How many retired yesterday? 120? And how many left in the previous three-and-a-half months? Another 50? 80?

Leaving aside the arguments of "you have to count detectives, D-2 spots, white shirts, brass, etc.," and assuming the numbers on the medical roll or light duty are close to true, we're easily under 8,000 blue shirts, a far cry from the 11,500 assumed for full staffing.

The thin blue line is fraying. Rapidly. Our comments are alive with tales of the entire 003 District running one-man units on midnights and 011 downing six of fifteen beat cars each night. We are at the crisis point and the bosses at these CAR meetings saying they don't want to hear about "shortages" is like petulant first graders sticking their fingers in their ears and yelling, "La la la I can't hear you!"

Notice how the Union lied to the Detectives? We were told we could bid on vacancies quarterly just like the Segeants. It was agreed upon by the union and the city. No mention of any such agreement at all in the contract.

I know this is only a small amount but can someone tell me why i'm getting $1.25 taken out of every check for "police insurance?"
What is police insurance? It's right above the union dues line so i'm assuming it's something to do with the union.
Have no gripe if it's going toward something worth while. Just would like to know.

If the media were smart enough they would ask, "what are the actual numbers of P.O.'s working the beat and responding to the calls and how many are you short?" I agree. But like a wise, old copper once said, " you can't even get 2 cops to agree on where to eat", no one will do this for fear of retribution from the bosses.

Any action from the members of Patrol has to be done as a whole. If you have one officer refusing to work his car 99 on 1st watch but then have some 5 year wonder volunteer to fill in, hoping to impress the bosses so he can get a tact spot, then we will fail.

EXACTLY the right response. The powers that be want it both ways. They want you to respond to each call fast so they don't have to hear complaints about slow police service AND they will rake you over the coals if you get involved in an accident while responding to your call.

Let's face it, when the only accountability of a boss is not to piss off those ABOVE him, they will do everything to make sure that doesn't happen, even if the P.O. was correct in their actions. If the boss feels threatened, you are toast.

You can try FIVEFRANK.COM. They have a reto calculator. But to get as exact a figure as you can, you need to know how many hours you worked special from July 07 to now. Also include any out of grade pay you worked (acting Desk Sgt, acting FTO).

I know, it does not make us look good, but why the fuck should you care about how we are perceived? Both of know that we are inaccurately perceived by many politicians, reverends and citizens. So, what more is there to lose?

I say come up with a plan of action that really kicks City Hall in the balls.

You want to try to get some of our confidence back, then call the troops to take some action and support them.

There are a few things you can do that would not be an "illegal job action", if you formulate the right words to it.

If not, don't be surprised if the whole current FOP slate will be doing something else next year, other than working for the union.

I have 8 years on and have made the annual salary of $68,262 since June of 2007. I calculated my retro to $9711 as of June 2010, assuming thats when they will approve the contract. 5-Franks calculations are correct as far as I can tell.

You have to compound the percentage raise for each year plus the previous year.

So for 1/2 of 2007 I should have made $34,472. I actually made $34,131 so the difference is $341

So for 2008 I should have made $71,013. I actually made 68262 so the difference is $2751.

For 2009 I should have made $72,433. I actually made $68,262 so the difference is $4171.

For 1/2 2010 I should have made $36,579. I actually made $34,131. The difference is $2448.

Add the differences up: 341+2751+4171+2448 = $9,711.

I believe this to be correct without any special or overtime just straight annual salary. If you see any glaring mistakes let me know.

In the 70's it was the public outcry as well as the physical presence of the wives,children, and mothers of police officers, addressing the mayor at city hall, who won the letter of agreement stating that no officers would be assigned to work alone during hours of darkness.

It was never contracted but was agreed upon.

Today's mothers, wives, and children are lacking in support of their significant others (not to omit: husbands or male partners where the case pertains)

Policing affects the entire family as well as friends and neighbors.

Unfortunately few persons seem to care anymore, we really do live in a society that is "bubble wrapped".

