Thank Tommy for the Rain

  • At least 12 people were reported shot and three of those victims died from their injuries following separate shooting incidents throughout the city.

    The shootings started Sunday afternoon and continued into Monday morning on the South, Southwest, West and North Sides.

.... Tommy Skilling rides to the rescue and brings on a mix of showers, lightning and storms to wash away the lion's share of the mayhem.

And here's a laugher:
  • No one is in custody for any of the shootings. Wentworth Area, Calumet Area, Belmont Area, Harrison Area and Grand Area detectives are investigating.
Gee, that's Area 1, 2, 3, 4 and 5. Looks like a sweep!

It would be most interesting to see the homicide clearance rate by area for the total 521 murders which occurred last year.

Breakdown by area should include:
(a) Cleared by Arrest(s)
(b) Cleared Exceptional by (1)death of offender(s) or (2)other bar to prosecution (specify).
(c) Offender(s) identified; murder warrant(s) issued ("known but flown")
(d) "mysteries"

The media does not report homicide clearance rates. Why? Many years ago, we cleared about ninety percent of all homicides. Rumor has it that less than one in three are cleared these days. Could this be attributed to a severe shortage of detectives? What other factors could cause such an abysmal clearance rate?

It appears that the odds are good that one can now get away with murder in Chicago.

Could a low clearance rate have anything to do with merit detectives lead, invariably, by merit sergeants and merit lieutenants? Would the AMA allow for merit doctors, would the ABA allow for merit lawyers? Hardly. Public employment, the armed services, and police and fire departments in particularly have been the proving ground for failed affirmative action theories for nearly forty-years. And a low clearance rate is yet another symptom of a system gone wrong. Those liberal chickens have come home to roost.

I have a fantastic idea. I think we should build a memorial to all of the poor innocent people who were killed in Chicago. It would be a great way to embarrass the mayor. Especially during election season coming up.

The place to build it should be on the North side since if we built it on the West or South sides, after a while, people would be just immune to it. Any thoughts? Ideas? I am serious about this.

Murder rate percentage cleared to amount of Detectives on the job? I don't think so how about the QUALITY of Det's, several years ago Phat Phill changed the requirements to let anyone with ONE year off probation to take the Dick's test (real good experienced Dick's or some bosses kid did not want to be in the patrol div anymore) before that it was a minmium of 5 years before you can take a Sgt's, Dicks or any other test for promotion. They should bring back the FIVE year requirement and then you might see a better quality investigators and the clearance rate might go up.

The offender to 4600 S. California is in custody in the hospital thanks to the bloodhound police work of tactical officers. They not only followed the blood trail for a few blocks, but they also took their own initiative and checked local hospitals, locating the offender and his transportation in less than 45 minutes after the cowardly execution of an innocent victim.

As to the shooting of two in the 025th district. I was one of the first cars on scene and when I asked the silly question of who shot you ? Can you tell me ? The answer I received was this, fuck you white cop I aint telling you shit. Hmmmmm maybe that's why there is noone in custody. All I will say to that is to bad these are only 041A I'd much rather see 0110 across the entire city. Quit fooling yourselves about detectives being the cure to lowering the homicide rate. A lot of our current detectives are arrogant,overpaid ego maniacs; the others are overpaid clerks that couldn't catch a homicide offender with GPS. Most of them, if they ain't taking a two hour lunch or shopping trip, are stuck behind a computer for upwards of five hours catching up on last month's BS!
Then, especially in area two, you have an incompetent hack merit lt ( AC) that farms out the homicides offenders to some idiot strike force and never gives info to the district unless the strike farce strikes out!
The detective division is doomed, and promoting more detectives is a waste of time and money.

He stood on T.V. and told the patrolmen to blame their union for the contract and not taking the 16%. The sergeants should have made him honor that 16% or go to arbitration. The new "directive" in the Detective DIv. is NO SUSPENDED handouts. While this sounds like no big deal it is. They are going to take the better part of 70-75% of RD #'s and Ex-Clear.

Well, that will happen til a victim finds out they refused to pros. on the x-clear when in fact they were never interviewed. BTW.. the Sgts are refusing to approve any suspended supps.and telling the Dets to their face that THEY HAVE TO X-Clear or do an investigative alert on the victim if you cant find dude.

Today I enjoyed the presence of at leat 20 police officers on the north avenue beach. Some officers were nice enough to do bag checks to all entering the beach. I don't know about the hair jell tact guys though, they were hiding under the tree, I think they were upset that they couldn't drive around and lock up those pesky drinkers on the public way on Belmont. Their arrest numbers must be really taking a dive.

CONTRACT RESULTS!

The votes on the contract were counted and the membership voted overwhelmingly to accept the contract. 752 votes were cast to accept the contract and 94 votes were against accepting ratification. . . . The department has informed the Association that Sergeants may begin to retire with the age 55 paid health insurance starting on 15 July, 2010.

Talked about 80-year shooting the burglar after the burglar shot at him and said Daley might still have him prosecuted as handguns are illegal in Chicago. Put up Shortshanks quote that started "Guns is in homes..." Anchor started smiling and said, "That's what he really said."

Its not one year it's three years. Several reasons the rate was higher years ago. Video-taping interviews , Witnesses sticking around at the Areas and cooperating (wink, wink). 48 hour rule. Real tact. and gang officers out on the street being proactive. More patrols out on the street actually catching the offender immediately after the incident (not enough patrolmen outon the street). Busy getting handouts on BS because ever supervisor is making the beat cars write paper for every BS job. The list goes on and on. Not enough Detectives. When there was a homicide 4 to 6 Detectives went to the scene. Talk with officers, canvass, go to hospital. Now they send two Detectives.

Tweet, tweet, the little birdies at Fledquarters are chirping. It seem the 'great 4 & 2' schedule was put in place for reasons other than our happiness.

The "overlap" was a ruse and the endgame is to extend 2nd and 3rd Watches and get rid of 1st Watch. This mean 2nd Watch starts at 5:00 a.m. and has 2 or more roll call which will extend 2nd Watch until 5:00 or 6:00 p.m.. The new 3rd Watch will end at 2:00 to 4:00 a.m.. The idea is to have just a few early morning hours to be held by a few P.O.s, SGTS. and either a Field Lt., or worse, and Area Lt.. That's part of the questions the survey is going to answer.

For you 'who cares' guys: bottom line is they have lied. They have drastically reduced manpower and downsized the Department. It's not temporary and they are playing with your lives. We can't protect ourselves, much less the citizens we are sworn to protect.

Who is the Judas Iscariot who is heading this evisceration of the thin blue line? If you are reading this Downtown, ask a few real P.O.s. This is crazy and will not work no matter how many callback initiatives you implement.

look for 100 to 200 retirements between july 15 and nov 15 2010

city / cpd will save millions

sgt rank will be reduced , 1 sgt per sector , no more field lts
captains will be eliminated through attrition
straight 1st and 3rd watch for captains and many will retire at 50,not worth it to wait for 55

remember no more insurance for future retirees after 2013

Do you really think, even if for just a second, that any arbitrator was going to give sgts. more than what they gave the po's in terms of salary? Versus the fucked up one car funeral that's the current state of CPD? Cline had a hand in the hearse crashing by positioning some of these supervisory and exempt misfits we're saddled with now.

The hearse is still in drive and on top of a hydrant with water everywhere... The driver is gone and the stiff in the coffin is propped up behind the wheel grinning & clutching a grape soda and all four tires are missing...

...BUT Cline was at least the Police once upon a time.
