Bug Lights

More brilliance from the mind of J-Fled:
  • New rule from J-FLED. Starting today, vehicle emergency lights must be on during every call and stop. He wants to create the illusion we are everywhere, even though we are shorthanded. This idiot is without a lick of street sense. He is creating targets, not solving problems.
We see three reasons for this:
  • The illusion we're everywhere: the notice posted in the CO Book even says "perception." This is ridiculous. It's becoming rapidly apparent that the "perception" has no basis in reality and our ability to affect crime and disorder is an illusion.

  • The cameras: evidently, beat cars aren't generating enough digital recordings of events. The camera goes on when the lights go on. When you arrive and shut off the lights, the event is bookmarked and when uploaded, clears out the cache of anything afterward. By leaving the lights on, the camera keeps running.

  • J-Fled is supposedly working the streets again: by having the lights on, he can see where the nearest squad car is in case he needs to run away and hide from someone shooting.
In any event, there are dozens of reasons this is a dumb idea, first being that the blue lights act like bug lights - they attract every pest within walking distance of knowing exactly where the police are. We were trained long ago that the lights go off unless needed for traffic safety, otherwise too many idiots wander up to see what's going on and officer safety comes into play.

It's a poorly worded directive, but typical of downtown, house-mouse thinking.

Emergency equipment causes drivers to panic thus causing traffic accidents.

I'm going to tell the citizens to sue the city if they get into or cause an accident trying to get out of my way if it's not an EMERGENCY but my EMERGENCY lights are activated.

This IS the winner of the "Most Outrageously Stupid" idea to come out of 35th street in a long time.

I for am not turning on the lights under these circumstances. I have had far too many experiences of them attracting more problems. These goofy subjects' families just gravitate to the blue lights looking for a fight to pick. In the dark, everyone looks out windows to see what's happening. So now instead of dealing with one or two crazy subjects, the buildings empty out.

Right! Turn the blue lights on for every stop and call.

I really want to meet the fuckhead who came up with this idea. I bet that idiot has no more than 3 or 4 years in a beat car his/her career.

I said this in response to the orginal poster, but it bears repeating.

If you must have your lights on, be extremely careful. You will attract every drunk and every ADD driver out there. The lights mesmerize them and they drift right toward you.

My dad's friend lost both legs above the knees because he got caught between a parked car's trunk and a moving car's front bumper.

Don't stand behind your squad. Don't stand between your squad and the offending vehicle. Don't stand in traffic.

Once again, they would rather endanger us than hire enough police.

I will not turn my lights on when im on a street stop. that is stupid and dangerous. every idiot in the ghetto sees lights and wants to come up to the car and when its thier play cousin all hell breaks loose and the car gets surrounded and people are gonna get hurt. If you think its over the top its happened to me.. about 4 or 5 years ago at homan and polk... we had hit our lights to get around a few cars to grab three guys standing infront of the spot. well, we forgot to shut the lights off while going through them and it was like a waterfall... two people came out on the porch, then another house, then down to the sidewalk, then the cell phones came out then more and more and more and in typical fashion 10-1 gets called because bricks and bottles started flying resulted with our windshield getting bricked. Never ever again will I forget to shut my lights off on a street stop.. supt weis, if I have to get gigged for it by an inspector I will fight it to the end.. and if I have to take time then I will because im not goin through that crap again.. DO NOT MAKE THIS A DIRECTIVE!!! who is coming up with this stuff??? is it that policy group of yours?? why dont you get some street savy cops on this group who know what to do on the street!! to the younger coppers out there...dont follow this order!!! your safety is much more important.