Sadly the police officers themselves do damage to their own ranks by allowing the 99 units to
expand on the sheets.

I know the argument about , "I'd rather work alone rather than with such a ####", but two are better than one in most instances.
Not all.

Slain police officers, shot at units, and aggravated battery victim P.Os have not caused any out cry to date.

What is it going to take?

This is a Fraternal Organization issue that MUST be addressed and activated now. Not tomorrow.

Police officers and their extended family as well as friends must demand safety.

The ASA office is also to be targeted and the strict enforcement of law must be approved as well as tried against all crimes where the victim is a police officer.

Return the zero tolerance UUW law before summer begins.

Do something.
Carping about a raise you did not get is a waste of energy.

I bet out of the 9764 D-1 officers Daley said we have, only 35% are assigned to beat cars. The others are working inside at 35th, inside at districts, on Tact, Gangs, TRU, MSF, etc. These officers don't handle radio jobs. So yes patrol is very, very short

I assume that the families of our brothers that were killed in the line of duty receive a retro check for the amount of time they worked under the current contract agreement. If so, Daley should have to hand deliver it to the Francis family and shamefully ask forgiveness for not hiring anyone in the past three years so Francis had to work 10-99 that night. J-Fled should have to hand deliver one to the Airhart family for allowing the fbi to let him lay there alone and bleeding for hours while trying to figure out how to cover up their ineptitude. Beale can deliver the checks to the families of our two brothers that we had to bury at St Bedes as maybe a learning experience of respect inbetween his efforts to strip our police dept down now that he is the head of the commission.

9764 police officers...plus approximately 1271 sergeants...plus 175 leiutenants...plus 75 captains (please bear in mind that these are approximate numbers and I know that all have less numbers in the ranks); that equals 11285. I didn't know we had 2,215 exempt spots...

This is true. The WC requested all tact cars assist the 99 units on jobs. However publishing the sheets will do nothing. The brass and immediate bosses don't care and the media doesn't care. Remember the brass could care less about the manpower shortage or our shit contract. They make a lot more than us and many also have company vehicles. It's all about them and how they look and getting us to work in an unsafe enviornment bringing in the numbers.

Three days on medical starting on 1st watch Thursday and flooding the medical section on Saturday and Sunday with rtd or extensions. We can’t strike but no boss can tell you, you don’t have diarrhea or stomach cramps and can’t come into work. Then we all go back to work and enforce every law on the books for two weeks giving the city a taste of what a happy motivated worker can do. Then back to doing nothing until we get the respect and pay and benefits we deserve. We can also hit the medical during the Bud Billiken/Air show weekend; they’ll have to call out the National Guard. It’s going to be such a long and hard 26 month road ahead for this city that our next contract will be settled in record time.

I would also like to add that we as policeofficers don't use the contract.We prefer to work 99 so we don't get stuck working with an idiot.We do have rights u can refuse to work 99 u can request for a backup to every job u can do car that are not safe we can make saftey complaints God knows thier are alot these are a few of things we fought for in past contracts that aren't used. We can as awhole stop generating revenue for the city, but we don't work together me syndrome takes over

just saw the news. Weis is suiting up and hitting the streets?? I have been on a few different crime scenes and responded to numerous calls of shots fired, and I still havent seen him. Has anyone? How does he define "suitting up?" a new diaper? he is nothing more than a bullshitting pussy. I got tired of people defending Weis for his "gotta run". first of all...he never called in the shots fired he heard. there was not 3 cars already on the scene, Weis would of been the first car on the scene, if he went, able to render first aide and possibly apprehend the offender. Why did he "have to run"...The only "grandstanding" done that day was Weis pimping the media to do his little bit on the corner, attempting to show that he actually does something for his inflated salery. But no, it backfired. He is a pussy, who knows nothing about policing or the streets.
Do everyone a favor and step down!!!

I really do wish I had never accepted this job. It was one of the worst decisions I have made in my life.

Reading about aldermen excited about our meager pay raise was like a hard slap in the face. Policemen and women are not valued in this city, and the public's hatred for us is constantly fueled by politicians and the media.

