Since 1982 they have said the same thing over and over again- we just have to get a foot in the door.

Donahue stood there and answered every question for an hour and a half. Did not blow off one question but the his comment after all of the other officer reports were done tells us where the big war will fought. Pension reform! That's why Mike Shield will not run president. It is a no win situation for him. I like the kid right were he is at.

There will be a election voter registration drive coming. We have to become our own acorn! We will have to form a coalition with other unions and get rid of shortshanks. P.S. Read the whole decision. Page 53 item # 7 especially. He basically penalizes us for not having to take unpaid furlo days.

P.P.S. I have a kid across the alley from me who works behind a garbage truck. They are taking 24 UNPAID furlo days now. Friday they were told they may go to a 4 day work week with a day off group. That’s a 20% cut in pay if they got that handed to them. I think they will work with us if we get off our butts!

last year of the contract is 1%,and when that year expires it will probably take another 2 years to sighn a new contract. that means three years at 1% raise a year. what a joke not even the cost of living. i waited 2 and a half years for that but the city keeps paying out millions in lawsuits. they should just say they are broke we cant pay you dog,like they told us.

This issue has been discussed at least five meeting over the last two years. The city’s people came to the FOP hall and could not answer 70% of the 40 questions they were asked. The city’s people have never been back.!

To those who want to become fair share members go ahead. With all of the goofs we got only five have put their money where there mouth is. And to the couple of posters who complaint they had to get their own layer because FOP declined to represent them please put your name on your post and what you did that you needed a lawyer that the board refused to provide! Board meeting are also open to the membership.

Saw Mike Seiser at the meeting yesterday. Apparently Mike wants to run it!

Guys, stop bickering and figure out how to win the next one. USE YOUR HEADS. Divert that anger into postive actions toward removing the assholes that created this atmosphere. Every guy that says he's fed up but won't even take the time to vote has NO RIGHT to complain. Call them out first. THEY are the problem.

I understand 10% was not the goal but you don't want to kill the golden goose. Read the comments from the Boston Fire article. You don't want people coming after you guys with torches and pitchforks. You should have readily given up random testing for something good. That should be a no-brainer. A major part of union problems is protecting dog-asses. We have to trim the fat.

Times are changing. unions need to learn how to better get along or many will be a thing of the past.

This is not a joke but can someone tell me what would happen if I pulled out of the FOP? Am I legally bound to pay them? Can I dissolve my agreement with them? I don't think I would ever need them. Haven't needed them much and when I did they weren't any help so i don't see the point. I could use that cash.

Some officers Perception is that we turned down or lost a 16.1% raise and got only 10%.

But the city offer was contingent on our giving up our uniform pay of $1,800, and duty availability of $2,920. Plus an increase in hospitalization. This is about$5,000.

So lets see, the city offer of 16% raises equates to this for a P.O making 75,000, 70K salary and 5K in uniform and duty avail:

1st year lose $5,000, but get 4.1% raise on 70,000, or 2,870, for loss of 2,100 or so.

2nd to 5th year - lose 5K, but get 3% on 70,000 plus previous years raises coumpounded for about 2,100to 2,200 a year.

So each year our net loss would be about $2,800. (about 13,000 total for five years)

So, how is that a bad deal?
The way I perceive it, we are about $7,000 ahead (1,400 a year for 5 years) instead of 13,000 behind, a $20,000 difference.

And we did it during a bad recession.

We won. FUCK DALEY.

As a detective who has handled many police shootings, I cannot believe the morons who posted about the FOP supplying pizza during a police officer involved shooting investigation. Are fucking kidding me??? Is this what it has all come down to? You're upset at the FOP because of the food they supply? I am so glad I am on the down side of my career, it's idiots like you who make me ashamed to be a Chicago Police Officer. More than likely the assholes who complained about pizza being the only faire, are the same do-nothing assholes who had nothing to do with the police shooting but come upstairs to the detective division to get the free fucking pizza.

Ok, please then tell us all, what would you do differently? Exactly, spell it out, how would you do things differently? Because you seem to have some strong opinions, I hope that those opinions are backed up with a creative and strong plan of action.

Tell us how you will lead the union to the fair settlement you feel we should have received. Explain also how you would present the case to an arbitrator and the argument you would use.

Perhaps we all will learn something.

Or maybe you are like so many others, have no real idea how to do it differently, you just like to scream to vote everyone out so the dream team can come in and make it all right.

And that dream team of union leaders will come right on in there and tell mayor daley that he better give us what they want or else, or else, or else.... what? That's the sticking point, or else what exactly.

Tell us how you will lead the union to the promised land of everybody getting everything they want when they want it.

I will wait for a reply.

He's out but not because of you. He is retiring later this year. I don't blame him, I wouldn't want that job, you will be motherfucked your entire term by all the geniuses on this job who know better but need a GPS to find the FOP Hall and complain they weren't properly notified of when the next FOP meeting is.

I've never seen a bunch of whining complaining sons of bitches as on this job. Coppers complain with a loaf of bread under each arm. I am so very glad to be retiring soon myself. Listening to the complaints of my co-workers daily one would think they are in a forced labor camp in Siberia

If anyone thinks they can do better then run for election and show us, do it better. The next FOP election for officers is next spring, March or April.

I cannot believe the guys trying to justify this contract by stating "well the economy is bad, we should be thankful to have a job, others are laying off,,,etc. These have to be union whipping boys to try and lessen the anger with us clear thinking cops. The fact is the city won the chess game and we as patrolmen lost, again. What other city department loses a co-worker, and when I say lose I mean dies in the line of duty, as a direct result of the occupation of the "city job"? I'd like to see those stats. When crisis comes and there is worry that the city may go up in flames, who do they rely on? Does anyone remember the Bulls riots, TABD, and the numerous other situations that we have kept peaceful thereby leaving the city out of national headlines? WE have done that. You guys that justify this contract have forgotten the sacrifices that we all make when working the streets as compared to other city workers. How many injuries and fucked up crime scenes have you endured? How many streets and Sans guys who get paid what we do, have to make the conscious decision to whether or not to kill someone on a regular basis and then endure the lawsuits that follow?
When are you panderers to the city going to wake up? Yes there are some small towns that over budgeted that are laying off new recruits and that is about it. Please do not use the economy as an excuse for the city to give us a shit contract for the city won this chess game for our FOP drop that one. They have the money and my angle is that we need to start getting a little more respect for what we do. Letting the city know that we demand more respect is up to you all. I really doubt that we can stick together though, unfortunately. Garrido was running for cook county brd Prz and what was the turn out for coppers? Unbelievable, you all sat home when we had a chance to show our power. Typical coppers, if it doesn't effect me directly then i do not care. My point is that we are the perfect police force for a liberal county that wants to serve those who do not pay taxes because we do not speak up and stick together. So be be it. I really feel sorry for you people whom think this city is great and this is how govt is supposed to work. I am so outta here when I get my 20. For those whom love Obama and the corrupt system he was born from-----holy shit stupid!