I was at a retirement party last night as were some members of the sergeants association. Needless to say, they had a smurk on their faces. That being said, they were not surprised by the arbitrators ruling, but stated it was a win for the sergeants association. It's a win because they feel the sergeants association and the city will NOT go to arbitration. They feel the sergeants will receive the 16% originally offered by the city. Also they have been looking for that D2A seperation and this arbitrators ruling virtually guarantees that if they get the 16%. The city wants to divide and conquer and so be it, thats what will happen. Not saying it's a good thing, but the sergeants will come out on top in this situation.
Remember the sergeants were the only people who DID NOT endorse that march around city hall.

First, a hell of a lot of sergeants marched that day and most of us were very unhappy that our union did not publicly back the march. We weren't consulted; they just gave a statement that they weren't in it.

Second, we are the one 'white-shirt' union that refused to accept what Daley was serving up, and we voted it down in a HUGE way.

I don't know which planet you live on, but it must be a very paranoid one, that you think all the 'sergeant-types' were smirking at you at last night's event, or that you think we expect to 'come out on top' in OUR contract.

We expect to get nothing more than what you got. If we're getting, or even asking for, more, no one's sharing that info with the union membership.

I'd be glad to get something YOU, the LTS and the CAPTAINS did get. We don't have the 55 and out medical. So just please take your hostility and paranoia somewhere else.

Not a new idea. Way back it was the rule to keep the mars lights on on holidays. Net effect? All the lights burned out!
Moron bosses then and moron bosses now!


Then later after that rule died of it's own stupidity a new rule calling for the mars lights to be on during all traffic stops. Snipers ended that rule.

If J-Fled wants to increase the "perception" of police on the street why doesn't he drive a MARKED car? Scared J-Fled?
Imagine Masters or Mrs. Brust in MARked cars. Wimpering and wetting their pants.

Lately, the bad guys have been so bold as to fire at the police responding to calls that the bad guys have made. Leaving the lights on just makes the police a better target. In some Central and South American countries controlled by dictators, I have observed police in pick up trucks driving routine patrols with their lights on day and night. Where was it J-Fled just went on vacation?

Any street cop worth his salt who has ever worked in a ghetto neighborhood knows that you don't turn on the lights because it is, indeed, an attraction for the hood rats who don't work and have nothing better to do that participate in street drama when the Po-Po arrives to quell their savagery.

Yet another example of J-Fled and his merry band of inexperienced nerds coming up with moronic theories on how to run a big city police department.

Lessons were learned over the years that were passed down from seasoned cops to new cops. These feds are learning them as they go because they are too arrogant to ask the lowly beat cop what the deal is.

Instead, they rely on their total lack of experience and a few political suck asses who couldn't find a crime in Cabrini to come up with these asinine theories that any rookie with six months of street time in the jets could have told them was worthless.

You cannot activate the mic's for street stops, curfews, truants and they turn on when the camera is activated. Traffic Stops ONLY!
We don't want to be sued for violating someone's civil rights!
It becomes a safety issue when you have to fidget with the mic to turn it off when you might possibly be driving into a bunch of shit. You can see that our safety is not a top priority to the department.

If, and I use the word IF, if you do a street stop on dude on the block, leave the lights off.

When the good SGT or the Inspector comes by you tell them that it happened too quickly, and that you had to jump out, right away, to take police action. (Again, IF you are going to be doing that sort of thing)

As far as leaving the lights on at calls, just say that your battery died from doing this before. Does not matter if you have a pool car with 100,000 miles on it or a new Tahoe, nobody will question you about something like this. Have you seen the people that work on the cars? Enough said right there.

Bottom line, just do not comply. Use the lights only when YOU feel like YOU need to use them - JFled, Policy Group, and anyone that believes in this new crime fighting strategy (ie:suck holes) be dammed.

I recall, more than a few years ago. Thank God, it was on a Sunday! During a blinding blizzard, there was an all call ordering all vehicles on the street to immediately and until further notice, activate their emergency equiptment for greater visibility! An hour or so later, that was rescinded and all units were reminded to use extreme caution in their travels due to the weather conditions. Seems that the good citizens who had to be on the street in that weather were actually crashing when they tried to get out of the way. It too was a great plan.