My advice to all of my fellow officers is this. Get out. Get out of this city as quickly as you can. Find employment elsewhere. Start today.

There are places in this country where citizens greatly value their police officers. Where the vast majority of news coverage of the local department is positive. Where the public demands more equipment, resources, and pay for their officers.

Start doing your research today. Improve your quality of life. Get out.

I was at a retirement party last night as were some members of the sergeants association. Needless to say, they had a smurk on their faces. That being said, they were not surprised by the arbitrators ruling, but stated it was a win for the sergeants association. It's a win because they feel the sergeants association and the city will NOT go to arbitration. They feel the sergeants will receive the 16% originally offered by the city. Also they have been looking for that D2A seperation and this arbitrators ruling virtually guarantees that if they get the 16%. The city wants to divide and conquer and so be it, thats what will happen. Not saying it's a good thing, but the sergeants will come out on top in this situation.
Remember the sergeants were the only people who DID NOT endorse that march around city hall.

The shooter called in a man with a gun, waited for the P.O.s to show up and when they did a street stop, came out of a gangway and shot at the police and the crowd. The civilian standing next to the cop was shot in the neck.

so if my math is correct 5,254 officers on this job (D1) have more than five but less than 15 years on the job. thats the bulk of this department.... watch out all you old timers..the new hair gel police have taken over....however if you came on the job between '96 -'04 good luck EVER getting promoted, suckers!!!!

And then to compound his deceptive trick, Benn says you guys are gettin' (he just about called them "bonuses") with the increase in duty availability and uniform allowances: Juggling the apples with the oranges and the lemons!! Ignoring the fact that the percent increase in annual wages is what really counts!

And what's with the crap about public safety officers can't be required to take days off without pay because their job is of an emergency nature? He knows damn well your work days and days off are guaranteed by contract. That's why Daley couldn't tell the blue shirts "You're taking 24 unpaid furlough days this year" like he did with the exempt rank!!

Here is a short video of the problems with the Atlanta Police Department. Yes, the video is aboue 3 years old (from 2007), but when I watched it the other night on YouTube I INSTANTLY thought of Chicago. The video focuses on APD being UNDERSTAFFED in the Patrol AND DETECTIVE units and the horrible Attrition Rate of APD. It would be GREAT if someone with great production/computer skills could produce a video like this for the Chicago Police Department. The video shows problems with the APD that is EERILY SIMILAR to CPD. It's a great video and it would be EXCELLENT for the City of Chicago residents to see if one was made for Chicago Police Department. The attrition rate within the Chicago Police Department is even WORSE with the number of retirees and due to the city not having a test since 2006. I would REALLY LOVE for a video like this to be produced for the Chicago Police Deparment and spread to the masses...Again, if you find this interesting, PLEASE POST THIS ENTRY AND VIDEO ON THE MAIN PAGE...

Take a look at page 105 of the contractual changes that were agreed to by the FOP. Specifically:

Section 16.2 Special Employment
Section A(1)-f: Reasons an officers is NOT eligible to work special employment...

f. The officer has been disqualified from participating in the program BASED IN HIS OR HER PERFORMANCE WHILE WORKING A SPECIAL EMPLOYMENT OR DEPARTMENT-PROCURED OUTSIDE EMPLOYMENT ASSIGNMENT.


You do of course understand what that means, right?

The FOP, without public discussion or notification of it's membership, SIGNED AWAY SENIORITY RIGHTS TO WORK SPECIAL EMPLOYMENT and gave total control over who get's to work it to the department.

As of July 1st, the department will have sole discretion as to who they choose to assign to work special employment by dictating how much "output" or "performance" one will have to achieve in order to NOT be disqualified.

So, what will now happen is all those 30 yr vets working special employment will now quickly become "disqualified" from working it any longer because they aren't out locking people up for walking down the street, or writing tickets to put revenue back into the Daley's pocket.

Can you think of a better way to rid yourself of employees making top dollar around these parts OTHER than to take away the right to work special employment?