Lights on for all calls? I have never heard of anything so stupid. It seems that everyday some new "stupidity" arises from either 35th street or City Hall.
I am so disgusted with the way this department has turned out. When I was a recruit I thought that when I had 25 years seniority the dept would be so advanced and state-of-the-art that it would be hard to leave this job. I thought the city would continue to take care of those that protect it.

All the same arguments, we are alerting those taking part in a crime in progress to our arrival, whther it be a burglar or a domestic offender. Or how about providing extra light for a potential sniper to take his shot? Didn't this just happen a few days ago in 004 or 003? Fuck J-Fled, ignore the order. If an inspector writes you up defend yourself on paper.

It reminds me of the time that Townsend ordered all marked cars to turn on the blue lights during a blizzard. All the cars pulled from the main tire ruts on the streets to the unplowed area on the side of the road and got stuck.

How many times have we seen where someone usually a drunk hits a squad car that has stopped on the highway handling a traffic accident.

When I was on the job I usually suggested to the officers that when they have things under control and it is nothing more than a property damage collision to have the participants move their vehicles off of the highway on to a nearby exit to complete the report, etc, and then the officers should turn off their overheads.

But anyway, J-fled has never been a cop.

I don't ever recall Ephraim zimbalist parking his FBI car in front of a domestic call location only to discover that half the neighborhood is outside gawking or interferring with things like happens when coppers leave their overheads on.

Here's an idea? Turn on the lights like dumb-shit wants. I mean all the way! Siren blasting all watches, but obey all traffic control devices. Wake up the whole fucking city! Maybe the sirens will drown out the audio recording?
Let the accidents occur, and they will! Then all cars will be down on traffic accidents The whining citizens will be furious! Gridlocked traffic, late CTA busses. I will make sure I block a lane of traffic during my "stops, Service calls, etc".
Then I'll go in an hour early to upload my video, because I surely don't want to get in trouble for not uploading video.
In two days of this nonsense all hard drives will be filled to capacity and no longer able to store video! Then we'll get that call from the desk Sgt. "have 24 come in to see the camera man" yet another downed car right?

Just like every News Years Eve when we had intelligent bosses. The first word out of their mouths on first watch would be keep your mars lights off, they were a perfect target for every drunken idiot to shoot at. But like I said that's when we had bosses who were intelligent and knew the streets. From the top down. Now the bosses are just worried about keeping their exempt ranks and spots. Many know this is a half assed idea, but they aren't going against J-Fled. They'd rather see coppers get hurt then speak up or warn you about this crazy order. This department doesn't have your back. Smoke and mirrors to the max. Shortshanks, J-Fled, the exempts and the watch commanders can give a shit less about you. They just care about themselves. Are there any bosses left with any balls enough to speak up or worry about the safety of the troops. Fuck this city. Worry about yourself, your family and each other. Nobody else will. The bosses worry about themselves and nobody else. The blue shirts have to come together for once, unite and stay united. The time for worrying about not getting a certain spot are over. Time for all to just watch each others backs, Do paper and handle the jobs, nothing else. When they see the revenue drop thru the toilet maybe they will finally do something, instead of fucking us over every chance they get. FLOP ain't going to help. This is up to us. If everyone comes together for 2-3 periods, it will definately get their attention. For those who don't want to lose their watch, car or assignment, if everyone does the same, things will change. Activate your Blue Lights...
...when you slowly drive past OUR Police Memorial between 2359 hrs., 30 April and 2359 hrs. 1 May, when our Honor Guard will do a 24 vigil in front of our memorial east of Soldier Field.
They will march in military fashion on behalf of ALL our members who made that "Ultimate Sacrifice" over the years.
(My opinion) Every district/unit should officially send 'at least one car' per shift to represent them in this "Silent Salute" to honor our fallen.
Unofficially, I would hope that this drive-by "Thin Blue Line" remains steady and serves as a reminder to all of us of our duty to look out for our own.
Any bosses out there willing to make a call on this to salute Chicago's Finest and honor out fallen?