The FOP just BUTTFUCKED EVERY SENIOR OFFICER ON THIS JOB while simultaneously signing off of the illegal practice of QUOTAS to perform lest ye shall be denied a financial opportunity.

God I wish I worked special JUST so I could be the first one "disqualified" due to failure to fulfill an illegal quota.

Now THAT would be a great retirement gift!

The detectives weren't the only ones screwed over by the contract...told one thing and find out the union didn't even TRY to get what they said they were trying to get them.

FTO's got screwed too. They kept telling us..."we are trying to get you D2A pay...we should be able to get it!" Turns out the union didn't even bring that issue up during negotiations. Not that I think D2A pay will bring in better FTO's...but just another example of how the FOP has decided to lie to us.

How the HELL does the FOP expect to get anything decent for us all if they don't even ask for what we really want?????

Time for new blood at FOP.

After leaving Fillmo' where I worked with one hell of a cop named Kenny Kaner, I was promoted to detective and before Homicide, I was initially assigned to the old Area 3 (Brighton Park, 3900 S. California Ave.) I spent most of my time in da 'Wood (007) and bumped into Kenny who had transferred in from 011.

In the early morning hours of Friday, June 19, 1970, Kenny was 10-99 and writing up a missing teen report in his squad parked at 74th and Union. In an ambush, he had his head blown clean off with a 12 gauge shotgun blast. Moments later, just before the "police officer shot" call aired, Carl Malik and Ed Brown, 007 Tac stopped five mutts at 71st and Union. In a incrediblely great pinch, they locked up all and recovered the shotgun and Kenny's revolver. The shooter will remain in prison until they carry him out in a pine coffin.

What's my point? The next night I PROUDLY witnessed a display of unity at 007 roll call which I will never forget. Despite the direct orders of the commander and the street deputy, all men refused to work 10-99. It worked. Within 24 hours, an order was issued that all beat cars city-wide must be manned by TWO officers during the hours of darkness. I was soooooooo fuckin' proud of those Englewood Rangers. The ringleader was Sgt. John (Italian name). Kenny's son Kurt remains on the job today.

That was then. This is now. Today, three coppers can't even agree on where to go to lunch. I pray that all you guys get your shit together.

Aguilar posted an apology for the percentage format.

FOP was figuring their percentages based on your original (current) salary, without factoring in the fact that your 'base' salary goes up every year of the contract and the percentage is NOT based on your pre-contract salary.

Five-frank has it right.

And, remember, it won't be right, no matter what, if you have a step-raise in there. Neither of the website calculators can know if you had a step increase, so you'll have to estimate.

CPD History: the CPD Wives Association marched on city hall several times in 1969 for 2-man cars in all Districts. The wives and kids carried signs such as "Mayor Daley, protect my Daddy while he protects you." This was in response to the Black Panthers’ “kill a pig a month” police murders in Chicago.
After a PO was assassinated, in uniform, in his one man car, while writing a report on the south side, the mayor, Rich J, caved in. The city wrote a letter to the Wives Association saying all units would be 2 man from dusk till dawn. The primary police club at the time was COP, Confederation of Police. FOP was an Area Four Det’s social (drinking) club at the time. FOP won the vote in 1979 and we got our first contract in the summer of 1980 from Mayor Jane B. FOP has never had a letter addressing 1or 2 man cars.

As an added note, of the police clubs wanting to represent us (COP, Combined Counties, Teamsters, Local 1975), the FOP was considered the most docile, most easily controlled by the city and least wanted by police officers. The vote came after the Firefighters strike. It was widely speculated that the city rigged the election because no one outside Area Four had ever heard of FOP and no District Officer citywide admitted to voting for FOP. Yes, Mayor Jane B did like the police, but she was smart enough to ensure the new police union would be weak.

Nearly every news outlet is still referencing our "picketing" of city hall last year. They all show their anti-police bias by reporting us as out of control and chanting "Daley sucks" but I was there and I never heard it!