I have this to say in regards to the unfair "Residency Requirement":

Chicago needs to wake up and realize the police dept is vanishing. Over the next five (most certainly ten) years almost everyone over the rank of Lt will retire. The city can not hire or retain the number of officers they need now much less over the next few years at the rate they are going.
When you offer a person a job where you work Christmas, Thanksgiving, 4th of July, nights, weekends, spend your off days in court, put up with an unbelievable amount of crap, don't get raises (or shitty raises per our recent contract), are stuck as a patrolman most of your career or your entire career, and are told where you can live guess what? No one takes the job and the few that do catch on quick that every city is hurting for police and they can take their experience elsewhere.
I really think the dept has reached the tipping point where it will be impossible to hire and retain enough officers over the next five years to even maintain the staffing numbers that exist now, much less end up with more officers.
Complaining is a big part of police work I guess, but what I am talking about is just math. Experienced patrolman are resigning every week after realizing they will never be promoted even once in their lives and/or being desparate to get out of the city. They really don't have a choice. They can't keep working here.
The promotion process is a crying shame. It really doesn't exist. Since the testing companies the city use now won't "play ball" with them about who scored the highest on the promotional exam, promotions have just stopped. If the city can't just promote who they want to, test scores be damned, they have made up their mind to promote no one.
The people that are being hired for the most part should not be. In years past every year one policeman got a DUI and one police got arrested for DV. Now we have Federal indictments several times a year. It is unbelievable.
The dept is in very sad shape overall and unless there are promotions and decent raises experienced guys will keep resigning. The residency requirement is a throat cutter as far as hiring. People will not accept the city's terms for employment period.
The city refuses to face the facts and thinks they can force people to take the job I guess. Maybe they will institute a draft. If you live in Chicago and are between 21 and 25 you could be compelled to serve.
Somebody needs to count how many police there are now, figure how many people will DROP over the next few years, subtract average attrition, and see how many people need to be hired to keep up. I don't think it can be done under current policies.

Very quickly this will dilute the public's perception that we are actually on an emergency call. In theory, with the backlog becoming a constant, all cars should have their lights activated all the time. Eventually, no one will even react to them; as if they do now! I used to drive in 011 at night just with headlights on, and I'd drive like an asshole, to a hot call. People would get out of the way, self preservation is very strong amoungst a sea of bad drivers. You turn on those blue lights and people drove like no one noticed them. Here's an experiment, in the hours of daylight turn on your MARS light and see how many pull over as you casually drive around, or tell you that you left them on. I bet you could drive around for quite awhile before you'd notice any drivers reacting to the blue. Downtown is just grasping at straws. So, Supe., look in Phil Cline's playbook under "Gangs, Guns, and Drugs" it's time to do massive presence and shut down the dope spots. Then they'll get the message and will police themselves to stop shooting. Remember, it's all about the MONEY!

They train us that we are and "authorized emergency vehicle" only when responding to a job where a real emergency exists. This means when there is an urgency to get there to protect life or property. This new order will only get people hurt, and probably jammed up if they get into a crash with the lights on. The crash review board gets to determine if you were right or wrong in ALL cases where any emergency equipment is activated. This includes lights only. They will be given the tapes of the job you were dispatched to. That's the rules they have made. Be warned.

reality - we work 10-99 on 1st and 3rd watch and jled has pencil pushers making police officer pay working at headquarters , review , caps office , watching the front gate at homan square and police headquarters . If private security
can protect OEMC , why not other facilities including city hall.

Off topic but if FIVE FRANK is reading this I have a Question about your retro calculator.. Do you factor the check from our last pay rate or what it was in 2007... example. If at the end of the contract I was only at my first pay rate of 55900 then began all of my step raises after the contract expired are all of those changes in pay rates throughout that time adjusted with your calculator to come up with this number.. because since the last contract 30 jun 2007 I recieved a step raise at 15 august 2007, 15 august 2008, 15 august 2009.. does your calculator factor in all of the different pay raises I was at or does it just go off of my latest monthly rate?? all of this is very confusing.

I am now retired after 35 years. Many years ago some boss had the same idea. However, we had some decent commanders back then who had been on the street at one time. The order only lasted a short while, DUE TO PROVEN CONCERNS ONVER OFFICER SAFETY!
It seems that the team thats running the department now has to imput form the officers they are suppost to protect, and hhave no idea what really goes on during the long, hot summer here.
I am glad I'm retired because these stupid, uncarring bosses will get someone killed. I think the Union should then hold them personally responsible in a lawsuit.

The R-MAN is going to be very very busy in the next few day.

And it seems they take the cars in the order they were called in, not in order if that car is working or not, or if that car is down in the ghetto.

Officers may have to be rescued and cars may have to be abandoned if they can't be driven out of violent hostle areas. Save the officers, screw the cars.

I fear it may come to this and I do not want to see this, I do not want anyone hurt but, pictures of burned out CPD squad cars on the street on the front page may do us some good.

Then all Lt's with over 20 years should request to be demoted and retire to get a bigger pension because a Sgt. will make more than a Lt.

I won't pretend to know if the emergency lights is a good thing or not. It sounds like maybe it should be discretionary.

As just a regular citizen, I am in favor of police being as visible as possible. I'd put every cop from the superintendent on down in uniform and get the bureaucrats out of their cushy offices and out on the street where they might have some chance of doing some good.

If the reason for the directive is to have the cameras come on during the stops, there are good reasons to have the cameras on during such events, even if the blue lights are not. Can't the cameras be turned on by hand as well?

I remember instructing in vain during my KMA years passing on all of the "important" things I'd learned over a long and active career to young recruits.

I wanted to pass down some of the street things learned over time that PO's might benefit from on their patrols. This was during a brief stint at the training division.

I recall telling the young wide eyed,and anxious to get out and do it PO's...When you respond to in progress calls ie. burglary in progress, man with a gun, robbery in progress, do NOT use lights and siren if you can safely avoid it.

Don't announce your arrival. You'll have a better chance to catch someone.

Use them on 10-1's, rape in progress, shots fired at police, and gang fights in progress...

I guess I was wrong once again.
Now that I'm retired I get bitch slapped every day by some of the idiotic things, in the press, out of the mouth of the weisel.

He really can do it all.

I still hope that, out there, there is one PO who remembers the reasons I gave for NOT using the lights and siren.

This statement is a blatant lie. I hear Supt. Weis state at the town hall meeting held at Lane Tech that HE, jody weis, referred the case to Chicago FBI SAIC Grant for investigation BEFORE he even assumed his position of Supt of Police.

Now these two know each other, they were co-workers. Weis held that job previously. If the incoming Supt of Police of Chicago, your old pal, asks you to "take a look" at a case in the public eye, what would that mean?

It would mean exactly what happened was orchestrated to happen by weis with SAIC Grant's help.

For weis to now say he didn't do it is an outright lie, I heard weis say the opposite at Lane Tech. From his lips to my ears.

Here's an experiment, in the hours of daylight turn on your MARS light and see how many pull over as you casually drive around, or tell you that you left them on. I bet you could drive around for quite awhile before you'd notice any drivers reacting to the blue.

--Um I did this recently - stupid me forgot to turn the lights off after the stop. Nobody was pulling over as I drove around with the lights on for a few blocks before I realized I had them on. So You Are Right!

I won't pretend to know if the emergency lights is a good thing or not. It sounds like maybe it should be discretionary.

As just a regular citizen, I am in favor of police being as visible as possible. I'd put every cop from the superintendent on down in uniform and get the bureaucrats out of their cushy offices and out on the street where they might have some chance of doing some good.