It must be like the few politicians who swear they were called the "N-word" by Tea party protestors, even though no one has provided audio or video "proof".

I know this is only a small amount but can someone tell me why i'm getting $1.25 taken out of every check for "police insurance?"
What is police insurance? It's right above the union dues line so i'm assuming it's something to do with the union.
Have no gripe if it's going toward something worth while. Just would like to know.

I cal bullshit on this one. But if true, why did he open the door? Once he looked outside and saw who it was, he should have just ignored them. What are they gonna do, kick in the door? They don't have a warrant either, so f*ck 'em. Even if the roomate let them in, go in your bedroom and close the door. You have an expectation of privacy in your own home.

As for the roomate, at the very least, he/she would be an ex right about now.

The guy living a cross the alley works for Streets and San took 24 unpaid furlough days last year and lost 8 out of the 13 holidays. They have been told they be only working 4 days a week soon.

I was at a retirement party last night as were some members of the sergeants association. Needless to say, they had a smurk on their faces. That being said, they were not surprised by the arbitrators ruling, but stated it was a win for the sergeants association. It's a win because they feel the sergeants association and the city will NOT go to arbitration. They feel the sergeants will receive the 16% originally offered by the city. Also they have been looking for that D2A seperation and this arbitrators ruling virtually guarantees that if they get the 16%. The city wants to divide and conquer and so be it, thats what will happen. Not saying it's a good thing, but the sergeants will come out on top in this situation.
Remember the sergeants were the only people who DID NOT endorse that march around city hall.

FTO's got screwed too. They kept telling us..."we are trying to get you D2A pay...we should be able to get it!" Turns out the union didn't even bring that issue up during negotiations. Not that I think D2A pay will bring in better FTO's...but just another example of how the FOP has decided to lie to us.

How the HELL does the FOP expect to get anything decent for us all if they don't even ask for what we really want?????

Think about it. The department does not care about the FTO program. Why do you blame the FOP? Weiss and masters gave lip service to FTO's and never made the program a priority. Look at the previous history with the FTO program? What has Weiss changed or acomplished for FTO's? They fired a few otherwise nothing. Now that we won the law suit the department must give us back pay and hours. Cuello will not support any changes to improve the program. I will take the back pay and stay in my beat car. All bullshit.

There are 11 dets in Area 1 on midnights. 1 det works the desk, leaving 10 street dets. There are 6 day off groups. Do the math. There are usually about 4-6 dets working a night. When people are on furlo, or use comp time, there has been nights there where 2 or 3 people working. This is midnights in Area 1! Come summertime they will take 5/6 people by reverse seniority, or bid, from the other watches to work midnights in the 6th, 7th, and 8th periods. Happens every year. How can anyone at 35th Street say we aren't short dets?

9764 police officers...plus approximately 1271 sergeants...plus 175 leiutenants...plus 75 captains (please bear in mind that these are approximate numbers and I know that all have less numbers in the ranks); that equals 11285. I didn't know we had 2,215 exempt spots...

Start off with 214 Lts., not 175. Capts. 69, not 75. Now add in detectives, ET's Marine unit, Mounted Unit, Bodyguards, FTO's, Forensics, Police Agents and some other job title codes. Before the 15th there were a total of 12,800 sworn, including aproximately 80 Exempts. Will look in a day or two when they update the retireees, but these are the corrent numbers.

Then what would you do for a contract? The current contract is with the City of Chicago and the Fraternal Order of Police. The FOP is the bargaining agent for those sworn members below the rank of Sgt.

You decertify the FOP and get a new bargaining unit (like PB&PA or Teamsters) they can start from scratch on negotiating a contract. Do you think the City will just hand a new police union the old FOP contract and say, "OK boys, you can start off with this one." No way, that contract took 30 years to negotiate, another union would never get all the stuff in there, the City won't make the same mistakes again.

Best of luck. I think a lot of people don't know when they have it good. Get some gratitude for what we have, try to improve for sure, but in the meantime, realize we have it pretty good, all in all.