If the reason for the directive is to have the cameras come on during the stops, there are good reasons to have the cameras on during such events, even if the blue lights are not. Can't the cameras be turned on by hand as well?

DC Civilian says,
The idea in DC is that MPD has them on while they are cruising city streets. That way people can find them if they need them. But I don't believe at the stops they leave them on. They can if they want, I guess, but I mostly see them off when they are stopped.

It is an anti-terrorism move recommended by consultants from Israel, they do it there b/c of terrorism etc. The consultants came post 9-11. None of the other DC agencies do it.

Prior to O.W. lights were required to be on on certain holidays to slow traffic and show Police presence. When OW took over, one of the reasons for the change to blue lights was because the public was used to seeing the red lights on all the time and wouldn't yield. So after J-fud what color is next?

Maybe you should re-read that section of the decision.

The FOP wanted all 25 districts to be training districts, the city wants only 6. The arbitrator wondered if he even had juristiction on this issue. He held for the city as the FOP did not have sufficiently strong reason for its position. Same as the 3/4hr / day. Nor was it able to get the D2A pay grade for them.

As for what the district status is for the FTO's, good question. The FOP won a grievance about their forced reassignment, but the city won on their future assignment.

Does this offset the grievance victory? More money to the lawyers....

In any case, there is little need for FTO's as the city is hiring in such small numbers. And the program is in serious trouble. They have been jagged around several times on the program that that it will want be difficult to fill it.

I have surely been reading General Orders (blue), Special Orders(yellow), and Department Notices(gray) more years than you have and that jump starting a car is not forbidden. The idea of that piece is to get the vehicle and the OFFICERS out of harms way ASAP and to a safe area like the station and wait for the R-MAN there. Towing a vehicle with a department vehicle is not permitted by an order, (I would quote it but I am at home and I don't keep the big books like I use to) but even that has been done in an real(let's the F--- otta here) emergency.

Stay safe, if I had a dollar for every squad car and every copper's car I jump started over the years....

I am not a cop. I have a few friends who are, and I frequent this blog. I listen to my home district on my scanner, my friends while they're at work, and occasionally the the Moto II trunked systems when in range.

It literally seems to me as though everything your administration does is in the interest of getting you killed. It doesn't even seem subtle. Things are making less and less sense each day, and I'm sure I don't even know the half of it.

Across the board, the only true requirement for a policing strategy or law enforcement technique is being within the law.

That said, those strategies and techniques must be customized for the circumstances at hand and the locality and the location where they are being employed. Doing so is paramount for officer safety.

Something that is wise and works well in one locality does not necessarily work in another or all locations.

While the strategy and/or technique of employing emergency equipment at all times might be seen as a positive move by Israeli terrorism experts, who come from a place where they have overwhelming support from the community for their police, and a place where the threat or opponent comes not from within the community, I will state the case as simply and succinctly as possible.

Israel ain't 007-Englewood. It's like soccer v. baseball. They are different games, with different fields of play, with different lawful rules, and with different assignments for the participants, with each game having different offensive-defensive circumstances that require different techniques and strategies, in order to ultimately win the contest by defeating the opponent. Enough said.

Yes Virginia, there actually were callbox keys issued way back in the '80s. There were some callboxes still being used to open doors from outside etc.... The keys also fit some traffic light control boxes too. That came in handy when they were screwed up, you didn't have to do traffic control. By the way, why does everyone assume that if someone has the age, (55 or more), that they have to go? A whole bunch of damn good Police are the right age but weren't hired out of their mom's lap at an early age and haven't maxed out their salary or just can't afford to leave yet. Guess you all know better? Thats why you were thinking!

I am the mother of a young police officer. please tell me that my son's life will not be more in danger than it already is on this job. please allow the police officers on the street the discretion to make the call on how to use their lights or not.
